In design development, the architectural/engineering design team begins to convert the approved schematic design into the detailed plans and specifications for the facility construction. Architectural drawings are prepared on how the building will look on the site. Detailed floor plans are developed that show the actual sizes of all interior spaces. The relationship of each instructional space to other instructional spaces and to the core areas of the building becomes more apparent. The functional utility of instructional spaces is reviewed with instructional staff. Locations of furniture and equipment within the rooms can be planned. Preliminary construction estimates are developed and cost alternatives are explored. The end product of this phase of development is a set of architectural and engineering drawings that represent 35% of the information required to actually construct the building. In order to meet the requirements for inclusion of this project in the State FY21 Capital Improvement Program, these documents will be submitted to the Interagency Commission on School Construction once they are approved by the Board of Education. SECTION 3 – NARRATIVE DESCRIPTIONS

EXECUTIVE SUMMARY

The Carroll County Career and Technology Center is located at 1229 Washington Road, Westminster, Maryland. The current (2019) State Rated Capacity of Carroll County Career and Technology Center is 380 students in grades 11 and 12 with approximately 790 students enrolled at the Center. Students travel to the Center from their home high schools for part-day instruction in the Center’s CTE programs.

The original building was constructed in 1970 with an addition built in 1986 and renovation to an exterior storage building in 1998. The original building provided space for 16 programs at the time of construction, while the 1986 addition added space for 3 more. As additional programs have been added to the Center’s offerings, the Center has reduced and reassigned existing program space to provide space for the new programs. There are currently 24 programs operating in a building designed for 19. Additionally, four (4) portable classrooms house programs that could not be allocated space within the building.

The goal of the addition / renovation of Carroll Career and Technology Center is to provide a building that addresses the space deficiencies of the existing facility and is in compliance with local building and life safety codes. The building will capture the intent outlined in the Education Specifications and meet the needs expressed by the Board of Education, current and future parents, community members, and school faculty and administrators. Building layout & adjacencies, aesthetics, fixtures, and finishes will meet these needs, while also reaching to be sustainable for the duration of the 50-year life cycle expected to come from the new facility. The addition and renovation will improve overall building performance via new mechanical and electrical systems and building technology and the existing site design will be adjusted to improve pedestrian and vehicular circulation and separation.

DESIGN PHILOSOPHY AND ORGANIZATION:

• The new facility needs to reflect the changing career industry through adaptability and technology.

• The new facility should reinforce the clustering of disciplines to promote a sense of collaboration

• Active and static display areas of student work should be incorporated along with views into the instructional spaces

• Provide natural light in a controlled manner.

CIVIL DESIGN

SITE DESCRIPTION

The subject site for Carroll County Career & Technology Center is located at 1229 Washington Road, Westminster, Maryland 21157. The site is approximately 68.56 acres and currently contains the Career & Technology Center building, five (5) relocatable classroom buildings and the existing Westminster High School building. The property is also known as parcel 412 as shown on Tax Map 52, Grid 7. The tax account number for the property is 07-003528. The site is owned by the Carroll County Board of Education and the deeds for the property can be found in the Carroll County Courthouse at Liber 436, Folio 628. The property is bound by Washington Road (MD Route 32), a retirement home facility, and an apartment complex to the west, municipal buildings to the south, single family residential homes and New Washington Road (MD Route 97) to the east and single-family residential homes to the north.

SITE CIRCULATION AND PARKING

There are three existing access points onto the site, two of these access points are located along Washington Road (MD Route 32). The other access point is located along Hook Road. The first access point along Washington Road is located opposite the entrance to the Golden Living Center just south of Pennington Place. This access point provides access to the Career & Technology Center, Westminster High School shared parking area, Westminster High School bus loop and the loop road that runs around both buildings. The main parking lot for the Career & Technology Center is located on the west side of the existing building and is also accessed from the loop road. This parking lot appears to be shared with the existing Community Media Center that is located on a county owned parcel that wraps around the southern portion of the parking lot. The Career & Technology Center main parking lot contains approximately 231 parking spaces including 14 ADA accessible parking spaces. The shared parking lot located off the northwest corner of the Career & Technology Center contains approximately 158 parking spaces including 5 ADA accessible parking spaces.

The second access point along Washington Lane appears to mainly serve the Westminster High School. The third access point is also located along Washington Road is at the intersection of Washington Road and Washington Lane and appears to mainly serve the Westminster High School. The third access point located along Hook Road serves as access to both Westminster High School and the athletic facilities on site. There is an additional parking lot located off of this access/ loop road that appears to be primarily for the high school. This parking lot is located off the northeast corner of the Career & Technology Center and contains approximately 90 parking spaces. There are several pedestrian sidewalks located throughout the site that take pedestrians from the parking areas to the building’s entrances.

ZONING INFORMATION

The property is currently zoned as C - Conservation District. The properties surrounding the school site to the east are zoned Residential (R-20,000). The properties to the north and west are zoned Residential (R-10,000). The properties to the south are zoned Conservation District (C). The following specific development standards for the Conservation zone (an excerpt from Title 15-Chapter 158 Zoning Regulations) of the Carroll County Maryland Code of Ordinances are provided for guidance only. Per Chapter 158, schools are considered a principal permitted use. Bulk Zoning Regulations in a Conservation zone for the current permitted use of a school are as follows:

According to information obtained from the United States Department of Agriculture Natural Resources Conservation Service, the site falls into six (6) distinct soil groups: • BaA – Baile silt loam, 0 to 3 percent

percent slopes. • GeC – Glenelg channery loam, 8 to 15

percent slopes. • GfB – Glenelg-Urban land complex, 0 to

8 percent slopes. • UrB – Urban land-Udorthents complex,

0 to 8 percent slopes. • WhB – Wheaton-Glenelg complex, 0 to

8 percent slopes.

SITE TOPOGRAPHY

The site topography has gradual changes in elevation. The highest elevations are along the northern portion of the property. From there the grade slopes down toward the south gradually to the two plateaus of the site where the buildings and fields are located. The grades near the building are slightly higher than the field grades. The grades continue to gradually slope across the fields toward the southern portion of the property. In the vicinity of the Career & Technology Center 1986 addition the grades come up approximately 5’ from the remainder of the building on the southern side and then they fall off quickly toward the south.

UTILIITES

Water Based on our review of existing documentation, the existing building is serviced from the existing 12” water main located within Washington Road. Several fire hydrants exist on-site. Public water is provided from the City of Westminster, not Carroll County.

Sanitary Sewer The existing building is currently served by a public sanitary sewer system. The existing sewer leaves the building in several locations in the back along the eastern building wall. The sewer line is 8” in size and is collected at a manhole just off the loop road to the east. From the manhole, a 10” sewer line leaves the site to the east.

Storm Drains Storm water around the site is conveyed via a combination of overland flow and closed storm drain system. Primarily, the closed storm drains convey runoff from the existing building roof and paved parking areas. The storm drains range in size from 6” to 60”. The majority of the storm drainage discharges on the southeastern portion of the property into an existing stormwater management pond.

STORMWATER MANAGEMENT

The site currently contains one (1) stormwater management facility. This facility is a pond located on the southeastern portion of the site. Any new construction that occurs will be required to meet the requirements established by the Maryland Stormwater Act of 2007. These guidelines establish a process by which new construction needs to utilize sustainable or environmental site design (ESD) to the maximum extent possible to satisfy water quality requirements. However, because the site discharges into a county owned and maintained regional stormwater management facility, if it qualifies for redevelopment, only pretreatment will need to be required for the existing onsite impervious area.

FLOODPLAINS, WETLANDS, & WATERWAYS

The site is not located within the 100-year floodplain as delineated on FEMA flood insurance rate map 24013C0215D. The site is located in zone X which means an area determined to be outside the 0.2% annual chance floodplain. A review of the Maryland Department of Natural Resources (DNR) mapping indicates that onsite wetlands do exist on the site. The wetland areas are located near the existing pond and are not within the proposed limits of disturbance. It also appears that a portion of Middle Run also runs through the southernmost corner of the site.

LANDSCAPE, TREES, & FOREST CONSERVATION

There are no existing forested areas located on the site. There are several groupings of trees located sporadically around the site. A forest stand delineation and forest conservation plan will be required for any development that exceeds 40,000 square feet on the site. There were a few large trees noted during our site investigation. Any specimen tree removal that may be required will require a variance as well as mitigation as part of any design that impacts any of these trees that are determined to meet specimen tree requirements.

RECREATIONAL SITE AMENITIES

The property has several on-site recreational areas located on the eastern portion. They consist of 2 baseball fields, a grassed multi-purpose field, a track with multi-purpose field located within it, 3 long jump runways and 4 tennis courts. There is also a soft surface play area located on the south side of the high school.

PROPOSED SITE REVITALIZATION

SITE DESCRIPTION The proposed construction includes a large addition to the northwest of the existing building, smaller additions on the east, and southwest side of the existing building, and a renovation to the existing building. The construction yard will be relocated to the southwest side of the existing building in order to accommodate the building addition. The temporary classrooms will also be relocated during construction and then removed. The parking facility between Westminster High School and the CCCTC will be reconfigured to include separate parking areas for each individual school. The large parking area between the CCCTC and Washington Road will be repaved and restriped, but will largely remain the same. The existing bus drop off area will be maintained.

