NEW DELHI, MARCH 09In the wake of the recent

corporate espionage scan-dal, the CISF on Mondaysaid it will ensure tightaccess control and "anti-sabotage measures" at sen-sitive government installa-tions and ministries that itsecures in the national capi-tal. CISF chief ArvindRanjan said the force's"main focus" is to stop anyunauthorised entry intothese offices and enforcestrict access control allow-ing only those who haveeither IDs issued by thegovernment or authenticpasses, but made it clear thatit was not planning todeploy any new drill.

Refusing comment onspecific instances of thecase where Delhi Policearrested over a dozen peo-ple, including officials of

the Oil and DefenceMinistries among others, forallegedly leaking sensitivegovernment documents, hesaid, "The case is underinvestigation. I cannot com-ment much on it..."

"We will have to wait tillDelhi Police files a charge

sheet... We will ensure thatthe security measures atthese places remain tight,"he said while interactingwith reporters on the eve ofthe forces' 46th Raising Dayhere. "We have no plan tointensify our protocols but Ican assure (you) that anti-

Monday refused to give urgenthearing to a PIL seeking lifting ofthe ban on telecast of a controver-sial documentary featuring aninterview of one of the four con-victs in the December 16 gang-rape case.

A bench of justices B D Ahmedand Vibhu Bakhru said there is noso urgency in the matter and itwill be heard on Wednesday(March 11).

"It will be listed on Wednesday.Nothing so important, that itneeds to be heard today," the

court said.The court's response came after

two law students -- Arun Menonand Kritika Padode -- in theirpublic interest litigation (PIL)sought urgent hearing, saying theban on the documentary is a clearviolation of their fundamentalrights under Article 19 of theIndian Constitution.

The duo approached the highcourt after a trial court on March4 had banned until further ordersthe broadcast of the interview ofDecember 16, 2012 gang-rapeconvict Mukesh Singh, whichwas allegedly conducted in July

2013 inside Tihar jail here.Earlier, a trial court had

restrained the media from broad-casting or publishing the inter-view of Mukesh Singh after theDelhi police moved court for arestraining order against hisinterview. The Information andBroadcasting Ministry has alsoissued an advisory to all televi-sion channels to not broadcast thedocumentary on the victim.

The government has alsosought an explanation from Tiharjail authorities over how the con-vict was interviewed while beingin judicial custody.

A similar petition was filed lastweek, by a law student, who hassought lifting of the ban on theground that it is "nothing but ahonest look at the mind andmindset of one of the convictedrapists of the young woman".

Today's plea, which was men-tioned before the bench by advo-cate Naman Joshi also soughtdirection to the Bar Council ofIndia to expedite action againstthe two lawyer -- advocate A PSingh and M L Sharma -- whohad allegedly made derogatoryanti-women remarks in the docu-mentary.

"My daughter is traumatised.The defence counsel of accusedare putting irrelevant questionsduring her cross-examination," thevictim`s father told reporters.

Additional Sessions JudgeKaveri Baweja recorded the state-ment of the woman executive in anin-camera proceeding.

Meanwhile, the victim told thecourt that she could not attendcourt proceedings on weekdaysdue to her job, and requested thatcross-examination be conductedon the week-end. The court askedher to move an application in thisregard. Her cross-examination islikely to continue on Tuesday.

Testifying as a prosecution wit-

ness, the woman was recalled forfur-

ther cross-examination after DelhiHigh Court allowed the plea ofaccused Shiv Kumar Yadav torecall some of the prosecution wit-nesses, including the victim, forfurther cross-examination.

The victim appeared in the courtwearing a black burqa. The highcourt on last Wednesday hadallowed Yadav`s counsel to cross-examine 13 prosecution witnesses,

including the woman, again "in theinterest of justice".

The court`s order came onYadav`s plea challenging the trialcourt`s February 18 order denyinghim permission to recall the wit-nesses. The prosecution had onJanuary 31 completed recording ofevidence in just 17 days.

