FOREWORD
The model of regional co-
operation which has been
developed and brought into
life in the region Pillerseetal is
highly respected all over Euro-
pe. This is the merit of the
LEADER organisation which isnow ten years old.
After the shock of massive staffcuts in an important mining
company in Hochfilzen in the year 1991 the economicsituation of this region was not very promising.
The new EU membership of Austria in 1995 providedthe opportunity to participate in regional developmentprogrammes of the EU. Thanks to a group of foresightedpeople the chances for this region were identified and
taken.
From its first minute the construction of the LEADER region was based on the conviction that this is not only away to receive financial support but also a possibility todevelop regional cooperation and power to act.
I can remember vividly the initial stadium when the pro-ponents of this idea must have seen themselves as voi-ces in the wilderness, who had to overcome internal andexternal resistance.
They, however, have succeeded with determination, pro-fessionality, persistence and persuasiveness.
Today, after ten years, it is my honest wish to respect-fully congratulate on your success and the unbrokendynamism which still can be felt.
Your success is the credit of many people who haveexcellently worked together. Some of them can be seenas motors for this model project of independent andintegrated regional development and they have playedand still play a very special role. This is the moment to
express my thankfullness and appreciation to chairmanGnter Kofler and managing director Daniel Wibmer .
The region Pillerseetal has succeeded in developing astrategic profile and translating it into action. Apart fromnumerous successful projects the natural culture ofextensive cooperation is highly admirable. Moreover thepotential of the European LEADER network has beenrecognised and made use of in various international
contacts. Corresponding to the idea of a network, theregion Pillerseetal has sent impulses to many other Euro-pean regions and the advice of the LEADER manage-ment has been welcomed in various activities of the Euro-pean Commission.
I think that the whole region can be proud of what hasbeen reached. Now is the time for a new generation ofEU development policy for the time period of 2007 2013. LEADER will find a good continuation in the frame-work of Austrian Programmes for rural development.
It is reassuring to know that intensive preparation is beingdone also in the region Pillerseetal. There is no doubt thata watertight application will be handed in and LEADERPillerseetal/Leogang will find its prolongation.
Let me once more congratulate on what has been rea-ched so far and let me wish you success for what is goingto come.

The LEADER- organization
is celebrating its tenth birth-
day this year. This is the
moment to look back on the
last decade.
The basic requirement was tobe qualified as objective 5barea, which basically standsfor structurally poor rural areas.
The four communities Fieber-brunn, St. Jakob, St. Ulrich and Hochfilzen in the regionPillerseetal could fulfil these requirements after Austriasnew membership in the EU. Preliminary instructional workby the government of the Tyrol from 1995 onwards, thecooperation of the four communities in various local orga-nisations, the ongoing work on rural restructuring, whichsupported the idea of regional cooperation, and finally the
prospects of getting financial support from the EU forlong cherished wishes have led to the founding of theorganisation.
In the year 1999 the organisation initiated to take in thecommunity of Waidring, although Waidring was not partof the objective 5b area.
Two years later, at the beginning of the period LEADER+,the community of Leogang in the Pinzgau joined the coo-peration: The LEADER-organisation Pillerseetal became
the LEADER partnergroup Pillerseetal Leogang bycrossing two Austrian provinces.
The merged touristic organisation Pillerseetal becameanother very important partner of the LEADER-organisa-tion.
Shortly after the founding of the organisation we starteda discussion about lastingness and sustainment, know-ing that regional development cannot be seen in shortterms. Therefore our first important step after a shortperiod of discussion was to establish the company of
regional development, better known as Regio-Tech, inthe year 1998.
Our region has been highly appreciated on an internatio-nal basis through working together with many other regi-ons all over Europe in several transnational cooperations.
The combination LEADER / Regio-Tech as a model hasbecome an export.
The creation of a standard corporate design (CD) for theregion was an effective step to be seen on the outsideand an efficient one to strenghten our regional awarenesson the inside. The stroke and the logo were created in acommon workshop.
In the course of the years about 50 projects have beenrealized, the financial volume has been around 9 mill.Euro, about 5.5 mill. could be received as subsidies.
From the year 2007 LEADER in its traditional form wont be carried on, but still remains one of the most
important pillars of rural development. The perspectivesfor rural development can be seen as positive. Theachievements in our region have been assessed asexemplary by other LEADER-regions.
The look back to the last ten years of LEADER is a verypositive one, the look into the future is the same. I wantto thank everyone who has accompanied and supportedLEADER in the past and will do this also in future.
We will keep on working as we did in the last ten years.