SITE CIRCULATION AND PARKING Three (3) of the parking lots on the site will be impacted by the proposed construction and will be reconfigured. The lot between the CCCTC and the Westminster High School will transform most significantly and will separated into a visitor lot for the CCCTC and parking / parent drop off for the Westminster High School. A central drive aisle will separate the lots and terminate at the main entrance to the CCCTC. Green areas will be included within the parking areas to help decrease impervious area and also make up grade. This lot will ultimately lose 51 spaces and will have 107 spaces after construction. The main parking lot for the CCCTC will be repaved. The access drive into this lot will be realigned to provide better sight distance and a smoother turn into the parking lot. A few spaces will be added around the perimeter of the lot. This lot will gain 17 spaces and will have 248 spaces after construction. Lastly, the parking lot behind the school will be reconfigured in order to accommodate the proposed loading and service area for the new dining and culinary arts program. One entrance to this lot will be closed in order to minimize impacts to the parking space count. This lot will lose 14 spaces and will have 76 spaces after construction. ZONING INFORMATION The new construction will be in compliance with the Carroll County Zoning Ordinance. SITE SOILS The soils on-site are hydrologic group B, C, and D which means that infiltration type stormwater management practices may not be suitable on the site. SITE TOPOGRAPHY Grades in the vicinity of the proposed building addition will not be significantly changed. Modifications to the parking lot at the proposed main entrance to the CCCTC will require some grade changes and green areas are proposed to help make up the grade in order to keep the driving and parking areas flat. An ADA ramp will be added on this side of the building to allow for ADA access up to the building. UTILITIES Water The building addition will be served by the existing water on-site. Coordination with the City of Westminster is on-going to determine overall impacts to the City’s water system.

Sanitary Sewer A new connection to the existing sewer system that is on-site will be made for the building addition. Storm Drains An existing storm drain line runs directly through the location of the proposed building addition and will be re-routed to accommodate the addition. The building addition will have roof leaders which will drain into the re-routed system. Surface inlets will be installed as needed to catch run-off from the reconfigured parking areas. Gas, Electric, Cable, Telephone Refer to the mechanical, electrical, plumbing section for additional information regarding gas, electric and data. STORMWATER MANAGEMENT The existing pond on the site was originally designed to include the CCCTC and Westminster High School site. The existing pond will provide sufficient quantity stormwater management for the proposed improvements. A pretreatment facility will be constructed to treat all existing impervious areas and a micro-bioretention facility will be constructed to treat all new impervious area. FLOODPLAINS, WETLANDS, AND WATERWAYS There are no floodplains located on the site. The site does contain wetlands and waterways, but they are not within the proposed limit of disturbance. Efforts will be made to limit any increases in impervious surface. LANDSCAPE, TREES, AND FOREST CONSERVATION Landscaping will be provided in accordance with the Carroll County Landscape Manual and will consist of species native to the area. Plantings will be coordinated with Carroll County Public School’s staff as the design progresses. There are no existing forested areas on the site however, since the project will disturb more than 40,000 square feet of area forest conservation will be required. It is likely that afforestation and mitigation may be required and any specimen trees that require removal will require a modification request from Carroll County.

ARCHITECTURAL DESIGN

PROPOSED ADDITION / RENOVATION

The addition/renovation at Carroll County Career and Technology Center will offer a tremendous opportunity for Carroll County Public Schools and the Career and Technology Center community. By providing modern teaching spaces and incorporating the adjacencies that support collaborative learning, students will be better prepared to succeed in their aspirations within a changing career environment.

To express this opportunity to prospective students and the surrounding community, an addition will be constructed on the north face of the building to provide a modern facelift to the side of the building most visible to the surrounding community. This location also serves to be least impactful to the Center’s and Westminster High School’s current parking lot and vehicular circulation system. Additions will also be constructed on the existing buildings southeast and southwest corners to house the Heavy Equipment, Carpentry, and Masonry programs. Once the additions are completed and occupied, renovation of the existing school will occur including new room layouts, exterior windows, and mechanical/electrical infrastructure. Once renovation is complete, the existing buildings 1986 wing will be demolished to provide site space for future expansion. The proposed north addition is 3-levels with the main level aligning with the existing building main level, the lower level aligning with the existing building lower level and a level above the main level. The north addition will include stairs and a new elevator. The southeast addition is a single level addition aligning with the existing building lower level. The southwest addition is a single level addition aligning with the existing building main level.

Serving (25) high school level CTE programs in six broader career clusters, the new layout will group programs to maximize the collaboration opportunities within related disciplines, restore a compatibility between program and space that has been lost over decades of finding program space wherever it may be found, and prioritize the visibility of student learning environments and project work to motivate and energize the student body and school stakeholders.

Coordination of current vehicle conditions will be a driving factor in the design of site circulation as parking lots/drop off lanes are shared with Westminster High School and the schools operate under different and competing arrival/dismissal sequences. The revised site design will clarify the shared spaces between the two schools and revise parking lot access points to resolve current operational issues.

The proposed site and floor plans for the modernized Carroll County Career and Technology Center are included in Section 4. Design considerations include:

ADMINISTRATION & STUDENT SUPPORT

The administration suite will be located adjacent to the main entry, providing visual supervision of the main entry. Entry will be by way of a secure vestibule which will provide controlled access to the building. A direct view from the administration suite and reception area to the front doors and visitor parking will be provided. The school health suite will be located directly adjacent to the administration suite and accessible from both a main corridor and the administration suite. The guidance suite will be located

adjacent to the school health suite and accessed from the main corridor. A large conference room, support room, and staff work/mail room will also be located in the administration suite for use by administration staff and faculty. The career counseling and special education suite will be centrally located in the building. Student Dining with Serving Line/Prep Area will be located on the main entry level of the addition.

BUSINESS AND RETAIL CLUSTER

The Business and Retail Cluster includes Cosmetology, Culinary, and Textiles/Fashion. These programs invite the public to utilize their services. All three are located on the main entry level easily accessible from the main entry lobby and main corridor. Locating these programs on the main level allows easier access to the programs and minimizes public access to the rest of the school. Visitors will still need to be vetted through the secure vestibule and check-in at the main office before accessing the programs. These programs are also located away from the programs that create dust and noise. The Culinary Program is located adjacent to Student Dining.

CONSTRUCTION CLUSTER

The Construction Cluster includes Building Maintenance, Carpentry, Electrical, HVAC (Heating, Ventilation, & Air Conditioning), and Masonry. Building Maintenance will be located in the existing culinary suite which will be renovated for the program upon completion and occupancy of the building addition. Carpentry and Masonry will be expanded and renovated within the southwest addition located on the main level and the existing dining commons. Electrical will be relocated to the location of the existing nursing lab. HVAC will be relocated to renovated space where the Manufacturing & Machine Technologies program is currently located. These programs will have direct access to the exterior (except for Electrical which indicated this was not required). A new exterior construction yard will be constructed along the existing front of the building and outside of the carpentry and masonry addition. An exterior shed will be provided in the construction yard for storage of (2) forklifts, pick-up truck, trailer, and material storage.

ENGINEERING CLUSTER

The Engineering Cluster consists of Drafting, Manufacturing & Machine Technologies, Project Lead the Way - Engineering, and Welding Technology. Drafting will be renovated and expanded in place. This will allow the drafting program to be located near both construction and engineering. Manufacturing & Machine Technologies will be relocated to the existing carpentry and masonry space which will be renovated to accommodate the needs of this program. Project Lead the Way – Engineering will be located in renovated areas that currently house the cosmetology and physical rehabilitation programs. This program will include four classrooms and 3 labs (Prototyping Lab, Makerspace Lab, and CIM Prototyping Lab). The Educational Specification describes the adjacencies and connections required between classrooms and labs. Welding Technology will be located in the current Project Lead the Way Engineering lab space once it is renovated. This will allow direct exterior access onto the construction yard. Welding is also located adjacent to Manufacturing & Machine Technologies to allow sharing of resources. Since these programs are being relocated within the existing building and into newly renovated areas, careful planning

will be required to develop the construction phasing to ensure no program is offline during the construction phase.

HEALTH AND BIO-SERVICES CLUSTER

The Health and Bio-Services Cluster includes Academy of Health Professionals – Certified Nursing Assistant (C.N.A.), Academy of Health Professionals – Physical Therapy, Project Lead the Way – Biomedical Science, and Homeland Security - Criminal Justice. All of these programs (except for Criminal Justice) are located on the second floor of the addition. This allows the programs to be clustered together and away from the dust and noise of other programs. The Criminal Justice program will be located in the renovated Print Production area on the main floor.

INFORMATION TECHNOLOGY CLUSTER

The Information Technology Cluster includes CISCO/Networking, Computer Technology, Print Production, Video Production, Geographic Information Systems Technology, and Interactive Media Production. The Print Production and Video Production are located adjacent to one another on the second floor of the addition. Similar to the Health and Bio-Services programs, this allows these programs to be away from the dust and noise. The remaining four programs are located in renovated space along a common corridor adjacent to the drafting and Project Lead the Way Engineering spaces to facilitate collaboration.

TRANSPORTATION CLUSTER

The Transportation Cluster includes Automotive Service Technology, Collison Repair Technology, and Heavy Equipment and Truck Technology. Auto Service Technology will be located on the lower level of the north addition, adjacent to its current location. Collision Repair will be relocated to the area where Auto Service Technology is currently located. Heavy Equipment and Truck Technology will be relocated to the southeast lower level addition. This will keep all of the Transportation programs grouped together on the lower level. Similar to the construction programs, the Transportation programs will need to be carefully planned for the renovation and relocation during the construction phase.