According to the police, thewoman executive was allegedly

raped by 32-year-old Yadav onthe night of December 5, 2014,in the cab she had hired to headback home in north Delhi`s

Inderlok area. The accused drivertook the woman to an isolatedplace where he raped her. Thecourt had on January 13 framedcharges of rape, causing grievousbodily harm and endangering thelife of a woman, kidnapping awoman, criminal intimidation andvoluntarily causing hurt againstYadav under various sections ofthe Indian Penal Code.

The bench said freedom ofspeech and expression is

granted to the citizens underarticle 19(1)(a) of theConstitution of India and thisfreedom does not confer anabsolute right to expressone`s thoughts freely.

The court opined thateffective progress wouldrequire a change in mentalityand social patterns, a grow-ing awareness of women`srights issues and violenceagainst women, "from a veryearly age, children - girls andboys - should be educated onhuman rights and genderequality".

A systemic change is aneed to sensitise and educatepeople, it said, adding thatlegislative reform must,therefore, be accompaniedby campaigns to raise aware-ness and educate womenabout their rights.

The high court in July2007 had stayed the sum-mons issued by the lower

court against Sushil Ansal,Gopal Ansal and hisemployees DeepakKathpalia and P.S. Sharmaon their plea seekingquashing of summons.

Krishnamoorthy hadalleged that the twoemployees of Ansal broth-ers had abused and threat-ened her at the behest oftheir employer.

She had alleged that herpictures were taken onMay 10, 2007, when shewas coming out of thecourtroom of trial court,where trial against theAnsal brothers and otherswas on for their allegedculpability in the June 13,1997, tragedy.

The decisions or thedirections of the tribunal areto be executed as a decree ofthe civil court. Consequentlyfor execution and implemen-tation of the directions issuedby the tribunal, by the provi-sions of the Code of CivilProcedure including attach-ment of property and arrest,could be taken recourse to.

"This is in adhesion to andnot in derogation to the pow-

"Every such issue is taken very seriously.Let the report on this matter come. We haveraised the issue in the Parliament," Rijiju said.

Meanwhile, Delhi Police Commissioner BSBassi said that the incident is being investigat-ed and denied that it could be a case of racialdiscrimination.

"We are listening to both sides and examin-ing on Assam boy issue. This is not necessari-ly a racial discrimination case," Bassi said.

Earlier, an Assamese student was brutallybeaten up by the goons in New Delhi. The vic-tim`s family has claimed that it is a case ofracial attack on the north east student who isundergoing treatment at the Sir Ganga RamHospital after he suffered fractures in his limbsand jaw. It takes a special political tal-ent and habit of mind to bansomething that you haven’t

seen, that the rest of the worldwill not just see but is set tocentre-stage as part of a globalcampaign against rape, otherforms of violence againstwomen, and gender inequality.The grounds cited to justify thegovernment’s decision to banIndia’s Daughter, LesleeUdwin’s documentary on theNirbhaya gang rape and murdercase and the responses to it,which NDTV was scheduled tobroadcast on InternationalWomen’s Day, suggest apathology of arbitrariness, irra-tionality, fact-denial, and con-fusion. To be fair, the vilifica-tion of the film, sight unseen,and why and how it was madecame not just from the govern-ment but also from other politi-cal parties, some feminists, and,of course, rival television chan-nels.

The objections

If over-the-top allegationssuch as “a conspiracy todefame India” can be ignored,the grounds cited to justify theban narrow down to three. Theyare that (a) broadcasting or oth-erwise disseminating India’sDaughter, and especially theinterview with Mukesh Singh,the convicted rapist and killer,will threaten public order by“encouraging and inciting vio-lence against women,” instill-ing fear in them, and leading to“a huge public outcry and seri-ous law and order problem”;(b) providing a platform for aman convicted of rape and mur-der to “use the media to furtherhis own case” when an appealis pending in the SupremeCourt of India is sub judice;and (c) the “permission condi-tions” laid down by the Tiharjail administration were “vio-lated” by the documentaryfilm-maker.

