NFSM – Coarse Cereals
• NFSM – Coarse cereals programme was started in Jharkhand during 2014 – 15.
• Cluster demonstration on hybrid maize (HQPM -1) was conducted in 2667 ha area during 2014-15.
• There was an increase of 64.90% under Cluster demonstration yield (33.26 q/ha) over State average yield (20.17 q/ha).
• Area coverage of maize in the State is 2,57,800 ha (2013-14).
• There is scope of increase in production of 335.140 thousand MT as per the yield gap between state average yield and demonstration yield.

Lesson learnt for future & Strategies
• Quality seed be made available to the farmers on time alongwith seed treatment to enhance productivity.
• Pulses growers should get INM inputs e,g. lime, Borax,(10.5%), Rhizobium culture, PSB and other inputs well in advance to boost up the productivity.
• Pest surveillance programme be taken up alongwith control measures for insect - pest in pulses crop.
• Post harvestment management of produce alongwith value addition to ensure higher benefit and employment.
Strategies for the above• Seed production chain be strengthened to ensure
availability of quality seeds to the farmers.
• Procurement of seed and timely availability to the grower be ensured.
• Technologies dissemination through training and awareness programme among the farmers be taken up every season.
• Local seed production needs to be enhanced through Progressive farmers under Seed Village Programme.
• Govt. farm is under process to manage by the N.S.C./ reputed N.G.O. to enhance seed production for easily availability in the state.
• State Seed Corporation to be constituted.
Specific Issues/ Suggestion• As per norms of NFSM guidelines for 12th five years plan state
having more than 15 districts in one crop shall be provided one more PMT unit : vide guidelines Para 4.4.2.
• Accordingly, provision of one more units of PMT at NFSM State Monitoring Cell be made as the NFSM – Pulses Programme is being implemented in 24 districts, NFSM – Rice in 4 districts & NFSM – Coarse Cereals in 11 districts.
• As per NFSM guidelines Para 4.4.2 the district having atleast
10000 ha area in any one of the NFSM crop shall be entitled for PMT unit.
• The area under following districts of Jharkhand has more than 10000 ha coverage* under Pulses. Hence, these districts may be provided one PMT unit as per norms.

Specific Issues/ Suggestion• As per Present norms it takes too much time to release fund to
the districts.
• As a result fund utilization is declined during 2014-15 in
comparison to previous years.
• Hence, if possible, it is suggested to avoid the treasury system
and to restore the old pattern of fund flow (release) for the
benefit of the farming community of the Jharkhand.
• NFSM is a Production and Productivity oriented Programme
which was 100% financed by Govt. of India till 2014-15.
• Hence, NFSM Programme to be continued under previous
funding pattern in the interest of farming community of the
state.