GENERAL EXISTING BUILDING RENOVATIONS

In addition to the renovation of areas of the existing building noted above to accommodate the academic programs, additional renovation scope of work will be included in the project. Existing group and single use toilets will be renovated to accommodate accessibility with new fixtures and finishes. Corridors will be renovated with new lighting, ceilings, flooring, painting, and wayfinding. Existing exterior windows and doors will be replaced. Selected areas of repointing and new flashings will be installed where exterior masonry veneer has failed. The existing roof was replaced in 2015 and will remain.

DEMOLITION

Once all additions and renovations are complete, the existing buildings 1986 wing will be demolished to provide a location for potential building expansion. The 1986 wing currently houses three programs (HVAC, Welding, and Heavy Equipment and Truck Technology) in spaces that step down a story-high hill.

Each program’s space is at a different finish floor elevation from one another and all three differ from the existing main and lower level finish floor elevations, making it very costly to renovated for use by programs of a different size than the existing space. Additionally, the spaces are connected by a long corridor ramp that exceeds ADA tolerances for slope.

Additional demo will occur at the existing administration wing in order to connect the new high bay southwest addition at the main level to the existing building. A similar wing on the east side of the building will likewise be demolished as it’s structural height made it inappropriate for renovating as learning space and maintaining it would have required very costly foundation underpinning to protect it while the new southeast lower level addition is built.

EXTERIOR DESIGN AND MATERIAL SELECTIONS

The building exterior will be comprised of both structural steel and masonry construction. Brick masonry veneer and metal panels will clad the building. The scale of the building will respond to and fit within the surrounding community and complement the existing building. The exterior walls will be 4-inch masonry veneer or metal panels, 4.5-inch air space with 2.5-inch sprayfoam insulation/air barrier, and exterior sheathing depending on the use of a concrete masonry unit or 6-inch metal stud backup. High abuse spaces will receive concrete masonry unit backup while Business/Retail, Health & Bioservices, Administration, and Video/Print Production spaces will receive metal stud backup. Roofs will be low slope built-up roofs on the additions. The existing building roof was recently replaced and will be patched/modified in areas where new roof top penetrations are required. Windows will be aluminum frames with low-e glazing. Exterior doors will be a combination of hollow metal and aluminum storefront.

INTERIOR DESIGN AND MATERIAL/EQUIPMENT SELECTIONS

Interior finishes will be resilient flooring or sealed concrete floors in the corridors, solid vinyl tile flooring in the classrooms, carpeting in selected areas, ceramic tile in toilet rooms, quarry tile in kitchen, sealed concrete in construction and engineering labs, and poured resinous flooring in Transportation shops. Walls will be painted masonry and abuse resistant gypsum board. Ceramic tile will be provided on walls in toilet rooms. Ceilings will be suspended acoustical panels, with some gypsum board and exposed painted steel in labs. Corridor walls will be 8-inch masonry. Walls between classrooms and within the administrative suite will be 6-inch metal stud with insulation for sound attenuation and painted gypsum board.

PHASING

Construction of the new additions and renovations will occur while the school is in session. Therefore, work must be phased to assure that all programs remain online throughout construction. The phasing strategy to accomplish this is as follows. Diagrams have been provided in the graphics section.

Enabling Phase (Phase 0): Before beginning any new work, the existing building where new work will occur needs to be cleared of portables, exterior storage buildings, and selective site demolition needs to occur to prepare for new work. Underground utilities that currently run where future work needs to take

place will also need to be relocated around the work zone. As the work zone will take away the current construction yard and the carpentry programs exterior roll up door and dust evacuation system, replacement will also occur as part of this first work-enabling phase.

Phase 1: Phase 1 includes the 3 story, north addition. This is the largest addition component of the project. Once complete, nine programs plus administration and food service will move in to the new addition, vacating large areas of the existing building for renovation.

Phase 2: Phase 2 includes work that must be completed during the final summer of construction of phase 1. This phase is a renovation phase where Drafting is renovated in place and shared spaces including the CTST suite, CRC computer lab, and school-wide Makerspace are renovated in space vacated by phase 1.

Phase 3: Phase 3 includes construction of the additions on the southeast and southwest corner, demolition of portions of the existing building required to connect the additions to the existing building, and the bulk of the renovation work. Renovation occurs on both the ground level and main level. Programs not renovated during this phase are a result of coordinating the order of renovation to keep all programs online.

Phase 4: Phase 4 includes renovation of the spaces that will become the Manufacturing and Machine Technologies program and the Welding program.

Phase 5: Phase 5 includes renovation of the spaces that will become the HVAC program and the remaining Information Technology programs not provided new space in phase 1. This phase completes the modifications to learning spaces in the building.

Phase 6: Phase 6 is the final phase and includes demolition of the 1986 wing and sitework to prepare the space made available by the demolition for future use.

STRUCTURAL DESIGN

EXISTING STRUCTURE Structural drawings for the existing building were provided for our review. Based on these drawings, the original building was designed in 1969. An addition at the southeast end of the building was designed in 1986. Based on our review of the documents and on-site observations, the following is a summary of construction: Roof Framing

• Original construction consists of precast double tees, single-stem “giant” tees, and channel slabs. Roof framing support consists of masonry bearing walls at perimeter and corridors as well as structural steel girders and columns at the commons area.

• Roof framing at the 1986 addition consists of metal deck on long-span open web steel joists. Joists are typically supported on interior and exterior masonry bearing walls.

Floor Construction • Floor construction in the areas bounded by lines A, F, 1, 18 and lines F, H 1, 9 consists of a 4-inch

reinforced concrete slab on composite structural steel filler beams. Filler beams are typically 24-inches in depth spaced at 8-feet on-center and supported by 24-inch structural steel girders and W8 steel columns.

• Floor construction at the Ground Floor and balance of the First Floor consists of a 4-inch concrete slab-on-grade, reinforced with welded wire fabric.

Exterior Walls consist of masonry veneer on concrete masonry unit back-up. Interior bearing walls consist of single-wythe concrete masonry units. Foundations are conventional spread footings bearing generally at nominal depth. Footings along the exterior wall of the ground floor have a design elevation that may be consistent with poor bearing materials or to respect the natural slope of the original grades. NEW ADDITIONS AND RENOVATIONS Foundations

The geotechnical investigation and report for this project is not complete at this time. As such, a definitive foundation and slab-on-grade design cannot be defined.

In the absence of specific geotechnical recommendations, we have assumed foundations will be similar to those utilized on the existing construction and consist of continuous spread footings at walls and isolated spread footings at columns.

Foundations should be assumed to be individual spread footings at columns with size and thickness determined by loading and soil properties. Foundations at exterior walls should be assumed to be 12” thick continuous spread footings with 6” minimum projection from face of wall and a minimum overall width of 2’-0”.

Slab-on-Grade construction is anticipated to be 5-inch thick, 3500 PSI normal weight concrete slab-on-grade on 15 mil vapor barrier and 6” compacted drainage course. Reinforce slab-on-grade with 6x6 – W1.4xW1.4 welded wire fabric. Slab-on-grade construction at the Auto Service Lab and Collision Repair will be similar, with 5,000 PSI normal weight concrete and a maximum water/cement ratio of 0.40. Final foundation and slab-on-grade design will be based on recommendations provided by the geotechnical consultant when available.

Superstructure

The superstructure for this project will consist primarily of structural steel framing. Structural steel framing will include composite steel framing, open web joists and long-span roof construction.

Typical Framed Floor construction will consist of 3-1/4” lightweight concrete topping on 3”, 20 gauge galvanized composite metal deck reinforced with 6x6 – W2.0xW2.0 W.W.F. draped across supports. Slab will be supported on composite structural steel filler beams at a maximum of 10’-0” on-center, girders and structural steel columns. Assume an average of 12 PSF of structural steel.

Filler beam depths can be assumed as follows:

W12 Up to 18 ft. W16 18 ft. – 28 ft. W18 28 ft. – 35 ft. W21 35 ft. – 40 ft. W24 40 ft. – 45 ft.

Typical Flat Roof Framing will consist of 1-1/2”, 20-gauge galvanized type B metal deck on open web steel joist framing at 5’-0” on-center. Assume an average of 7.0 PSF of steel framing. Joist spacing will be reduced in areas of drifted snow as required. Up to 4-inches of 7.5PSF/in thickness green roofing material is anticipated to cover portions of the roof. Collision Repair roof framing will consist of 1-1/2”, 20-gauge galvanized type BA acoustical metal deck on long-span open web steel joists. Joists will be supported on steel spandrel girders and columns.

Lateral bracing will be concentrically braced steel frames at stairs, elevators and sides of big box areas as required. Assume an additional 0.7 PSF of structural steel for braced frames. Concrete shear walls will be placed under the braced frame locations within the garage if the alternate framing is elected.

Mechanical Equipment Support Framing is anticipated to be required in various locations. Assume an average of 13 PSF of structural steel framing in the local area of the units. Where needed for acoustical reason, concrete slab on composite deck may be considered.

ADDITIONAL CONSIDERATIONS

Spandrel Detailing will vary based on architectural fenestration. Assume the following:

• Masonry relieving angle at slab edge 40#/LF • Hung masonry relieving angle 70#/LF

Mechanical Unit Support on Existing Buildings, if required, is anticipated to require structural steel dunnage.