Let us take up each objectionin turn.

India’s Daughter is a power-ful, sensitive, and well-craftedexploration of the life anddreams of Nirbhaya and herprogressive and nurturingworking class family who soldancestral land and made othersacrifices to see her through herpara-medical education. Thecentral, liberating theme of thedocumentary, a simple state-ment that a narrator attributesto Nirbhaya, is “a girl can doanything.” The tension betweena life shaped by this unshake-able inner conviction and heart-rendingly cut short and the out-rageously reactionary socialattitudes, expressed without theslightest inhibition and cap-tured on camera, gives India’sDaughter its power. The centralnarrators are Nirbhaya’s par-ents who want her story to betold, real name, provenance,and all. The unprecedented out-pourings of solidarity andprotest on the streets, led byyoung women and girls whoconfront the police with nothought of physical safety andare deterred neither by watercannons nor tear gas shells,offer the documentary a cathar-tic start. There is no editorialis-ing but the message comesthrough.

As for motive, the test of anycreative work is sincerity. Canthere be any doubt after watch-ing India’s Daughter that thefilm-maker was inspired by thetremendous response on thestreets of India, which gavehope to her personally and torape victims and campaignersagainst gender inequality andviolence against women aroundthe world?

The interviews

What about the interviewswith Mukesh Singh and the twodefence lawyers? Indianauthorities, who assigned guiltby transference to the film forthe convict’s lack of remorseand for his “chauvinistic andderogatory view regarding

women in general and the vic-tim in particular,” have beenacting as though interviews andinteractions with convictedcriminals were something newto journalism and documentary

film-making. Literary journal-ism has thrived on such foraysinto the world and mind ofthose who have committed themost heinous crimes. In ColdBlood by Truman Capote is oneof the finest works in the genreand is sometimes called theoriginal non-fiction novel. It isthe story of the massacre in1959 of a farmer, his wife, andtwo of their children by twohardened criminals, Richard‘Dick’ Hickock and PerrySmith. The writer, who wasgiven unusual access, did sev-eral interviews with both killersafter they were convicted andcame up with an unforgettablepsychological portrait of capitalcrime. The Executioner’s Songby Norman Mailer, which re-tells in spare, non-judgmentalprose the story of a double mur-derer, Gary Gilmore, is anothercelebrated work in the samegenre, although Mailer took adifferent route to his material

from Capote.

Journalists and film-makersrarely take the straight route tothe material they are deter-mined to get. Textbooks on

investigative journalism, andthe canons of literary non-fic-tion, make an allowance for theuse of deception when it comesto gaining access to otherwiseinaccessible material — pro-vided the pursuit is in the pub-lic interest.

“Can there be any doubt thatthe film-maker was inspired bythe tremendous response on thestreets of India, which gavehope to her personally and torape victims and campaignersaround the world? ”

I have been given access toall the material communica-tions between the documentaryfilm-maker and the authoritiesand they establish that at nostage did Ms Udwin resort todeception. She made it clearfrom the start that she wouldlike to gain access to the con-victs in the Nirbhaya case. Inher first official letter, dated

July 22, 2013, co-signed by anIndian director, to VimlaMehra, Director-General(Prisons), New Delhi, MsUdwin sought the jail adminis-tration’s help with a documen-

tary film “we are committed tomaking in the public interest”that would go deep into “theissue of gender-based violenceagainst women in India” andhelp “understand mindsets thatindulge in such heinous crimesall over the world.” Sherequested permission to inter-view convicts of gender vio-lence in Tihar Jail (after obtain-ing their consent, of course) “asthe basis of a documentary thatdares to go beyond the ordinaryin understanding the issue fromthe source of the action.” Shegot lucky with Mukesh Singhand there can be little doubtthat without the interview withhim, her documentary wouldhave none of the power it has.