Much has changed in the
region but not only those
things which automatically
change in the course of ten
years. The region, however,
has managed to make more
out of it. LEADER has been animportant impulse for all this
an impulse which has fallen on
fertile ground.
The protagonists of rural restructuring, their visions, ideasand projects were the solid basis of the success ofLEADER in this region. Even when we discussed visionsnot to be realized in the beginning, this was an importantperiod of searching and finding, of rejecting and accep-ting.
The LEADER management is an important supportiveinstrument for regional projects. But without visions,ideas and activities coming from the region it would beuseless.
Therefore it is my honest wish to thank all the protago-nists and to encourage them to continue their work forrural development. My thanks naturally also go to themembers of the LEADER organisation, the communitiesand the touristic cooperation Pillerseetal for their far-sigh-tedness that regional development cannot be realized in
short terms but can only be efficient in the long run andthat this initiative costs money.
After ten years of LEADER work in the region this bro-chure should give an overview of the most importantactivities and projects. At the same time I apologize thatnot all activities could be mentioned as there are toomany. This brochure should at the same time mark thebeginning of a new period of development programmesand motivate to newly participate and be active again.
Those who look for figures of the projects will be disap-
pointed. It is not the job of LEADER to boast about theamount of money it could bring into the region, but it isthe job of LEADER to talk about the effects in the region

and about the philosophy of cooperation. The amount ofsubsidies doesnt tell a lot as apart from the effect of sub-sidy there is also the effect that the investments in theregion will increase. This altogether positively affectsregional economy.
We are proud of the figures and more so of the new qua-lity of regional cooperation.
I am looking forward to the challenge of the new subsidyperiod 2007-2013 and invite everybody to actively parti-cipate.

Regio-Tech, which provides int. Consulting Services
for Regional Development, was founded in 1998 in
Hochfilzen and has meanwhile proved itself as very
successful instrument of regional management.
This company was primarily founded by the LEADER
organisation in order to guarantee the lastingness of
new developments even when financial structureprogrammes have ended. The majority of the PPP
company (Private-Public-Partnership) is owned by the
communities of the region. The takings of professional
services are exclusively invested in the regions eco-
nomy.
To receive subsidies is only one job of regional manage-ment. Another aim of Regio-Tech is to send impulses tothe regional economy. This can be achieved in the com-bination of a founding center and the administration offree areas. Moreover some LEADER projects serve this
premise.
The Regio-Tech became home to the educational offen-sive, which was started in 1998 and has developed intoone of the most successful projects. This house has tur-ned into an educational centre, a technology and foun-ding centre, a centre of innovations and a starting pointfor new businesses in the region.
The regional development agency has also made vitalcontributions to other regions. An economic factor which
must not be underestimated is the advisory service, theknow-how of Regio-Tech is transferred. The coordinationof the communities in the region going far beyondLEADER bears fruit and the house of the region standsfor local, economic and social integration. Regio-Tech asa service centre is not only represented on a national
basis. Through INTERREG-programmes the crossbordercooperation has been intensified, our region is in perma-nent contact with many other European regions.
Regio-Tech is focused on LEADER-agenda (includingtransregional and transnational projects) and INTERREG-projects with our neighbour countries and many otherEuropean memberstates. Moreover we are specialised inproject and financial management and furthermore in theorganisation of international events. The regional servicesinclude regional marketing, the office of the regional mer-chants and regional community services e.g. the organi-
sation of the shuttle bus system for the Biathlon WorldChampionships 2005.

The roundtrack Buchensteinwand was one of the
basic initiatives which triggered the foundation of the
LEADER-organisation Pillerseetal. After the successful
cooperation of all communities in the region in munici-
pal organisations and in village renewal projects this
roundtrack was the next logical step towards regional
cooperation. Fieberbrunn, St. Jakob i. H., St. Ulrich a.P. and Hochfilzen could realize a long cherished wish.
The projects main aim was the construction of a multi-functional roundtrack which can be used for hikers andbikers, for riders and cross-country skiers and for Nordicwalkers and runners. Another central function of the trackis its agricultural use. By fusing it with transregional bike-tracks and connecting it with other regions, the Pillersee-tal could be integrated in a larger network. As an additio-
nal function the roundtrack provides background infor-mation on natural history and culture and thus encoura-ges identification with the local region. A second part ofthe project, therefore, included the planning, designingand production of signs and panoramic informationboards.
To enforce sustainability of the project multifunctionalroundtrack Buchensteinwand, a run on the track is orga-nised every year on October 26th. The run is organisedas a semimarathon and a relay. The club ARB Pillersee-biker serves as the organizer. Until the year 2005 theLEADER-organisation financially supported this importantevent in the region.

The project TeleWork Tyrol was a real LEADER
classic. On the one hand because of its history and on
the other because of its enormous sustainability.
In the beginning there was a LEADER seminar in Scot-land. The seminar primarily informed about how telework
could help create and keep jobs in rural areas. Theencouraging results in Scotland inspired the two LEA-DER-organisations tztal and Pillerseetal to make a sur-vey on the possibilities of telework in the Tyrol, which wassupported by the office of the Federal Chancellor. Thesurvey showed both its potential and its dangers. Thebasis to keep and create jobs in rural areas is a proficientand highly qualified education in the areas of IT andforeign languages. This was the starting point for oureducational offensive which is still very successful today.LEADER sometimes is confronted with the reproach tobe too far away from economy. The example of TeleWork
Tyrol, however, proves that LEADER has invested a lot inour regional economy.
Moreover this project has contributed to the fact thathighly innovational technologies have found their way intoour rural area: in 1998 Regio-Tech was one of the first
places which offered glass fibre broad band access forhigh quality telephone and internet connections a veryimportant basis for attracting technology-oriented com-panies.

