Nirmala Sitharaman referred to the vision laid out by Prime Minister Shri Narendra Modi in his address to the Nation on 12th May 2020. Quoting the Prime Minister, Smt. Sitharaman said that as a Nation, we stand at a very crucial juncture. COVID-19 Pandemic has brought a message and an opportunity. We need now to build an Aatma Nirbhar Bharat. Smt. Sitharaman said that in order to prove the resolve of Aatma Nirbhar Bharat, land, labour, liquidity and laws have all been emphasised in Aatma Nirbhar Bharat Package. The crisis and the challenge is an opportunity to build a self-reliant India. The Finance Minister said this announcement is in continuation in the series of reforms. Soon after lockdown, we came up with Prime Minister Garib Kalyan Package (PMGKP). As part of the Rs 1.70 lakh crore PMGKP, the Government announced distribution of free food grains, cash payment to women and poor senior citizens and farmers etc. The swift implementation of the package is being continuously monitored. Around 41 crore poor people received financial assistance of Rs 52,608 crore under the PMGKP. The Finance Minister also said PMGKP used technology to do Direct Benefit Transfer (DBT) to people. We could do what we did because of the initiatives taken during the last few years, she added. pulses has been dispatched tovarious States. And for this, Smt.Sitharaman appreciated theconcerted efforts of FCI, NAFEDand States, giving pulses andgrains in huge quantities, despitelogistical challenges.

Announcing the 5th and lastTranche of measures towardsGovernment Reforms andEnablers, Smt. Sitharamandetailed seven measures forproviding employment, supportto businesses, Ease of DoingBusiness, and StateGovernments as well sectorssuch as Education and Health.

1. Rs 40,000 crore increasein allocation for MGNREGS toprovide employment boost

The Government will nowallocate an additional Rs 40,000crore under MGNREGS. It willhelp generate nearly 300 croreperson days in total addressingneed for more work includingreturning migrant workers inMonsoon season as well.Creation of larger number ofdurable and livelihood assetsincluding water conservationassets will boost the ruraleconomy through higherproduction.

2. Health Reforms &Initiatives

Public Expenditure on Healthwill be increased by investing ingrass root health institutions andramping up Health and WellnessCentres in rural and urban areas.Setting up of Infectious DiseasesHospital Blocks in all districtsand strengthening of lab networkand surveillance by IntegratedPublic Health Labs in all districts& block level Labs & PublicHealth Unit to managepandemics. Further, NationalInstitutional Platform for Onehealth by ICMR will encourageresearch. And implementation ofNational Digital Health Blueprintunder the National Digital HealthMission.

3. Technology DrivenEducation with Equity post-COVID

PM eVIDYA, a programme formulti-mode access to digital/online education to be launchedimmediately. Manodarpan, aninitiative for psycho-socialsupport for students, teachersand families for mental healthand emotional well-being to belaunched immediately as well.New National Curriculum andPedagogical framework forschool, early childhood andteachers will also be launched.National Foundational Literacyand Numeracy Mission forensuring that every child attainsLearning levels and outcomes ingrade 5 by 2025 will be launchedby December 2020.

4. Further enhancement ofEase of Doing Businessthrough IBC related measures

Minimum threshold to initiateinsolvency proceedings has

been raised to Rs. 1 crore (fromRs. 1 lakh, which largelyinsulates MSMEs). Specialinsolvency resolution frameworkfor MSMEs under Section 240Aof the Code will be notified soon.

Suspension of fresh initiationof insolvency proceedings up toone year, depending upon thepandemic situation. EmpoweringCentral Government to excludeCOVID 19 related debt from thedefinition of "default" under theCode for the purpose oftriggering insolvencyproceedings.

5. Decriminalisation ofCompanies Act defaults

Decriminalisation of Comp-anies Act violations involvingminor technical and proceduraldefaults such as shortcomings inCSR reporting, inadequacies inBoard report, filing defaults,delay in holding of AGM. TheAmendments will de-clog thecriminal courts and NCLT. 7compoundable offencesaltogether dropped and 5 to bedealt with under alternativeframework.

