‘BJP facing tota of seats’

‘BJP to trump Cong in 2023’First India Bureau

Jaipur: BJP State President Dr Satish Poonia on Sunday said that the public will swipe the Congress aside in the upcoming assembly elections in 2023. He said that the results of the Zila Parishad and Panchayat Samiti numbers can’t tell that the members have ap-proved policies of Congress govt.

“If the percentage of BJP, oth-er parties and independents is seen together, then the people of the constituencies have given a mandate against the Congress,” said Poonia. He accused Con-gress of doing manipulative poli-tics, misusing government ma-chinery and power, intimidating

BJP candidates. He said that

the manner in which Cong is pub-licizing these results, it is

neither a huge victory nor it is a defeat for

the BJP.

majority in the Zila Par-ishad, it is not yet de-cided that the Zila Pra-mukh will be made of Congress as the elec-tion will depend on the candidates. Confused about candidate selec-tion, Congr leaders are looking towards Gehlot.

Leela and Munni both have the support of four members including themselves. If one of these two candidates is made, then the danger of cross voting of the other party is certain.

Jaipur: Antlers are being smug-gled by hunting deer from Nahar-garh Wildlife Sanctuary. A simi-lar case has been reported at Vish-wakarma. Two miscreants threat-ened to kill Sayar Meena, 25, when the secret of smuggling of horns was re-vealed. They showed the fear of implicating him in a false case.

Rama Devi Mee-na, a resi-dent of Akera Dungar in Jaipur, has filed a re-port that her son suicided under pressure from De-vendra Meena and Lokesh Mee-na. Sayar worked as a driver in Ka-sera Marble.

She found ant-lers under the bed while cleaning the house. On enquir-ing, Sayar told her about Devendra and Lokesh and the threats he re-ceived from them.

ne of the famous US news web-sites reported last month that in December 2020, the Russian state had apparently launched a cyber-espionage attack on the US soft-ware firm SolarWinds, giving hackers access to a mine of data on US government and private company IP and personnel.

In March 2021, it also came to knowledge that Chinese state-af-filiated criminal gangs hacked into thousands of private compa-nies’ emails through Microsoft Exchange Server, gaining sensi-tive IP, legal and negotiation data. In May, 2021, Colonial Pipelines was successfully targeted by the non-state Russian hacking group DarkSide, out for monetary gain through ransomware. Microsoft at the same time, reported that the Russian state-backed attack-er behind Solar Winds had launched a new attack on govern-ment agencies and think tanks.

It has been rumored strongly that Chinese have intruded on the electricity supply of some of the major Indian cities during the Galwan battle.

Another report from the US government and Crowdstrike In-telligence Reporting concluded that China used IP theft from in-siders, joint ventures, and forced technology transfer and cyberat-tack espionage to obtain the tech-nical information it needed to copy the engine design. The re-port in its own word elaborate

The exact impact of the ongo-ing technology Cold War is diffi-cult to assess but thelist of exam-ples from the very recent past is alarming and possesses a serious threat not only for nation war machinery but also to the democ-racy and people’s freedom if gaining access to information and to the Intellectual property rights and economy. It can be as severe as we are facing a Covid epidemic for more than a year.

THINK ABOUT A SITUATIONA person losses the access to his own bank account, his money

goes unknowingly to some others, someone’s email being used to trespass securities, a researcher loses his years taking invention, state comes and ban/limit the use of Internet, software, webpages, many things which a citizen claim as a fundamental right for his freedom, how it will be felt?

Articulation of intellectual property (IP) as a threat to na-tional security is relatively new. The discourse that advances IP as a national security issue makes two important narrative moves. First, it blurs the lines between domestic economic innovation and the production of classified information. Second, it asserts that other states are responsible for the theft of IP, and not just hackers, criminals, and commer-cial enterprises.

A country like India, which primarily never has a strong sys-tem of its intellectual property and knowledge protection, un-knowingly is at its biggest threat. The risk is as high; this may be the biggest transfer of wealth in a short period of time that the world has ever seen, as high in the battle and espionage that tar-get technology, intellectual prop-erty, trade secrets, and proprie-tary information.

