2 Delegated Powers and Duties

The RDMC has the authority to:

(a) Represent to Council on all governance issues relating to the statutory functions, powers and duties within its terms of reference.

(b) Recommend how Council should develop Māori capacity to contribute to its

decision-making processes. (c) Review and determine how the steps that Council will take to develop Māori

capacity to contribute to its decision-making processes should be described, planned and monitored in the draft and final Ten Year Plan.

(d) Formally receive iwi/hapu management plans. (e) Recommend the establishment of working parties as the need arises.

Purpose of Report 1.1 The purpose of this Report is to enable Council to temporarily suspend Standing Orders in

their entirety to allow Members and the Public to address Council.

Significance and Engagement

2.1 There is nothing in this Report that triggers the Significance and Engagement Policy.

Public Forum Guidelines 3.1 The Council has adopted the following Public Forum Guidelines:

(a) Five minutes speaking time will apply to each speaker or group. (b) Members of the public wishing to speak must advise Council of the reasons and subject

he/she wishes to address Council a minimum of two clear working days prior to the meeting.

(c) The Chair may refuse applications which are repetitious or offensive and may terminate a speaker in progress where the subject matter is disrespectful or offensive.

(d) There are not to be criticisms of individual Council members or individual staff members. (e) The Public Forums are designed for people to speak about matters of interest to them to

Council. It is not intended that people should be questioning Council members on these occasions. However, Council members may ask questions of speakers to clarify their statements.

Suggested Resolution(s) 1 That the Report on Public Forum: Temporary Suspension and Reinstatement of Standing

Orders be received. 2 That, pursuant to Section 27(4) Schedule 7 of the Local Government Act 2002, Council

temporarily suspends Standing Orders in their entirety to allow Members and the public to address Council.

Council received addresses as follows:

Purpose of Report 1.1 The purpose of this Report is to outline the details of remuneration for meeting allowance

and vehicle mileage paid to Members.

Significance and Engagement, Social Impact 2.1 Significance

This report does not trigger the Significance and Engagement Policy.

Background 3.1 The Ruapehu District Māori Council (RDMC) was formally established by Council

resolution at the meeting on 28 April 2009. Since then, regular meetings are held over a six to eight weekly cycle, totalling about eight meetings including workshops per year.

3.2 At the time of establishment, RDMC had no formal budget for remuneration. However, at

their meeting on 25 September 2009, it was agreed for the meeting allowance to be set at $150.00 (taxable) per meeting and vehicle mileage be paid at the rate set by the Inland Revenue Department. The vehicle mileage allowance is currently paid to Members at a rate of $0.73 (taxable) per kilometre.

3.3 During the Annual Plan 2011/12 process, Council resolved to allocate a funding budget of

$15,000 per annum to cover the meeting allowance and vehicle mileage remuneration for Members.

Discussion 4.1 Although RDMC is not a legal body of Council, the remuneration for vehicle mileage

allowance is paid in accordance to the Elected Members Remuneration and Expenses Policy. In particular, this refers to Clause 3.4.4 (a, b, c, d, e) as follows:

3.4.4 Vehicle Mileage Allowance A vehicle mileage allowance (mileage) is payable in respect of the member’s eligible travel at rates set by the Authority from time to time. The rate set by the Authority from time to time will be paid upon presentation and processing of a Claim Form, subject to the following conditions: (a) Mileage can be paid to any Elected Councillor, Community Board or Ward

Committee member for travel from their residence to the meeting provided the residence is within the boundaries of the Ward they represent.

(Note: If an Elected Member resides outside of the Ward they represent, then the mileage starts from the boundary of the Ward they represent). Example: If an Elected Member represents the Ohura Ward and lives in the Taumarunui Ward, they can only claim mileage from the Taumarunui/Ohura Ward boundary.

(b) Elected Members can be paid for mileage for meetings and conferences (outside of the District) when they represent Council, or when they attend any course or training approved by Council or the Mayor.

Example: Attendance at a LGNZ Conference or approved training.

(c) Mileage will be paid to Committee members for attendance at meetings as per (a) above. However, no vehicle mileage expenses will be paid to members attending a Committee meeting of which they are not a member, with the exception of Hearings, where members wishing to gain experience in Hearings may sit in as an Observer and be paid vehicle mileage expenses for their attendance. Example: The National Park Ward Councillor attending a Taumarunui/Ohura Ward Committee meeting.