6. Ease of Doing Businessfor Corporates

Key reforms include:Direct listing of securities byIndian public companies inpermissible foreignjurisdictions.Private companies which listNCDs on stock exchangesnot to be regarded as listedcompanies.Including the provisions ofPart IXA (ProducerCompanies) of CompaniesAct, 1956 in Companies Act,2013.Power to create additional/specialized benches forNCLATLower penalties for alldefaults for Small Companies,One-person Companies,Producer Companies & StartUps.

7. Public SectorEnterprise Policy for a New,Self-reliant India

Government will announce anew policy whereby -

List of strategic sectorsrequiring presence of PSEs inpublic interest will be notifiedIn strategic sectors, at leastone enterprise will remain inthe public sector but privatesector will also be allowedIn other sectors, PSEs will beprivatized (timing to be basedon feasibility etc.)To minimise wastefuladministrative costs, numberof enterprises in strategicsectors will ordinarily be onlyone to four; others will beprivatised/ merged/ broughtunder holding companies

8. Support to StateGovernments

Centre has decided toincrease borrowing limits ofStates from 3% to 5% for 2020-21 only. This will give Statesextra resources of Rs. 4.28 lakhcrore. Part of the borrowing will

be linked to specific reforms(including recommendations ofthe Finance Commission).Reform linkage will be in fourareas: universalisation of 'OneNation One Ration card', Ease ofDoing Business, Powerdistribution and Urban LocalBody revenues. A specificscheme will be notified byDepartment of Expenditure onthe following pattern:

Unconditional increase of0.50%1% in 4 tranches of 0.25%,with each tranche linked toclearly specified, measurableand feasible reform actionsFurther 0.50% if milestonesare achieved in at least threeout of four reform areas

The Finance Ministerconcluded by providing abreakup of the stimulusmeasures provided so far inorder to become Aatma NirbharBharat.

The Finance Minister earlierannounced following policyreforms to fast track investmentin an effort towards AatmaNirbhar Bharat:a. There will be fast tracking of

investment clearance throughEmpowered Group ofSecretaries.

b. Project Development Cell willbe constituted in eachMinistry to prepare investibleprojects, coordinate withinvestors and Central/StateGovernments.

c. There will be ranking of Stateson investment attractivenessto compete for newinvestment.

d. Incentive schemes forpromotion of new championsectors will be launched insectors such as solar PVmanufacturing; advanced cellbattery storage etc.

Smt. Sitharaman alsoannounced that a scheme will beimplemented in States throughchallenge mode for IndustrialCluster Upgradation of commoninfrastructure facilities andconnectivity. There will beavailability of industrial land/landbanks for promoting newinvestments and makinginformation available onIndustrial Information System(IIS) with GIS mapping. 3376Industrial Parks/ Estates/SEZs infive lakh hectares are mappedon IIS. All Industrial Parks will beranked during 2020-21.

The Finance Minister todayannounced the followingstructural reforms in the eightsectors of Coal, Minerals,Defence production, CivilAviation, Power Sector, SocialInfrastructure, Space and Atomicenergy. The details are asfollows:

A. COAL SECTOR1. Introduction of Comm-

ercial Mining in Coal SectorThe Government will introduce

competition, transparency andprivate sector participation in theCoal Sector through:

a. A revenue sharingmechanism instead of regimeof fixed Rupee/tonne. Anyparty can bid for a coal blockand sell in the open market.

b. Entry norms will beliberalised. Nearly 50 Blockswill be offered immediately.There will not be any eligibilityconditions, only upfrontpayment with a ceiling will beprovided.

c. There will be exploration-cum-production regime forpartially explored blocksagainst earlier provision ofauction of fully explored coalblocks. This will allow privatesector participation inexploration.

d. Production earlier thanscheduled will be incentivizedthrough rebate in revenue-share.