The question whether thisinterview was sub judice hasbeen answered clearly in astatement issued by the EditorsGuild of India opposing theban. “The Nirbhaya incident,”

the Editors Guild has pointedout, “has been an obvious mat-ter of public interest and hasbeen through all the stages ofinvestigation, trial, and confir-mation by the High Court, beensubject to a widespread publicdebate and discussion, protestsand demonstrations, andenquiry by the Justice VermaCommission that suggestedreform of the law. To raise theissue of sub judice now at thestage of final appeal in theSupreme Court and seek to stilldiscussion is absurd. Judges,particularly in the SupremeCourt, are by training and tem-perament immune to the hap-penings in the public sphereoutside the court, and it is aninsult to the Supreme Court tosuggest that the airing of theconvict’s perverted viewswould tend to interfere with thecourse of justice.”

Flawless compliance

Finally, did the documentaryfilm-maker violate “permissionconditions,” as Home MinisterRajnath Singh has alleged inParliament? A close reading ofthe relevant papers establishesthat this is one of those rarecases where compliance withthe procedures and conditionsprecedent was flawless everystep of the way.

The government has with-held from the public the factthat the original condition laiddown, in an official letter,dated July 26, 2013, from theoffice of the Director General(Prisons) that permission wasbeing given for “releasing thedocumentary film which isbeing made for purely socialpurposes without any commer-cial interest” was droppedafter the film-maker wanted achange in the language. Thatletter was superseded byanother, dated August 20,2013, from the Superintendent(Jails), Prison Headquarters,Tihar, which laid down thecondition that “the completeunedited, raw footage of the

shoot in the Tihar Jail premiseswill be shown to the DelhiPrison Administration toensure there is no breach ofPrison security.”

The subsequent official cor-respondence establishes that inDecember 2013, Ms Udwinbrought some 13 hours of raw,unedited footage recordedwithin Tihar Jail for screeningbefore the review committeebut after viewing it over twodays, December 9 and 10, thecommittee discovered nothingnegative that could lead to abreach of prison security.However, finding the review-ing task too taxing, it request-ed a shortened version of thefootage. The editing work tooksome time and during this peri-od, with regime change hap-pening in New Delhi, thePrison Administration seemsto have got cold feet.Numerous emails and lettersfrom Ms Udwin and herlawyers went unanswered andfinally in June 2014, when“cut-down material” runningfor about 15 minutes, whichwould be the only footagegoing into the documentary,was screened before thereviewing committee, someeditorial objections wereraised that had nothing to dowith the conditions laid down.

The Central governmentneeds to realise that its objec-tions to India’s Daughter haveno leg, social, moral, or legal,to stand on and that the longerit is in denial about this, themore embarrassing it will getfor India’s image in the world,on the gender and free speechquestions. The Prime Ministerwould do well to undo the ret-rograde ban immediately, fail-ing which he could allow it tolapse when it is challenged inthe Supreme Court, as it surelywill be.

Hannah Arendt wrote Eichmann inJerusalem: A report on the banali-ty of evil in 1963, a report on the

trial of Adolf Eichmann, the Nazi officercharged with carrying out the Reich’s“Final Solution.” She wrote of Eichmann,“Despite all the efforts of the prosecution,everybody could see that this man wasnot a “monster,” but it was difficultindeed not to suspect that he was aclown.” She found him quotidian, almostunremarkable. She, controversially, didnot believe him to be a fanatic or asociopath, but described him as someonewho had made stupid choices for profes-sional advancement.

India’s Daughter, a reconstructive doc-umentary by Leslee Udwin on theNirbhaya gang rape, that has now beenbanned by the Bharatiya Janata Partygovernment, essentially presents the“monsters” that raped the woman aseveryday men, like Arendt presentedEichmann. In doing so, the film offers adamning portrayal of Indian patriarchyand misogyny.