Typical dunnage will consist of steel WF framing supported by HSS posts. All steel framing, bolts and plates shall be hot-dipped galvanized, and any field welds will be painted with zinc rich paint after field installation. Dunnage will be raised a minimum of 30” clear above the existing roof surface to prevent snow drifting and permit future re-roofing operations. Angle kickers will be provided at each corner in both directions for lateral stiffness. Where a screen wall is required, WF framing will be extended out to support / brace HSS post and girt framing for wall support.

Dunnage is proposed to be supported on existing bearing walls.

To the extent possible, we recommend new mechanical units be placed in short span areas of the building such as corridors, to minimize the amount of framing required. Placement on existing precast concrete elements may require field testing and investigation to determine specific component properties and reinforcing, and the engagement of a precast engineer to complete the evaluation and determination of strengthening requirements.

Building Movement (Expansion) Joints will be introduced between the new northwest multi-story addition and the existing building. The other, smaller additions are not anticipated to have expansion joint separation from the existing building.

APPLICABLE BUILDING CODE AND LOADING

Structural design and analysis will be performed in compliance with the International Building Code 2018 Edition as amended by Chapter 170 of Title XVII of the Carroll County, MD Code of Ordinances.

Evaluation of the existing construction will be performed in compliance with the International Existing Building Code 2018 Edition.

The following Uniform Live Loads are proposed:

MECHANICAL DESIGN

EXISTING ELECTRICAL CONDITIONS General: The existing mechanical systems, for the most part, are original to the time of construction, be it the 1969 building or the 1986 Addition. The Auto Collision Shop, which was relocated in 2003, into the renovated Storage Building, has new HVAC and plumbing systems and equipment. Similarly, the Masonry Shop and Carpentry Shop HVAC Systems were upgraded to help alleviate indoor air quality concerns. The existing cooling tower, chiller, domestic hot water heater(s), greenhouse systems, and shop air compressors have been replaced as part of independent systemic projects over the years. Supplemental split type direct expansion systems have been sporadically added throughout the building. There have been several modifications to the spaces and/or their function with little to no modifications to the mechanical system. Heating: The original and primary heating source for the building is electric resistance. Carroll County Public Schools, in conjunction with BGE, did run a new four-inch (4”) two-pound (2 psig) gas main into the building at the Northwest end, which enters a small mechanical room, which houses the domestic hot water heaters. Currently, this gas service does supply the domestic hot water heaters, greenhouse units, carpentry and masonry shops make-up air units, collision shop rooftop unit, collision shop classroom rooftop unit, and the paint spray booth heater. Currently, a 3-inch valved and capped connection exists in the water heater mechanical room for future extension. A valved and capped connection was also provided for the emergency generator; however, at this time, the unit has not been converted from LP to natural gas. A gas line has been extended to the Lower Level Electrical Room for connection to the emergency generator, which currently remains propane-fired. Cooling: The building is partially air-conditioned. Labs, such as Diesel, Welding, HVAC, Automotive Mechanics, Masonry, and Carpentry Labs are heated and ventilated only. Classrooms are typically cooled. Chilled water is generated by a water-cooled chiller located in the Lower Level/Ground Floor Mechanical Equipment Room which serves the original building only. Split type Dx units serve the 1986 Addition classrooms as well as various spaces within the original building. The chiller, manufactured by York International (Model #VCWJ77KHO-46PA; Serial# SMEM-569940) was installed in 1997, utilizes refrigerant R-22, has 181 nominal ton capacity, has two (2) semi-hermetic reciprocating compressors, and operates at a flow rate of 436 gallons per minute (gpm). A Spirotherm air and dirt separator was installed in the chilled water system. Two (2) base-mounted end suction pumps, one (1) standby; circulate chilled water through steel pipe mains to unit ventilators which serve individual spaces. A forced draft, centrifugal type open cooling tower is located at the northwest end of the building. It has a nominal capacity of 116 tons. The unit is fairly new and is manufactured by Baltimore Air Coil Company (BAC Model Number VTO-116M). Condenser water pipes between the building and cooling

tower are located below-grade. A remote sump tank is located in the Lower Level/Ground Floor Mechanical Equipment Room, which houses the chiller and multiple shop air compressors. Two (2) base-mounted end suction pumps, one (1) standby, circulate condenser water to the water-cooled chiller. Compressed Air: In 2003/2004 an Ingersoll Rand air compressor and refrigerated air dryer was installed for the shops. The existing air compressors/tanks are used for back-up/redundancy. These air compressors, dryers, and tanks are located in the Lower Level/Ground Floor Mechanical Equipment Room, which is shared with the chiller and cooling plant equipment. Spaces - 1986 Addition: The HVAC and Diesel Shops utilize roof-mounted heating and ventilating units equipped with electric resistance heating coils (42 kW HVAC Shop/78kW Diesel Shop). These shops have exposed ductwork, a roof-mounted gravity relief air hood, space exhaust fan and ceiling fans. The Diesel Shop has multiple dedicated local exhaust systems. The Classroom areas are equipped with a residential type split fan coil unit with electric heat and remote air-cooled condensing unit. Outside air is provided through a gravity intake vent connected to the return air duct. Independent exhaust fans serve the toilet and locker room areas. The Welding Shop utilizes two (2) roof-mounted heat recovery units equipped with 57 kW electric heat coils. Heat recovery units contain both a supply fan and exhaust fan. The exhaust system connects to multiple welding booth canopy hoods and local source capture work bench inlets. The classroom is served with a residential type split fan coil unit with electric heat and remote air-cooled condensing unit. Outside air is provided through a gravity intake vent connected to the return air duct. An independent exhaust fan serves the toilet room and locker room area. The Conference room is served with a residential type split fan coil unit with electric heat and remote air-cooled condensing unit. Outside air is provided through a gravity intake vent connected to the return air duct. An independent exhaust fan serves the toilet room and locker room area. Electric heaters are located at the entryways and in the corridor. Spaces - Original Building: Greenhouse (Lower Level): The Greenhouse system has been recently upgraded, including new gas-fired heating units, circulation fans, motorized windows, water spray system, and “microgrow” greenhouse control system. Horticulture (Lower Level): A split A/C unit currently serves the Computer Lab. A heating and ventilating unit ventilator currently serves the Horticulture Lab. A Paint Spray Booth was installed with an exhaust fan tied into the existing Collision Repair Shop Paint Booth Exhaust Fan/Duct System. The Landscape/Horticulture Shop is currently located where the existing Paint Spray Booth was located. Auto Shop Labs: The main incoming fire service is located in the old Collision Shop Area (New Auto Transportation Area). A large heating and ventilating unit (96 kW heating coil) serves the old Collision

Repair Shop and is hung in the associated Storage Room. Similarly, a large heating and ventilating unit (50 kW heating coil) located over the same Storage Area is one of two (2) units that serve the Auto Mechanics Lab. The second unit (60 kW) is located over the adjacent gang toilet rooms at the Southeast end of the Lower Level. The common classroom is served by a horizontal/above-ceiling heating and ventilating unit ventilator. This unit ventilator and the two (2) heating and ventilating units located above the Storage Room have outside air ducted to an areaway located in the Courtyard at the Main Level. Both shops have independent exhaust systems and the Auto Transportation Area still has local dust filtration units originally utilized for the Collision Repair Shop. Collision Repair Shop (Lower Level): The Collision Repair Shop was recently relocated to the existing Storage Building, which is adjacent to the Main Building, Lower Level, Northeast side. The classroom is served by a dedicated roof-mounted packaged air handling unit with gas-fired furnace. The Collision Repair Lab is served by an independent roof-mounted, gas-fired heating and ventilating unit. A new Paint Spray Booth is located at the Southeast end of the building and its associated air exchange heater unit (gas-fired) is located outside at grade. Lower Level Corridor: Relief air from the labs is ducted into the corridor where a separate intake grille is connected to a vertical duct up to a roof exhaust fan. This does not meet current building code. Electric unit heaters are located in the corridor and stair towers. Electrical Lab, Nurse Lab, Early Childhood Education Lab, Career Assessment Lab, Cosmetology Classroom, and Cosmetology Lab (Upper Level): These Labs are located on the Northeast side of the building over the Lower Level Lab/Classroom spaces and look out over the new Collision Shop. These spaces are served by both horizontal (above-ceiling) and vertical (floor-mounted) type unit ventilators. All spaces except for the Electrical Lab are cooled and served by the central chilled water plant. Vertical units have through-the-wall intake vents for fresh air, while the above-ceiling types are ducted to roof-mounted fresh air intake vents. This air is then relieved to the corridor, where a roof-mounted exhaust fan draws the air through the corridor and relieves it to the outside. Due to the odors generated in the Cosmetology Lab, two (2) heat recovery units were installed above the ceiling to provide additional fresh air to the space and dilute/exhaust odors primarily created by chemicals used in permanent-wave solutions. Carpentry Lab (Upper Level): The Carpentry and Masonry Labs have switched from the originally intended locations. Other modifications have also occurred. A new gas-fired rooftop heating and ventilating unit was installed to provide make-up air to the space as the original heating and ventilating unit were already removed. Electric unit heaters provided the space with heat and are now used to supplement the heat provided by the make-up air system. The dust collector is original and is still functioning; however, the dust collection system was recently replaced. A horizontal heating and cooling unit ventilator serves both the Carpentry and Masonry Lab Classrooms. Masonry (Upper Level): The Masonry Shop, similar to the Carpentry Shop, was recently upgraded with a roof-mounted gas-fired heating and ventilating unit. New supply and return air ductwork is tied into the new rooftop unit. The air distribution system was designed as a push-pull system supplying (pushed) clean air at the corridor end of the space which is then returned (pulled) at the exterior wall through a filter return grille. A dust type collector connected to a canopy hood located over the mixing area was installed to capture particulate matter during the mixing process.

