Dear Parishioners, �

In this bulletin, you will find the Bishop’s
statement on implementing certain protocols to
reduce the chances of catching the flu this time of
year.�� Just a note of clarification in terms of
receiving communion on the tongue, please note
that the Bishop is recommending this while knowing that individuals
still have the right to choose how they would like to receive
Communion.� There might have been some confusion last week about
the Bishop’s recommendation coming through as a law or
command.� I hope that you take seriously the Bishop’s request and, in
your conscience, decide which option you believe to be right for you in
how you receive Communion.�
��������������� On the topic of receiving communion, I realize that the
decision to have all four communion stations at the front of the
Church causes a hardship for those who find it very difficult to walk
up the aisle, especially at the Basilica.� I would like to address this as
many of the other parishes have by having designated places where
Communion will be brought to you by an Extraordinary Minster of
Holy Communion.� It seems that the best place for that is at the
halfway mark at Holy Cross and Holy Family.�� We could reserve these
pews for those who need Communion brought to them.� Then the
ministers would bring it to them at the conclusion of Communion and
return to the altar.� Because the Basilica has a longer aisle, we could
set aside some pews toward the back where it would be easier for
those receiving Communion.� Please feel free to speak to me about
your difficulties so that we can make appropriate accommodations for
you.�
��������������� Finally, this bulletin begins the three�part series on the
Bishop’s letter to the Pope on the state of the diocese required as part
of the Ad Limina visit.� Bishops do these visits about every five
years.� They meet with the successor of St. Peter to update him on the
different issues facing the Church in their respective dioceses.� It was
thought that many of you would find the summary to the Holy Father
interesting in that it gives a glimpse into what Church leadership

On the cusp of fame, power, or influence, would you turn it down? Today’s Gospel again features John the Bap-
tist. Controversial but popular, John has gathered quite a group of followers. He has disciples. People come from
near and far to be baptized by him. Pharisees and government leaders are drawn to his preaching. If John was
another man, a lesser man, he would have claimed his own greatness. Instead, John the Baptist is a witness to
humility.�
�
“The next day he saw Jesus coming toward him and said, ‘Behold the Lamb of God … he is the one of whom I
said, “A man is coming after me who ranks ahead of me.”… the reason why I came baptizing with water was
that he might be made known.’” Rather than point to himself, John points to Christ. John could have grasped at
what he had accumulated. He could have seen Jesus as a Messianic competitor. Instead, John knows who he is.
He knows his place as forerunner. Because John knows who Jesus is. “I have seen and testified that he is the Son
of God.”�
�
A life of humility, a life for others, can be challenging to live. So much of our culture is built around achievement
and individualism. We can justify it, too, in pursuit of “greater goods” and higher ideals. In the process, however,
we might miss our own participation in the kingdom of God. John, for all of his humility, was not an afterthought.
In another Gospel passage, Jesus calls him “the greatest prophet,” even the greatest of men. Why? Because he
fulfills the mission given to him by God: to announce the coming of the Messiah. We too are prophets and fore-
runners. Our witness to the Gospel is meant to point people to Jesus. Consider your own mission this week. To
whom are you called to announce the good news of the Son of God? ©LPi�

Summary of the Letter to the Pope 7.�

PART 1 of 3�
Bishop Deeley completed his ad limina visit with the Pope along with the
other bishops of New England. The ad limina visit, more fully, ad limina
apostolorum, is an obligation of bishops to visit the tombs of the Apostles,
St. Peter and St. Paul while meeting with the pope to report the state of
their dioceses. This visit happens every five years. The Bishop was
required to produce a lengthy report for Pope and the different offices in
Rome. The final page is a summary. The parish wanted to make it
available to you to keep you informed of the state of the diocese in Maine.
Below is part 1 of 3 parts.�
Most Holy Father:�
�
� It is an honor and a privilege to present to you this report on the affairs of the Church in the Diocese of
Portland in Maine. Though the report encompasses the years 2011�2018, I have been the Diocesan Bishop only
since 2014. With this letter, I wish to summarize the major events of these years and my hopes for the future.
As I send this letter, let me offer you my thanks for the guidance you have provided for us in your teaching
regarding the importance of evangelization. Of particular importance, and a rich source of inspiration to our
efforts in the diocese, have been the apostolic exhortations Evangelii Gaudium and Amoris Laetitia and the
powerful teaching provided by the Year of Mercy. �
�
1.)� One of the most important efforts in this diocese has been one that began in 2004 and has
continued over the last 15 years, the pastoral plan, Telling Anew the Story of Jesus. It was begun during the
time when Bishop Joseph Gerry, OSB was ordinary. He recognized that the number of churches and parishes
were no longer sustainable as the number of Catholics had declined in Maine. He called for a plan to meet this
challenge. He retired in 2004. Bishop Richard Malone continued this effort, giving the name to the plan in his
pastoral letter, Telling Anew the Story of Jesus. This first phase involved a total reorganization of the parishes
in order to make the existing parishes financially viable and to provide a priest for each of them. Shrinking
family size and economic hardship resulting in people moving out of Maine for employment had resulted in a
smaller number of Catholics in the diocese and the state. �
�
The decisions on parish closings and amalgamation of churches was in its final stages upon my arrival.
Structurally, the work of the plan was virtually completed. In my first few months in Maine, I spent my time
visiting each priest and discussing with them the needs of the diocese. It became evident that only the first part
of the pastoral plan had been implemented. Structurally, there were new entities created. Staff were employed
to assist the newly configured parishes in fulfilling their mission. But, underlying the life of the diocese was a
sense of incompleteness. The priests were somewhat overwhelmed by the challenge before them. They had
been without the leadership of a bishop for almost two years when I was installed. It was clear to me that a
new direction, building on the efforts already made, was needed. The part of the pastoral plan which called for
evangelization had not yet truly begun. The diocese needed a new vision of missionary discipleship. And it had
to enhance collaboration and cooperation between clergy and laity.�
�
After consultation with the Presbyteral Council and my staff, it was determined that the new vision
would come with the help of the services of the Catholic Leadership Institute (CLI) which would provide: (1)
leadership formation, which would support multi�parish governance and collaborative ministry, and (2)
visionary support for clusters (that is, groups of churches and/or parishes) to re�engage the missionary
discipleship focus of Telling Anew the Story of Jesus.�
�
The first phase was a three�year process which provided tools for the priests and their staffs to deal with
their new situations. It provided leadership formation for clergy, diocesan, and parish leadership. The positive
part of this three�year training was that it afforded the opportunity for the clergy and the staff to work together
and to grow in appreciation of their mutual commitments and call to the mission of the Church. The central