Our national security is also at risk in the potential loss of our technological edge, which is close-ly tied to the economic success and the well-being of our econo-my. India always talks about its service industry, knowledge based economy and the potential of in-novation. This objective is at risk in a fundamental way, because intellectual property is the basis, the foundation of our economy, we have paid the price in the past and if we put that at risk through weak security we are going to be paying for it for years. We need to understand that our knowledge is not an open system where it is shared for the sake of learning, poverty alleviation, or economic development, but instead, the one where knowledge is owned and controlled by industrial and state actors and its existence as a secret must be preserved and protected at all costs.

The securitization of IP should be of significant concern, and yet the academic literature on secu-ritization studies may not ac-knowledge its importance because of the limited way in which that literature defines securitization.

The new principles of war are no longer using armed force to compel the enemy to submit to one’s will, but rather are using all means, including armed force or non-armed force, military and

non-military, and lethal and non-lethal means to compel the ene-my to accept one’s interests.

In unrestricted warfare, today, anything and everything can con-stitute a weapon of war. A com-puter can be a weapon, or a dip-lomatic alliance, a person, a news report or a business deal. Even cooperating with the enemy can be a method of defeating them; if they do not know what you are actually upto.

Our national security relies on our collective success at thwart-ing these persistent attacks. Eve-ry time our adversaries gain ac-cess to sensitive or classified in-formation and technology, it jeopardizes the lives of our warfighters, since these adver-saries can exploit the informa-tion and technology to develop countermeasures to our systems.

The question remains open, however, as to what the response should be, not only to possible cy-bercrime but also to cybersecuri-ty more generally. We need to rec-ognize that cyber espionage can equally be as important as equal preparation for the battlefield.

The danger is far larger and can be not only from a competing nation but also from a non-state actor, who does not have any

name and place. Unfortunately, the concept of

cyber warfare, cyber security etc. remains poorly understood and they dangerously create confu-sion over cyber-terrorism stems. Although the country has experi-enced thousands of cyberattacks in recent years, many are un-known; less have been marked to the level of cyber-terrorism.

REASONThe rhetoric on cyber-terrorism and explaining how it differs from cyber-attacks, cyber-war-fare, hacktivism, and terrorists’ use of the Internet is not very clear. We have seen online threat from non-state terrorists (who sometime are state sponsored agencies itself) lies in their abil-ity to exploit the Internet to raise funds, research targets, and re-cruit supporters rather than en-gage in cyber-terrorism. Cyber-terrorism is there but simultane-ously its other forms like online crime, hacktivism, and cyber-warfare are more pressing vir-tual dangers are also present.

The peril is here and what are the counter measures we can have, let us see an example from the US, which primarily is the biggest target from Iran, China

and Russia. The US punishes hacker countries with Economic and Technological sanctions. In addition, they also use counter at-tack, for instance, US Cyber Com-mand, the arm of the military charged with defending the US in cyberspace, cut off a key Russian agency’s internet access during the 2018 congressional midterm election. The US has also sent military cybersecurity experts overseas to learn more about Rus-sian, Chinese and Iranian capa-bilities. It is also possible that Cyber Command has secretly un-dertaken other responses. If we analyses none of these have dis-suaded hackers from repeatedly targeting American firms and government agencies. Indeed, prior research confirms that the threat of formal sanctions has very little effect on deterring cy-berattacks in lab settings.

Ignoring cyberattacks, of course, is not a solution either. Nevertheless, the approach should have to be to determine how to make clear to the perpe-trators that large-scale cyber in-trusions are intolerable – and to do so without escalating the on-line conflict. I believe there is only one way to prepare – and it has to accept that hackers will keep trying to attack. The cyber-security equivalent could be building and programming com-puter systems that can withstand faults, failures and hacking while still performing essential func-tions and protecting data securi-ty. The ultimate objective would be not to prevent systems from being breached, but to limit the damage and speed the recovery when they are broken into.

The views expressed by authors are personal.

New Delhi: The pro-cess of filling vacant PSU Board-level posi-tions continues. The Appointments Commit-tee of the Cabinet has issued orders appoint-ing Yogesh Kumar Mishra as Chairman and Managing Director of IRCON International Limited. The post fell vacant after SK Chaud-hary retired this year.

