Resource Sharing

Delivery • On January 10, RAILS and the Illinois Heartland Library System (IHLS) finalized their formal agreement for

provision of Illinois Library Delivery Service (ILDS) to the 31 academic locations in IHLS. The agreement runs through June 30, 2018. IHLS has provided ILDS delivery to these locations since July 1, 2016 under an informal verbal agreement with RAILS.

• RAILS staff are completing another Library Learning (L2) cleanup of the delivery data to ensure the information is as accurate as possible.

E-book Projects • On January 4, representatives from RAILS and IHLS met with Anne Craig (Senior Director of the

Consortium of Academic and Research Libraries in Illinois), CARLI staff, and CARLI member library representatives to discuss potential participation in eRead Illinois and possible future collaboration on developing a shared e-book platform focused on academic library needs.

• The new Popup Picks e-book collection launched January 9 on the BiblioBoard platform and will be available through March. The current theme is New Year, New You. The collection features e-books on subjects such as healthy eating, fitness, travel and staycations, and leadership.

• See the attached report for eRead Illinois Axis 360 statistics. • Live and webinar trainings are ongoing and listed at http://www.librarylearning.info.

demonstration of the Creator software from BiblioLabs. This product is being considered for a future RAILS group purchase. Creator provides libraries with a suite of online tools to manage unique digital content.

LLSAPs and Other Consortia • Progress continues toward the migration of libraries from LINC and MAGIC into SWAN. This project is

currently in a phase of significant membership approval and vendor negotiation milestones. • The Overlay Software Search Working Group has been hard at work on a request for proposal (RFP) for

an overlay pilot project. At its meeting on January 10, the group finalized the RFP content. Jane Plass is preparing the RFP for distribution. The projected release date is January 30, 2017. Vendor proposals will be due March 3, 2017, and vendor demonstrations are anticipated in May. The demos will be open to anyone interested, not just members of the working group.

• The Cataloging Working Group, which reports to the Consortia Committee, met on November 11 and January 13 and has made significant progress toward its charge. Members of the group are drafting and revising recommendations for cataloging staff competencies, training, and best practices.

• Reports from individual consortia are compiled quarterly for Consortia Committee meetings and included in the RAILS Board meeting packet when available. The January meeting packet includes the report prepared for the Consortia Committee meeting on January 30.

Access to Information

Illinois Talking Book Outreach Center • Outreach Events

• November 11, 2016—Health and Wellness Fair at Morningside of Washington. Program. • November 14, 2016—Lincoln Low Vision Support Group in Lincoln. Program. • December 7, 2016—RAILS networking meeting at the Bloomington Public Library, Bloomington.

Program. • Networking groups that ITBOC staff attend regularly include:

B’LONG (Bookmobile and Library Outreach Networking Group). Meets quarterly in the suburbs.

Parents Conference North planning committee. A group of vision teachers, representatives from the Illinois School for the Visually Impaired, and a talking book representative who develop a daylong workshop for parents of children of all ages who have vision impairments. Meets monthly.

Senior Care Network. Meets monthly in Peoria. SNAILS (Special Needs and Inclusive Library Services). A group of children’s and young

adult librarians doing programming for special needs youth. Meets quarterly in the suburbs.

• Statistics for July 1–December 31, 2016 (6 months) • During this period, Talking Books served 13,655 patrons in Illinois, of which 11,180 live in

ITBOC’s service area. Of those, 10,108 are adults, 82 are juveniles, and 990 are partners who demonstrate Talking Book services and sign up eligible people for service.

• Circulation of talking books for the entire state was 306,334 items, down 10.4% from last year’s 342,023. This includes 1,010 serials; 66 braille items; 1,434 old-time radio programs; 251 descriptive videos; 293,312 digital books; and 10,261 newsletters. The Illinois State Library Talking Book and Braille Service circulates and counts items that ITBOC staff order for patrons.

• Braille and Audio Reading Download (BARD) statistics are sent to ITBOC from National Library Services for the Blind and Physically Handicapped. In the first six months of this fiscal year, 60,496 audio or braille books were downloaded from BARD.

• Total book circulation for the first six months of the fiscal year was 353,808 (293,312 digital books mailed to patrons and 60,496 downloaded books). Mailed digital books accounted for 82.9% of total book circulation and downloaded books for 17.1%

• Braille books ordered from the Illinois contract with Utah and books interlibrary loaned from the Cincinnati, Ohio Multi-State Center are not included in these tallies.

