    2010 In The Top Three Warmest Years: WMO

    The year 2010 is almost certain to rank in the top three warmest years since the beginning of instrumental

    climate records in 1850, according to data compiled by the World Meteorological Organization (WMO).

    Synopsis

    January-October 2010 temperatures are near record levels

    Surface air temperatures over land were above normal across most parts of the world

    Temperature Variations

    A WMO statement said the global combined sea surface and land surface air temperature for 2010

    (JanuaryOctober) is now estimated at 0.55 degrees Celsius plus or minus 0.11 degrees Celsius abovethe 19611990 annual average of 14 degrees Celsius.

    At present, 2010's nominal value is the highest on record, just ahead of 1998 and 2005.

    The data also indicates that the January-October 2010 temperatures are near record levels. The final

    ranking of 2010 will not become clear until November and December data are analysed in early 2011.

    Preliminary operational data from November 1 to 25 indicate that global temperatures from November

    2010 are similar to those observed in November 2005, indicating that global temperatures for 2010 are

    continuing to track near record levels.

    From 2001 to 2010, global temperatures have averaged 0.46 degrees Celsius above the 1961-1990

    average, 0.03 degrees Celsius above the 2000-09 average and the highest value ever recorded for a 10-

    year period.

    Recent warming has been especially strong in Africa, parts of Asia, and parts of the Arctic, the

    Saharan/Arabian, East African, Central Asian and Greenland/Arctic. Canada sub-regions have all had

    2001-10 temperatures 1.2 to 1.4 degrees Celsius above the long-term average, and 0.7 degrees Celsiusto 0.9 degrees Celsius warmer than any previous decade.

    Surface air temperatures over land were above normal across most parts of the world.

    Centre Issues Wetland Conservation Guidelines

    The Union government notified rules for conservation and management of wetlands that restrict harmful

    activities such as construction, dumping of untreated waste, and industrialisation, to prevent damage to

    these sensitive ecosystems with high biodiversity values.

    Wetlands (Conservation and Management) Rules, 2010

    The Wetlands (Conservation and Management) Rules, 2010, are aimed at ensuring better conservation

    and preventing degradation of wetlands.

    Under the rules, wetlands have been classified for better management and easier identification.

    Wetland regulatory authorities and appraisal committees were set up at the central, State and district

    levels to ensure proper implementation of the rules.

    Why this legislation was awaited and important?

    This is the first time that legally enforceable rules are being notified for such eco-sensitive areas in our

    country.

    Over one-third of the country's wetlands had been wiped out or badly damaged.

    Wetlands are critical for human development and well-being, especially in India, where a large number of

    people are dependant on them for drinking water, food and livelihood. Despite their immense importance, wetlands are one of the most degraded ecosystems globally.

    Rise in petrol price.

    With international crude prices touching the $90 a barrel mark, state-run marketing companies are likely to

    increase petrol prices by Rs. 1.50-2 a litre early next week.

    A call on diesel price will be taken by the political leadership, as this fuel continues to be under the

    administered price mechanism regime.

    A diary purportedly containing details of payoffs to politicians of the ruling combine and journalists was foundby sleuths of the Central Bureau of Investigation who searched the official residence of the former telecom

    minister A Raja.

    The diary confiscated by CBI is being scrutinised for payments made either directly or through his close

    associates for the 2G spectrum allocation. According to a CBI source, the diary contains names of a few

    hawala dealers who may have routed money to foreign countries.

    SBI to renew Uninor cover despi te SC rap

    MUMBAI: State Bank of India (SBI) will renew a Rs. 882-crore bank guarantee given to Uninor, despite the

    Supreme Court voicing concerns on bank loans to telecom companies against licences as the only security.

    India ninth-most corrupt country: Survey

    About 54% Indians paid a bribe in the past year, according to a global survey by Transparency International.

    By this metric, India is the ninth most corrupt country in the world, in a ranking of 86 countries, with 54% of

    people reporting having paid a bribe. War-torn Iraq (56%) and Afghanistan (61%) suffer worse levels than

    India, as do nations such as Liberia (89%), Uganda (86%), Nigeria (63%), Sierra Leone (71%), Senegal (56%)

    and Cambodia (84%).

    17% of Mumbai WiFi connect ions unsecured: Survey

    MUMBAI: A survey conducted by Mumbai Police in co-ordination with cyber experts has revealed that a

    startling 34,000 WiFi networks in the city are unsecured.

    Of the two lakh Wireless Fidelity (WiFi) networks in the metropolis, 17 per cent were found to be unprotected

    in a survey carried out by NASSCOM-KPMG and Mumbai police recently, cyber expert Vijay Mukhi said.

    Three bombs defused in Allahabad

    Two days after the terror attack in Varanasi killing a girl child. The police on Thursday recovered and defused

    three crude bombs in Uttar Pradesh.