The educational offensive of the LEADER-organisa-
tion is a story of success. After first steps in 1998 it was
soon to be seen that there was a high local demand for
education.
Based on the specific needs of the people in the Piller-
seetal a highly proficient course programme is designedevery year. It offers language courses(English, Italian, Spanish, Slovakian), IT cour-ses (EXCEL, Word, Internet, eBay, Photos-hop, etc.) and special courses such asrhethorical courses for logistics and telecom-munication courses. Special attention ispaid to women who will be reemployed aftertheir maternity leave, as it is mainly womenwho efficiently attend our comprehensivecourses.
Another focus is put on educational offersespecially designed for local firms. The suc-

The telecenter in the regional development agencyis the turntable for regional education and is especially
adapted to the needs of rural areas.
This regional integrational project was started togetherwith the LEADER-region Pendling. There is a tightconnection with the project Educational offensive. TheEU attaches importance to measures which providemodern means of telecommunication and its correspon-ding knowledge of handling. In the initiative TeleWorkTyrol the growing interest in this area has been taken intoaccount.

The familyland Pillerseetal has established itself
as a transregional leisure time facility in the last few
years. Apart from the direct net product the visitors and
holiday guests contribute to an indirect net product for
the region.
Thanks to family Berger and their employees familylandhas become an institution in the development of tourismand leisure time industry. The cooperation with regionalfirms was the basis for LEADER subsidies in the firstyears of its existence. The growing number of visitors andthe permanent expansion have had a multiplier effect onthe region, which positivley influences other branches.
The LEADER organisation is proud of having contributedto the success of this family business by supporting thisprivate project initiative.
Familyland Pillerseetal
The first steps towards the establishment of apublic means of transport for the region were made by
LEADER.
It was the aim of the project to improve the public trans-port system in the Pillerseetal and to develop useful mea-sures and concepts in order to make public transportmore attractive. In order to evaluate the need and accep-tance among the local people and the guests the Regio-bus was installed on a trial basis, which was all financedby LEADER. The final installation of the Regio-bus wasmade by the company Ddlinger Touristik under the task
of the Tyrolean Traffic cooperation group, the communi-ties, the touristic cooperation and the regional cablecarenterprises.

Through revitalising the biotope Fleckenried
named after the hamlet Flecken in the village of
St. Ulrich a. P. its fauna and flaura were brought back
into balance.
The biotope Fleckenried was suffering under vast detri-
tus, brought down by a little river called Grieselbach fromaround 28 km2 mountain screes. Its agricultural use wasonly partly possible as there was no clear division bet-ween meadows and biotope. The focus of the projectwas the recultivation of the meadows by realigning theagricultural boundaries. In the course of the project thelittle lake Fleckensee which had silted up 50 years agowas restored.

FleckenriedApart from the realignment several measures of hydraulicengineering could be taken. Ecological projects such asthe planting of reed, the construction of frogpaths alongthe streets and the protection of natural vegetation con-tributed to the revitalisation of the Fleckenried.
The idea of sustainment in this project was supported inmany ways: Apart from increasing its agricultural valueand restoring its ecological balance a theme islandFleckenried for better illustration and a fountain withdrinking water were created. In cooperation with the localkindergarden a childrens book was edited which tells thestory of Quax, the frog in the Fleckenried, and therebymakes also children aware of this topic.
The creation of a multifunctional path through the bio-tope which can be used by the farmers, hikers, bikersand cross-country skiers makes its users aware of this
important ecosystem. Information boards along this pathgive an insight into the complex system of a biotope.
Through its revitalisation we could successfully illustratethe value and uniqueness of such a biotope for the localpeople. Several school classes have already been infor-med about this unique project and spend part of theirbiology lessons in the Fleckenried.

The second big project in the category of leisure,
sports and hiking paths following the roundtrack
Buchensteinwand was the bikepath around the moun-
tain range Loferer Steinberge.
There had already been a connection for bikers between
the provinces Tyrol and Salzburg, but with one interrup-tion at the Pass Strub. Bikers had to use the highlyfrequented highway B 178, which was dangerous forboth, bikers and car drivers. This problem could besolved by constructing a bikepath away from the high-way. By closing this gap between the Tyrol and Salzburgbiking on this tour has become much more attractiveespecially for families. Apart from increasing security thisproject has also supported the cooperation with LAGSalzburger Saalachtal.
The Community Kitchen in Waidring
was installed with the help of many sup-
porters and opens its doors for currentneeds and events.
The Community Kitchen can be exten-ded and thus be used for smaller andbigger events, for courses and seminars.
There is a special interest to keep oldcooking recipes alive, hand them on to thenext generation and use local products. Inspecial cooking seminars the knowledgeof the elder generation is handed on tointerested young people.