Technical Support and Networking Lab (Upper Level): A split system located in the masonry Mezzanine serves the space. The existing heating-only unit ventilator was disconnected to provide power for the air conditioning units(s). Engineering Lab (Upper Level): Two (2) split Sanyo type (ductless mini-split system) units and the existing horizontal heating and ventilating unit ventilator serve the space. Machine Shop (Upper Level): The Machine Shop is served by a horizontal heating and ventilating unit ventilator and the classroom is served by a split fan coil unit with remote heat pump. Computer Resource Center (Upper Level): An independent ductless split unit by EMI Technologies serves this space, which originally, was part of the Main Lobby. An electric cabinet heater is located within the room. Textile and Fashion Design: A split fan coil unit by Trane serves the area. The remote heat pump is located on the roof. Two (2) above-ceiling unit ventilators with cooling serve the classroom space. CADD Classroom: Two (2) vertical (floor-mounted) unit ventilators with cooling serve the space. Video/Print/Production Room (Media/Communications) Two (2) above-ceiling horizontal style units and one (1) floor-mounted vertical style unit ventilator with cooling serve the space. Computer Tech Lab/Classroom (Upper Level): An above-ceiling unit ventilator with cooling serves the classroom, while a floor-mounted split fan-coil unit, with roof-mounted heat pump serves the Tech Lab through an overhead distribution system. Nurses Suite (Upper Level): The Nurses Suite was originally a resource center and connecting corridor, both of which extended from corridor to corridor. Above-ceiling unit ventilators were located above the northeast corridor ceiling and relieved to the corridor at the southeast corridor. The current layout creates multiple spaces within this area, yet only minor changes to the HVAC System occurred. Health Suite 101 is currently served by a ductless split system. Commons Area: The Commons Area is an open space served by six (6) horizontal unit ventilators with cooling coils. Outside air is introduced into the units from roof-mounted gravity vents. Kitchen/Culinary Arts Lab: Similar to the Commons Area, three (3) horizontal unit ventilators with cooling coils serve the space. Outside air is introduced into the units from roof-mounted gravity vents. Roof-mounted exhaust fans serve the kitchen hoods and a roof-mounted tempering unit (108 kW electric heater) provides supplemental make-up air for the kitchen hood exhaust requirements. Culinary Dining Room and Classroom: Floor-mounted heating and cooling unit ventilators serve these areas. Office/Administration: A small above-ceiling self-contained heating-cooling unit serves the interior staff area, while floor-mounted heating-cooling fan coil units serve the perimeter office space.

Lobby: The Lobby is heated and cooled by horizontal flush-mounted recirculating air type unit ventilators supplemented by cabinet unit heaters at the entry door. Evaluation: The existing rooftop units and heat recovery units serving the 1986 Addition are not functioning and/or not functioning properly. The rooftop heating and ventilating units were manufactured by Bohn, which is no longer in business. Similarly, the heat recovery units were manufactured by “Temp Exchanger”, which also is no longer in business. All of the equipment, including the split systems, are beyond their useful lives and are recommended to be replaced. Existing Chilled Water Plant: The existing chilled water piping systems are degrading and have caused the need to keep the chilled water system circulating 24/7, including throughout the entire heating season when chilled water is not required. A Spirovent air and dirt separator has been installed to aid in cleaning the system. It is our understanding that the chiller ices up, which is probably the result of fouling of the evaporator tubes. Ultimately, it is recommended that the chiller, piping, cooling tower, remote sump, and all associated pumps be replaced. Existing Heating System: The existing heating system, for the most part, remains as electric resistance. Even though electric resistance is 100% efficient, it is typically more expensive to operate. The electric heaters are located in equipment (unit ventilators, fan-coil units, rooftop units, wall heaters) that is typically original to the time of construction. This equipment is beyond its useful life and is recommended to be replaced. Existing Terminal Equipment/Systems/Exhaust Fan: Based on the age of the equipment, controls, ongoing indoor air quality, and thermal comfort issues, age and type of equipment, it is recommended that the HVAC System and associated electric resistance heating units be replaced in their entirety. The existing relief air system uses the corridor as a duct, which does not meet current building code. Most storage rooms have individual exhaust fans. There are many special system exhaust fans, as well as relief air system exhaust fans, which are original and beyond their useful lives. It is recommended that all exhaust fans and special exhaust systems be replaced in their entirety. Mechanical System Recommendations: General: For all options the proposed HVAC Systems is a high efficiency decoupled ventilation, Heating/Cooling System, serving a fan coil units for classroom areas and/or Single Zone Variable Flow (SZVF) air handling units for shop/lab areas. For shops that don’t require air conditioning (to be determined by the LEA) a heating and ventilating (H&V) air handling unit serving the space is recommended. Fan-Coil units shall be used in conjunction with a decoupled dedicated outdoor air system (DOAS) with integral heat recovery for ventilation and air requirements. The Office/Administration Area, which functions twelve (12) months a year, and/or during non-educational times shall be zoned such that it can operate independently from the rest of the school. All other areas shall be separately zoned based on use and function. Each shop and/or lab area will be independently zoned. The primary heating source is recommended to be changed from electric resistance to natural gas.

Based on the type of facility with unique program requirements (Technical Shops and Labs) independent room HVAC type systems and equipment will be required for most shop type spaces. The Mechanical Systems shall include all work associated within the building of Heating, Ventilating, Air Conditioning (HVAC), and Plumbing Systems. These systems shall extend to 5 feet beyond the building wall. The Mechanical Systems, in concert with the Architectural considerations, are intended to create spaces that are flexible, functional, energy efficient, and respond to the needs of this facility. Within the envelope of the new facility, the proper heating, cooling, ventilation, air exchanges, and Automatic Temperature Control/Energy Management Systems shall be provided for all spaces to create the appropriate thermal environment. Stairwells shall be provided with heat only. All areas shall be provided with heating, ventilation, and air conditioning. The HVAC and related Mechanical Systems shall not only be functional and responsive to the need, but shall be simple, reliable, durable, maintainable, and easily accessible. The HVAC System utilizes energy conservation techniques to the greatest extent possible, while maintaining comfortable control. All HVAC components shall be capable of a complete override from the Energy Management System. Heating and Cooling Systems and their associated controls shall be designed and zoned to enable the building to operate at less than full occupancy without conditioning the entire building. The Mechanical Systems shall be designed to meet or exceed ASHRAE Standard 90.1-2013 and Maryland High Performance Building program requirements. The Mechanical Systems including plumbing systems shall be designed in accordance with ASHRAE Standards, International Mechanical and Building Codes, NFPA, the International Plumbing Code, County Code Requirements, and IAC Standards. Heating System – Decentralized Heating System: The use of indirect gas fired furnaces in rooftop units is recommended to provide heating for all the shop areas and be used for gas fired DOAS units in conjunction to a VRV/VRF heat pump system which provides heating and cooling. Based on the high outdoor air flow rates for shop areas, make up all requirements and for the use of 100% outside air DOAS units, the use of indirect fired furnaces for heating eliminates the need to provide freeze protection associated with hydronic heating systems. The use of lower cost natural gas will reduce operating cost compared to an all-electric heat system that currently exist. This option decentralized the heating system by using independent gas fired furnaces. Cooling Systems – Decentralized Cooling System: It is recommended that a refrigerant based cooling system shall replace the existing water based system. All air handling equipment would be air cooled direct expansion type (typically rooftop units) with gas fired furnaces. A Packaged type DOAS unit for ventilation will be used in conjunction with a refrigerant based VRV/VRF heat pump system using individual fan coil units serving multiple spaces in a common zone. All DX air handling units shall utilize a hot gas reheat coil for dehumidification purposes which complies with current energy code requirements.

Air Distribution Systems Classrooms: Individual fan-coil units with ducted supply air system to ceiling supply air diffusers or ductless cassette type fan coil units shall be provided for each room. These units shall be 100% recirculating air type with refrigerant to air coil shall be controlled to maintain the desired indoor temperature conditions (i.e. sensible heating and cooling only). All fan coil units in a zone will be connected to a common air cooled condensing unit. This Variable Refrigerant Volume (VRV) allowing each space to either heat or cool. Heat Recovery Ventilation Air Units (100% outside air) shall be used as part of the Dedicated Outdoor Air System (DOAS) to dehumidify, temper and heat ventilation air to a neutral air temperature (70°F). These units shall provide the minimum amount of outside air for ventilation as determined by the requirements set forth by ASHRAE Standard 62, The International Mechanical Code, the Educational Specifications and the makeup air requirements to maintain a slight positive building pressure. This conditioned/tempered outside air shall be directly injected into each classroom and/or office space. Relief air (used outdoor air) shall be brought back to the heat recovery unit for energy reclamation via a ducted return air system, then discharged to the outside. A heat recovery device inside these units (heat wheels) shall be employed to provide the necessary preconditioning (sensible and latent energy) and of outside air. Additionally these units shall be equipped with a supply fan, exhaust/relief fan, filters, cooling/dehumidification coil, and heating coil. The heating shall be indirect gas fired furnace and the cooling shall be by its packaged refrigeration system including hot gas reheat for dehumidification mode of operation. The system utilizes a decentralized approach in which each area can be provided with its individual heating and cooling generation and distribution system without needed it to be extended and connected to a central heating and cooling plant. Tech Shops and Labs: Independent air handling units shall be provided for each shop or lab areas. Air handling systems shall be designed to provide the required amount of ventilation, filtration and make up air required for each unique space. Supplemental unit heaters shall be located at overhead doors. Heat recovery and specialized local dilution and source capture exhaust systems shall be provided to maximize indoor air quality. In the recommended decentralized approach these units shall be independent gas fired heating and Direct Expansion (DX) rooftop units. Office Administration: Similar to standard classroom areas the Office/Administration area shall be provided with space conditioning by a Variable Refrigerant Flow (VRF) heat pump system utilizing an air cooled condensing unit with variable speed/inverter driven compressors. Ductless ceiling cassette type indoor fan coil units with independent thermostatic controls are proposed for each space. A Dedicated Outdoor Air System (DOAS) unit shall be a packaged Direct Expansion Rooftop Unit with a gas furnace for heat and utilize a heat recovery wheel. BUILDING AUTOMATIC TEMPERATURE CONTROLS/ENERGY MANAGEMENT SYSTYEM It is recommended that the building be provided with a BACnet Certified Automation System and be tied into the existing Johnson Metasys County Energy Management System. It is recommended that the system have full direct digital controls, including space terminal unit controls, which is consistent with the

