    Son of the late Paul Jacob Dubourg andPollyanna Jordan Dubourg both of Bakerville, waskilled July 15th in a motorcycle accident aftertraveling 5,500 miles to Alaska he was 63 milesaway from his destination (Eielson AFB) when hestruck a moose. The Torrington native was bornMay 7th 1957 and graduated from Wamogo HighSchool in 1975, that same year he joined the

    Army and was honorably discharged after serving4 yrs as an SP 4 Military Police. He is survived byhis daughter Heather Dubourg 29 of Winchester,Jacob Dubourg 28 of Torrington and his fianceLaura Kaminski of Litchfield, Benjamin Dubourg24 of Torrington, Senior Airman Caleb Dubourg 21and his wife Senior Airman Stefanie Dubourg bothfrom Alaska, and his granddaughter AdrianKaminski of Litchfield. He is also survived by hissiblings Richard Yurchick of Winsted, ThomasDubourg of Texas, Catherine Sekulski of Florida,Nancy Jones of Texas, Victor Dubourg of

    Torrington, and many beloved nieces andnephews. He is predeceased by his brother PeterDubourg of Otis MA and sister Susan Dubourg.

    Philip had a strong faith in God. He was anadventurer and motorcycle enthusiast who had adeep love for nature and felt most at peace at hiscabin in Vermont. He was a daring outdoorsman. He adored his children and taught themhow to live off the land and be "mountainmen." He had a very loving nature that mademost people he knew feel like family, andwas referred to as Papa Dukes. His hobbies

    included woodcarving, hunting and fishing. Hevolunteered at Torringtons Christmas Village. Heis the former employee of Dwan & Company,Regional 7 School, and most recently TorringtonCity Hall.A memorial service will be held on Tuesday, July

    24th 3:00 pm at Bakerville United MethodistChurch (route 202 New Hartford, CT).

    Philip Dubourg Memorial Service:

    It wasnt always easy for our dad to

    block out the fast pace world around him.Thats why, I think, he felt so at peace at

    the cabin because the trees and mountainsblocked the world for him. I know my dadstruggled with his own thoughts too. Attimes he made it clear to us he wasnt the

    man he wanted to be. He seemed to besearching for that man our whole life. Butthrough his struggles, my brothers and IDID find that man.

    We discovered a man that saw beauty ineverything. He was an artist and he taughtus to take the time to appreciate all Gods

    creations big and small. Our dad taught usto be respectful of others and not to judgea man by the length of his hair, the clotheson his back, or what he did for work.Every man has value and what you shouldvalue about others comes from a placemuch more deep within them.

    As my father grew and we with him, we

    also discovered a man who gave hugs,praise, and love more freely. My dadshowed us more and more how to live byexample, to never take a minute forgranted, to love fiercely, and to pursue ourdreams.

    And in his last journey, on this earth, mydad did not show fear. He turned ateenage dream into a reality. And in doing

    so gave us a gift that makes his legacy allthe more profound and beautiful.

    So in reality my father always has beenthe man he wanted to be, he just didnt

    know it.

    taking an all-expense paid trip to Anniston, Alabama, courtesyof FEMA and the Department of Homeland Security. Upon myarrival to Anniston, I was elected Mayor of the city. Shortly afterbecoming mayor, I was told that it was October of 2012. I was

    then advised by the Alabama Public Health Department that there was a travel advisory being issued bythe California Public Health Department. There were reports of sick travelers on several planes comingfrom Beijing. The report was that this strain of flu is affecting young adults, and that the strain has alreadyproved deadly.

    We received another update that a specific passenger on one of these flights was enroute to NobleCity, Alabama, a close suburb. He was reportedly experiencing flu-like symptoms while aboard the plane.The event that he was scheduled to attend in Noble City was a family reunion. There were thirteen otherpassengers whose final destination was somewhere in Alabama.