Nonresident Issues • On November 15, Veronda Pitchford met with the board of the Creston-Dement Public Library District to

discuss the potential of expanding the library’s service area through an intergovernmental agreement with neighboring communities.

Unserved and Underserved • Dee Brennan and Veronda Pitchford contributed to the discussion of the unserved/untaxed issue at the

January 12 meeting of the Illinois State Library Advisory Committee.

Member Engagement

Communications • RAILS is searching for a full-time Marketing and Public Relations Specialist. This expansion of the former

Communications Specialist position reflects a growing need to augment RAILS social media presence and expand other publicity efforts in light of the growing number of programs/projects.

• The Communications department continues to seek feedback to make the “new” website even more useful for members. Four hundred seventy-five (475) members took the brief usability test that was posted on the site in October/November 2016. RAILS awarded Amazon gift certificates to two testers chosen at random.

• One hundred twenty (120) members registered for the December 13 RAILS member update to learn about RAILS plans for early 2017.

• The Communications department produced the winter edition of the “What’s New at RAILS?” flyer and is promoting it to members. The flyer is available at https://www.railslibraries.info/about/whats-new.

Membership Changes and Issues • The Illinois State Library certification portal opened on January 3. The RAILS certification team is working

with member libraries to help them complete both the certification process and the Illinois interlibrary loan traffic survey.

Networking Events • Seven people attended the RAILS networking event held at Hononegah High School (Hononegah

Community High School District #207) in Rockton on November 29. Susan Bohn, Library Media Specialist, gave a tour of the high school library and talked about how she made the media center such a popular place to be for the students.

• Twelve people attended the RAILS networking event held at Bloomington Public Library on December 7. Beth Weimer attended to give an overview of Talking Books. Project team members from Gail Borden Public Library District in Elgin were also on hand to talk about Gail's Toolkit, a resource for libraries offering classes. The online portal, which is sponsored by RAILS, is available at http://www.gailstoolkit.com.

• Seven people attended the virtual networking event for school libraries on January 12. RAILS staff shared information on the multitype grant opportunity, certification, continuing education, and other services and projects.

• The next RAILS networking event will be held at the Des Plaines Public Library on January 26 at 10 a.m. Director Holly Sorensen and Assistant Director Roberta Johnson will discuss the library's $2.1 million Fast Forward Renovation and conduct a special tour of the "new" library. Dee Brennan and Debbie Baaske will give a RAILS update and answer questions.

• RAILS will host two virtual networking events on February 8, one for special libraries at 10 a.m. and one for academic libraries at 2 p.m.

Member Visits • See the attached report for statistics on member visits during November and December 2016.

Continuing Education and Consulting Services

Continuing Education • RAILS awarded four CE networking group grants totaling $5,000 during the third grant period ending

November 30. Grants were awarded to ATLAS for their annual director’s retreat, the LACONI Administrators section for a program on forecasting, the Two Rivers Networking Group for a program on tax levies, and the Reference Association of South Suburban Libraries (RASSL) for a collection development workshop.

• On December 7, Dee Brennan and Joe Filapek met with ALA staff to discuss proposed system training standards. ALA is interested in piloting a certification program that would fill a training need for public library directors without a MLS degree. This certification program would have the additional benefit of being transferable between states. There may be an opportunity for RAILS to use this training resource. Additional conversations on this project will take place during the ALA Midwinter meeting.

• On January 11, Dee Brennan and Joe Filapek met with Kathy Parker and Betsy Adamowski to discuss the proposed Directors University, a training program modeled after SPLMI that would provide a multiday intensive training program for public library directors around the state. Preliminary conversations continue with the Illinois State Library around funding support and involvement, and a planning committee will be formed in February.

• Upcoming CE events include a webinar on early literacy programs on February 7, a workshop on serving patrons with dementia on February 10, and a webinar on programming ideas for makerspaces on February 16.

• See the attached report for statistics on RAILS continuing education events in November and December 2016.

Consulting • On January 11, RAILS began seeking libraries to participate in a website best practices project. RAILS will

select ten member libraries that will have their websites reviewed by consultants at Influx Library User Experience (http://weareinflux.com). Observations from these website evaluations will be summarized into a website best practices document that will be made available to all RAILS member libraries. Libraries can apply to be included in this project through January 27. Project completion and report distribution are tentatively scheduled for April 2017.

Leadership and Innovation • The first application period for the new RAILS multitype collaborative grants opened on November 1. A

limited number of grants up to $2,500 each will be awarded to fund collaborative projects involving at

least two different library types within RAILS. Debbie Baaske and Joe Filapek are taking the lead on this project. The FY2017 application deadlines are January 31 and April 28. The application form and details are available at https://www.railslibraries.info/services/multitype-grants.