All control and monitoring points shall be consistent with the County’s current Standards and shall be reviewed with the Facilities Management Department during Design. Automatic Temperature Controls shall be capable of operating per the sequence of operation, including when the Energy Management System is manually overridden. The Basic Design Criteria shall be as follows:

1. Cooling Mode: Outdoor Temperature: 95°F DB, 78°F WB Indoor Temperature: 75°F DB, 65% RH or less 2. Heating Mode: Outdoor Temperature: 10°F DB Indoor Temperature: 70°F DB 3. Ventilation Rates (ASHRAE Standard 62): Classrooms:

10 CFM per person .12 CFM per sq. ft. Offices: 5 CFM per person .06 CFM per sq. ft. Shop Areas (minimum): 10 CFM per person .18 CFM per sq. ft.

For Single Zone Variable Volume Air Handling Units, a room temperature sensor shall sequence the associated air handling units’ packaged cooling system and outside air economizer controls to provide the necessary cooling. When heat is required by the space, the space temperature sensor shall modulate the unit’s gas fired furnace to maintain the space temperature setpoint. All air handling units shall be provided with a heat recovery device to precondition the outside air (sensible and latent heat) and hot gas reheat coil for the dehumidification mode of operation. Supply and return fans shall be provided with variable speed drives and shall vary in fan speed to match the space load.

All air handling units shall be provided with safety features such as low limit control, freeze stat, supply and return air smoke detectors, carbon monoxide sensors, and high static pressure sensors. All air handling units shall be provided with energy conservation features such as economizer cycles, night setback, and morning warm-up cycles of operation. Space carbon dioxide sensors shall be used for control of outdoor air (demand controlled ventilation or DCV) for high occupancy spaces.

Space relative humidity sensors shall be used throughout the building and shall automatically index the dehumidification control mode if its maximum setpoint condition is reached.

Supply air discharge air temperature set-points shall be reset based on the space within the zone requiring the greatest cooling.

Fan-Coil Units shall be controlled by room temperature sensors. Refrigerant to air heating/cooling coil control valve shall modulate to maintain room temperature set-point.

Dedicated outdoor air units shall provide 100% outside air to individual spaces. An enthalpy (sensible and latent heat) heat recovery wheel shall pre-condition the outside air stream. A heating or cooling/dehumidification coil shall heat or sub-dehumidify the outside air stream. When operating in a dehumidification mode, a hot gas reheat coil with modulating control valve shall provide the necessary free reheat (sensible heat) to prevent sub-cooling the spaces. A variable speed motor shall control the enthalpy heat recovery wheel. The heat wheel shall be stopped during the economizer outside air conditions and/or for frost control.

Air flow measuring shall be utilized to monitor the supply, return, relief and outside air systems.

PLUMBING DESIGN General A complete system of plumbing shall be provided throughout the building to comply with the requirements set forth in the program and installed in strict accord with all applicable codes and regulations, including ADA. The plumbing systems shall consist of but not be limited to:

• Domestic Cold Water • Domestic Hot Water with Recirculation • Sanitary Drainage and Vent • Storm Water Collection including Footing Ground Water Collection • Natural Gas • Fire Protection

All plumbing fixtures shall be included and shall be good commercial grade of institutional quality. Water closets and urinals shall be flush valve, water-conserving, LEED compliant type. Water closets shall be floor-mounted type. Faucets for lavatories shall be the self-metering types. Handicapped fixtures shall comply with ADA Requirements.

Water Service

A new incoming water service shall be required for domestic water and fire protection systems.

New hot and cold water shall be extended to and serve the fixtures and equipment as required. All domestic water piping shall be copper Type L with wrought copper fittings and lead-free 95-5 solder. All water piping shall be insulated with the exception of non-handicapped final branch run-outs for connection to fixtures/equipment.

Backflow preventers and vacuum breakers shall be provided to prevent back siphonage and contamination of the potable water system.

Freezeproof wall hydrants shall be located every 150 feet along the building's perimeter. Hose bibs in concealed boxes shall be located in gang toilet rooms, kitchen areas which require washdown, and mechanical equipment rooms.

A minimum of two gas fired high efficiency/condensing type hot water heaters shall be strategically located in the First Floor Mechanical Room. A hot water storage tank shall be utilized if required to meet building requirements. The entire building shall receive 140-degree hot water. Fixtures requiring 105-degree F hot water shall be equipped with an ASSE rated temperature limiting device. A hot water recirculating system with in-line type centrifugal pump shall be utilized.

Sanitary Drainage

A new sanitary drainage system serving the new plumbing fixtures shall be sized per the requirements of the American Society of Plumbing Engineers, the County Plumbing Code, and the International Plumbing Code.

Storm Water Drainage

A new storm water drain line shall be brought to a point 5'-0" from the building exterior wall (under another Division). At this point and under this Division, connection shall be made to the drainage line and same shall be extended into the building for distribution. The Storm Water System shall be sized per the requirements of the American Society of Plumbing Engineers, and the International Plumbing Code.

Gas Service

A new and or upgraded and relocated natural gas service will be required for all the Domestic hot water system requirements, comfort heating requirements, Make up air requirements, kitchen equipment, lab equipment and to serve the natural gas fired emergency generator(s).

Phasing

To accommodate project phasing the existing natural gas service, domestic water service and existing cooling tower have to be relocated to accommodate the construction of the addition. The existing gas service will be replaced, upgraded in capacity and be connected to the existing natural gas distribution system as well as extended under future phases. The existing incoming domestic water service is currently located in the area of the proposed addition. A separate fire protection service is located at the back of the building. A proposed combination water and fire service is recommended to replace the existing water and fire service, connected to existing domestic water and fire services to temporarily back feed existing systems which shall be replaced under future phases as well as to serve the phase I building addition. The existing cooling tower serving the existing chiller for the facility is also located within the footprint of the addition. The cooling tower shall be temporary located in the courtyard adjacent to and above the existing chiller and be temporarily piping to the chiller until ultimately removed. At which time it is recommended that the cooling tower be relocated to the HVAC shop exterior work area which it can be used for instructional purposes.

ELECTRICAL DESIGN

Existing Electrical Conditions:

Electrical Service and Distribution: The existing electrical service is the original main switchboard consisting of a 3000 Amp, 277/480 volt, three phase, 4-wire service. The existing medium voltage transformer is located near the Greenhouse at the rear of the building. BGE provide primary electric service to the site. The primary BGE Switchgear serves both Westminster High School and the Career and Technology Center through separate switches. A maximum load of the meter serving the School is 2852 kW, which indicates that the existing switchboard cannot serve the new loads. In order to serve the new HVAC loads and future loads, as well as to provide for capacity for the new classrooms, the electrical service will be served from a new switchboard and back feed the existing switchboard. The utility transformer will need to be replaced with a larger transformer.

Emergency power is provided by a propane generator located in a room next to the Main Electric Room. The generator serves the emergency incandescent lights in the corridors and stairs.

Lighting: Most of the existing corridors use 1' x 4' surface-mounted 1-lamp fixtures. Key switches are used to control the corridor lights. Exit signs use green letters.

Fire Alarm System: The existing Fire Alarm System serving the building is a combination of the original Simplex Fire Alarm System and a more recently-installed Edwards EST2 fire alarm panel, located in the Main Electric Room. The Fire Alarm System uses horns and strobes located throughout the school to provide audible and visual alarms. A Communicator Panel provides dialup communications with the UL Monitoring Service.

Security System: The existing Ademco Security System located in the Health Suite protects the school using a combination of door contacts and motion detectors. The System uses keypads located throughout the school to arm and disarm the alarm. A Communicator Panel provides dial-up communications with the UL Monitoring Service. The existing Security System is at its maximum capacity and will need to be expanded or replaced.

Closed Circuit Television (Cctv) Security Camera System: Currently, the school uses security cameras connected to a time-lapse VCR located in the Principal’s Office in the Main Office.

Access Control System: Currently, the school uses a BEST Access Control / Card Reader System.

Master Clocks: Existing Master Clocks are connected to the existing Master Clock / Bell System. A Rauland Time Control unit located in the Main Office provides control of the Master Clock System.