    I worked closely with the Governor of Alabama. (In real life, this was Steve Fox, Assistant Chief of thePortland, Maine Fire Dept.) There was a big Octoberfest event coming up in Anniston, and we wereunder a lot of pressure from business owners to proceed as planned. We were able to proceed with thatevent, but I did have to cancel Trick or Treating in Anniston. L The Governor eventually declared a stateof emergency.

    This scenario continued to play out, until it reached pandemic level, and numerous people across thecity and state were affected. The Governor himself contracted the flu, and had to be hospitalized. We hadto request resources from the federal government, including flu vaccine and personnel. We had to takeover buildings and turn them into flu clinics, and I had to put out public service announcements and pressconferences using the high tech system that they had at this Homeland Security Training facility.

    The class was titled Pandemic Planning and Preparedness. Each person in our 15 member class hadat least one role in the scenario. Some worked for the Health Department, School Department, Director ofEmergency Management, Police and Fire Chiefs, Red Cross, Medical Reserve Corps, Medical Examiner,Highway & D.P.W., etc. Since I am used to being involved in scenarios like this from the EmergencyManagement and Police perspective, it was interesting to see the pressures that would be on the Mayorof a large city in an incident such as this. It was a great exercise in teamwork and refreshing ourknowledge of who does what in a situation such as this. I am glad that I was given the opportunity toattend this course.

    Moving onto another topic.KOPS N KIDS N KAYAKS! The Police Department is sponsoring thisfree event (for children ages 5-12) at the Town Beach on Tuesday, August 7th, and again on Wednesday,

    August 22nd. The event will be held from 10 AM until 2 PM. Participants should bring a bagged lunch andwear sunscreen and swimsuits. We will supply the kayaks and life jackets, although if you have your ownlife jacket, please bring it. Counselors and kids will participate in games, swimming, kayaking, and safetylessons.     A Tale of two Mr. Lincoln'sBoth Mr. Lincoln's

    were very handsome,athletic men and both menwere stars of the stage andsilent films.

    Of interest to readersof the Otis Gazette is Mr.E.K. Lincoln (Edward KlinkLincoln) who had a 4000acre estate at the southernend of Long Pond on GibbsRoad on the Blandford -Otis line. He was born in 1884 and died in 1958.He appeared in 66 silent movies, mostly for theVitagraph Company in Brooklyn, N.Y. Hishandsome profile was quite an asset in silent films.

    He is best known role was as JimyDale Alias the Grey Seal. Mr.Lincoln married a Singer SewingMachine heiress: Ada OliveProctor who had acquired the landon Gibbs Road in 1909-1912during a prior marriage. TheLincoln Estate contain two largehomes. Bill Hall worked on the

    Lincoln Estatefor fifteen years:he recalled thesinking of threelovely motorlaunchesbecause they

    Well, hello again, my friends. Thesummer is going by quickly and I havehad so much fun and got into a little

    trouble, too since my last story. Shortlyafter writing that adventure, I ( sort of )disappeared for 12 long days. Can'tseem to explain to Mom and Pops whereI was or exactly what happened. They need to learn "cat chat"...It's a

    whole lot easier than learning Chinese, but they don't speak that either. Back to my"misadventure" ( as Mom refers to it) After 12 days gone, I managed to find my way home, at1:30 in the morning. Meowed til I woke Pops up ( first he meowed back at me...think hethought he was dreaming) Then he got up and let me in and we woke up Mom...everyonewas so happy to be together. Mom started crying; yet she was happy ( a concept that I will

    never fully understand) I had not eaten in a long time and my bowls filled with Friskies andpate' with a cold bowl of water, was so inviting. Really, what I loved most, was theattention. But, alas, soon the attention turned into new rules and restrictions...I refer to this as"house arrest". I am no longer allowed a lot of freedom. Much of my time is spent in thecottage, looking out; but on nice days, and only in mid-day hours, they will let me come outwith them. Mom calls my name every 20 minutes, but I am always right near them. I don'twant to go away again, either. Did I look like a cat who truly enjoyed herself? NO! When I amoutside all I hear is "Miley, don't chase thechipmunks..Miley, don't go after thesquirrels...Miley, don't bother the birds"..Whoam I living with anyway? Grizzly Adams? Well,

    I will try to behave myself and stay out oftrouble...Mom says that I may not have lost oneof my proverbial "9 lives"...but, she sure lostone of hers. Have a good rest of thesummer...We will chat again in September ( Iguess I pretty much do all the chattingthough)

    1 pound of bitter greens such as Chard or Kale,chopped into spoon sized pieces1 1/2 cups chopped fresh tomatoes or 1 (15 ounce)can diced tomatoes1/2 teaspoon dried rosemaryInstructions:

    1. In a large soup pot, combine first 12ingredients. Simmer partially covered, stirringoccasionally until beans are tender, about 2 hours,or use a crockpot on high for about 6 - 8 hours.Add more liquid if needed to prevent scorching.2. Transfer 2 cups of the beans to a small bowl andmash with a fork or potato masher.3. Return the mashed beans to the soup, and bringthe soup to a simmer. Continue to cook uncovereduntil the broth thickens slightly, about 15 minutes.4. Add the chopped greens, tomatoes androsemary and continue cooking until the greens arejust tender.     only our Baby Boomer generation who are living

    stressful lives, but everyone! Lets all take advantage

    of this week to STOP and take a good look at how we

    can best make our lives a little simpler. Here are

    some ideas to get you started:

    1. Set aside an hour this week to take an

    inventory of your household stuff. Are there toomany dishes cluttering your kitchen? Can you donate

    those old curtains that youve been saving for the

    last ten years to a charity? How about the printer

    that stopped working last July? Start a list with two

    columns. In the first column write down items that

    you havent used in the last five years or have been

    broken for more than six months (you arent really

    going to get around to fixing them); in the second

    column write down the date that you will remove

    them from the house by. Then act on your list one

    item at a time until you have cleared some of theclutter from your life. Theres nothing like a good

    purge to make us feel all clean and bright!

    2. The best way to get all of the things on your

    to do list completed is to take time for meditation

    every day. I know that sounds counter-intuitive, but

    pleasantly surprised to see that the

    designated National Simplify Your Life Week. Now,

    thats a timely subject!

    Most of the Baby Boomers that I know are either

    continuing in their jobs because their retirement

    funds are not quite there yet, or starting new

    businesses, or taking care of grandkids or elderly

    parents. We are so busy that its sometimes difficult

    to find time for our friends. This can lead to a lot ofstress, sometimes good stress if you love helping

    with the grandchildren, but it can seem like an

    overload just the same.

    when you try it, you will see for yourself what a

    difference ten minutes in the morning can make.

    Start by relaxing your shoulders: sit up straight in a

    comfortable chair or couch, then squeeze you

    shoulders in and up toward your ears, and hold for

    five seconds. Next, squeeze those shoulders downtoward your feet for five seconds. Then relax, and

    gently roll your shoulders around. When your

    shoulders are relaxed, you will be more comfortable.

    Close your eyes and inhale deeply, thinking the

    words peace and joy (or any mantra that appeals to

    you and makes you feel calm), and then exhale

    slowly, thinking peace and joy again. Imagine that

    your breath is coming in and out of your heart as you

    repeat your mantra. Exhale longer and slower than

    you inhale, and as an added bonus, you will lower

    your blood pressure. When you begin your day witha clear head your work is easier, you get more done,

    and you feel less stressed. Set a timer so that you

    dont have to think about the time and when you

    hear it go off, take one more deep, full, breath as

    you open your eyes and start your day with a smile.

    3. Evaluate your commitments. This is a tough

    Take a good look at everything that you do on a

    weekly basis and make a list of those that give value

    to your life, or that you love to do, and another

    column of those that are perhaps not in line with

    your lifes priorities. Anything that youve committed

    to, out of guilt or pressure from others, should get aserious, questioning, re-look. Decide how you can

    drop even one task that falls into this category and

    then take action. Learning how to say no is one of

    the best things we can do for ourselves. Even if it

    frees up 20 minutes a week, thats twenty minutes

    that you can do something for yourself, to keep

    yourself healthy and well, so go for it!

    Meeting called to order at 7:00 pm in the TownHall conference room. Roberta Sarnacki noted themeeting was being recorded.

    Present: Chair Roberta Sarnacki, DonHawley, Brian Crandall, Chris Morris, Jim Crandall

    Approval of Minutes: Minutes for the June 25,2012 All Boards Meeting were approved by Robertaand Don, with Brian abstaining from that vote due tohim not being there. Minutes for the June 26, 2012Select Board Meeting and the June 28, 2012 PartTime Maint. Operator Interviews were unanimouslyapproved.

    Cultural Council: Al Blake was unanimouslyappointed by the Select Board to fill one of thevacancies on the Cultural Council. This leaves

    eleven open positions.Regional SBD Meeting: All three boardmembers acknowledged that the next regionalmeeting of the local select boards, now called theSouth County Hill Town Coalition, is next Mondaynight, July 16, 2012 at 7:00 pm in Monterey.

    Other:Lee VNA: Everyone was notified that this

    organizations name has been changed toPorchlight VNA/Home Care Services. Robertasigned the annual contract which will be mailedtomorrow.

    1401 East Otis Road: The Board was notified

    that even though they had requested at meeting for6:30 pm on July 24, 2012, the letter went out statingthe parties would be expected at 7:00 pm that samenight.

    Dept. of Revenue: Chris Morris let the boardknow that the DOR will do a free review of thetowns financial practices. Otis is one of the fewtowns that has never done this. Chris reiterated thatthis is not an audit, but they will review our process

    and make recommendations in a written financialmanagement report. This would actually be done bythe Dept. of Local Services Technical Assistance.

    Brian moved to invite them in, Don seconded, andthe board unanimously voted in favor.Cemetery Sexton: Jim Crandall reported that

    the cemetery maps he found were not complete forany of the cemeteries and he has people inquiringabout purchasing lots, so we need a sexton verysoon. Jim was asked to work with Chris Morris toset up an ad for a Sexton. Chris was also asked tofind out from other towns if their sextons are given astipend, or if their fees are included in the funeralbill, or if they get compensated at all. The boardalso plans to bring this up at the regional meeting.

    Waste Water Operator: Brian stated they need

    to meet with Don Chaffee. Chris will call and set upa time with Don Chaffee and Roberta. Don Hawleyagreed we really need to clear this up.

    Joan DeLevies Trees: The board wanted toknow what the status was for planting Joans TreeGarden by the back entrance. Chris Bouchardasked Jim if we had any preferences and hadntheard back. Don Hawley suggested someone takea look at the ornamental trees by Tuckers and see ifthose were good.

    Rule of Necessity: Brian brought up thequestion of who could sign what warrants. He has

    been signing payroll warrants under the rule ofnecessity. It was noted that since Roberta actuallysubmits the timesheets for the Police Department,she shouldnt be approving the payroll warrantunless shes the only second signature. Shecurrently has not been signing the payroll warrants.However, that shouldnt stop her signing for mostvendor warrants, unless there is something unusual

    that she has submitted for the Police Dept.expenses. Since Brian is signing under RON andhas less of a conflict than Roberta, he should beokay.

    Finance Board: The Select Board wants to meetwith the new Finance Board to meet the new board,

    see where they are and what they hope to do. TheBoard decided to ask if they could meet at 6:30 pmon August 14, 2012. Lisa will contact the FinanceBoard members and get back to the Select Board.

    Town Beach: The installation of the newsurveillance cameras is proving to be a gooddeterrent.