Mishra is currently Director (Works) in IR-CON International

new CMDs. T Samina-than will now head Kudremukh Iron Ore Company Limited (KIO-CL) till May 2024 where-as Nirlep Singh Rai will have a relatively brief term as CMD of Nation-

New Delhi: For Con-gress, after Punjab, it is Chhattisgarh where the internal churn is now out in the public forum but amidst this ruckus, there is a new develop-ment as word going around in the party cir-cles is that the family of the late Ajit Jogi is try-ing to return to the Con-gress. Since the death of Ajit Jogi in May last year, there has been a discussion going on for the merger of Janata Congress Chhattisgarh, formed by late Ajit Jogi, with the Congress and the return of the Jogi family to the Congress.

However, it is also a fact that neither of the

two camps fighting for power in the state Con-gress wants the Jogi family to return. They are concerned that the arrival of the Jogi fam-ily, which is close to So-nia Gandhi’s family, will create another re-gional power center within the party. Yet a

section of the Con-gress’s central leaders want the Jogi family to return.

Meanwhile, there is news that Ajit Jogi’s wife Renu Jogi has sought an appointment with Sonia Gandhi and after meeting her, she will decide to merge the

party with the Con-gress. Although the Congress party has a two-thirds majority in the state and does not need additional MLAs, yet the merger of Jana-ta Congress Chhattis-garh with the Congress will give four more MLAs. JCC has four MLAs and it is believed that Renu Jogi can be made a minister in the government. The re-turn of the Jogi family to Congress before the next elections will strengthen the party, es-pecially among the trib-al and backward com-munities. It is worth mentioning that Jogi had fought the last elec-tion in coordination with the BSP.

New Delhi: The Bharatiya Janata Party (BJP) has start-ed preparing for the local body elections in

Karnataka. On the orders of the court, the elections to the urban bodies

in Hubli-D h a r w a d ,

Kalaburagi have been announced. Apart from more than two hun-dred seats of Zilla Pan-chayat and Taluka Pan-chayat of these three cities, elections are go-ing to be held for some 40 seats in different districts. Ahead of this election, the general secretary in-charge of the state, Arun Singh, has said that the BJP will not do any rap-prochement with the JDS. He has claimed to

form the government alone without any co-ordination in the as-sembly elections to be held in 2023.

It is worth noting that the BJP has changed the Chief Minister in the recent past and Basavaraj Bommai has been made the Chief Minis-ter in place of BS Yedi-yurappa. This is his first major test as Chief Minister. He comes from the Lingay-

at community and there are a large num-ber of Lingayats in the areas where elections are going to be held. Bommai’s government has eight ministers from these areas, yet BJP’s trust is on BS Yediyurappa.

Yediyurappa has also said that he will tour the entire state and work for the for-mation of the BJP gov-ernment again. The BJP is ruling out the

possibility of an alli-ance on the basis of the trust of the Lingayat Chief Minister and Yediyurappa. Although the party has not made his son a minister in the state government, due to which Yedi-yurappa’s supporters are angry.

It is certain that if the BJP performs well in the local body elec-tions, it will fight the next elections alone and then it is possible

that the Congress and the JDS will come closer. As of now Congress and JDS will also fight alone. However, leaders of both Congress and JDS are not sure of their victory in the local body elections to be held in S e p t e m -ber.

Bhopal: MBBS stu-dents in Madhya Pradesh will be lec-tured about RSS founder KB Hedge-war, Bhartiya Jana Sangh leader Deen-dayal Upadhyaya, Swami Vivekanand and B R Ambedkar as part of first-year foundation course, state Education Min-ister Vishwas Sarang said on Sunday and added the move is aimed at instilling social & medical eth-ics among students.

The move evoked a sharp reaction from the opposition Con-gress which accused the BJP of trying to “thrust” its agenda on the people. The BJP, however, justi-

fied the move, saying all the sections of so-ciety should know about the patriots who are the “ideals for the nation”. The minister said the first year MBBS stu-dents will also learn about Maharshi Charaka, one of the principal contribu-tors to Ayurveda, & sage Sushrut, known as the father of sur-gery in India.

