    Dear Fellow Conservative,

    On behalf of our Board of Directors, I am pleased to present the American Conservative Unions 2012 State Legislative Ratings for members of the Illinois State Legislature.

    Since 1971, our Congressional ratings have become the gold standard in holding every member of Congress accountable for their voting record on the most important issues facing our nation. Last year we brought that same commitment to conservative ideals to the states, by rating members in five legislatures. I am pleased to report that this year we will score 15 states. This is part of the ACU five-year plan to bring our ratings to all fifty states- scoring every legislature in every state, every year. 2012 is a critical election year in the life of our nation and it is important, now more than ever, that Americans have the information to elect true conservatives into office. Now approaching four years under the failed leadership of President Barack Obama, America needs decisive change to rein in reckless spending, restore our standing in the international community and return to the traditional values that made our nation so great. The liberal policies of the Obama administration have energized a national g rassroots conservative movement, bringing change to state and local governments nationwide. Because of this, our 2012 State Legislative Ratings are vital for voters to make informed choices on the future of our nation, especially in battleground states.

    We are dedicated to supporting the efforts of courageous conservative leaders fighting for limited government, promoting prosperity and individual freedom, and defending traditional values. Standing by voters around the nation, ACU is leading the way to encourage and help the next generation of c onservative leaders, beginning at the state level.

    Illinois House Vote Descriptions1. SB 1313 Employee Benefits Reform. This bill requires state government employees to contribute to their

    retirement health benefits for the first time. ACU supports efforts to bring government employee benefits more in-line with the private sector and supports this bill. The bill passed the House on May 9, 2012 by a vote of 74-43.

    2. SB 1566 Fee Increase. This bill increased the driver license fees by 2 percent, putting the fee over $100 for the first time. Revenue would be used to replace cuts to the Park and Conservation Fund already passed. ACU opposes this type of budget sleight-of-hand and opposes this bill. The bill passed the House on May 31, 2012 by a vote of 61-56.

    3. SB 1849 Gambling Expansion. This bill would greatly expand casino gambling in Illinois with 5 new casinos and slot machines at six race tracks. The bill was opposed by liberal Governor Pat Quinn as not meeting the minimum ethical requirements for such an expansion. ACU agrees with Governor Quinn and opposes this bill. The bill passed the House on May 23, 2012 by a vote of 69-47.

    4. SB 2194 Tax Increase. This bill would increase the state cigarette tax by $1.00. ACU opposes these regressive tax increases and opposes this bill. The bill passed the House on May 25, 2012 by a vote of 60-52.

    5. SB 2840 Medicaid Reform. This bill cuts back on the eligibility for Medicaid programs in Illinois, putting it more in-line with a majority of states. ACU supports this type of reform of the Medicaid program, which in its current form, helped create a fiscal crisis in Illinois and supports this bill. The bill passed the House on May 24, 2012 by a vote of 94-22.

    6. HB 4085 Amd. #3 Abortion Regulations. This was a so-called poison pill amendment to a bill requiring that women seeking an abortion be offered, but not be required, the right to see an ultrasound of the unborn child. The amendment would require all patients to be offered the right to an ultrasound for any medical procedure, such as kidneys, liver, gallbladders and the like. ACU supports the bill and opposes this amendment. This hostile amendment failed to pass the House on March 29, 2012 by a vote of 36-66. No vote was allowed on the bill itself.

    7. HB 5007 Medicaid Expansion. Despite the Medicaid reductions in the budget, this bill allows Cook County to begin covering 100,000 uninsured adults and begin a pilot program for single individuals. ACU opposes Medicaid expansion and opposes this bill. The bill passed the Illinois House on May 24, 2012 by a vote of 62-55.

    8. HB 5290 Anti-bullying Law. This bill mandates local school districts implement anti-bullying policies without protections asked for by pro-family groups for an opt-out provision regarding programs that teach against a students or parents religious beliefs. ACU supports religious freedom protection in these laws and opposes this bill. The bill passed the House on March 28, 2012 by a vote of 61-49.

    2012 STATE LEGISLATIVE RATINGS GUIDE

    Illinois Senate Vote Descriptions1. SB 1313 Employee Benefits Reform. This bill requires state government employees to contribute to their

    retirement health benefits for the first time. ACU supports efforts to bring government employee benefits more in-line with the private sector and supports this bill. The bill passed the Senate on May 10, 2012 by a vote of 31-20.

    2. SB 1566 Fee Increase. This bill increased the driver license fees by 2 percent, putting the fee over $100 for the first time. Revenue would be used to replace cuts to the Park and Conservation Fund already passed. ACU opposes this type of budget sleight-of-hand and opposes this bill. The bill failed to pass the Senate on May 31, 2012 by a vote of 33-21. Under the rules, a budget bill after May 31 requires 36 votes to pass.

    3. SB 1849 Gambling Expansion. This bill would greatly expand casino gambling in Illinois with 5 new casinos and slot machines at six race tracks. The bill was opposed by liberal Governor Pat Quinn as not meeting the minimum ethical requirements for such an expansion. ACU agrees with Governor Quinn and opposes this bill. The bill passed the Senate on May 31, 2012 by a vote of 30-26.

    4. SB 2194 Tax Increase. This bill would increase the state cigarette tax by $1.00. ACU opposes these regressive tax increases and opposes this bill. The bill passed the Senate on May 29, 2012 by a vote of 31-27.

    5. SB 2840 Medicaid Reform. This bill cuts back on the eligibility for Medicaid programs in Illinois, putting it more in-line with a majority of states. ACU supports this type of reform of the Medicaid program, which in its current form, helped create a fiscal crisis in Illinois and supports this bill. The bill passed the Senate on May 24, 2012 by a vote of 44-13.

    6. HB 5007 Medicaid Expansion. Despite the Medicaid reductions in the budget, this bill allows Cook County to begin covering 100,000 uninsured adults and begin a pilot program for single individuals. ACU opposes Medicaid expansion and opposes this bill. The bill passed the Illinois Senate on May 24, 2012 by a vote of 35-22.

    7. HB 5290 Anti-bullying Law. This bill mandates local school districts implement anti-bullying policies without protections asked for by pro-family groups for an opt-out provision. The denied opt-out is regarding programs that teach against a students or parents religious beliefs. ACU supports religious freedom protection in these laws and opposes this bill. The bill failed to pass the Senate on May 29, 2012 by a vote of 29-21. Under the rules, a bill must get 30 votes to pass.

    8. HB 5440 Tax Increase. This bill imposes a 5% tax on direct satellite TV companies. ACU opposes these taxes that ultimately are paid by the consumer and opposes this bill. The bill passed the Senate on May 31, 2012 by a vote of 30-27.