The starting point of this project was the idea to illu-
strate the cultural origins of the area Innergebirg.
The centre of this idea is to give children and youngadults in this region the chance to actively contribute tothe regions culture. Several cooperations with the nearby
communities and local schools have already taken place.With the support of international artists it is the projectsaim to integrate various artistic genres and to securearchetypes of our region in forms of art. Questions suchas: What can be seen through all layers and times?What will remain? Which elements reoccur? might findan answer.

Cultural project Kultursprnge Innergebirg
The Kneipp park Wiesensee situated directly at the
roundtrack Buchensteinwand is a favourite spot for
relaxation on the way between St. Ulrich a. P. and
Hochfilzen.
The Kneipp park originally had some quality deficits.There was no pure spring water, but only muddy water
from the lake Wiesensee, which caused problems toclean the equipment for hydropathic treatment. The main
target of the project, therefore, was to improve the quali-ty of the park. This was mainly reached by taking on threesprings with drinking water quality and directly leading thefresh water to a wooden tub and several tubes to provi-de high quality water.
This project has made the area of the lake Wiesenseeeven more attractive for frequent visitors especially for
hikers, bikers and climbers of the nearby rock climbingarea.

The region is well known as a natural oasis of health
and wellbeing. And this is partly the merit of the indu-
strious bees in the Pillerseetal.
The educational path on apiculture in St. Ulrich a. P. com-bines several functions: it provides, on the one hand, use-
ful information on the work of bees and is, on the otherhand, an anchor point for the support of young apiaristsand the network of the several beekeeper organisationsin the region. Moreover it provides new impulses in theinfrastructure and summer tourism of the region. Thenatural honey, which comes from the beehives of theregions beekeepers, is another regional product in the listof local products.

The mountain plateau Steinplatte is the
most well preserved coral reef of middle
Europe.
In this project we want to show the fascinationof the fossile world and the triassic times to allvisitors. In the research camp visitors can find
impressive fossiles and reproductions of thefauna and flora in triassic times. From TriassicBeach, the highest beach in the Alps, you canwalk on a theme path to the edge of the reef,the rock face of the Steinplatte.

Ten years of LEADER-organisation also stand for
ten years of regional development in the Pillerseetal.
This project was firstly presented to the public on the
Day of Europe in one of the most exclusive shopping
malls of Innsbruck and was highlightened on the Fair of
Economy.
About 20 companies of the region decided to organize anopen day on July 1st 2006 to show the economic powerof the region, especially to the people living in the Piller-seetal. With shuttle buses and the Regio-bus it was pos-sible to illustrate the wide range of companies and eco-nomic abilities in the region.

At the end of the 90ies the separate touristic
organisations in the Pillerseetal founded a union to
advertise the region.
The starting point for this idea was a common budget foradvertisement, which aimed at a tighter cooperation of the
separate touristic organisations. But the individuality ofeach organisation should be preserved a very important
aspect at that point of time.
This strategy was supported by the government of theprovince Tyrol. The important step to reach this could beset with the help of LEADER. The negotiations with thesupportive offices were made directly by the LAG-mana-
gement, a respectable amount of subsidies could bereceived.
Touristic cooperation light
A next essential step was the installation of web-
marketing.
The most important source of information for tourists the
internet - was used. In cooperation with the Federal Mini-
stry of Economy LEADER was responsible for the set-up of
the homepages of the touristic organisations of the region,
so that they reflect the state of art and are user-friendly.
Webmarketing
The booking centre was a milestone leading to the
fusion of the local touristic organisations.
After the first meeting and a collection of ideas the touristic
Booking centre Pillerseetalorganisation worked on the realization of a booking centre,
its techniqual demands and the cooperation with accomo-
dation providers. LEADER initiated and accompanied this
phase of the project.

The region Pillerseetal is unified on a touristic level and
offers a wide range of possibilities and a strong brandmark.
This final step was made, partly demanded by the govern-
ment of the province and supported with additional subsi-
dies. The first attempt of fusing the touristic organisations of
the region, however, failed. The LEADER representative
Daniel Wibmer was asked by the comittee to develop a
new plan. After a year of hard and difficult negotiations the
fusion could be handed in on time and the promised sub-

tal which excludes the facilities of infrastructure has recei-
ved attention all over the country. Although some forms of
adaption is necessary, this system is still a useful instrument
which has proved its value in difficult situations. This idea
secures the fact that the responsibilities for local infrastruc-
ture still lies within the communities.
Tourism in the region Pillerseetal was and still is one of the
big organisational and financial winners of the LEADER-
programmes.