2. Diversified Opportunitiesin Coal Sectora. Coal Gasification /

Liquefication will beincentivised through rebate inrevenue share. This will resultin significantly lowerenvironment impact and alsoassist India in switching to agas-based economy.

b. Infrastructure development ofRs. 50,000 crore will be donefor evacuation of enhancedCoal India Limited's (CIL)target of 1 billion tons coalproduction by 2023-24 pluscoal production from privateblocks. This will include Rs18,000 crore worth ofinvestment in mechanisedtransfer of coal (conveyorbelts) from mines to railwaysidings. This measure willalso help reduceenvironmental impact.2. Liberalised Regime in

Coal Sectora. Coal Bed Methane (CBM)

extraction rights will beauctioned from Coal IndiaLimited's (CIL) coal mines.

b. Ease of Doing Businessmeasures, such as MiningPlan simplification, will betaken. This will allow forautomatic 40% increase inannual production.

c. Concessions in commercialterms given to CIL'sconsumers (relief worth Rs5,000 crore offered). Reserveprice in auctions for non-power consumers reduced,credit terms eased, and liftingperiod has been enhanced.

B. MINERAL SECTOR1. Enhancing Private

Investments in the MineralSector

There will be structuralreforms to boost growth,employment and bring state-of-the-art technology especially inexploration through:a. Introduction of a seamless

composite exploration-cum-m i n i n g - c u m - p r o d u c t i o nregime.

b. 500 mining blocks would beoffered through an open andtransparent auction process.

c. Joint Auction of Bauxite andCoal mineral blocks toenhance Aluminum Industry'scompetitiveness will beintroduced to help Aluminumindustry reduce electricitycosts.

2. Policy reforms in MineralSector

The distinction betweencaptive and non-captive mines toallow transfer of mining leasesand sale of surplus unusedminerals, leading to betterefficiency in mining andproduction shall be removed.Ministry of Mines is in theprocess of developing a MineralIndex for different minerals.There will be rationalisation ofstamp duty payable at the time ofaward of mining leases.

C. DEFENCE SECTOR1.Enhancing Self Reliance in

Defence Productiona. 'Make in India' for Self-

Reliance in DefenceProduction will be promotedby notifying a list ofweapons/platforms for ban onimport with year wisetimelines, Indigenisation ofimported spares, andseparate budget provisioningfor domestic capitalprocurement. This will helpreduce huge Defence importbill.

b. Improve autonomy,accountability and efficiencyin Ordnance Supplies byCorporatisation of OrdnanceFactory Board.

2. Policy Reforms inDefence Productiona. FDI limit in the Defence

manufacturing underautomatic route will be raisedfrom 49% to 74%.

b. There will be time-bounddefence procurement processand faster decision makingwill be ushered in by settingup of a Project ManagementUnit (PMU) to supportcontract management;Realistic setting of GeneralStaff Qualitative Require-ments (GSQRs) of weapons/platforms and overhaulingTrial and Testing procedures.

D. CIVIL AVIATION SECTOR1. Efficient Airspace

Management for Civil AviationRestrictions on utilisation of

the Indian Air Space will beeased so that civilian flyingbecomes more efficient. This willbring a total benefit of about Rs1,000 crore per year for theaviation sector. This will lead tooptimal utilization of airspace;reduction in fuel use, time andwill have positive environmentalimpact.

2. More World-ClassAirports through PPP

6 more airports have beenidentified for 2nd round biddingfor Operation and Maintenanceon Public-Private Partnership(PPP) basis. AdditionalInvestment by private players in12 airports in 1st and 2nd rounds

B.V.Sc & A.H. ( Bachelor of Veterinary Science and Animal Husbandry) course. Themarks and age criteria are variable as per state and universities. Candidates areselected for this five and half years B.V.Sc & A.H. course on the basis of entrance testheld as per VCI (Veterinary Council of India) ) at National level and State VeterinaryUniversity at State level.

Where to studyPresently there are 27 veterinary universities and 47 veterinary colleges in India

which is recognized by Veterinary Council of India. 15 percent seats in every recognized veterinary college are filled through central pre

veterinary test (CPVT) which is conducted by Veterinary Council of India (VCI) and leftthe seats are fill by the state level tests. In private collages of every state 50 % seatsare reserved and rest are open for the students of all other states of India.

