The mining lease of Silica Sand, Mica, Quartz, Feldspar Mine is over an area of 130.0Ha. Initially, the mine lease was sanctioned in favor of Shri Netram Goyal for mineral Silica Sand, Mica, Quartz, and Feldspar, vide order no. DMG/Neem/C.C-6/ P.1(1) 1/93/375 dated 07.05.1998 for 30 Years from the date of lease execution. The lease was executed on dated 24.04.1998. Shri Net Ram Goyal has expired on dated 10.06.2015. According to his will he nominated three people. They had made a firm named M/s Goyal Minerals Grinding Mills and made application of mutation of lease by the name of M/s Goyal Minerals Grinding Mills (Partnership firm). The Additional Director (Mines) has given the order to mutation of lease vide letter no.-ADM/Jai/1/P-4/2011/239 on dated 8.07.2015. The supplementary mutation of lease execution was made on dated 02.09.2015. The lease validity is renewed from 30 years to 50 years by the dated 10.03.2015 due to amendment in MMDR Act. The Modified Mining Scheme with Progressive Mine Closure Plan is approved from the SME, Jaipur circle, Jaipur, vide Letter no. SME/JP/Modi. Mi-Scheme/P-280/2016/3817 Dated 31/03/2017. The lease area is comprised of hilly terrain and gently sloping towards west. Topographically, highest contour is 470mRL and lowest is 444mRL. The Proposed production Capacity is – 12,000 TPA to 12,00,000 TPA. The mining area is 130.0Ha. Total land of mining lease comes under Pvt Agri. Land, Pvt. Land and Government Land. No forest land is involved in this area. Drainage of the lease area is NE direction. 1.0 EXECUTIVE SUMMARY

This is an expansion project of mineral Quartz, Feldspar located near Village-

Sanwalpura Tavran, Tehsil- Shri Madhopur, District – Sikar (Rajasthan). The

mining lease of Silica Sand, Mica, Quartz, Feldspar Mine is over an area of

130.0Ha.

Initially, the mine lease was sanctioned in favor of Shri Netram Goyal for

mineral Silica Sand, Mica, Quartz, and Feldspar, vide order no.

DMG/Neem/C.C-6/ P.1(1) 1/93/375 dated 07.05.1998 for 30 Years from the

date of lease execution. The lease was executed on dated 24.04.1998.

Shri Net Ram Goyal has expired on dated 10.06.2015. According to his will

he nominated three people. They had made a firm named M/s Goyal

Minerals Grinding Mills and made application of mutation of lease by the

name of M/s Goyal Minerals Grinding Mills (Partnership firm). The

Additional Director (Mines) has given the order to mutation of lease vide

letter no.-ADM/Jai/1/P-4/2011/239 on dated 8.07.2015.

The supplementary mutation of lease execution was made on dated

02.09.2015. The lease validity is renewed from 30 years to 50 years by the

dated 10.03.2015 due to amendment in MMDR Act.

The Modified Mining Scheme with Progressive Mine Closure Plan is

approved from the SME, Jaipur circle, Jaipur, vide Letter no. SME/JP/Modi.

Mi-Scheme/P-280/2016/3817 Dated 31/03/2017.

The lease area is comprised of hilly terrain and gently sloping towards west.

Topographically, highest contour is 470mRL and lowest is 444mRL. The

Proposed production Capacity is – 12,000 TPA to 12,00,000 TPA. The

mining area is 130.0Ha. Total land of mining lease comes under Pvt Agri.

Land, Pvt. Land and Government Land. No forest land is involved in this area.

Drainage of the lease area is NE direction. The salient features of the mine area

are given in Table.1 below:-

(ii) Brief Description of Nature of Project:

Feldspar will be carried out by open cast benching method.

Need for the project and its importance to the country and region

With the growing use of Quartz, Feldspar in many industries, the mining of

Quartz, Feldspar has received boom in last few years. There is good market

for Quartz, Feldspar in India and abroad also.

Quartz

Quartz is the second most abundant mineral in Earth's continental crust,

after feldspar. Its crystal structure is a continuous framework of

SiO4 silicon–oxygen tetrahedra, with each oxygen being shared between two

tetrahedra, giving an overall chemical formula of SiO2. Large amounts of

quartz sand (also known as silica sand) are used in the manufacture of glass

and ceramics and for foundry molds in metal casting. Crushed quartz is used

as an abrasive in sandpaper, silica sand is employed in sandblasting, and

sandstone is still used whole to make whetstones, millstones, and

grindstones. Silica glass (also called fused quartz) is used in optics to

transmit ultraviolet light. Tubing and various vessels of fused quartz have

important laboratory applications, and quartz fibers are employed in

extremely sensitive weighing devices.