MODI EXTENDS GREETINGS!

Prime Minister Nar-endra Modi on Sun-

fraternity and lauded them for their contribu-

in ensuring students’ education amid the Covid-19 pandemic. Wishing them on Teacher’s Day, PM Modi wrote on Twitter, “On Teachers’ Day, greetings to the entire teaching fraternity, which has always played a pivotal role in nurturing young minds. It is commend-able how teachers have innovated and ensured the educa-tion of students.”

‘NEP is global knowledge super-power’

The President said that NEP,

which was imple-mented last year, has set an ambi-tious objective of establishing India as a global knowledge superpower. “We have to pro-vide such education to students that would be helpful in building a just society based on knowledge,” he said. The education system should be such that students develop a sense of commitment towards the consti-tutional values and fundamental du-ties, it strengthens patriotic feelings among them and makes them aware of their role in the changing glob-al scenario, he added.

Jaipur: It has always been observed that dis-putes regarding water, whether it is between countries or between states, are almost never resolved. However, in what could be termed as an exemplary develop-ment, Rajasthan and Punjab have resolved such a dispute. Not only was it agreed after two decades to repair the Sirhind feeder, the com-mon carrier carrying water between the two states, but 45 km out of 100 km has also been re-paired. Now tenders have been floated for the remaining 55 kms, which will breathe new life in the feeder which was completely demol-ished due to continuous operation for 60 years.

After being fully re-paired by May 2022, Rajasthan will get 1668 cusecs of water daily from this line, where-as for 25 years only 200 to 300 cusecs of water was being made avail-

able through it. Inter-estingly, Punjab itself was using 1368 cusecs of additional water. At present, 2200 cusecs of water is officially allotted to 3.5 crore population of ten dis-

tricts for drinking water from Indira Gandhi Canal.

If additional water is available from Sirhind feeder, then the population will start getting about 3400

cusecs of water. On the other hand, in Hanu-mangarh and Ganga-nagar, 34,548 hectares of fields have been ir-rigated with water, which can be increased to 69,096 hectares.

ndia is a land of contra-dictions. On the one hand, we worship cows, and on the other, we subject them to a life of prolonged suffering in unregulated dairy

farms. On the one hand, we have a defined Prevention of Cruelty to Animals Act and on the other enforcement and awareness about these laws is close to nil. On the one hand, ban the slaughter of cows and on the other hand, we are the 4th largest exporter of beef. On the one hand, we regard ourselves as largely an agri-cultural land, and on the other, we grow animals for food!

I sometimes wonder if we are simply ignorant or are we all great actors, capable of winning the Filmfare for play-ing dumb simply because it suits us to ignore the “suffer-ing” of another living being.

I did some sniffing around on animal protection laws around the world. Sweden, Switzerland, New Zealand, Netherlands, Brazil, France, Brazil not only have such laws but they are enforced and the government recognizes ani-mals as sentient beings. We must understand why it is im-portant that a country have laws to protect its animals. The truth is just because you do not see cruelty, doesn’t mean it isn’t happening. Enjoying your paneer tikka for instance makes you an accomplice to the crime against animals. Yes, crime happens behind closed doors. Ethical treatment of animals does not bring in prof-its. Exploiting them does. And that exactly is what is wrong with our country.

If Amul, Gokul, Mother Dairy, and other large dairy companies factored in the care of “unproductive” cattle, milk would never be as affordable as it is now. It is simply easier for them to dump these ani-mals on the streets, or in the care of Goushalas and Animal Welfare Organizations. But why? Dairy is an industry and “unproductive” cattle for them are the debris. Imagine if in-dustries started to dump their waste onto the streets. The Pol-lution Board would be up in arms against them. Then what makes it ok for Dairy farms to “dump” these living beings who have given up their lives serving humans on to the streets? Why should gaushalas or AWOs bear the cost of care of the animals? They are not the ones who made them dry! Those who “exploited” them should pay the price of upkeep in the animal’s last remaining years. And you know what that means- this cost will be trans-ferred rightfully to the con-sumer of dairy!