Voice Network – Telephone / Paging / Intercom System: The incoming telephone service is a 50-pair cable terminating in the Generator Room, next to the Main Electric Room.

The existing Rauland Telecenter Public Address Cabinet, located in the Main Office, will be replaced.

The existing PA System uses ceiling-mounted speakers and call switch.

Data Network: Currently, there exists one (1) MDF (Main Office). The MDF contains multiple 48 port patch panels. Category 5 data cabling, installed around 1999, is provided throughout the school. Five (5) IDF Rooms exist:

• Computer Technology • Video/Graphic Production • Drafting B111 • Tech Support & Networking • Collision Repair Classroom

ELECTRICAL RECOMMENDATIONS:

Electrical Service and Distribution

The existing electric service of 3000 amps, 277/480 volts, three phase, four wires will be upgraded to 4000 Amps, 277/480 volts. The existing service comes in underground to the existing pad-mounted enclosed transformer at the rear of the building. The existing electrical feed to the building will have to be replaced with a new feed due to the new building addition’s footprint encroaching on the existing feeder path. The new feed would be outside of the addition’s footprint and need to be installed prior to the foundation/footers being installed to ensure power to the old building.

The existing building transformer will be upsized as well, to handle the addition, plus new loads, a new electrical room space will be required, to house new switchboard and backfeed the existing building’s switchboard.

The electrical distribution will be at 277/480 volts, three phase, four wires from a new main switchboard to panelboards throughout the building. The existing main switchboard will be replaced due to its age and availability of parts and will be backfed from the new main switchboard. Dry type transformers will supply service at 120/208 volts, three phase, four wires to panelboards located throughout the building.

All receptacles will have stainless steel cover plates with finish selected by the Owner. Receptacles located in the Trades area will be “Hard Use” or “Industrial” type. General classrooms will have convenience receptacles located throughout the space with the teacher’s area having receptacles with integral USB ports as well.

Surge Protection Devices (SPDs) will be provided at computer, life safety/standby panelboards and panelboards serving exterior lighting circuits.

The emergency generator will be replaced with a natural gas generator and will need to be located outside the building; or a new, larger, dedicated generator room will need to be provided. The generator will service all life safety loads, as well as, optional standby loads coordinated with the owner.

Lighting

Where new lighting is required, it will be designed as follows: General lighting will be recessed 2' x 4' LED troffers and conform to the latest energy code IECC 2015. Trade spaces will have LED high bay type fixtures for elevated lighting levels and greater uniformity.

Exterior lighting will be provided to enhance the security of the building and parking lots. All site lighting will be high cutoff (dark-sky compliant) LED type luminaires. Parking lot light pole bases will extend 24" above finished grade with accent and sign lighting being provided in selected areas. Additional building mounted lights and signage fixtures will be coordinated with CCPS and the architect. Control of the exterior luminaires will be done through a programmable relay panel, enabling photocell control as well as BAS schedule overrides.

Emergency lighting will be provided throughout the path of egress and in selected areas. Classrooms and other interior spaces will allow the emergency fixture to be controlled under normal power conditions, and in emergency power conditions, the fixtures will override to 100% full output. Exit signs will be located within 100’ of each other and will be LED type with Red lettering.

Levels of illumination shall be as recommended by the Illuminating Engineering Society of North America and ASHRAE 90 Standards.

All new light switches will be installed at 48” AFF to the top of device. New light switches will be provided to replace existing switches installed above the maximum ADA mounting height of 48” AFF.

Track lighting will be provided at selected display areas.

Interior corridor night security lighting will be provided. Corridor lights will be controlled by key-type switches and occupancy sensors.

Classroom lights will be controlled by low voltage switches and above ceiling room controllers. Switches will have preset scenes to utilize the versatility of LED fixtures and to ensure code compliance.

Fire Alarm System

A new addressable voice evacuation fire alarm system with pre-programmed messages and override microphone will be provided, complete with graphic annunciator and alphanumeric keypad located at the main entrance of the building. Notification devices will consist of ceiling mounted strobes, speaker/strobes and speakers for clear annunciation of the system when in alarm. Initiating devices will include fire alarm pull stations located adjacent to all exit doors, flow and tamper switches to monitor the sprinkler system and duct detectors with remote test stations coordinated with mechanical air handling units.

The Fire Alarm System will meet all ADA requirements and will be designed to comply with Local Authorities Having Jurisdiction, IBC, and NFPA.

Security System

A new security system will be provided. Motion detectors will be located in all new rooms with perimeter glass and door access to grade. Keypads to disarm the system will be located at the main entrance and other select entrances. Zoning and keypad locations will be coordinated with the owner.

Closed Circuit Television (Cctv) Security Camera System

The existing Security Camera System will be replaced with a new IP camera system and Web-server. Camera locations will be coordinated with owner.

Access Control

The existing Card Reader System will be replaced with door controllers and proximity card readers provided at selected doors.

Master Clocks

A new master clock system will be provided. Systems clocks will be provided in all classrooms, Common Areas / Areas of Assembly and corridors.

Voice Network – Telephone / Paging / Intercom System

A new PA system will be provided. Paging speakers and intercom stations will be provided in all classrooms and other selected areas. Speakers will be provided in all corridors, common areas and offices. Offices will be provided with volume control.

A video intercom system will be provided at the main entrance with door release to allow access to the secure vestibule and office areas. The kitchen entrance and select shops will also have a video intercom system to be able to screen people before access into the kitchen or outdoor storage areas is granted.

Data Network

An MDF will be provided in the new admin area with all new IDF’s in subsequent phases being connected back to this room with a 12-strand composite fiber optic backbone. The new incoming fiber will terminate in this MDF. The existing incoming fiber that is located in the existing main office area will be removed during the last phases of construction.

The Data Network will be star-wired 1000 Base-T and consist of Category 6 cabling. The System will provide all components for a complete operable LAN. It will provide access to the System WAN and internet access through fiber access to a County Server Site. Strategically located telecommunication hubs (IDF Rooms) will limit cabling lengths to 250 linear feet. Data outlet plates will be conventional industry standard type plates.

LIFE CYCLE COST ANALYSIS SUMMARY

BRIEFLY DESCRIBE EACH OF THE FOLLOWING:

1. Wall Envelope Insulation Value: Exterior walls will achieve an R-value of 13.67.

2. Roof Insulation Value: Total roof insulation R-value of 30.0.

3. Electric Service: 3000A, 480/277V, 3 Phase, 4 Wire incoming service to a Main Switchboard.

Distributed branch panelboards are located throughout the building to serve dedicated sections of

the building, minimizing excessive wire and conduit runs.

Heating System: High efficiency decoupled ventilation, used in conjunction with an independent

Heating/Cooling System, utilizing refrigerant to air fan coil units (Variable Refrigerant Volume – VRV) for

classroom areas and/or Single Zone Variable Flow (SZVF) air handling units for shop/lab areas.

5. Window Type: Thermally-broken aluminum windows with double insulated glazing units,

utilizing Low-E glass.

6. Ventilation System: Package type dual temperature dedicated outdoor air handling units for

educational spaces. All air handling units shall have heat recovery.

7. Air Conditioning System: A refrigerant based cooling system with air cooled direct expansion

air handling equipment. Packaged DX units will utilize hot gas reheat for dehumidification capability.

SUMMARY OF RESULTS: The Variable Refrigerant Volume (VRV) System was the lowest Life Cycle Cost system and was used as the basis of Design. The requirement to add mechanical space to house mechanical equipment and/or a geothermal loop, in addition to the service and maintenance related costs associated with a centralized plant ultimately resulted in a higher life cycle cost for these systems.

BASE SYSTEM: VARIABLE REFRIGERANT VOLUME TERMINAL UNITS A Variable Refrigerant Volume system coupled with indoor split dedicated outdoor air systems serving classroom and office areas with packaged rooftop air handlers serving the shop areas and cafeteria.

1. Air Handling Units: Large volume shop education areas designated to possess air conditioning will be served by individual packaged cooling, natural gas furnace heating single zone variable air volume rooftop units. All air handling units will utilize heat recovery.

2. Heating and Ventilating Units: Large volume shop education areas designated to possess heating and ventilation only will be served by individual, natural gas furnace heating single zone variable air volume rooftop units. All air handling units will utilize heat recovery.

3. Ventilation Air Units:

The classroom areas of the building will utilize a decoupled dedicated outdoor air system (DOAS) for ventilation purposes. These will be indoor split DX cooling, natural gas heating air handling units located in mechanical penthouses, specifically designed for 100% outdoor air applications. This type of system would also be employed for office/administration. Each area will be independently zoned (i.e. A DOAS unit and associated room fan coil units). All DOAS units will utilize heat recovery.

4. VRV Fan Coil Units:

Each classroom area will consist of heat pump zones which include an outdoor heat pump unit, indoor branch controller box and refrigerant piping connecting multiple indoor fan coil units serving individual classrooms. The system is similar to a 4-pipe system, and is considered the heat recovery type where any room can be in either heating or cooling. The office/admin will be an independent heat pump zone.

5. Terminal heating units:

It is recommended that smaller terminal heating units (cabinet unit heaters, unit heaters, convectors, etc.) serving entry vestibules, toilet rooms, small storage rooms, etc. be electric resistance heat type.

The advantages to this system include minimal necessary mechanical equipment space as well as minimal ductwork in areas being renovated with minimal infrastructure space. Air handling units are required only for DOAS, and the use of gas fired units for large shop education areas with high percentage make-up air and exhaust requirements eliminates the need for equipment freeze protection.