    Recreation Dept. Purchase: The Parks &Recreation Department have put through a paymentrequest for almost $700.00 for a camera and photoprinter, which is above the $300.00 threshold set bythe Select Board for unbudgeted purchases. ChrisMorris said this was for photos of the events put on

    by the Recreation Dept. Everyone on the SelectBoard noted that the camera model seemedexcessive in price as the Police Dept. had justrecently purchased a camera for half that price. Lisanoted that as a member of the TechnologyCommittee, the photo printer had not been vettedthrough that committee and she hoped the OfficeSupply account would not be responsible forsupplying the toner for this printer. Rec. spent$1300.00 on toners to date for another unauthorizedprinter this past fiscal year that put the Office Supplyaccount over budget. The purchase was approved

    by the board even though they felt it was excessive.Chris Morris was asked to write that department aletter reminding them that any non-budgeted itemsover $300.00 had to be approved by the SelectBoard before the purchase can be made and thosepurchases should be kept at a reasonable level.The Select Board also requested that Recreationshould submit a monthly report of all the activitiestheyve sponsored along with attendance levels.

    2012 there would be an event held at the TownBeach with the kayaks. If this event works out,Roberta would like to have a second event at theend of August. Roberta has already checked withRec that there would be no conflict with their swimlessons.

    Town Beach Geese: The Border Collies have

    begun clearing the geese from the beach, and theSelect Board has already heard from abutters thatthe geese havent left. If the dogs dont work, it hasbeen reported that DCR has had success usingblack hoses cut into various lengths up to six feetthat appear to be snakes. The hoses need to bemoved around periodically so the geese dont getused to the hoses and this needs to be done beforethey establish their nests.

    At 7:40 pm, a motion was made and secondedto adjourn the meeting, but the meeting was thenreopened at 7:41 pm.

    Maint. Super Salary: Jim Crandall is currently

    being paid hourly, but he wanted to wait until theWWTP is settled so the discussion can be basedupon the most accurate information.

    The Select Board meeting was immediately re-adjourned at 7:45 pm.

    For the past five years, Lisa Thomas hadbeen saying shes going to retire. She even hada scare several years ago when she came

    down with pneumonia and other complications.But that didnt stop her. "I would miss it terribly,"says Lisa, 63. "It gets me up and gets megoing. It's my home away from home."

    In June, Lisa did retire42 years after firststarting to work at Farmington River ElementarySchools cafeteria. (She started in Otiss school

    cafeteria in 1969, at age 21.) Earlier in theschool year, the schools PTO newsletter ranthis Spotlight piece on Lisa. Here is the storyagain:

    Lisa arrives at 6 a.m., prepares forbreakfast, does bookkeeping and plans themenu. By 7:15 a.m., she starts breakfast, herfavorite time of the day when she serves tosome 20-30 children in the cafeteria. Evenparents are invited to join sometimes. Its thetime when she sits and talks to the children.

    And the best treat is listening to their stories. Ihear about grandma breaking her leg, thefamily going to New York City, getting a newpuppy, not going to sleep, says Lisa.Everyday things.

    By the time breakfast winds down at 8:45a.m., Lisa and the other ladies in the kitchen

    start thinking about lunch. Kendra Rybacki getsthe lunch count from the office while Lisa logsinto her computer the mornings inventory ofbreakfast consumption. She does the sameafter lunch. All those details of exactly what is

    Kendra does all the prepping, and Lisacomes up with the menu and does the cooking.By 11 a.m., its time for lunch. The day startswinding down after 12:35 with the last lunchgroup. Thats when Lisa does the food orderingfrom distributors in the Berkshires, includingWhitneys Farm, Wohrles Foods and CrescentCreamery. Making the menu is a challengebecause she needs to time the foods accordingto when shipments are expected to arrive. Shealso likes to try new things now and then, likechicken pot pie, individual meat loaf andhomemade meatballs with spaghetti.

    There have been changes in the quality ofthe breakfasts and lunches, with the most

    noticeable shift toward whole grains and wholewheat. There is whole grain pizza, muffins andwaffles. A whole salad bar for adults and thechildren if they are interested.