In the course of the Biathlon World Championship
2005, which has drawn worldwide media attention, the
Biatron represented a facility which is still attractive in
its uniqueness.
The motto snowball was presented in a new design in
the project Biatron and at the same time it was anembassador as well as a synonym for activity and fresh-ness in winter and in summer. In its futuristic design andEuropean uniqueness the Biatron is a creative expressionwhich moves the masses. Its most prominent elementis the dome the biggest snowball in the world.Surrounded by massive, 3-metre-high snowwalls theBiatron became a winter wonderland, which attracted ourlocal people, our tourists, sportsmen and mainly children.Snow became more than just pure fun it became amental sport which encourages to find new interpretati-ons over and over again. The Biatron helped to transport
the brandmark Pillerseetal to the world and to attract highmedia attention.
The lastingness of the Biatron has always been a mainfocus of the project. The big dome is used as an eventcentre in summer and its traces the smaller domes -can be found in all the communities of the Pillerseetal.
The Biathlon World Championship has proved that thecommunities can cooperate very well and are able totransport the image of the region to the outside. Regio-
Tech organised the shuttle bus service during the worldchampionship and received much positive feedback forits service.

Due to the highly professional organisation of the
Biathlon World Championship, several biathlon world
cup races and international cross-country ski compe-
titions the region Pillerseetal has gained a high reputati-
on as a venue of national and international cross-coun-
try ski and biathlon competitions.
Apart from the annual Biathlon World Cup race also cross-country ski races of the Continental Cup (the highest levelin Austria 05/06) took place in the Pillerseetal in 2006,which further contributed to the regions degree of fame.
A new course was accepted by the FIS and got a verypositive evaluation. The numerous national and internatio-nal youth competitions additionally helped to establish theregion Pillerseetal as a nordic centre.
The new sport trends Nordic Walking and Nordic Fit-ness evidently show that this sport section is not onlydetermined by the winter season. This is the reason whywe encourage and foster a lasting and all-year-round con-cept. The ski runs are highly frequented and the offerednordic walking routes are expanded. Moreover several
athletes from our region have found their way into ourstrong national sport squads. In order to guarantee thequality and security on the courses and nordic walkingroutes and to face the growing interest, we have con-stantly modernised them. A marketing campaign, which isplanned for two years and supported by LEADER, pre-sents the region as a nordic centre.

The focus of the project was on the establishment
of products from our regional farmers and was finan-
cially supported by LEADER and the programme 5b.
The starting point for this project was the creation of anindividual regional brandmark at a high quality. Apart from
the advice on marketing strategies the project was
supported by building a slaughterhouse for the farmproducts. In order to increase the peoples awarenessthe producers signed cooperational contracts withtraders.

The project regional marketing has sent manypositive impulses for a positive development in the
Pillerseetal in the last few years.
Regional marketing is the basis for a functioning regio-nal development in many ways. On the one hand itstrengthens regional awareness, on the other the regioncan present itself on a national and international level.
The success of the project is presented in the fact thatmany subprojects have developed from the initial projectregional marketing.
The beginning was marked by the creation of an indivi-dual logo for the whole region. The logo has meanwhileestablished itself everywhere and has been positively
accepted by the economy, tourism and the people in theregion. The colour of the typeface symbolizes the un-fathomable depth of mountain lakes, its form shouldexpress the charm of the scenery and the friendliness ofits people. The logo is framed by the precipitous moun-tain ranges of the Loferer and Leoganger Steinberge inthe evening sun and the gentle Kitzbhel Alps in the fore-ground, which complete the picture.

The pylons at the entries of the villages in the
region enhance the status of the region.
The road signs, which are constantly visible even bynight, mainly enhance regional identification and alsoincrease the value of recognition of the region Pillerseetal
enormously.
Regional entries
Another highlight in the Pillerseetal was added to
the traditional summer events. The market days move
to a different village every Friday.
The wide range of products, which are mainly producedin the region, attracts many guests and local people.
The variety of the region can be seen as follows: food,jewelry, candles, liquors and souvenirs can be bought. Tooffer traditional handicraft as well as local farm productsis one of the main aims. The LEADER-organization sup-ports the traders, the whole idea was developed in theLEADER-marketing group.

The Pillersee Thaler was presented as an
official currency in the Pillerseetal in the year
2003 for the first time.
The major aim was to keep the money in theregion and to increase the turnover for trade,
service and companies. Since the introduction ofthe regional currency Pillersee Thaler its use haspermanently increased. It is especially popular asa Christmas present. Numerous companies havealready recognized the currencys value andaccept the thaler as an official currency. At themoment about 50 companies are official mem-bers of the organization Piller-seetal-Wirtschaft. The thaler isavailable in every bank of theregion.

The logical answer to the increasing interest in run-
ning tracks and nordic-walking routes is the edition ofa folder which illustrates suitable routes through the
region.
The idea for the project developed in the LEADER-projectgroup for regional restructuring, which finally also trans-lated it into action. Each community can provide routeson three different levels, the runners will find well-prepa-red routes with standardized labels. Apart from signpo-sting the routes and their different levels of difficulty, start-and finish-signs have been out up, which give a generaloverview of the routes and inform about basic principles
of sports medicine, such as the right pulse frequency,stretching, warm-up.