offices of the diocese at Chancery also engaged in this training with the same positive results. At the conclusion
of the three years, everyone involved in the work of the diocese had heard that they were called to be missionary
disciples and were given the skills to carry out the mission in appreciation of the help they could seek from those
who collaborate with them in the mission of the Church. �

The second phase would take five years. In this phase, the CLI staff is working with each parish to help
them develop a vision and pastoral plan. This process, extensive in its consultation and collaboration, is working
to involve the many people who make up the parish. Each parish was provided with an analytical survey
instrument, the Disciple Maker Index (DMI), which, through broad participation, helped each parish assess how
it understands its vitality now and what it needs to grow in the future. From these findings, the pastor, with a
team of people representing the whole parish, set some positive and realizable goals for the parish. In this way,
parishes can be focused on their primary mission, evangelization and sharing the Good News with those who
need to hear it again. The diocese is divided into 30 administrative clusters; therefore, CLI works with six
clusters each year. At this point, 18 clusters have gone through the process and have submitted pastoral plans for
review and acceptance by my office. Six more clusters are currently in process, and the last group will begin in
the fall. I believe that this process has engaged parishioners who otherwise had not been involved in their
parishes and is helping to move evangelization efforts forward. NEXT WEEK�PART 2 of 3.�

non�profit, charitable ministry that specializes in
cemetery care and a ministry of the Diocese of
Portland�was asked to assume the care of the
cemeteries of Holy Trinity Parish. On Saturday,

John Fencik, Diocesan Director of Cemeteries, will be
here to talk about Catholic Cemetery and Funeral
Services and their care for our parish cemeteries. Our

Roman Catholic Diocese of Portland Issues Flu
Prevention Protocols�
��
The Roman Catholic Diocese of Portland, which covers
the entire state of Maine, is taking steps in response to
the current widespread cases of influenza by
reinstituting a number of precautions during Masses
and other celebrations.��
��
After reviewing reports from state health authorities,
Bishop Robert P. Deeley is implementing the following
directives:�
��
•� If parishioners are sick or already have any type of
cold or flu�like symptoms, they are asked to stay
home, both for their well�being and that of
others. When individuals are ill, they are not
bound by the Sunday Mass obligation.
Encouraging people who are at risk to stay away
from large church gatherings is an extra step
intended to maintain their health.�
•� The distribution of the shared consecrated wine for
the faithful is suspended, with the exception of
those who must receive from the cup due to
medical reasons (i.e., Celiac disease).�
•� The faithful will be urged, but not required, to
receive Holy Communion in the hand rather
than on the tongue. All ministers of Holy
Communion are advised to distribute the
consecrated hosts with care, being cautious not
to touch the tongue or the hand of the
communicant.�
•� All ministers of Holy Communion must sanitize their
hands before and after distributing Holy
Communion.��
•� Breaking with custom, parishioners should not shake
hands during the Sign of Peace and will be
encouraged to offer a verbal greeting, smile, or
bow of the head. Hospitality ministers should
also not shake hands, but rather offer verbal
greetings. They will be strongly encouraged to
sanitize their hands prior to and after exercising
their particular ministry as well. Parishioners
should not hold hands during the Our Father.�
•� Sponges, sometimes found in holy water fonts,
should not be used.�
•� Prayers of the Faithful will include prayers for those
stricken with the flu or other serious illness, for
those who care for the sick, and for the
community at large.�
��
These protocols will remain in effect
until further notice and are similar to
those established during other severe
flu seasons.�
