Chairman Dustin Laufer called the meeting to order at 8:00AM. MARCH 10, 2020 MINUTES: Commissioner Vliem moved to approve the minutes of the reg- ular scheduled meeting. ADAMS COUNTY ROAD SU- PERVISOR: Nathan Nash met with the Commission to update them on his road department. He received a resignation letter and will now be down two em- ployees, he infonmed the Com- mission that he did have one applicant already. He discussed wag.es and benefits in hopes to maybe get an increase. He informed the Commission that Adams County is not compa- rable to surrounding Counties, and it continues to be hard to keep employees. Mr. Nash has been traveling a lot of miles tak- ing notes on different areas of need on the County roads. He discussed with the Commission about putting weight restrictions on some if not all County roads. It was discussed the option to do seasonal restrictions - no plans or actions were taken. The Commission discussed with Mr. Nash the low-water crossing lo- cated in Taylor Butte Township, and the much needed repair it is requiring. Mr. Nash has been looking into the several bridg- es in the County, as this next year several are needing to be inspected. He has been in con- tact With the NDDOT on this. He thanked the Commission on the purchase of the laptop last month, as it is coming in very handy with working from home. He is worried on how busy the Court system is going to be once the Court System is again run- ning nonmally. Cases have been delayed and there is a great back log.to upcoming court cas- es. He updated the Commission on the updated municipal con- tracts with the County. All Cities have been signed and returned and have been forwarded to the District Judge for the required signature. PATRICK CLARK RESIG- NATION: Commissioner Pagel moved to regretfully accept the resignation of Patrick Clark from his Highway work position. Com- missioner Vliem discussed with Mr. Nash about the continued complaints on 23rd St in North Lemmon, he has tried to patch until complete construction next year. TAYLOR BUTTE TOWN- SHIP: Bob Pagel was contacted by phone to discuss the low wa- ter crossing. Taylor Butte Town- ship had met and discussed the condition of the low water crossing and feel it is dangerous and needs attention. Mr. Pagel agreed to meet with Highway Supervisor Nash to discuss possible options. A document was drafted in 1997 stating the County would be responsible for the upkeep of the crossing. ADAMS COUNTY EMER- GENCY OPERATIONS MAN- AGER: Michele Gaylord met with the Commission to update them on her department. She has been putting in several hours dealing with COVID-19 and is hoping FEMA will help reimburse for some of the extra time she and others are putting in, dealing with the epidemic. She also discussed with the Commission the plan to have weekly teleconference meetings with different entities to keep updated on COVID-19. She and Sheriff Collins will be in contact with about twenty different peo- ple to plan the "talk." Ms. Gaylord informed the Commission she had been in contact with Het- tinger and Reeder Fire Chiefs and thought Adams County should declare a fire emergency and automatic fire restrictions for the County. Commissioner Vliem moved to approve the fol- lowing resolution and adoption of the Automatic Fire Restric- tions for Adams County: Second by Commissioner Pagel and by vote; Vliem voted aye, Laufer voted aye, and Pagel voted aye. FIRE EMERGENCY AND AUTOMATIC FIRE RESTRIC- TIONS FOR ADAMS COUNTY, NORTH DAKOTA APRIL 7,2020 WHEREAS, Adams County, North Dakota has very dry con- ditions with significant fuel sup- plies available; and WHEREAS, Adams County, North Dakota has sustained or been threatened with rural fires as of this date, and the Adams County Department of Emer- gency Services has been in consultation with local fire de- partments; and WHEREAS, the impact of fires could threaten the health, well-bel ng and safety of the citi- zens of Adams County; and WHEREAS, the cost of re- sponse, inordinate equipment wear, and fire damages may be in excess of available County resources. NOW, THEREFORE, BE IT RESOLVED, that the Board of Adams County Commissioners declare a Fire Emergency and issue Fire Restrictions to include a ban on Ignition of fireworks, garbage burning, campfires, and burning offarm or crop land, and unnecessary off-road motorized travel remain in effect when the North Dakota Fire Danger Rating is m the Very High or Extreme Rating and/or a Red Flag Warning has been issued for Adams County, North Dakota until further notice. There is to be absolutely no burning when those conditions exist. ZONING VARIANCE : As recommended by the Adams County Planning and Zoning Commission, Commissioner Pagel moved to approve Todd Donner a variance request for a 4 hook up campground located on Block 14, Lot 17 & 18 Reeder City Onginal. Second by Com- missioner Vliem, and by vote; Vliem voted aye, Laufer voted aye, and Pagel voted aye. Mo- tion carried. ZONING VARIANCE RE- QUEST & CONDITIONAL USE PERMIT: Fisher Sand and Grav- el Company request to construct a gravel pit to be used for a highway construction job. Com- missioner Laufer phoned Vent Wallace in regards to a couple questions on the project. After discussion Commissioner Pagel moved to approve the recom- mendation of the Adams Coun- ty Planning and Zoning Com- mission for both the variance and the conditional use permit request.