Based on the initiative of the society for local history
various historical buildings, farmhouses and alpine
huts were signposted: 302 farmhouses, 88 alpine huts
and 50 historical buildings got new signs.
The simplicity of the information signs was chosen on
purpose. The signs present the name of the farm and itscurrent owner. Moreover they inform about the original
designation when they were first mentioned in the docu-ments. This project has been appreciated not only by thelocal people, but also by the tourists in the Pillerseetal.
A very successful subproject was translated into
action in the year 2006. More than 25 companies in the
region published a voucher-booklet.
To keep the money in the region was one aim of theproject, to increase the peoples awareness for local eco-nomy was another.
The success of the project was prolonged in the Christ-mas season 2006.

In the summer 2006 16 new shelters at various bus
stops were put up. They also underline the idea of regio-
nal identity.
The little shelters are designed in the sense of corporateidentity, the modern style of previous projects is con-
tinued. At least one shelter was put up in each village ofthe region, schoolchildren and other passengers arent
left out in the rain in a literal sense. In connection with thepylons and the Regio-bus this measure in the regionsinfrastructure has long been awaited.
The positive feedback has led to the decision to spendmore money on new bus stops in the year 2008.

In July 2002 LEADER-Austria was welcomed as
a guest in the region Pillerseetal-Leogang. 40 local
project groups, federal and the provinces officials
for development programmes, the Austrian network-
service for LEADER+ as well as Federal Minister
Wilhelm Molterer and the vice governor of the Tyrol
Ferdinand Eberle all worked on a key issue ofLEADER+: cooperation.
The forums place in the Pillerseetal for the opening eventof the period until 2006 was not chosen coincidentally.For years this region had been a model region for coope-ration in the sense of LEADER. Its model function hadbeen highly appreciated on a national and internationallevel.
Based on perfect organization this event developed intoa highly praised forum for developing LEADER-team-spirit. In the course of the workshops 11 concrete coo-perational projects could be fixed down and FederalMinister Wilhelm Molterer reacted in his speech to thevisibly positive atmosphere of the forum.
Those who joined the project presentation on the farmBodnerhof, in the amusement park Familienland Piller-seetal, on the roundtrack and in the biotope Fleckenriedas well as in the museum of mining and the exhibitionmine were able to understand that it was not only theLEADER-managers excellent piece of work, but also thework of a highly professional team of regional develop-ment.

LEADER EVENTS
In order to prepare for the current agricultural reform
in the EU, it is necessary to look at the situation now
and the future development of alpine agriculture. This
is a topic of vital importance in the Pillerseetal.
The project should give impulses and motivate to paymore attention to this topic. A special focus was set onthe interrelatedness of environment and health. The factthat about 400 people from different countries in the Alpsparticipated in this big event in the Pillerseetal makes usfeel proud and shows its success. It accounts for more
than 1000 additional overnight stays in the region.
The participants from Austria, Switzerland, South Tyrol,Slovenia and Germany received useful information fromnumerous experts and got to know the region by hikingon our alpine pastures.

The future of alpine agriculture Health and environment
On September 29th 2006 the Tyrolean government
invited the chairmen of the planning committees, the
chief officers of the local government, the representati-
ves of the regions, of regional development organisa-
tions and other keypersons to the Pillerseetal.
In the public hall in Fie-berbrunn the regionalrepresentatives recei-ved first-hand informati-on about developmentprogrammes for ruralareas in the period 2007-2013. Additionally asmall exhibition wasinstalled to give therepresentatives of thedifferent regions in the
Tyrol an overview of thesuccessful work ofLEADER in the Piller-
seetal. Several projects in the region were presented tomayors of future LEADER-regions. The LEADER-organi-sation and the region Pillerseetal were able once moreto put their competency of organisation into the lime-light.

The European LEADER-seminar on family tourismwas the impulse for a transnational cooperation, which
was mainly seen as a transfer of knowledge and expe-
rience. The two partner regions and the Pillerseetal are
especially suitable for family tourism but in different
ways.
The place, where Nils Holgersson is from, could be adescription of the province Vrmland in Sweden. It is notonly the home of the author and Nobel Prize winnerSelma Lagerlf, it is also home of the Nils Holgersson
adventure park. Apart from many other most suitableexamples of family holidays this park was the highlight ofthe project. Not only the design of the park with manycreative stops for the whole family is remarkable, but alsoits marketing. As a contrast the focus in Lappland is onwinter tourism for families with special offers designedaround Santa Claus. Both regions have in common thatthe touristic offers fit in well with the local population.
General messages in advertisments such as beautifulscenery and friendly people are a taboo.
Transnational projects and cooperations:
This project title stands for measures for smaller
businesses mainly very small family businesses. This
target group should become familiar with the possibi-
lities, chances and risks of Europe.
The central questions was how the membership in the EUhad affected small businesses. This question was discus-sed in workshops and mutual visits. One of the main
results was that too little information on European integra-tion of small businesses is available. This leads to a classicfunction of regional management: to make smaller busi-nesses more aware of small projects.
The project resulting from the above project is the coope-ration of outdoor businesses.