(d) Vehicle mileage expenses are payable for: (i) Visits to, and tours of, facilities, or sites of works for which the Council is

responsible, or has involvement, or which will be the subject of business to come before the Council or any Committee.

(ii) Visits to the Mayor by Councillors for formal discussions and formal briefings. (iii) Attendance at approved seminars or training courses. (iv) Publicly advertised ratepayers meetings. (v) Representing the Mayor at functions or events.

(e) Council appointed representatives (who are not elected members) can be paid for mileage for attending meetings and conferences as a representative of Council, on the same basis as elected members.

4.2 As stated above, Members who reside outside the Ruapehu District boundary are eligible

to claim vehicle mileage allowance to and from the district boundary i.e. top of the Hiwi (north), top of the Punga etc.

4.3 Vehicle mileage allowance can only be claimed by Members who use their own vehicle to

attend the meetings. Members who take the liberty to car pool are not eligible to make a claim for vehicle mileage allowance.

● Is deeply saddened by the lost her friend and colleague, Marion. ● The Manu (bird) project is progressing with artist James Cannon. When completed nine

manu pou will be erected in Manson’s Garden. ● Ten cherry trees will be planted at Cherry Grove (Ngahuinga) soon. ● The new revamped rugby Grandstand will be showcased in a few weeks when

Taumarunui hosts the Mitre 10 Heartland Championship, King Country Vs North Otago on Saturday 8th of September.

● Business as usual with Community Law. Office located at CKC Reap. Free service. ● Seeks cultural guidance from Kaumatua for revitalisation projects.

Clive Manley, Chief Executive Officer, Ruapehu District Council; ● The Taumarunui Northern Entrance has been selected for Kiwi Choice Award, Keeping New

Zealand beautiful. Winners will be announced at The Beautiful Awards Gala Dinner on Friday 26th October in central Auckland.

● Work is about to start on phase 1. of Taumarunui’s Hakiaha Street revitalisation projects. The Hakiaha St development has been broken into five phases including roadworks, the refurbishment of the railway Station building including a community museum, tourism hub and working with shop owners to ensure efforts are made to repair and strengthen shop verandahs and earthquake prone buildings.

● A stocktake of current and potential initiatives in Taumarunui is underway to assist asset mapping that identifies gaps and indicates current services that support young people and their whanau.

Marcia Black, Administration Manager, Age Concern ● Providing advice and advocacy for the elderly. ● Has secured office space on Manuaute Street and employed part timer to assist with

administrations. ● Would like to host a hui with appropriate agencies to provide a menu of options for

● Service provides support for adults who are in crisis from sexual harm. ● Funding received to support 15 whanau. ● ACC counselling available with Christine Manson. ● Invited by Ngati Rangi to work with whanau in Ohakune. ● Researching foetal alcohol and the effects on families. ● Seeking support to develop a womens’ and mens’ focus group.

Hinekopa Simpson - Barrett, Kuia

● Attended the annual Koroneihana (coronation) commemorations with Ngati Maniapoto. ● Updates Moko, Les Elder has played in the recent NZ Vs Australia rugby test with the

NZ Black Ferns Women's Rugby team. Ngarau Tarawa, Manager, Te Waka Pu Whenua

● The annual Rauawaawa Kaumatua Olympics is set for the 14th of September in Hamilton.

● Whaikorero Programme to commence early October ● Building relationships with Te Wananga o Awanuiarangi.

● Continues to support on the DHB Kaumātua Kaunihera, Te Puna Oranga (Māori Health Board)

Hiraina Tarawa, Te Waka Pu Whenua/ Youth Council/ CKC Reap

● Coordinating Safe2Go programme at Reap. Driving safely and confidently. ● Facilitating Youth Council activities and projects at the Council. Waimarino - Waiouru

Youth Ambassadors and Taumarunui - Ohura Youth Ambassadors. Each group are working on their own town revitalisation projects. Groups meet every first Monday and Tuesday of the month.

● A small group of exchange students from the High School will be welcomed onto Morero Marae on Monday 10th of September. Kaumatua from TWPW will share whakapapa and korero regarding Taumarunui Maori history and significant landmarks.