3. India to become a globalhub for Aircraft Maintenance,Repair and Overhaul (MRO)

Tax regime for MROecosystem has beenrationalized. Aircraft componentrepairs and airframemaintenance to increase fromRs 800 crore to Rs 2,000 crore inthree years. It is expected thatmajor engine manufacturers inthe world would set up enginerepair facilities in India in thecoming year. Convergencebetween Defence sector and thecivil MROs will be established tocreate economies of scale. Thiswill lead to maintenance cost ofairlines to come down.

F. SOCIAL INFRASTR-UCTURE: BOOSTING PRIVATESECTOR INVESTMENTTHROUGH REVAMPEDVIABILITY GAP FUNDINGSCHEME - Rs 8,100 CRORE

The Government will enhancethe quantum of Viability GapFunding (VGF) upto 30% each ofTotal Project Cost as VGF by the

Centre and State/StatutoryBodies. For other sectors, VGFexisting support of 20 % eachfrom Government of India andStates/Statutory Bodies shallcontinue. Total outlay is Rs.8,100 crore. Projects shall beproposed by Central Ministries/State Government/ Statutoryentities.

G. SPACE SECTOR:BOOSTING PRIVATEPARTICIPATION IN SPACEACTIVITIES

There shall be level playingfield provided to privatecompanies in satellites, launchesand space-based services.Predictable policy and regulatoryenvironment to private playerswill be provided. Private sectorwill be allowed to use ISROfacilities and other relevantassets to improve theircapacities. Future projects forplanetary exploration, outerspace travel etc shall also beopen for private sector. Therewill be liberal geo-spatial datapolicy for providing remote-sensing data to tech-entrepreneurs.

H. ATOMIC ENERGYRELATED REFORMS

Research reactor in PPPmode for production of medicalisotopes shall be established to

promote welfare of humanitythrough affordable treatment forcancer and other diseases.Facilities in PPP mode to useirradiation technology for foodpreservation - to complimentagricultural reforms and assistfarmers shall also beestablished. India's robust start-up ecosystem will be linked tonuclear sector and for this,Technology Development-cum-Incubation Centres will be set upfor fostering synergy betweenresearch facilities and tech-entrepreneurs.

The Finance Ministerannounced the followingmeasures to strengthenInfrastructure Logistics andCapacity Building forAgriculture, Fisheries andFood Processing Sectors: -

1. Rs. 1 lakh crore AgriInfrastructure Fund for farm-gate infrastructure for farmers

Financing facility of Rs.1,00,000 crore will be providedfor funding AgricultureInfrastructure Projects at farm-gate & aggregation points(Primary Agricultural Cooper-ative Societies, FarmersProducer Organizations,Agriculture entrepreneurs, Start-ups, etc.). Impetus fordevelopment of farm-gate &aggregation point, affordableand financially viable PostHarvest Managementinfrastructure. Fund will becreated immediately.

2. Rs 10,000 crore schemefor Formalisation of MicroFood Enterprises (MFE)

A Scheme promoting vision ofPrime Minister Shri NarendraModi: 'Vocal for Local withGlobal outreach' will be launchedto help 2 lakh MFEs who needtechnical upgradation to attainFSSAI food standards, buildbrands and marketing. Existingmicro food enterprises, FarmerProducer Organisations, SelfHelp Groups and Cooperativesto be supported. The focus willbe on women and SC/ST ownedunits and those in Aspirationaldistricts and a Cluster basedapproach (e.g. Mango in UP,Tomato in Karnataka, Chilli inAndhra Pradesh, Orange inMaharashtra etc.) will befollowed.

3. Rs 20,000 crore forfisherman through PradhanMantri Matsya SampadaYojana (PMMSY)

The Government will launchthe PMMSY for integrated,sustainable, inclusivedevelopment of marine andinland fisheries. Rs 11,000 crorefor activities in Marine, Inlandfisheries and Aquaculture andRs. 9000 crore for Infrastructure- Fishing Harbours, Cold chain,Markets etc shall be provided.Cage Culture, Seaweed farming,Ornamental Fisheries as well asNew Fishing Vessels,Traceability, Laboratory Networketc. will be key activities. Therewill be provisions of Ban Period

Support to fishermen (during theperiod fishing is not permitted),Personal & Boat Insurance.Thiswill lead to Additional FishProduction of 70 lakh tones over5 years, Employment to over 55lakh persons and double theexports to Rs 1,00,000 crore.The focus will be on Islands,Himalayan States, North-eastand Aspirational Districts.