This cooperation was basically a result of two
previous projects, the European LEADER-seminar in
St. Ulrich a. P. and the project Villages facing Europe
developed in Lappland.
Seven businesses and educational facilities are currentlyinvolved in this project: three businesses from TyroleanLEADER-regions, among them the company Funcon-nection in the Pillerseetal and one educational faci-lity from Lappland. The companies offer rafting, whitewater canoeing, rockclimbing and iceclimbing, trekking,canyoning, fishing and hunting.
Three major activities are the basis of this project: in theeducational part the focus is on aquiring the technical
abilities. The central attempt is to use the advantages of
the different systems in Finnland and the Tyrol and tocompensate for the weaknesses. The second part con-centrates on balancing out high and low seasons. In the
Tyrol the summer season plays a more important role
with outdoor activities, in Finnland it is the winter season.Therefore the project promoted the exchange of guides inthe partner regions, which they finally did. The third partof the project focused on the marketing activities. Themost difficult task was to move the competing busines-ses to a marketing cooperation and to follow a commonstrategic marketing line.
The project is currently in action, the three main activitieshave already been successfully introduced. The futureaim will be to bond the clients by enforcing client ex-
change.

The INTERREG-project Round the Scheibelberg
presents the history, the people and some incidents
between 1805 and 2005.
The creative and historical centre of thisexhibition is the so called Stone of three
countries, which has marked the borderbetween the Tyrol, Salzburg and Bavariasince 1505.
Formal enemies todays friends wasthe motto and the opening was a greatparty. Among the many guests of honourthere were the mayors and the mainspeaker Johannes Lang, the townsarchivist of Bad Reichenhall. In his livelylecture he talked about the historicaldevelopment of our region, the fights at
the beginning of the 19th century and thepresence.
The integrational factor of LEADER was to be seen in thefact that the exhibition could be visited in the Biatrondome.

The Way of St. James in the Pillerseetal livens up
the renaissance of traditional pilgrimage.
The INTERREG IIIA project was translated into action withthe help of the LEADER-programme. The way leads fromthe Pass Strub in Waidring to the pilgrimage churchSt. Adolari, via the stations of the cross at the lake Piller-see and the church dedicated to St. James in St. Jakobto St. Johann. The central aspects of the project are theclear and evident signposts on the way and thepresentation of the villages along the Way of St. James.Moreover the installation of pilgrimage accomodationand restaurants supports our local gastronomy, whichgets new additional impulses through a special marketing
and extensive presence of the media. In order to rein-force the lastingness of this project, the regional deve-lopment company Regio-Tech was put in charge of
the entire TyroleanWay of St. James
for the next twoyears. Regio-Tech,therefore, coope-rates with the tou-ristic organisati-ons of the Tyrolas well as withthe two dioceses

This project was also financed by INTERREG- and
LEADER-programmes.
The formerly famous silver-, quicksilver-, copper-, lead-,nickel- and cobalt mine in the so called area Schwarz-
leo is one of the regions oldest and most impressivemines, which is still accessible today. The knowledge ofmining, however, has gradually disappeared. Primarilythe project aims at the awareness of this topic. An up-to-date presentation based on latest scientific know-ledge and an interesting relationship between ahistorical presentation in a museum and a highly artisticmultimedia installation were created. The result is a high-quality mix between a museum and an event programmefor the region as an attraction for high-quality tourismbased on the common historical and economicdevelopment.
The standard design of the signs on the historical buil-dings, the mines and the sights substantially contribute to
the projects success. The Italian partner was the Comu-
nit Montana Agordina. The cooperation contained a widerange of topics.

MAREMA is the abbreviation of MAnaging REgio-
nal MAnagements and is an INTERREG IIIC project
with 13 partners all across Europe.
The primary aim was the installation of lasting structuresfor regional development and the implementation ofvarious regional development projects. Through its trans-regional working approach and the exchange of know-how the own region was strengthened and received newimpulses of other regions. It was the task of the regional
development agency in the Pillerseetal to work on theTyrolean project management together with ChristianStampfer from the government of the province. The part
of the Tyrolean project concentrated on the crossbordermanagement structures between the Tyrol and the Italianprovinces of South Tyrol and Belluno.

Through its experience in regional and project management over years Regio-Tech couldintegrate itself in transnational projects.

In the project NENA Network Enterprises Alps
nine partners from all countries in the Alps concentrate
on the following topics: renewable resources with the
focus on the net product of wood, energy from rene-
wable resources, saving energy in passive houses and
technology in form of innovational management, edu-
cation, optimization of process, certification and inter-
sectional management.
Also here Regio-Tech provides the project managementfor the Tyrol together with the foundation Tiroler Zukunfts-stiftung. Its task is to find so-called core sectors of theeconomy in the nine partner regions and to analyse theeconomic sectors relevant for the project.