Maihi Mariu, Manager Community Probations ● Acknowledging Kaumatua and their role. ● Self assessment questionnaires have been provided for staff tracking performance. ● Big focus on Tikanga Maori programmes. ● Developing wahine programmes and implementing soon. ● Youth contracts progressing and working with service providers to ensure whole whanau

STANDING ORDERS.

The Board Temporary suspended Standing Orders in their entirety to allow Members and the public to address the Board. 1 That the Report on Public forum: Temporary Suspension and reinstatement of

Standing Orders be received. 2 That pursuant to section 21(4) Schedule 7 of the Local Government Act 2002, the

Board temporarily suspends Standing Orders in their entirety to allow Members and the public to address the Community Board.

Members received addresses as follows: Forgotten World Adventures (FWA), Chairperson Robert Carter and Owner Ian Balme introduced the new General Manager Tracey Goodall to Members. Ms Goodall, Mr Carter and Mr Balme acknowledged the need to connect and build positive relationships with both the community as well as Tangata Whenua.

5 696647 – DEPUTATION: JERALD TWOMEY – HORIZONS REGIONAL COUNCIL

Members received a PowerPoint presentation from Jerald Twomey, Horizon Regional Council’s Kaitatari Kaupapa (Iwi) giving an overview of the roles and responsibilities applicable to Horizons Regional Council. Jerald also clarified the requirement for a resource consent for water permits and abstraction activities. Members also received a presentation from Barry Gilliland, Horizons Regional Council’s Senior Policy Advisor about water allocation and freshwater management in reference to the requirements set out in the One Plan. Members also discussed the use and supply of water from puna (natural springs) on Māori Freehold land and Marae reservation land.

SCOTT IVIMEY – NEW ZEALAND POLICE

Members received apologies from Ray Wiley, Taumarunui Site Manager Oranga Tamariki and Scott Ivimey, Taumarunui Youth Aid Officer New Zealand Police, as they were unable to attend the meeting. Olivia Ngarongo, Taumarunui Youth Justice Social Worker Oranga Tamariki spoke to Members about her role. Olivia also spoke about the idea of seeking support from Marae/Hapū to provide pastoral care for youth doing community service with the long-term goal of enabling youth to transition into training and employment within the community.

7 696951 – UPDATES AND PROGRESS REPORT

Members considered the Updates and Progress Report, which included the following: a) Members received the minutes from Ngā Kaumatua O Te Mauri Atawhai

community networking hui held on 29 May 2018 and 26 June 2018. b) Members received a PowerPoint presentation from Warren Furner, Ruapehu District

Council’s Land Transport/Economic Development Manager on the Ruapehu Regional Visitor Development Plan. The presentation highlighted opportunities and enablers in reference to tourism and visitor service development particularly, in the Tongariro National Park. Warren also advised Members that Minister Jones was seeking support to enable the announcement of the development plan work in the Ruapehu.

c) A copy of the PowerPoint presentation on the Ruapehu Regional Visitor Development

a) Member Edmonds asked about the mandate process in terms of representation on the RDMC. Jo Tocker, Council’s Iwi Development Advisor explained that the mandating process was part of the RDMC Terms of Reference, which allowed each respective Iwi/Hapū to put forward their own representative. Jo also said that it was not for Council to question the legitimacy of the representatives mandated by their respective Iwi/Hapū, but suggested a review of the Terms of Reference may be necessary.

b) Members discussed another workshop following on from the workshop held in April.

Chairperson Ashford will send out a date for Members to consider prior to the RDMC meeting in October.

c) Members asked if the agenda could be sent out at least two weeks before their next

meeting. Members were advised that Ngahuia Konui, Council’s Executive Assistant was currently training Hiraina Tarawa, RDMC Administrator to put together the agenda’s, but this was hindering the ability to get the agenda’s out early. Jo Tocker will talk to Ngahuia about a process to ensure Members receive the agenda’s in a timely manner.

d) Member Heta highlighted the need to update the RDMC website page, as some of

the details were no longer applicable to the current Members.

e) Deputy Mayor Ngatai said she would like to ensure appropriate customs and practices be undertaken prior to starting the township revitalisation work and supports RDMC in undertaking this work.