Some years ago, a friend confided inme that in a fit of rage her husband hadshouted that he wished she would be gangraped because she deserved it. Then hepaused and said, “No, I think I wantsomething worse than that to happen toyou. I want you to die.”

I watched India’s Daughter before thegovernment banned it. As I listened to therapist explain how he and the othersthought about women, I realised therewas little difference between them andthis husband. But that’s where the simi-larity ended. He was an upper caste male,an IIT aristocrat living in Silicon Valley,studying at a top business school. Theonly other difference was that he neveracted on his thoughts.

Problematic documentary

India’s Daughter is problematic onmany counts. First, the appeals process ofthe rapists, sentenced to death in 2013, isstill on. There is good reason to fear thatthe release of the documentary could hurtthe appeal. However, while the trial wasongoing, no one raised the argument thatthe mobs outside the Delhi court, which

were baying for the blood of the rapists,were hurting the actual trial and sentenc-ing.

The second problem comes from thosewho say that the film is orientalist andcolonial. Yes, a non-Indian person madethe film, and her gaze on Indian society isnot as nuanced as an Indian’s would be,especially an Indian steeped in criticaland social theory. But none of these is a

ground for dismissing the film or banningit.

Third, the film is said to glorify therapists and promote voyeurism. However,believing that is to misread the film. Thefilm is not focussed on rape victims.Udwin is trying to understand why rapistsrape. This is not unlike the work ofMahmood Mamdani (When VictimsBecome Killers) and Scott Strauss, whohave tried to understand the Rwandangenocide also from the point of view ofthose who killed. It is not unlike what theBehavioural Sciences Unit of the FederalBureau of Investigation does in theUnited States. Also, if there is a charge ofvoyeurism, should depictions ofAuschwitz cease completely, becausethey may prompt people to become neo-Nazis?

The film gives the rapists a voice and indoing so shows them as ordinary boyscapable of unspeakable horror.Bollywood has done far more to propa-gate rape culture through its ChikniChamelis and Munnis than Udwin’s filmdoes (which has a very limited reach

since the average Indian does not watchBBC documentaries). Even“Raanjhanaa,” a film released after theanti-rape agitation, glorifies stalking, thusbearing testimony to how little the move-ment changed mindsets, even while itachieved far-reaching legal reforms.Heroines in Bollywood films are con-stantly scripted to reward the attentions ofa stalker, a sexual harasser and a malewho steals their dupattas. Fathers are

scripted like Rapunzel’s abductor; theylock their daughters in the house, whothen has to wait for rescue.

Udwin’s voice is conspicuous by itsabsence in the film. She does not judgewhat the men say. The men range fromthe rapists to the defence lawyers for therapists. They say things like, “Ours is agreat culture. There is no place forwomen in it.” A lawyer says that hewould burn his daughter in front of hiswhole family if she engaged in premaritalintercourse. Another likens a woman to aflower and later to a piece of jewellery.One of the strongest feminist voicescomes from the girl’s father, while adecidedly patriarchal voice comes fromthe wife of one of the accused, who askswhy no one is bothered about her protec-tion. A husband, she says, has to protecthis wife. If her husband is sentenced todeath, who will protect her?

The film tells us how these particularrapists think. In doing so, however, weare forced to confront that this is what wehave heard men from every demographicsay, across the country. This is why it has

become a political problem. It is franklyembarrassing for a political class thattalks about ‘India Shining’ and ‘Make inIndia’ and emptily parrots the words“women’s empowerment” to have thisseen internationally. Meenakshi Lekhisaid that the film would deter tourism,while Venkaiah Naidu stated that the filmwas part of an anti-India conspiracy.