    Between breakfast and lunch, Lisa sat ather desk in the back of the spotless kitchen and

It all started when Lisas mother, whowas working in the school cafeteria, asked herto substitute for another woman who had calledin sick. That was in 1969, and Lisa was workingat the time at Hilltop rest home in East Otis,which no longer exists. She cooked threemeals a day for 28 patients and also was incharge of housekeeping and laundry services.Eventually, she gave up that job and focusedher attention on the school.

    Lisa is a lifetime Otis resident and evenlives in the family homestead, which was builtin 1870. People know her home on Route 8,which is located on 27 acres and with a pondand plenty of geese. She has two cats, Pat, 6,and Lilly, 5. She is one of six kids, the next to

    the youngest. She attended school from 1st to8th grade in where is now Otis Town Hall, whenthere were two grades per classroom. At age10, she was being paid for small jobs like theone for her Aunt Lila. She would walk to her

    home after school (which is where the Otis FireDepartment is now located) and bring coal fromthe basement upstairs to heat the home.(Those days, coal was delivered by the ton anddropped down a shoot into the basement.) Shewould also clean her house, all for $1.50 perweek. You worked all the time, says Lisa. Youcanned everything you grew, there werentwashing machines and dryers. You worked inthe hay fields and the big treat was to wash thewindows of their big Cadillac, pop somepopcorn and go to the drive-in movie inPittsfield. Shortly after Lisa graduated from LeeHigh School, her father died.

    When she worked in the cafeteria at theold school, the gym had to be transformedevery day into a lunchroom. There was more

    homemade food served up in the cafeteria backthen, but because of the standards that are setnow, cooking from scratch is rare. When astudent was unruly in class, the teacher wouldsend them to Lisa in the cafeteria and shewould put them to work, rolling out biscuits and

    Students would help out in the kitchen,too, for an extra helping of homemade dessertssuch as Lisas homemade apple crisp, recallsKathy, who was working temporarily in thecafeteria. Every meal, she always puts a bit oflove, says Kathy. If somethings missing, thenshe says theres no love in this.

    Lisa is known to go above and beyond herdaily cafeteria obligations. She often opens upthe cafeteria and helps out for extracurricularevents like pancake breakfasts, spaghettidinners, potlucks, open houses, PTO events.

    I am here strictly for the kids, says Lisa,whose sister, Donna Simmons, was a specialeducation teacher at FR and retired theprevious year. The hardest part of her job is

    watching a child not eat when theres a changein food, such as whole grains being served. It isa healthy change, but sometimes it takes timefor the children to switch over. Occasionally,Lisa slips in her homemade apple crisp or somecookies or homemade macaroni and cheese.

    Special to the Otis Gazette Otis Library Summer Craft Fair a Success

    Anita Weinstein, Chairperson of the annual Otis, MA Public Library Summer CraftFair held on July 14, 2012 on the Otis First Community Church Green announcedthat this years fair was one of the most successful ever held.

    On a day that started with overcast skies and threateningrain, forty nine vendors set up their tents and filled them with awide variety of merchandise including jewelry, clothing, leathergoods, food, distinctive hand crafted items and collectibles.

    More than twenty restaurants, food chains, plant nurseries and businessesprovided goods and services gift certificates for the raffle. The Otis RecreationDepartment offered popcorn and cotton candy to children whose faces shonewith images of mermaids, cats, dogs and baseballs.

    Otis library director Kathleen Bort and librarians Lois Hall and Kerry Beanhelped throughout the planning and on fair day as didthe Otis Police and Highway Departments.

    Food was offered throughout the day by volunteersfrom Otis and Otis Woodlands who also provided grills, soft drinks andwater.

    The Board of Directors and library staff would like to thank thenumerous vendors and volunteers who helped make this a successfulevent from early morning setup to late afternoon cleanup.

    The Otis Public Library, which is located at 48 North Main Street,summer hours are Monday, Tuesday and Wednesday from 12-6 PM,

    Thursday and Friday from 1-7 PM and Saturday from 9-1 PM. Otis LibraryWi-Fi is available 24/7 inside and immediately adjacent to the library.