I rather pay more for a plant-based and ethically sourced product than continue to have blood and someone’s suffering on my hands.

And then there are the so-called “Animal lovers” who are ignorantly feeding into the breeding trade. This ain’t their fault; they didn’t know and still do not know. Breeding is an unnatural trade where ani-mals are impregnated against their will to produce babies that you buy. If this happened in the human species- it would be called rape! Promising thing is that there are laws against breeders who exploit the animals. Just that local governments in each district and state need to do more to create awareness about ani-mal welfare. Breeders have to be registered with local au-thorities and the State Animal Welfare Board and follow the rules listed under The Preven-tion of Cruelty to Animals (Dog Breeding and Marketing) Rules of 2017.

All my cats are either adopt-ed or rescued. If it isn’t ok to buy a human being, it isn’t ok to buy an animal being. At

least not when there are so many animals on the street and in animal shelters.

I hate the term “street dog”. That is not a species. The mo-ment you designate them as belonging to the street, you shut off many hearts who could be potential adopters. Raise their status by referring to them as “community ani-mals”. Many people are men-tally allergic to Indian breed of dogs. They might even go as far as to poison or get the local body to relocate them. Truth is, it is illegal to do both. The former is a cognizable offense and can get you arrested un-der Section 429 of the IPC and Section 11(1) (a),(c), and (l) of the Prevention of Cruelty to Animals Act, and the other will go against the order of the Animal Birth Control (Dogs) Rules, 2001. The local authori-ty cannot pick up dogs unless it is for Animal Birth Control and must release the dogs in the same area that they are picked up from. Sorry to disap-point those of you who are thinking of calling your Mu-nicipal Corporation. They cannot legally relocate dogs!

It is best if you simply learn to coexist. When you relocate dogs, you create a vacuum for more dogs to come in. At least the dogs currently in your neighbourhood are already fa-miliar to you. Therefore I hope that you will agree that the re-moval of community dogs does not either reduce their population or control rabies or even reduce man-dog conflict. Reduction of street dog popu-lation through Animal Birth Control, in the manner and through the methodology pre-scribed, is what is mandated by Indian Law.

More on laws in my next pieces. I recommend you goog-le “PCA Act, 1960” and give it a read. It needs an overhaul, but until then, this is all the animal beings have on their side, and of course, you if you recognize that they too feel the same emotions you do!

Understanding Animal WELFARE IN INDIA

MARIAM [email protected]

I

Try to stop it, without enter-ing the private property as you could be charged with Trespassing.

If you fail, call the police im-mediately. Most State Police have Animal protection listed as their duty in their respec-tive Police Acts. They are the only authority that has the right to “Search” under powers prescribed to them in the PCA Act 1960 Section 32. If the police do not respond, contact an advocate in your city. In Rajasthan, you may contact me for guidance and assistance if the police are not being coop-erative.

In the meantime try to gather evidence. But know that the device with which you are recording will be collected at

some point for the preservation of evidence.

After the animal is taken for treatment by the police or for a post-mortem in the event of death, head to the police station in the jurisdiction and lodge a written complaint outlining the incident. Mention Section 429 of the Indian Penal Code, and the PCA Act. Each crime can be tried under different Acts and rules. You may write to me for guidance. But please ensure you lodge a complaint and one supported by the laws of our country.

Prepare the eyewitnesses (yourself if you are one) and do not back down. Be the voice of the animal.

Follow through with the police to ensure action is being taken.

SO WHAT DO YOU DO WHEN YOU WITNESS CRUELTY?

Old cars that have become scrap and would otherwise be disposed of have been fully utilised by Cartist to

create this wonderful ‘Sustain by Cartist’ exhibition. Every part of a car like the tyres, grill, hood, seats, etc. of different cars has been used to create upcycled furni-ture and décor items. These scrap parts have been used to create art

pieces that will inspire new artists to use such material that would otherwise be thrown away to cre-ate a stunning art form. ‘Sustain by Cartist’ initiative will travel to 33 districts of Rajasthan for one month. Working together with lo-cal artisans, workshops and exhi-bitions will be organised in all the districts. This initiative will go a long way in creating awareness for sustainability, recycling and upcy-cling in the face of climate change.