Age-old thinking

This thinking has existed in India forcenturies — much before Udwin madethis film. Khaps in India have been say-ing such things about women for a longtime. One of the defence lawyers askswhy his clients have been singled out forpunishment when many sitting Membersof Parliament have rape charges againstthem. The rapist, Mukesh Singh, alsouses the cliché, “it takes two to clap.” Hequestions the woman’s character, askingif a ‘decent’ girl would be out on thestreets that late. In doing so, he echoesHindu godmen who have said similarthings. For instance, Asaram Bapu said,“The victim daughter is as guilty as therapists. She should have called thembrother and begged them to stop.” RamSewak Paikra, a member of theChhattisgarh BJP unit said, “No one com-mits rape intentionally. It happens bymistake.”

We are still a country where manybelieve that women have lesser intrinsicworth. Between the rapists in the filmwho tried to “teach her a lesson,” some ofour political leaders, NRI aristocrats andmale relatives, rioters who use rape as aweapon against women, unconstitutionalvillage councils that sanction gang rape,policemen who violate women in cus-tody, and the Army that has been accusedof rape in Kashmir and the Northeast,there is a stunning and shocking same-ness.

This sameness of Indian male behav-iour across professions, classes, caste andreligion is the context in which the filmshould be seen. The film only tries tounderstand one case, but in doing so ithelps to reflect on how ordinary men arecapable of stomach churning violence, nomoral capacity, and remain unaware —like the rapist in the film — that theyhave done something monstrous.

The banalit y of evil revisited

When mobs take the law into their own hands,a common justification is to cite India’s slowand often biased judicial system. This was

not one of those cases. Ten days after a reported rape inDimapur, Nagaland, a mob broke into the city’s CentralJail, dragged Syed Farid Khan, the man accused of hav-ing committed the crime, into the streets of the city, andstripped, beat and lynched him, all the while filming thecrime on their phones. There was no delayed justice, nocompromised police force, no shocking acquittal here,yet the mob decided to kill a man who merely stoodaccused of a crime. The fact that the deceased was aMuslim — or a “Bangladeshi”, as has become the short-hand in large parts of India including its northeast —was central to the mob’s fury. Using violence to act outcaste and religious hatred has a long and inglorious his-tory in India, and sexual violence too frequently hasunderpinnings of caste and religious hatred to it. A soci-ety’s violence and bigotries do not exist in silos, yetIndia has made the dangerous mistake of beginning toaddress its sexual violence problem as if it were alocalised infection rather than a metastasising cancer.Respecting the rule of law is as important when con-demning a rapist’s actions as it is when condemningthose of a murderous mob. A society that believes thatevery woman, irrespective of her moral or sexual choic-es, has the right to her own body, must also believe thata person, irrespective of the crime he is accused of, hasthe right to the due process of law. One that believes inmeting out its own version of subjective ‘justice’ isequally likely to condone a father killing his daughterfor having premarital sex as it is to encourage the mur-der of a suspected rapist. It would be wrong to see thisact of mob ‘justice’ as a response to India’s heightenedrevulsion of rape; it is in fact to be seen as a part ofIndia’s growing violence and lawlessness which has sodiminished and endangered the lives of its women. Themob in Dimapur did not make its streets safer forwomen; it made its air more dangerous for everyone.The new conversation that India began in December2012 should have led to a re-evaluation of all our big-otries and prejudices, all the demons within; instead, anincomplete revolution has taken place, one that may doas much harm as good, and is no closer to a fuller ideaof justice. The brutal vigilantism of the kind that waswitnessed in the Dimapur killing does India no good anymore than the crude misogynist remarks of the defencelawyers in the India’s Daughter documentary.

NO LEG TO STAND ON

India’s Daughter is problematic on manycounts. First, the appeals process of the

rapists, sentenced to death in 2013, is stillon. There is good reason to fear that the

release of the documentary could hurt theappeal. However, while the trial was ongo-

ing, no one raised the argument that themobs outside the Delhi court, which werebaying for the blood of the rapists, werehurting the actual trial and sentencing.

AHMEDABAD, MARCH 09The Gujarat High Court adjourned hear-

ing on a plea filed by slain Congress MPEhsan Jafri's wife Zakia Jafri to sort outsome discrepancies in the translation ofdocuments submitted by SpecialInvestigation Team (SIT) probing the2002 riots case.

