SHIMKUS: SPENDING BILLS BRINGING DOLLARS TO DISTRICT
Washington, DC.....Congressman John Shimkus (R, Illinois-19) voted for passage ofthe omnibus appropriations bill that contained numerous projects beneficial to hisdistrict and to the state.
Shimkus supported these specific projects and programs that were funded:+ $75,000 for the Illinois Century Network program, which benefits Greenville College;+ $150,000 for Rend Lake College for a manufacturing training program;+ $300,000 for Southern Illinois University-Carbondale's Saluki Kids programs;+ $575,000 for Lake Land College to be used in Pana and the surrounding communities;+ $75,000 for St. John's Hospital in Springfield;+ $100,000 for SIU Cancer Center in Springfield;+ $225,000 for Memorial Hospital in Staunton;+ $500,000 for Save a Life Foundation;+ $250,000 for Shelbyville water improvements;+ $250,000 for Breese water improvements;+ $194,000 for a Grafton marina;+ $100,000 for Teen Challenge in Decatur;+ $5 million for the Lincoln Presidential Library and Museum in Springfield; and+ $69 million for the Olmsted Lock and Dam project on the Ohio River.
"Many of these programs were also supported by my colleagues, and I am grateful fortheir efforts," Shimkus added. "I would especially like to thank Speaker of the HouseDennis Hastert (R, Illinois-14) for his help in securing the funding for Lake LandCollege to be used in the Pana area."

CONFERENCE REPORT ON H.R. 4818, CONSOLIDATED APPROPRIATIONS ACT, 2005 --(House of Representatives - November 19, 2004)
DIVISION F--LABOR, HEALTH AND HUMAN SERVICES, AND EDUCATION, AND RELATEDAGENCIES APPROPRIATIONS 2005
In implementing this agreement, the Departments and agencies should be guided by thelanguage and instructions set forth in House Report 108-636 accompanying the bill H.R. 5006 andSenate Report 108-345 accompanying the bill, S. 2810.
In the cases where the language and instructions in either report specifically address theallocation of funds, each has been reviewed by the conferees and those that are jointly concurredin have been endorsed in this joint statement.
In the cases in which the House or the Senate have directed the submission of a report, suchreport is to be submitted to both the House and Senate Committees on Appropriations.
The conferees note that section 518 sets forth the reprogramming requirements and limitationsfor the Departments and agencies funded through this Division, including the requirement to makea written request to the chairmen of the Committees 15 days prior to reprogramming, or to theannouncement of intent to reprogram, funds in excess of 10 percent, or $500,000, whichever isless, between programs, projects and activities.
Finally, the conferees request that statements on the effect of this appropriation Act on theDepartments and agencies funded in this Division be submitted to the Committees within 45 daysof enactment of this Act. The conferees expect that these statements will provide sufficient detailto show the allocation of funds among programs, projects and activities, particularly in accountswhere the final appropriation is different than that of the budget request. Furthermore, theconferees request the statements to also include the effect of the appropriation on any newactivities or major initiatives discussed in the budget justifications accompanying the fiscal year2005 budget.
The Departments of Labor, Health and Human Services, and Education, and Related AgenciesAppropriations Act, 2005, put in place by this bill, incorporates the following agreements of themanagers:

The conference agreement includes $5,361,957,000 for training and employment services,instead of $5,112,728,000 as proposed by the House and $5,377,662,000 as proposed by theSenate. Of the amount appropriated, $2,463,000,000 is an advance appropriation for fiscal year2006, as proposed by the House and the Senate.