ALTERNATE No. 1: FOUR-PIPE VERTICAL FAN-COIL UNITS A four-pipe central plant, serving fan-coil units throughout the facility, will be located in the Boiler/Chiller Room. 1. Chilled Water Plant: An air-cooled screw chiller located in a mechanical courtyard with chilled water

distribution pumps located in the mechanical room. Chilled water will be distributed to air handling units, fan coil units, and DOAS units serving the educational spaces.

2. Heating Water Plant: Three equally-sized high-efficiency hot water boilers utilize natural gas as the fuel

source. Each boiler will be sequenced as needed to satisfy the heating load. Heating water will be distributed to air handling units, fan-coil units, DOAS units, and terminal heating devices (e.g., convectors, unit heaters, etc.) via variable speed/flow distribution pumps.

3. Fan-Coil Systems: Each educational room will be provided with a dedicated vertical type four-pipe fan-coil

unit. The unit will consist of a supply fan, heating coil and cooling coil with a 2-way control valve for each coil. Each unit will be sized to provide sensible heating and cooling only (i.e., no latent load). The unit will be provided with supply air ductwork connected to ceiling type air devices and return air ductwork connected to the room return air filter grille. A separate ventilation air duct served by an independent ventilation air unit will be connected to each unit’s return air duct and will be balanced to ensure minimum ventilation rates are being introduced into each space. Fan coil units will be located in mechanical closets adjacent to the spaces they serve, which reduces the educational space. It is not recommended to locate these units above the ceiling due to the increased maintenance requirements and the higher possibility of indoor air quality problems.

4. Ventilation Air Units: Multiple roof-mounted 100% outdoor air, heat recovery type ventilation units will be

provided in the various educational zones to provide conditioned ventilation air to fan-coil units. These units will use heat recovery devices such as rotary type Enthalpy and sensible only devices to pretreat outside air and reheat the supply air in conjunction with hot water heating coils and chilled water dehumidification coils to ensure ventilation air is conditioned to maintain ASHRAE and MSDE Standards. These units will also contain pre- and high efficiency supply air filters, relief air prefilters, supply air fan and relief air fan. Conditioned ventilation air will be ducted directly to each fan-coil unit. Dedicated outdoor air systems will dehumidify outdoor air to prevent high humidity levels and reheat the air to prevent sub-cooling.

6. Air Handling Systems:

Large volume shop education areas designated to possess air conditioning will utilize single zone variable air volume rooftop air handling units with heat recovery. The air handling system will consist of a return air fan, mixing box/economizer section, prefilter, and fan filters, hot water preheat coil with freeze protection circulator pumps, hot water heating coil, chilled water cooling coil, and supply air fan.

Large volume shop education areas designated to possess heating and ventilation only will utilize single zone variable air volume rooftop air handling units with heat recovery. The air handling system will consist of a return air fan, mixing box/economizer section, prefilter, and fan filters, hot water preheat coil with freeze protection circulator pumps, hot water heating coil and supply air fan.

The office/admin suite will be served by a variable refrigerant volume system, with VRF fan coil units utilized

for the conditioning of individual offices, in conjunction with a rooftop dedicated outdoor air handling unit with heat recovery device.

The four-pipe fan-coil system utilizes a Dedicated Outdoor Air System (DOAS), which are decoupled from the room units minimizes possible indoor air quality issues as well as simplifies system operation and maintenance. Terminal fan-coil units will be distributed throughout the facility and provide sensible heating and cooling only.

The disadvantages of this system include the additional mechanical space needed to house the central plant equipment, the requirements to install heating and chilled water piping throughout the facility, the associated fan coil unit condensate drain system, and freeze protection for all air handling equipment.

Supply and return fans will be provided with variable speed drives and duct-mounted air flow measuring stations to volumetrically track supply to return air volumes. Variable air volume terminal units will be equipped with hot water heating coils. Heat recovery will be provided through Total Energy recovery wheels.

The office/admin suite will be served by a variable refrigerant volume system, with VRF fan coil units utilized

for the conditioning of individual offices, in conjunction with a rooftop dedicated outdoor air handling unit with heat recovery device.

The advantages of this system include full air side economizer cycles and the fact that it does not require the use of dedicated ventilation air units. The cooling central plant refrigeration equipment is sized based on the building block load (which is less than the sum of individual space peak loads required by small compressor-based systems) and all central plant generating equipment being located in the boiler/chiller room and not scattered throughout the building. The disadvantages of this system include the additional mechanical space needed to house the central plant equipment, the requirements to install heating and chilled water piping throughout the facility, and freeze protection for all air handling equipment. Additionally, the larger ductwork required to distribute heating and cooling throughout the building may not be compatible with areas being renovated with minimal infrastructure space.

ALTERNATE NO. 3: GEOTHERMAL WATER SOURCE HEAT PUMPS The geothermal (extended range) water source heat pump system consists of a two-pipe (supply and return) condenser water circulating loop system. The loop pipe is sized to absorb space heat as well as the heat generated by inefficiency of the compressor (equivalent to 3.0 gpm/ton). The building distribution circulation pumps will be located in the Pump Room and will be variable water flow connected to the geothermal water source heat pumps. 1. Cooling: Each extended range type geothermal water source heat pump (ARI 330 Certified) has a self-

contained refrigeration system utilizing a hermetically sealed compressor and water-cooled heat exchangers. Since each room has a dedicated compressor for cooling, the total connected cooling capacity (refrigeration tonnage) is higher equivalent to the sum of each space peak load. The total heat of rejection absorbed in the water loop is then rejected to the ground heat sink.

2. Heating: Each extended range type geothermal water source heat pump, utilizing its self-contained

refrigeration system, has a reversing valve, which in the heating mode uses the air stream coil as the condenser, rejecting heat, and the water heat exchanger as the evaporator, absorbing heat from the water. Heat for each space is the sum of the electrical input into the compressor as well as the heat absorbed from the central circulating loop. Heat is introduced into the central circulating loop from heat absorbed from the ground heat sink. Antifreeze is required in the condensed water loop to prevent freezing when heat absorption from the loop by heat pumps exceeds heat absorption into the loop from the earth.

3. Supplemental Heat: Electric resistant type heating units (unit heaters, cabinet unit heaters, etc.) will be used

for stairwells, vestibules, mechanical equipment spaces, etc. 4. Geothermal Water Source Heat Pumps: Each educational room will be provided with a dedicated

geothermal water source heat pump with its own self-contained refrigeration system. Each unit will be sized to provide sensible heating and cooling only (i.e., no latent load). The unit will be provided with supply air ductwork connected to ceiling type air devices and return air ductwork connected to the room return air filter grille. A separate ventilation air duct served by an independent ventilation air unit will be connected to each unit’s return air duct and will be balanced to ensure minimum ventilation rates are being introduced into each space.

5. Ventilation Air Units: Multiple roof-mounted 100% outdoor air, geothermal type heat recovery ventilation units

will be provided in the various educational zones to provide conditioned ventilation air to geothermal heat pump units. These units will use heat recovery devices such as rotary type Enthalpy heat wheels, hot gas reheat coils, and direct expansion dehumidification coils to ensure ventilation air is conditioned to maintain ASHRAE and MSDE Standards. These units will also contain pre- and high efficiency supply air filters, relief air prefilters, supply air fan and relief air fan. Conditioned ventilation air will be ducted directly to each heat pump unit. Relief air (air purged from the building) systems will utilize the ceiling plenum to minimize construction cost. Refer to ventilation air heat recovery psychometric calculations for information regarding the requirements for conditioning ventilation air.

6. Air Handling Units: The large volume shop education areas will utilize multiple large capacity constant air

volume single zone geothermal heat pump units in conjunction with heat recovery. The air handling system will consist of a return air fan, mixing box/economizer section, prefilter and fan filters, and supply air fan.

ALTERNATE NO. 3 (Continued) Office/Administration: These areas will be provided with dedicated geothermal heat pumps in conjunction with the heat recovery ventilation air unit similar to that described hereinbefore for educational spaces. Through the use of water loop zone subcircuit control valves, they will remain as active sub-zones during the summertime, thus reducing pump energy through the use of the variable speed drives. The geothermal water source heat pump system is similar to the standard water source heat pump system except it utilizes the ground as its primary heat source or heat exchanger. The system analysis was based on a vertical loop well field. Information used in the analysis was based on the ASHRAE 1997 Geothermal Heat Pumps: Design of Geothermal Systems for Commercial and Institutional Buildings, Manufacturers’ Engineering Information, the Geothermal Heat Pump Consortium, the International Ground Source Heat Pump Association (IGSHPA), and other various information primarily published by Mr. Steven Kavanaugh, Ph.D. The advantage of the geothermal heat pump system is the inherent heat recovery capabilities which transfer rejected heat from the interior spaces during the winter season into the common loop, which allows perimeter units to absorb this wasted heat. Only two pipes, supply and return, are needed, although they do require insulation. Any unit connected to the main water loop can heat or cool at all times. Since these units are self-contained refrigeration systems, there is little to maintain. However, unit failure often requires the unit to be removed and replaced in lieu of serviced in place. Mechanical equipment is minimized as the earth heat exchanger is used in lieu of central plant equipment. The disadvantages include the cost and floor space required for heat pump closets, extensive under the floor condensate drain collection system, the premium cost associated with the earth heat exchanger, and all spaces having cooling capability. Additionally, a supplemental energy source is required to temper make-up air required for large shop areas.