Feldspar

Feldspars are used widely in the glass and ceramics industries. Alkali

feldspars are more commonly used commercially than plagioclase

feldspars. Albite, or soda spar as it is known commercially, is used in

ceramics. The feldspar-rich rocks larvikite and a few anorthosites are

employed as both interior and exterior facing slabs.

(iii) Demand and Supply Gap

As mentioned above, the use of Quartz, Feldspar is growing constantly.

Hence, despite of constantly increasing production of Quartz, Feldspar the

whole production is consumed in the market and at present supply of

Masonry is sufficient to fulfill the market demands.

(iv) Imports v/s Indigenous Production

As the mineral in abundance is available indigenously so the import of the

same is not required or economically feasible.

(v) Export possibility

A sizeable quantity of Quartz, Feldspar produced in the State of Rajasthan.

(vi) Domestic/Exports Markets

There is vast domestic and export market for Quartz, Feldspar.

(vii) Employment generation (Direct & Indirect) due to the project

By this mining project of Quartz, Feldspar in the area, peoples will get

employment. The project directly generates the employment for the local

people and indirectly for the others. Also the marketing of the product

generates the employment for peoples. By this project, approximately 60

persons will get direct and about 100 persons will get indirect employment.

3.0 Project Description

(i) Type of Project including interlinked and interdependent projects, if any.

This is an expansion project of Quartz, Feldspar mining project. No other

project is interlinked with this mining work.

The area has been marked on Toposheet No. 45M/14, 45M/15, 54A/2

including the mining lease location. This comprises the mining location of

(iii) Details of alternate sites considered and the basis of selecting the proposed

site, particularly the environmental considerations gone into should be

highlighted.

No other site has been considered for the proposed project. The land has been

allocated by government for the mining only. Site is adequate for Quartz,

Feldspar mining.

(iv) Size and Magnitude of Operation

The proposed capacity of the project is as: The mineable reserve of Quartz,

Feldspar is 50,56,985 tonne. Total area of mining lease is 130.0Ha. Proposed

maximum annual targeted production of Quartz, Feldspar from the mine will

be 12,000TPA to12,00,000 TPA.

(v) Project description with process details (a schematic diagram/flow chart

showing the project layout, components of the project etc. should be

given)

A. Method of Mining

A haul road of gradient maintained 1 in 16 as per MMR 1961 is exists in the

mine. Approach roads are provided upto the working pit for movements of

laborers and vehicles.

The proposed method is semi Mechanized opencast method. The bench height

is proposed to 3-6m width will be more than 6m. Overall slope will be 450.

Quartz, Feldspar horizons are being excavated by drilling & blasting on

contractual basis. But on requirement blasting will be done after taking

permission from DGMS and concerned authorities. The Quartz, Feldspar,

mining will be done by hydraulic excavator. The mineral and waste are

proposed to transport by dumper. Following machineries will be used for

mining of Quartz, Feldspar.

E. Mineable Reserves and Anticipated Life of the Mine

All in situ reserves will not be possible to mined out as there will be some

mineral will be left un-mined i.e. in road barrier, ramp etc. it is assumed about

10% so net mineable reserve will be:

Total mineable reserves = 50,56,985 Tonne

The proposed rate of production is 12,00,000 TPA. Expected life of mine on

the basis of proved & probable category of reserves from the present targeted

rate of production: 50,56,985 /12,00,000= 4.2 year or say 4.0 Years.

F. Conceptual Mining Plan

Conceptual Simplified Mining Scheme is necessary to know the ultimate limit

of the pit crust at surface at the end of lease period. It is also necessary to

select the sites for waste dump, site service, plantation etc. in such a place that

these sites should not get any disturbance during the life of mine. Considering

the aforesaid aspects the conceptual plan as follow:

Ultimate extent and size of the pit

The ultimate extent and size of the pit will be as follows:

Depth of the working - 24 meters (435mRL)

The final Slope angle adopted

Considering the stability of rocks the final slope angle or says ultimate pit

slope is proposed 45°. This slope angle will remain quite safe for these

deposits.

Ultimate capacity of dumps:

Waste generated during mining scheme period will be 236081cum. Quartz,

Feldspar will be stacked at mineral stack yard.

Total mineral waste generated during the mining will be 613811Tonne. Sub

Grade Mineral is 306902Tonne.

Therefore, waste dump & temporary mineral stack has been proposed.