Jafri had filed a plea before the GujaratHigh Court challenging an order of theAhmedabad metropolitan court which hadupheld SIT's clean chit to Prime MinisterNarendra Modi and 59 others in connec-tion with the 2002 riots case.

Justice S G Shah posted the matter forfurther hearing on May 5 after ZakiaJafri's advocate M M Tirmizi showedsome discrepancies in the translation oforiginal documents.

After this development, advocate A YKogze of the Supreme Court-appointedSpecial Investigation Team (SIT) soughttime to verify discrepancies, which led tothe adjournment.

The Gujarat High Court also ordered thetranslation branch of the registry and SITto verify discrepancies in original docu-ments.

On December 26, 2013, MetropolitanMagistrate B J Ganatra had rejectedZakia's protest petition challenging theSIT clean chit to Modi.

On March 15, Zakia had filed a petitionbefore the high court and prayed for therejection of the magisterial court's orderwhich had validated SIT's closure report.

Zakia Jafri's petition had demanded"making Modi and 59 others accused inthe 2002 riot cases".

The petition had alleged that the magis-trate had simply accepted contentions inthe closure report with "non- applicationof mind".

The petition had also alleged that thedestruction of key records was carried outto ensure injustice to victims, an act inwhich the Chief Minister's office and thehome department were involved.

On February 8, 2012, the SIT had filed aclosure report giving a clean chit to Modiand others.

On 28 February, 2002, after the Godhratrain carnage, 68 people, including formerMP Ehsan Jafri, were killed by a mob atGulberg Society here during theriots.

As soon as the House met, the secondday of the Budget Session, the ministerasked the members to apologise forshowing disrespect to the nationalanthem by their unruly conduct duringthe governor's address to the joint sessionof the legislature on March 7.

The TDP members, on their part,rushed to the speaker's podium demand-ing action against the ruling TelanganaRashtra Samithi (TRS) legislators whoallegedly attacked opposition membersduring the governor's address.

Amid pandemonium, Harish Raomoved the resolution for suspension ofthe TDP members for the rest of the

budget session, and it was adopted byvoice vote.

Sampath Kumar of the main oppositionCongress party apologised to the housebut clarified that it was not a deliberateshow of disrespect to the nationalanthem.

Earlier, a meeting of leaders of all par-ties called by the speaker decided that themembers who showed disrespect to thenational anthem should apologise.

This was decided after they saw thevideo footage of the governor's address.

Some opposition legislators had dis-rupted the proceedings by raising sloganswhen the national anthem was beingplayed before and after the governor'saddress.

They also stood on the tables, tore thecopies of the governor's speech andhurled it at him.

Leader of the Opposition, K JanaReddy, said the entire footage should beseen and action be taken against all themembers found indulging in unrulybehaviour, irrespective of their partyaffiliation.

Chief Minister K Chandrasekhar Raosaid even if members of his party showdisrespect to the national anthem orindulge in misbehaviour, they won't bespared.

Defending suspension of the TDPmembers, he said if necessary more strin-gent action will be taken to ensure thatthe proceedings of the house are conduct-ed in a smooth manner.

"We will be very tough," he said andcriticised TDP members for stalling theproceedings.

Referring to threats by some TDPmembers that they will not allow theassembly to function, the chief ministersaid the government was determined torun the house, come what may.

When some opposition membersexpressed the view that TDP membersshould not have been suspended for theentire session, the TRS chief said thegovernment would consider the issueafter a couple of days.

Meanwhile, the TDP members staged aprotest in the Assembly premises againsttheir suspension.

Till now, the '181' helpline, which aims toprovide timely assistance and guidance to women incase of any emergency or violence against them, wasavailable only in two cities and one district in thestate. This toll-free helpline was first made opera-tional in February last year in Ahmedabad and Suratcities, and Gandhinagar district, an official releasesaid. "In the last one year, more than 17,000 womenhave called on this helpline and received timely assis-tance from trained counselors," it said.