    The bombs were found in a garbage trolley in Bahadurganj area, Deputy Inspector General of Police Ram

    A special CBI court today rejected the bail plea of Rajesh Sharma, CMD of city-based firm Money Matters,

    arrested in the bribe-for-loans scam, and remanded him in judicial custody till December 16.

    Two other employees who were arrested of the firm Sanjay Sharma and Suresh Gattani - were, however,

    granted bail on a surety of Rs. two lakh each.

    India test-fired an upgraded version of Agni-II nuclear-capable intermediate-range ballistic missile from the

    Integrated Test Range (ITR) at Wheeler Island off Orissa coast in inclement weather.

    "The surface-to-surface missile was test-fired from a rail mobile launcher from the launch pad-4 of ITR,"

    defence sources said after the launch took place around 1000 hours.

    Safety code for cabs for woman workers

    The Delhi Police have issued a notice to safeguard women workers under Criminal Procedure Code (CRPC)

    144 to all BPO companies, media and corporate houses in Delhi and the National Capital Region. The notice

    came in the wake of the Dhaula Kuan rape case in which a 30-year-old BPO employee was raped by five

    persons.

    Train nos changed to five digit system

    All passenger trains have a five-digit numbering system in place of the existing four-digit system, giving each

    train a unique identifiable number.

    All the numbers have been converted to the new five-digit system by simply prefixing 1 to the existing four-digit numbers.

    The existing number system was exhausted with more than 10,000 trains running every day.

    Special trains run to clear holiday rush shall have the prefix 0. This shall apply to all special trains, whethersuperfast, express or passenger.

    New land acquisition policy in Gujarat

    In a bid to encourage farmers to part with their land for industrial development, the Gujarat government hasformulated a new land acquisition policy to make them partners in the development.

    The State-owned Gujarat Industrial Development Corporation (GIDC) henceforth would acquire land only with

    the consent of the concerned farmers, pay them at the prevailing market rate.

    Rajasthan announces single window system

    The much-awaited single window facility for investors in Rajasthan was cleared by the State Cabinet.

    With this Rajasthan would join the exclusive club of less than half a dozen States in the country where a pro-

    active approach is taken by the authorities to facilitate the potential investor with all clearances and other

    paperwork.

    Once the Ordinance comes into force, investments up to Rs.10 crore would be cleared at the district level by a

    committee headed by the Collector. The nodal agency for this would be the District Industrial Centres (DICs).The investments beyond Rs.10 crore would be cleared by a State level empowered committee headed by the

    Chief Secretary. The Bureau for Industrial Promotion (BIP) will be the nodal agency for this category.

    Army to dedicate 2011 to its d isabled personnel

    The army will dedicate the year 2011 for its personnel disabled while serving the nation and a number of

    programmes will be launched for their welfare, Army Chief General V K Singh said.

    News round upChinese Research Ship Embarks On Year-Long Global Voyage

    The Chinese scientific research ship Dayang Yihao, or Ocean One, set sail from Guangzhou on

    December 8, starting a 376-day global trip that will take it across the Pacific, Atlantic and Indian Oceans.

    It is to conduct research on hot liquid sulfides and deep-sea biological diversity,

    The ship is expected to return home on December 18, 2011 after covering 45,000 nautical miles (83,340

    km).

    It will make stops in South Africa, Brazil, Panama and Ecuador.

    WORLD'S FIRST METHANOL FACTORY USING CO2 FROM STEAM

    The world's first methanol factory using carbon dioxide extracted from steam is expected to be completed

    in March in Iceland.

    The first stage of the factory, located in the Southwest Reykjanes peninsula at the HS Orka

    geothermal power plant, will be completed in March.

    With a production capacity of 1.7 million litres per year, the methanol, an alternative fuel, will be madefrom carbon dioxide extracted from steam emitted by the power plant, making it the first of its kind in the

    world.

    Once the next two stages are completed in 2011 and 2012, it can touch a peak capacity of 5.1 million

    litres per year.

    Iceland is rich in geothermal energy which provides steam and CO2 as natural resources.

    India, Germany to cooperate in civi lian nuke energy coop

    Reflecting their desire to deepen the strategic partnership, India and Germany have for the first time

    discussed the possibilities of entering into bilateral cooperation in civil nuclear energy.

    Prime Minister Manmohan Singh referred to the prospects of the two countries entering into the new area of

    collaboration while hailing Germany's supportive role in the 45-nation Nuclear Suppliers Group (NSG) whichapproved the Indo-US civilian nuclear accord last year.