Area:- 2.4772Ha.for waste dump

Area:- 1.4545Ha. for mineral stack

The waste will be used for making the road and maintenance of haul road.

The dump will be stabilized by retaining walls of rubble stone towards lower

altitude side.

Ultimate pit limit: The highest contour is 470mRL and lowest is 468mRL.

Proposed deepest working will be far above the ground water table. Thus

ground water will not encounter in the workings. Depth of the working - 24

meters (435mRL).

(vi) Raw material required along with estimated quantity, likely source,

marketing area of final products/s, Mode of transport of raw Material

and Finished Product.

About 12.0 KLD water will be required for mining which will be arranged

from nearby villages. About 500liter diesel will be required daily for

Hydraulic Excavator/tippers which will be arranged from nearby petrol

pumps. Mined out will be transported through trucks & trolley.

(vii) Resource optimization/recycling and reuse envisaged in the project, if

any, should be briefly outlined.

Water will be accumulated in the excavated mine out pit area during rains and

pits serve as a natural ground water recharge structure. As a result of

extraction of mineral, the rate of charging of ground water is likely to be

increased considerably. Water collected in the sump will be used in various

purposes at mine viz. plantation, dust suppression etc.

(viii) Availability of water its source, Energy/power requirement and source

should be given.

Total water requirement in the mine will be about 12.0 KLD for drinking &

domestic use, dust suppression and plantation. Drinking water will be brought by

water tanker from nearby villages. Diesel will be used in excavator, trolley,

tractors. About 500 liter per day is assumed to be consumed. Diesel will be

outsourced from nearby diesel pumps. Nearby villages is well electrified.

(ix) Quantity of wastes to be generated (liquid and solid) and scheme for their

management/disposal

Waste generated during mining scheme period will be 370535cum. Quartz,

Feldspar will be stacked at mineral stack yard.

Total mineral waste generated during the mining will be 613811Tonne. Sub

The dump will be stabilized by retaining walls of rubble stone towards lower

altitude side.

4.0 Site Analysis

(i) Connectivity

The lease area is located near village – Sanwalpura Tavran, Tehsil- Shri

Madhopur, District – Shri Madhopur (Rajasthan). The lease area is situated

about 1.22km from the village -Sanwalpura Tavran. Nearest Town is Shri

Madhopur is located at a distance of 32.0km from Mine Site. National

Highway: NH-11 is located at a distance of 9.94 km, SSE from the mine site.

State Highway: SH-13 is located at a distance of 16.94 km, West direction

from the mine site. Nearest Railway Station is Kanwat about 22.54Km away

is along the natural slope of the lease area. General drainage in surroundings is

(v) Existing Infrastructure

Presently there is no infrastructure in lease area.

(vi) Soil Classification

The soils of the district have been broadly classified by Agriculture

Department, Govt. of Rajasthan as given below:

(vii) Climatic data from secondary sources

Mean annual rainfall (1971-2011) of the district is 463.0 mm whereas normal

rainfall (1901-70) is lower than average rainfall and placed at 459.8. Almost

95% of the total annual rainfall is received during the southwest monsoon,

which enters the district in the last week of June and withdraws in the middle

of September. The mean annual rainfall is highest (536.6 mm) at Neem Ka

Thana, which is located in the south eastern part of the district. It is lowest at

Fatehpur (407.8 mm), which lies near north western boundary of the district.

Climate is generally dry except during the monsoon period. Humidity is the

highest in August with mean daily relative humidity of 80%.

(viii) Social Infrastructure Available

The site is well connected with social infrastructure facilities like road,

medical; telephone, telegraph etc. are available at Shri Madhopur i.e. 32.0 km

from mine site. All type of social infrastructure like Hospital, School, market,

drinking water facilities; Electricity, Telephone, fax etc. are available in study

area.

Electricity facilities are available at all the villages nearby the mine site.

Drinking water will be bringing from Sanwalpura Tavran Village. Besides

drinking water, rainy water will be collected in the working pit will be used.

The water will brought from villages in tanks.

The applied lease area is well connected with tar road and kutcha road

(D.) Rail Transport

Nearest railway station is Kanwat at a distance of 22.54km from the mine site.

(E.) Air Transport

Nearest Airport is Jaipur at a distance of 82.0 km in from mine site.

(ix) Health and Educational facilities

Dispensary is available at Sawalpura Tanwara and Hospital facility is

available at Tehsil- Shri Madhopur. School, College is available at Tehsil -

Shri Madhopur. Schools are available in all prominent villages.