The regional success of the project TeleWork Tyrol
was the impulse to continue our work with the help of
the Tyrolean government on an international basis.
Alpinetwork (ANT) is an INTERREG III B project, in whichthe seven Alpine regions Carinthia, Slovenia, Styria,
South Tyrol the Tyrol and central Switzerland participated.ANT creates conditions for e-work jobs in KMU througha better use of informational and communicational
technologies (IKT) in the Alpine region.In the first phase of the project Regio-Tech saw its role asa regional coordinator for the Tyrol and in a second pha-se it was responsible for transnational project manage-ment together with the foundation Tiroler Zukunftsstiftung(Lead Partner).

On behalf of the European Council in Strasburg
the region could participate in a project discussing
the possible development of regional structures, the
awareness and motivation for this topic.
Intensive talks and discussions with representatives ofseveral ministries in Moscow, regional representatives ofthe Duma, the federal inspectors, regional chambers ofeconomy, companies, mayors and representatives of uni-versities in the Volga-region lead to a better mutual under-
standing, the implementation of individual regional deve-lopment (according to our understanding) still lies in thedistant future. In the course of this project Regio-Techwas asked to organize a one-week study trip for a groupof federal inspectors, who are high ranking officials in theadministration of the Federal President in the republiquesof the Russian Federation. During this visit we could pre-sent illustrative examples of Austrian regional develop-ment, especially with the background of poor structureand problems of workplace.

The new EU member Bulgaria is currently working
on the development of structures which are necessary
for LEADER. The tradition of centralist structures can
hardly meet the new demands.
The LEADER expert Daniel Wibmer was sent to Bulgaria
in order to present the philosophy of LEADER, severalpossibilities of realization, its chances and risks to diffe-rent offices of the government together with the Ministry
of Agriculture. This project, in contrast to the project inthe Russian Federation, focused on concrete topics andways of working.
On a visit in the Tyrol a highranking delegation fromBulgaria could receive useful tips and hints from
LEADER-representatives, mayors, LAG managers, activemembers and project holders.

On the 10th anniversary of the LEADER-organisation
a group of representatives of municipal, agricultural,
regional and touristic management visited the city of
Brussels. They could get a close look at the work and
organisation of the representatives there.
The four-day stay in Brussels was full of highly interestingpresentations and official visits to the respective officialbuildings. Peter Kaltenegger, the commissions official forthe LEADER-programmes in Austria, Germany andSlovenia, led through the head office of agriculturetogether with Jean-Michel Courades and Pedro Brosei.
The Austrian representative Richard Seeber led throughthe parliament and we talked about the House of Euro-pe. Finally the group from the Pillerseetal was invited tothe office Tirol Bro and received information on thedirect axis to Brussels.
Apart from the official programme the visitors had time todo some sightseeing in Brussels. The most famous arethe Atomium and Mnneken Pis as well as the manybeautiful churches and cathedrals. Also Brussels kitchenis famous for its delicacies, such as Belgium chocolate,Belgium beer and fresh seafood, which was all tested bythe visitors from the Pillerseetal.

The various possibilities of a cooperation between
tourism, business and agriculture can even better sup-
port and improve the cross-sectoral development of
rural areas. One of the major factors: the financial volu-
me of LEADER was more than doubled.
The inititative LEADER is not a separate EU programmeanymore but is integrated in the programme RuralDevelopment 2007-2013 and can be illustrated asfollows:
Especially axis 3 Living quality and diversification of ruraleconomy will be of major importance in the LEADERagenda apart from measures of intraterritorial and trans-national cooperation and will play a vital role in thehorizontal priority administration improvement and thebuild-up of endogenous potential of development in ruralareas.
Axis 3 contains the following prior targets:
1. Diversification towards non-agriculturalactivities
2. Supporting the foundation and developmentof small businesses in order to fosterentrepreneurial spirit and strengthen economy
3. Supporting tourism4. Services to meet the needs of the localeconomy and population
5. Preserving and improving rural heritage

The next few years in the Tyrol will show a growing
trend towards strategic orientation and corresponding
system development. It will be imbedded in the govern-
mental future strategy for the province of the Tyrol
connected with the project on positional strategy in
the Tyrol 2006-2010. One aim is to strengthen the
cohesion apart from the economy in the region, whichwill also include transnational activities.
In future each facility of regional management in the pro-vince Tyrol must apply the LEADER-method and integra-te rural development. For the region Pillerseetal/Leogangthis means a lead of knowledge and a substantially widerrange of tasks.

Ten years of the LEADER-association in the Pillersee-tal/Leogang are an equivalent of a ten-year success storyin translating regional projects into action. In these yearsmany ideas of different fields could be realized. The ran-ge covers the educational offensive, the field of agricultu-re, tourism and the support of regional economy. The
LEADER-organization has also contributed a lot to regio-nal thinking in the Pillerseetal.

Regional cooperation: a side topic ten years ago,today a central issue.
The whole region has rapidly moved away from localthinking towards common projects in cooperation with
others. The LEADER-association and the company ofregional development apart from the regional touristicorganisation have mainly contributed to this successstory. The engagement in this regional group also gua-rantees promising projects in future years.
