1.0 Introduction & Brief

The Design and Access Statement is a report that accompanies and supports the planning application illustrating the process that has led to the development proposals. A Householder Application is being made to extend and enhance the existing dwelling.

The Design and Access Statement explains the thinking behind the refurbishment and extension to ‘Nutwood House’, Highbridge Road, Twyford Moors. The statement links the general development principles with the final design drawings and supporting information.

It clearly explains how our client, the applicant, and their project team have considered the proposal and how an understanding has been developed on what is appropriate and feasible for the site in its context.

The house was built in the 1970s and is a split-level, long, low house with shallow pitched roofs. The applicant wishes to reorganise the internal spaces to suit their family of six, and create separate bedrooms for themselves and their children. Externally, the desire is to soften the brick and concrete-tiled house to create an up to date, low maintenance home.

The house will be upgraded thermally through external insulation beneath the proposed over-cladding and new, low-heat-loss glazing.

The address of the site is: ‘Nutwood House’, Highbridge Road, Twyford Moors, SO21 1RW. The property was formerly known as ‘Nightingales’.

The site is located within the Parish of Colden Common, and is subject to policies detailed within the Winchester Council’s Local Plan 2001.

The site lies just within the South Downs National Park.

The site occupies an area of 0.82 HA (2 acres) overall – there is in addition a paddock area of 0.45 HA to the northern end of the site.

The site sits about 500 metres from the village and is remarkably rural and isolated.

3.0 Site Description

The site seen from the south

The site sits parallel to, and well below the level of Highbridge Road.

The site slopes east west providing distant views across the Itchen Valley. The site is bounded to the west by a small tributary of the Itchen which is bordered by trees, and with open fields beyond.

As the residential curtilege of the site (0.82HA) falls below 1HA, a Flood Risk Assessment is not required.

4.0 Design Concept

Our vision is to remodel the house so that fits well into its environment and setting and respects the character of the surrounding area while also creating a home that is more energy efficient.

The design seeks to replan the existing linear layout to create three clear zones – kitchen/utility – living – and bedrooms. This is achieved by making three modest extensions:

1 a small porch area to the north (the ‘back door’ serving kitchen/utility areas)

2 to the living room to the west

3 bedrooms to the south

The proposal also removes two pitched roofs from the eastern (upper level) side to simplify the roof form of

the main house, which will be re-roofed in black zinc.

5.0 Design Proposal

The existing house has its pedigree in the work of the great American architect Frank Lloyd Wright – with his ‘Prairie style- houses in the American mid-west, a language of long, low, pitched roofs above masonry base framing large window openings creating a very domestic architecture.

This approach led us to extend the linear form of the existing house creating additional bedroom space to the southern end, all sheltered beneath the low pitched roof, now re-roofed in ‘anthrazinc’ (black) standing seam zinc roofing. This extension sits above the sloping site beyond the existing masonry base to create an undercroft that accommodates a new outdoor pool.

The living space is extended out as a glazed enclosure beneath an over-sailing roof. The existing wrap around balcony is removed, separating kitchen and bedroom balconies.

To the upper level, the driveway terminates in an heavily shaded parking court, so we propose the removal of the existing pitched roof and replacement with a new sedum roof that opens up the space to the daylight.

To complete the remodelling, the upper level walls are to be over-clad in western red cedar boarding and existing black painted balcony balustrading replaced with a fine micaceous painted steel handrailing.

6.0 Sustainability / Materials

ENERGy USE

As part of our design proposals the conservation

of fuel and energy has been considered.

Due consideration has been given to minimising energy consumption as part of our design proposals. This is achieved through improved insulation within the replacement roof and over-cladding to upper level walls.

All existing windows and doors, together with new are to be PPC aluminium, double-glazed units with low E coatings and argon filled cavities, to achieve exceptionally low U-values.

HEATING

The requirement for space heating has been minimised by the provision of high levels of insulation and robust detailing to minimise air leakage.

Heating is to be provided by existing gas boiler serving low pressure hot water system with low surface tempeature radiators.

Secondary space heating is to be provided through the installation of a wood burning stove located in the existing living room chimney structure. This biomass system is a carbon neutral process, as the co2 emitted through burning is the same as that absorbed whilst growing. It is proposed to use local fuel sources from managed woodlands which will contribute to local investment and employment whilst minimising transport miles.

WATER ECONOMy

Water use will kept to a minimum through the use of dual flush 6/4 litre WCs and spray taps to sinks & wash hand basins.

Rainwater butts are to be provided at all rainwater outlets for irrigation purposes

MATERIALS

The roof is to be VM ‘Anthrazinc’ standing seam roofing – a material that resembles slate from a distance and has zero maintenance.

To the upper ground floor level, western red cedar boarding over-clads the existing brickwork.

PPC windows and door frames in RAL 9007 (metallic grey).

To the entrance court area (part eastern elevation) an off-white render system is used as an over-cladding.

7.0 Access

The site is accessed directly off Highbridge Road. Vehicular access is by way of tarmac entrance court, providing an area for manoeuvering vehicles into a new carport (proposed in an area of disused plant).

Pedestrian access across the entrance court leads to the main entrance door, set within an open, covered porch area.

Level thresholds give access into the house, which is provided with ground floor WC and sleeping facilities, in line with lifetime homes standards

SERVICE, DELIVERy & EMERGENCy VEHICLES

Access for service, delivery and emergency vehicles is straight forward, with a generous opening into the driveway.

PARkING

An existing garage facility on the basement level is provided sufficient to accommodate two cars and six bicycles.

WASTE MANAGEMENT

A dedicated refuse and recycling storage area is to be provided within an enclosure, as noted on drawing no. 1015-PP-105. kitchen waste is to be composted and reused on site.

Refuse and recycling are by way of roadside collections.

11.0 Who We AreJohn Pardey Architects have established themselves as one of Britain’s leading practices in housing, with thirty national design awards.
