We invite you to join others who live here to participate in HANCSM by paying your dues of $10/person; $20/household; or $25/ business annually . The dues help us to publish and mail our quarterly newsletter. HANCSM has worked hard to improve our Quality of Life in North Central. We've w orked with the City to encourage improvements such as the renova- tion of King Center playgrounds and fields, improving safety in our area (especially in the 700 b lock of North Amphlett), reporting of general trash in our streets, directing residents concerns to the right city depart- ments, and notifying residents of the availability of low cost loans to improve homes, minor home repairs and so forth. We've also encouraged the participation of North Central residents in becoming members of our city's Boards & Commissions so our voices can be heard. A small group of dedicated res idents have been working hard to improve and protect our North Central Area. However, we need more folks to join in our efforts. We all need to step up to the plate to work on TRASH issues once again (seems like Spring and Summer are dumping times in certain parts of our neighborhood when people move in and out of crowded residences). Let us not take a step backwards in our quest to improve the appearance of our neighborhood and the quality of life for all. Join us at our monthly Board meetings on the fourth Thursday of each month, 6:45 PM at the King Center. Quarterly meetings are held in January, April, July and October. Springtime means time to get ready for Summer trav-els. Did you know that you can apply for a US passport atour main San Mateo Library? Rather than waiting in line atthe San Mateo Main Post Office; you can turn in your ap-plication at the San Mateo Library during thefollowing times: Monday and Tuesday from5:30-7:30 PM and Saturday from 11:00 AM -

12:30 PM and 1:00-4:30 PM. You can pick up application forms at the library or download applications at:www.travel.state.gov/passport. Bring originalversions of documentation to verify your U.S.citizenship. Also check the website or ask thelibrary for the size photos you'll need.

For a list of acceptable documents and re-quired forms, visit the U.S. State Department'swebsite: www.travel.state.gov/passport. PassportFees: Adults: $135 Children (under16): $105. ExpeditedService: $60.00 additional + Express Mail fees.

San Mateo County Supervisor Election May 3This is a mail-in ballot only. Ballots must be received byMay 3rd at the election office on Tower Road. Ballots witha postmark of May 3rd will NOT be counted.

Community AwarenessAs you all know, Neighborhood Watch is a crime preven-tion program that enlists the active participation of our neighborhood members to help SMPD prevent and reduce

crime. The CERT (Community Emergency ResponseTeam) is made up of residents who are trained to take careof the neighborhood in the aftermath of a major disaster,when first responders are overwhelmed or unable to re-spond. SMPD Chief Manheimer is urging each of us toconsider whether you are prepared. Check your earthquakesupplies and renew your plans and preparations. A goodsource of information for personal and family preparednesscan be found at www.BeReady.org Local resources andadditional information about Neighborhood Watch and‘CERT’ can be found on the City web at:

www.cityofsanmateo.org. The devastating earthquake thatstruck Japan with the associated Tsunami is a reminder tous that we need to “BE READY, BE SAFE, and BE IN-VOLVED”. The City is partnering with the San MateoUnited Homeowners Association to encourage residents to

be prepared and raise awareness through NeighborhoodWatch, Community Preparedness (CERT) programs andour own neighborhood associations.Last quarter I introduced everyone to the web-based appli-cation of www.crimereports.com as a tool to provide up-to-date crime data for incidents occurring in the neighbor-hood. Here are the Crime Trend Reports for the 1st quarter 

in North Central Neighborhood:

There were five reported residential burglaries:

• 400 block of E. Santa Inez (1/3/11)

• 900 block of North Idaho (2/2/11)

• 200 block of State (2/6/11)• 300 block of San Antonio (3/5/11)

• 100 block of North Grant (3/20/11)

There were six stolen vehicles:

• 200 block East Bellevue (1/10/11)

• 600 block North Claremont (1/12/11)

• 1000 block North Amphlett (1/20/11)

• 200 block on North Ellsworth (2/23/11)

• 300 block of North Eldorado (2/23/11)

• 500 block of State (3/17/11)

There were two alleged strong-arm (no weapon) robberies:

• 300 block of North Claremont (1/12/11)

• 600 block of Cypress (2/6/11)

There were two reported robberies involving a weapon.

Free Energy Assessment and Retrofit Working with the City of San Mateo, the California YouthEnergy Services is offering free en-ergy assessments for SanMateans. They are hiring localyouths (age 15-22), training them tobe energy specialists to provideresidents of San Mateo a GreenHouse Call. They will install freeCFLs, new shower heads, faucetaerators and powerstrips. They will also provide attic insu-lation assessments and education on further ways to savemoney on water and energy bills. Please join us at our 

HANCSM GENERAL MEETING on April 23rd for a brief presentation and how to sign up for this free energy audit.

Be Ready, Be Save, Be InvolvedThis is the theme for our United Homeowners Associationfor San Mateo. Each neighborhood association is encour-aged to explore this theme at one of their meetings.

Sgt. Dave Norris of SMPD will discuss the importance

of Neighborhood Watch which is a partnership betweenpolice and the community. Also learn more about Com-

munity Alerts and how to sign up for this important ser-vice, to be kept informed.

Capt. Robert Cook of SM Fire will give a brief descrip-tion of the Fire Department's Community Emergency Re-

sponse Team (CERT) Education Program and the bene-fits that it can provide to community members interested inhelping their neighborhoods to be prepared in the event of an emergency. We NEED more folks in NO. CENTRALTO SIGN UP FOR the CERT program. For the size of our population (20,000), we have less than half a dozen folks

who have gone through the CERT program. For those whomight be interested, you can also learn about being a HAMRADIO OPERATOR.

Given some of the natural disasters that have happenedrecently, we should be more prepared.

TV DumpingLately, there has been a rash of TV dumping on the plant-ing strips in parts of North Central. This is an ugly blightin our neighborhood. Unwanted TVs, computers andother electronic devices can be dropped off at the SanCarlos Recology site on Shoreline Avenue in San Carlosor the Goodwill store on 25th Ave. in San Mateo at no

charge. Periodically there will be an electronic recy-cling program at a school or church. Items can be leftfree of charge. Please encourage folks to use these recy-cling centers rather than just dumping the items in frontof other people's homes or on corners.

Outstanding Home Maintenance Contest

The winner for North Central is at 349 No. GrantStreet, owned by Gene Fleet. He will be honored atthe City Council meeting on April 4th, along withother winners from various neighborhoods.