4. National Animal DiseaseControl Programme

National Animal DiseaseControl Programme for Foot andMouth Disease (FMD) andBrucellosis launched with totaloutlay of Rs. 13,343 crore toensure 100% vaccination ofcattle, buffalo, sheep, goat andpig population (total 53 croreanimals) for Foot and MouthDisease (FMD) and forbrucellosis. Till date, 1.5 crorecows & buffaloes tagged andvaccinated.

5. Animal HusbandryInfrastructure DevelopmentFund - Rs. 15,000 crore

An Animal HusbandryInfrastructure DevelopmentFund of Rs. 15,000 crore will beset up, with an aim to supportprivate investment in DairyProcessing, value addition andcattle feed infrastructure.Incentives will be given forestablishing plants for export ofniche products.

6. Promotion of HerbalCultivation: Outlay of Rs. 4,000crore

The National Medicinal PlantsBoard (NMPB) has supported2.25 lakh hectare area undercultivation of medicinal plants.10,00,000 hectare will becovered under Herbal cultivationin next two years with outlay ofRs. 4,000 crore. This will lead toRs. 5,000 crore incomegeneration for farmers. Therewill be network of regionalMandis for Medicinal Plants.NMPB will bring 800-hectarearea by developing a corridor ofmedicinal plants along the banksof Ganga.

7. Beekeeping initiatives -Rs 500 crore

Government will implement ascheme for:a. Infrastructure development

related to Integrated Beekee-ping Development Centres,Collection, Marketing andStorage Centres, PostHarvest & value Additionfacilities etc;

b. Implementation of standards& Developing traceabilitysystem

c. Capacity building with thruston women;

d. Development of qualitynucleus stock and beebreeders.

This will lead to increase inincome for 2 lakh beekeepersand quality honey to consumers.

During the press conference, the UnionFinance Minister also announcedfollowing measures for Governance andAdministrative Reforms for AgricultureSector:-

1. Amendments to EssentialCommodities Act to enable better pricerealisation for farmers

The Government will amend EssentialCommodities Act. Agriculture food stuffsincluding cereals, edible oils, oilseeds,pulses, onions and potato shall bederegulated. Stock limit will be imposed

under very exceptional circumstances likenational calamities, famine with surge inprices. Further, No such stock limit shallapply to processors or value chainparticipant, subject to their installedcapacity or to any exporter subject to theexport demand.

2. Agriculture Marketing Reforms toprovide marketing choices to farmers

A Central law will be formulated toprovide -

adequate choices to the farmer to selltheir produce at remunerative price;barrier free Inter-State Trade;A framework for e-trading of agricultureproduce.

3. Agriculture Produce Pricing andQuality Assurance:

The Government will finalise afacilitative legal framework to enablefarmers to engage with processors,aggregators, large retailers, exporters etc.in a fair and transparent manner. Riskmitigation for farmers, assured returnsand quality standardisation shall formintegral part of the framework.