"This is a toll-free helpline, which will remainactive round the clock. Any woman can seek assis-tance, guidance or advise from this helpline. For thosewho will be in need of immediate help, we will reachto them through these 37 Abhayam rescue vans,"Patel said during the inauguration ceremony.

This helpline has been linked to other helplines like'108' (emergency) and '1098' (child helpline), so thatwomen can get all the necessary help from one place.

Apart from helping women in case of emergencies,the helpline also provides guidance related to physi-cal and mental health, legal provisions, child birth,government schemes for women and other women-oriented issues, it said.

ly bowling effort in the ongoingcricket World Cup but seamerMohit Sharma says credit alsogoes to the new ball bowlersMohammed Shami and UmeshYadav, who have put the rival bats-men under lot of pressure.

Mohit has got six wickets in fourmatches but more importantly hasbeen among the most economicalof Indian bowlers with an econo-my rate of 3.90.

"The way Shami and Umeshbhai are bowling, it has helped mea lot. They have been bowling real-ly well and have been able to exerta lot pressure up-front. My job is tomaintain that pressure, so thatAshwin and Jadeja are benefittedfrom it later on," Mohit said at thepre-match press conference on theeve of their match against Ireland.

"So it helps me a lot that thebatsmen are under pressure and myjob then will be to bowl to mystrengths which I have been doingfor the last 10 years."

Mohit has got wickets withshort-pitched deliveries and feelsthat a lot of batsmen are takenaback by the pace of his bouncers.

"Nobody expects my bouncer tocome so fast because it skids aswell. That?s a plus for me becausemy bouncer catches the batsmenoff guard and as a result there willeither a top edge or they will getbeaten. I have been hit for foursand sixes also off my bouncers butthat's how it goes," said the 23-year-old Haryana seamer.

The Rohtak-born Mohit agreedthat although they have bowledwell as unit, they do have room forimprovement as they are yet to betruly 'tested' in slog overs.

"Well, there's no limit to doingwell, what we have to keep in mindis that we have not yet faced any

pressure situation. We haven't hadto bowl in the slog overs and thereare other things where we have thescope to do well."

The youngster also agreed thatSeddon Park being comparativelymuch smaller ground thanAdelaide Oval, MCG or theWACA would need to adjust thelength on this ground.

"There will be a difference inyour thinking when you have toplay in smaller grounds after play-ing in big grounds for a long time.You will have to change your lines,but we can't keep thinking toomuch about the size of the ground.

"It's the same for both teams,what we have to do is concentrateon our strength and try and do thebest of our abilities," Mohit said.

Although he was included after

Ishant Sharma was ruled out,Mohit said that the time he spentand the match-time he got at Perthduring the tri-nation ODI serieswas worthwhile.

"I don't think I had any less totime acclimatise to the conditionsas I was part of the tri-series whichwas played over more than twoweeks, which I think is goodenough to get the hang of condi-tions.

"Being professionals, we do real-ize what to do and what not to. Iplayed a match in Perth also, so Ihad the understanding of the con-ditions. We have been practisinghard in the nets and that helps a lottoo. So there wasn't great difficultyis adjusting to the conditions."

Although Ishant couldn't be partof the campaign, Mohit said that

his inputs have been invaluable."When I came over to Australia,

Ishant helped me a lot. During ourtraining sessions, he helped withhis inputs like what should be thelength with the new ball and withthe old ball. Ishant has visitedAustralia twice, so he has the expe-rience and is quite aware of theconditions there.

"It helped a great deal that weused to discuss these things duringpractice sessions. And all of us thefive bowlers used to spend a lottime together so that we can shareour experiences with each other."

India's fielding has been good onmost occasions barring last matchwhere they dropped four catchesbut the pacer said that fieldingcoach R Sridhar is "working hardwith the boys."