    French President Nicolas Sarkozy, whose visit to India could be termed a success, stressed on a long-term

    relationship with India while addressing a business delegation in Mumbai. French companies struck deals

    A statue of Vladimir Ilich Lenin, founder of the Soviet State, was damaged in a blast in a Russian town, police

    Ignoring China's call for a boycott, India has decided to attend the Nobel peace prize presentation ceremony

    of Chinese dissident Liu Xiaobo in Oslo.

    Although China has called upon all countries, including India to keep away from the ceremony, New Delhi

    does not see it as a bilateral issue with Beijing.

    The ceremony attains more significance as it comes only five days before the Chinese Premier Wen Jiabao

    starts his three-day visit to India.

    Prime Minister Manmohan Singh and French President Nicolas Sarkozy also decided to work for doubling

    bilateral trade to 12 billion Euros by 2012.

    Germany halts plan to transport spent N-fuel rods to Russia

    Germany has halted a controversial plan to transport highly radioactive reactor fuel rods to Russia for

    reprocessing and storage of nuclear waste following strong protests from environmental groups and

    opposition parties.

    TCS, Infy and Wipro eye $27-billion deals up for renewalIndian information technology services firms like Tata Consultancy Services, Infosys Technologies and Wipro

    are gearing up to corner a chunk of large deals that are coming up for renewal over the next three months.

    November exports up at $18.9 billion

    India's exports in November rose 26.8 per cent to $18.9 billion year-on-year, prompting the government to

    exude confidence that the outbound shipments will touch $215 billion this financial year. Imports also grew

    11.2 per cent in November to $27.8 billion. The trade balance in the month was $8.9 billion.

    MCD Commissioner for 5% raise in house tax

    Delhi Municipal Commissioner K S Mehra proposed a five per cent hike in house tax in all categories as he

    unveiled the civic body's budget for the next financial year, with the ruling BJP outrightly rejecting it.Mehra tabled the Revised Budget Estimates for 2010-2011 and the Budget Estimates for 2011-2012 at the

    meeting. The MCD budget for 2010-11 had reached Rs. 6,346 crore.

    Gold, silver slip from record level on scrap sale

    Gold and silver prices dropped from their record highs on emergence of scrap ornament sale by retailers at

    attractive higher levels amid weakening global trend.

    While gold dropped Rs. 330 to Rs. 20,720 per ten grams, silver plummeted by Rs. 1,300 to Rs. 44,200 per kg.

    The country's largest two-wheeler maker Hero Honda said it has raised the prices of its models in the range

    of Rs. 500- Rs. 1500 to offset the rising input costs.

    Tata Motors has told its vendors that it will increase the production of Nano, hoping to build confidence after

    the small car sold only 509 units in November.

    BMW reports 19.8 pc jump in November sales

    The world's leading luxury automobile maker, BMW, posted a jump in November sales. BMW remained ahead

    of German rival Daimler, the owner of Mercedes-Benz which has reported a sale of 1.14 million vehicles since

    January 1.

    Sales director Ian Robertson said that BMW, with the total sales so far this year of 1.31 million BMW, Mini and

    Rolls-Royce autos, is well on its way to reach its target of more than 1.4 million units for this year.

    Google's new Chrome OS to cut PC prices

    Google has launched a test version of the Chrome OS, its much awaited and delayed internet-centricoperating system that analysts say could make the personal computer cheaper by up to 25% in India.

    SBI hikes deposit rates by 0.5-1.5%

    The largest bank in the country, State Bank of India (SBI), also joined the race with its latest hike in deposit

    rates by 0.5-1.5 per cent across maturities.

    SBI's new rates that will be applicable from Tuesday (December 7) propose a maximum return of 8.75 per

    cent on eight to 10 year deposits, up by one per cent.

    The country's power sector is expected to import more coal in 2011/12 than in the current fiscal year to end-

    March, Power Secretary P Uma Shankar said.

    Food inflation up to 8.69 pc, experts say minor bl ip

    Snapping a seven week declining trend, food inflation went up marginally to 8.69 per cent for the week ended

    November 27, as experts exuded confidence the mild rise will not impact an overall downward trend.

    Economists, however, feared a steeper inflationary pressure due to rising global commodity prices,

    particularly oil.The marginal rise in food inflation is due to increase in prices of onions, fruits and milk.

    Rupee depreciates by another 13 paise against dollar on weak equities.

    The rupee today lost 13 paise to close at 45.21/22 against the US currency due to weak equity markets and

    concerns over increased capital outflows.

    Indian Companies

    Indian companies have become bigger and stronger in the last ten years with the average revenue of a

    company on the Fortune India 500 list standing at Rs. 7,632.5 crore (Rs. 76.32 billion).

    Eight of the largest corporations on the list, led by Indian Oil, are also on the Fortune Global 500 list.

    The total revenue of the Fortune India 500 companies stands at Rs. 38,16,239.40 crore. That's more than 60

    per cent of India's total GDP.