NATIONALThe Centre has announced 1,000 crore rupeesadvance financial assistance to West Bengalfor post-Amphan restoration work. The PrimeMinister Narendra Modi said this at Bashirhatin North 24 Paraganas District of West Bengalsoon after an administrative meeting to assessthe extent of damages caused by the suppercyclonic storm. Prime Minister also announcedtwo lakh rupees compensation to the families of the each victims killed in thestorm-related incidents. He also informed that a Central team will also arrive in thestate at the earliest to assess the damages. Earlier, Prime Minister NarendraModi and West Bengal Chief Minister Mamata Banerjee jointly made an aerialsurvey at cyclone-ravaged areas in North and South 24 Paraganas districts ofWest Bengal . In about 45 minutes long aerial survey both the leaders witnessedlarge scale devastation at Minakha, Namkhana, Hingalgunj, Gosaba, Bashirhatand vast areas of Sundarbans caused by Amphen. Later at the administrativemeeting at Bashirhat in North 24 Paraganas District the West Bengal Chief Min-ister Mamata Banerjee submitted a preliminary report to the Prime Minister on theextent of damages and demanded appropriate Cental help for reconstructionwork. The Prime Minister assured Ms Banerjee all kinds of Central helps to thestate as demanded. The President Ramnath Kovind also expressed sorrow overhuge loss of lives and properties in the state.Civil Aviation Minister Hardeep Singh Puri hasannounced that domestic civil Aviation opera-tions will restart from 25 May, 2020 in a cali-brated manner. The flight operations were sus-pended from 25th of March due to the imposi-tion of lockdown. In New Delhi, Mr Puri said,the domestic flight operations will resume to alimited extent of required and approvedsummer schedule. The Minister said, for a journey between 90 to 120 minutes theminimum fare will be 3,500 rupees and maximum would be 10,000 rupees. Hesaid, in case of Delhi- Mumbai flight, 3,500 rupees will be the minimum fare andmaximum will be 10,000 rupees which will be operative till 11:59 PM on August24. He said, there will be no physical check-in at airport and only web check-inwill be allowed. He said, a self-declaration or Aarogya Setu App status on a com-patible device would be obtained to ensure that a passenger is free of COVID-19symptoms. He said, passengers with red status on Aarogya Setu App will not beallowed to travel. Passengers will have to wear face mask and carry sanitizerbottles. Mr Puri said, for flight operations, one-third capacity of approved summerschedule 2020 will be allowed to operate.Railway Minister Piyush Goyal said booking of traintickets will resume at around 1.7 lakh commonservice centres across the country from Friday the22nd of this month. He said, people who are inremote locations where the availability of computersand internet is negligible or absent can also accessit. The Minister also said bookings will also resumeat counters at specific railway stations over the next two to three days. Earlier,Railways announced the operation of 200 trains from 1st June of which bookingstarted at 10 AM on 21st of this month. The railways which started the ShramikSpecial trains from May 1st has run 2,050 such trains since then, ferrying around30 lakh migrants, students and other stranded people. Mr. Goyal credited PrimeMinister Narendra Modi for conceptualising the railways' isolation coaches forcoronavirus patients. He informed, Railways so far has converted around 5,000coaches into Covid-care centres which will be deployed at 225 stations. Over2.37 lakh tickets, having over 5.51 lakh passengers, have been booked after theopening of bookings so far for the 101 special trains out of 200 trains for whichbooking started at 10 AM on 21st. The Central Board of Secondary Education has released date sheet for Class12th board examinations for the remaining papers. It also released date sheet forthe re-scheduled board examinations of Class 10th for North-East Delhi. Theexaminations will be conducted between 1st of July to 15th July this year. Thestudents will appear for pending class 10 and 12 board examinations in their ownschools instead of an external test centre, the ministry of human resource anddevelopment said. The CBSE has also issued instructions asking students tocarry their own sanitizer bottles and wear mask and follow social distancing normsduring the examinations. Parents will ensure that their ward is not sick. The Class10th examinations were postponed due to violence in North Eastern part ofNational Capital and then due to lockdown and Class 12th examinations in viewof the lockdown imposed in the country to combat COVID-19. The Class 10exams will be staggered on four dates, starting 1st July. The first paper will be ofSocial Sciences, while the next day students will be required to appear for Scienceexam. On 10th of July, exams will be conducted for both courses of Hindi and on15th of July for both courses of English. For Class 12, the Home Science examwill be held on 1st of July, followed by both courses of Hindi the next day. TheClass 12 Business Studies exam has been scheduled for 9th July, followed byBiotechnology on 10th and Geography on 11th of July. The Union Cabinet had given ex-post facto approval to the 'Atma Nirbhar BharatPackage for allocation of foodgrains from Central Pool to approximately eightcrore migrants. Five kg per person per month for two months that is May andJune, 2020 will be given to migrants free of cost. It would entail an estimated food