5.0 Planning Brief

(i) Planning Concept (type of industries, facilities, transportation etc.) Town

This is a mining project. Facilities includes such as office building, first aid

center, rest shelter, are proposed in the area. The infrastructures, which are not

available, will be used for the entire life of the mine. Open cast methods of

mining will be adopted. Transportation of mineral shall be done through road

by dumpers, trucks. Other facilities such as power, transportation and

communication, social infrastructure facilities are locally available near

project site.

(ii) Population Projections

The project will employ most of the workers from nearby areas. Local people

from nearby villages will be given preference. Thus there will no chance to

increase population due to proposed project of Quartz, Feldspar mining in the

area.

(iv) Assessment of Infrastructure Demand (Physical & Social)

The road facility is already available which shall be used and properly

maintained. Preference will be given to local labor from nearby villages. Other

requisite infrastructure such as transport of mine labors is available by way of

jeep; two-wheelers.

(v) Social Infrastructure

The site is well connected with social infrastructure facilities like road,

medical; telephone, telegraph etc. are available in Shri Madhopur i.e. 32.0 km

from mine site. All type of social infrastructure like Hospital, School, market,

drinking water facilities; Electricity, Telephone, fax etc. are available in study

area.

Basic amenities/facilities available in nearby villages and towns are such as

road, power supply, communication, water supply, medical and health etc. Site

is well connected with road and other infrastructure facilities. Nearest post

office, telegram and telephone facilities are available at villages.

6.0 PROPOSED INFRASTRUCTURE

(i). Industrial Area (Processing Area)

Facilities includes such as. Site Office, First Aid, Toilet, Rest Shelter are

proposed in the lease area.

(ii). Resident Area (Non Processing Area)

No residential area is proposed.

(iii). Green Belt:

To improve the environment of the area it is proposed to plant along the lease

boundary, waste dump and other un worked area outside the lease area.

Around 33% plantation will be carried out during life of mine. During

plantation preference will be given to local species of plant. Proper care will

be taken during plantation such as watering, manuring & fencing. Plant such

as Acaciasenegal (safed khair), Azadirachta indica (Neem), Cassia fistula

(Amaltas) etc will be planted.

(iv). Social Infrastructure:

In social infrastructure, house is made of pucca and kaccha both of type. Tar

road is available in near villages. By this proposed Quartz, Feldspar mining in

the area, provides employment opportunities in the area and this helps to

control migration of people of one place to other.

(v). Connectivity (Traffic and transportation Road/Rail/Metro/Water ways etc.)

The lease area is located near village – Sanwalpura Tavran, Tehsil- Shri

Madhopur, District – Shri Madhopur (Rajasthan). The lease area is situated

about 1.22km from the village -Sanwalpura Tavran. Nearest Town is Shri

(ix). Solid waste Management

There will be no generation of solid waste. Hence solid waste management is

not required.

(x). Power Requirement

Nearby village’s area is well electrified, mining machinery will be driven by

diesel power for which estimated requirement of diesel will be about 500 liters

per day which will be procured from nearby petrol pumps.

7.0 REHABILITATION AND RESETTLEMENT(R&R PLAN)

A. (Policy to adopted (Central State) in respect of the project affected

person including home oustees, land oustees and landless labour (A brief

outline to be given).

Mining will be carried out in lease area only so no need of rehabilitation and

resettlement plan so far.

8.0 PROJECT SCHEDULE AND COST ESTIMATES

(i). (Likely date of start of construction and likely date of completion (time

schedule for the project to be given)

Project will commence after getting the environmental clearance. It is estimated

that about Rs. 80 Lakh will be required for mining machineries, vehicle and

infrastructure development etc.

The profit will depend upon the actual production obtained from the mine,

which may vary due to demand in market.

POPULATION BENEFITED

About peoples including 60 labours benefited directly and 100 persons will be

benefited indirectly.

GOVERNMENT REVENUE

The State Government will get revenue as royalty from selling of mineral,

Land Tax/surface rent, Sales Tax/VAT; Income Tax etc. will be addition.

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION)

village-Sanwalpura Tavran, Tehsil–Shri Madhopur, District– Shri Madhopur

Rajasthan is of utmost importance to the area for interest of mineral

habitants. The operation of the proposed project of Quartz, Feldspar mining

will pass on various social and economic benefits to the local communities of

the area in addition to the existing benefits due to provide better employment

opportunities and improvement in social infrastructure of the area, apart from

increased financial benefits accruing to state and central agencies by ways of

taxes, royalty, cess etc.