• On December 1, Dee Brennan, Joe Filapek, and Anne Slaughter met with staff from the Chicago Public Library (CPL) to discuss their implementation of the design thinking approach to library services. RAILS continues to evaluate design thinking for use within RAILS and as an opportunity to provide CE for members in this area. CPL staff are tentatively scheduled to visit RAILS offices in March for further discussion and planning for this initiative.

• Anne Slaughter is serving on the planning committee for the 2017 Illinois Library Association conference and is leading the subcommittee charged with writing the call for proposals and engaging in recruitment and support activities for speakers. The call for proposals was released in early December.

• On December 7, Veronda Pitchford was a panelist for the Library Journal SelfE webinar, “An Indie State of Mind: Finding and Celebrating the Best Local Authors in Your State or Region.”

• The Executive Committee of the Libraries of Illinois Risk Agency (LIRA) elected Jim Kregor to be LIRA’s Treasurer. RAILS Board member Paul Mills was elected President, to succeed Kathy Parker.

• Anne Slaughter is a candidate for a Director-at-Large seat on the Executive Board of the Illinois Library Association.

Organizational Excellence

Human Resources • Since the November 2016 operations report, RAILS had nine new hires (Evan Kay, Sorter; Douglas

Erickson, Driver; Dorothy Rush, Sorter; Justin Naida, Driver; Heather Lipford, Driver; Denis Sotelo, Driver; Janet Ford, Driver; Hasan McGowan, Sorter; and Maryann Kill, Clerical Assistant–ITBOC) and seven terminations (Renee Anderson, Communications Specialist; Maria Tucker, Clerical Assistant–ITBOC; Christopher Erickson, Sorter; Tarrah Reed, Sorter; Jeff Davis, Driver; Michael Dice, Driver; Daniel Scott Richey, Sorter). (Terminations refer to all persons leaving RAILS employment for any reason, including resignations and retirements.)

• Recruitment efforts included work to fill driver/sorter positions in several RAILS service centers, the ITBOC Clerical Assistant position, an Administrative Assistant position, and the revised Marketing and Public Relations Specialist position.

• HR staff successfully conducted the LIMRICC open enrollment process online using the Human Resources Information System (HRIS) to streamline enrollment for staff and the Human Resources department. Although LIMRiCC still required paper forms, HR staff created the form in the HRIS so RAILS staff had a “one-stop” resource to complete the open enrollment process. HR also conducted multiple benefit enrollment meetings to notify staff of all changes to the benefits for the 2017 plan year. Work has also begun to audit the 2017 benefit enrollment against LIMRiCC records to ensure proper reconciliation of all records.

• HR staff worked with Paycom, RAILS payroll company, to complete all end of year processing for the Affordable Care Act, W2s, etc.

• Work has begun on auditing 2017 time-off benefits to ensure vacation, sick, personal, and sick bank time balances are accurate for the new year.

Information Technology • As reported in the November 2016 operational report, RAILS IT ordered replacements for the staff

computers, following a bid process that saved at least $21,000 as compared to the budgeted cost. The computers arrived in December, and RAILS IT has now completed imaging them (removing unwanted bundled software and installing Microsoft Office and other standard productivity software). to staff will begin soon. Some of the older computers will be reused in the computer labs at various service centers.

• IT plans to replace the core router on January 25. The current router is no longer supported by Cisco. • IT staff have been busy working with PrairieCat and helping with their IT support.

Stewardship

Administration and Finance • Finance staff have begun preparing for development of the FY2018 budget.

Facilities • Burr Ridge:

o In December, SWAN completed its move from the RAILS Burr Ridge service center to its own facility at 800 Quail Ridge Drive, Westmont, IL 60559, freeing up several offices and cubicles at Burr Ridge. One office was converted to another flex office for use by staff as needed for privacy or small meetings. Several Burr Ridge staff moved to different work areas, and more moves are planned following renovation. Joe Filapek and Louise Svehla relocated from the Bolingbrook service center to Burr Ridge, as they work closely with other Burr Ridge staff and often conduct continuing education events at Burr Ridge.

o Property Valuation Advisors, Inc. conducted an appraisal of the Burr Ridge property at a cost of $1,800. The appraisal includes an “as is” value of $2,200,000 and a prospective “as renovated” value of $3,065,000.

• Coal Valley: Staff met with Ruhl & Ruhl Realtors to determine the current market value of the Coal Valley property. The realtor recommended $425,000.