subsidy of about Rs. 2,982 crore. The Cabinetalso decided to bear the expenditure towardsintra-state transportation and handling chargesand dealer's margin about Rs. 127.25 crorewhich will borne fully by Central government.Accordingly, the total subsidy from the Govern-ment of India is estimated at about of Rs. 3,109crore. The allocation will ease the hardshipsfaced by migrant and stranded migrants due to economic disruption caused byCOVID-19India has fared better than other countries in containment of COVID-19. This ismainly because the country pursued a pre-emptive and pro-active approach forprevention, containment and management of COVID-19. Health Ministry said,Corona management efforts are being regularly reviewed and monitored at thehighest level. Aggressive and early measures so far have shown encouragingresults. The recovery rate has improved to 38.29 percent. India has about 7.1cases per lakh population vis a vis approximately 60 cases per lakh population forthe world as a whole. Government has said that Biometric attendance willcontinue to be suspended during the fourth phase ofthe lockdown. Ministry of Personnel, Public Griev-ances and Pensions has issued guidelines on regula-tion of attendance in government offices to containthe spread of coronavirus (COVID-19). It said that allofficers of the level of Deputy Secretary and aboveshall attend office on all working days. The Ministry said, for regulating the atten-dance of officers and staff below the level of Deputy Secretary, all Heads of theDepartment shall prepare a roster to ensure that 50 per cent of officers and staffattend office on every alternate day. Those officers or staff who are not requiredto attend office on a particular day shall work from home and should be availableon telephone and electronic means of communications at all times.

INTERNATIONALUS Senate has passed a bill to delist Chinesecompanies from American stock exchanges.The senate on Wednesday unanimouslyapproved the bill brought by RepublicanSenator John Kennedy and Democrat Senator,Chris Van Hollen. The legislation requires com-panies to certify that they are not owned or con-trolled by a foreign government. They would be required to submit to an audit thatcan be reviewed by the Public Company Accounting Oversight Board, which hasbeen objected to by China. The move may result in Chinese companies likeAlibaba Group Holdings Ltd. and Baidu Inc. being barred from listing on US stockexchanges.World Health Organization (WHO) has said it will initiate an independent reviewinto its handling of the coronavirus pandemic at the earliest appropriate moment.Speaking at the World Health Assembly, WHO Director-General Tedros AdhanomGhebreyesus said WHO is committed to transparency and will therefore facilitatean independent review of its response to the coronavirus outbreak. More than 100countries including India backed a resolution drafted by the European Unioncalling for an independent inquiry into the pandemic, which has claimed more than3 lakh lives globally so far. The WHO DG's comments come against the backdropof mounting criticism against both the WHO and China over their alleged roles inallowing covid-19 to develop into a pandemic.

BUSINESSThe Reserve Bank of India has cut the repo rate by 40 basispoints from 4.4 per cent to 4 per cent, reducing the reverserepo rate at 3.35 per cent to maintain accommodativestance. The RBI Governor Shaktikanta Das while address-ing the media said that the six-member Monetary PolicyCommittee voted 5:1 in favour of 40 bps cut in interest rate.The RBI Governor said, private consumption has seenbiggest blow due to COVID-19 outbreak, following investment demand has haltedbig time impacting the government revenues severely due to slowdown in eco-nomic activity. The inflation outlook is highly uncertain with elevated level of infla-tion in pulses being worrisome and therefore requires review of import duties.Speaking further about impact of COVID-19, he said, the GDP growth in 2020-21goes in negative territory. The headline inflation may remain firm in first half ofyear; ease in the second half, falling below 4 per cent in Q3/Q4 of financial year20-21. Granting relief to people the RBI extended moratorium on loan repaymentsby three more months in view of COVID-19 starting from 1st of June to 31st ofAugust, 2020. The RBI has announced to extend 15,000 crore rupee line of creditto EXIM Bank.The United States has said that the post-coronavirus world provides a window ofopportunity to India as countries are looking to diversify their supply chains. AliceG Wells, US State Department's top official for Central and South Asia, said thatin the post-pandemic environment, countries are looking at a little bit of de-glob-alisation, on-shoring of the critical production and there's a very vigorous effort todiversify supply chains. She added that this is a real moment of opportunity forIndia by adopting a more open and welcoming policies by reducing tariffs thatallow manufacturing companies inside India to be part of the global supply chain.Wells said as India is the world's foremost producer of generic drugs and vacci-nations, and is going to be play a critical role.
