Iron ore division of Vedanta Limited was previously known as Sesa Goa Limited. Company has an ambitious expansion plan of present pig iron business to steel manufacturing with strong foothold in Eastern India. A prospecting scheme (including drilling programme) was submitted to IBM and State Government at the time. As the entire PL area falls in Ankua Reserve Forest and Dhobil protected forest area of Saranda Forest Division, application for permission to conduct prospecting operation was submitted to the Saranda Forest Division office. After due processing and examination of this application at different levels by state government it was recommended to the Ministry of Environment and Forest, Government of India in 2007 and 2008 but in this period the permission from the forest department was not granted. In view of the inordinate delay in forest clearance for prospecting work, an application for renewal of license for 2 more years was made to the State government and prospecting license was extended upto 9 th March 2010. On the 22 nd April 2009, a revised scheme of prospecting, under rule 5 (2) of MCDR 1988, was submitted to carry out prospecting through non evasive method like geophysical survey, topographical and geological mapping, geochemical sampling etc. Before expiry of the prospecting license, a mining lease application, over an area of 450.72 ha supported by a report of prospecting operations carried out was submitted as per rule 8(1)(b) MCDR 1988 to the District Mining Office, Chaibasa on the 18 th May 2009. The ML application was forwarded by Dy Commissioner, West Singhbhum District to Director, Mines, Govt of Jharkhand with recommendation to consider for grant of ML. This mining lease application has been pending with the State Government since 2009. In 2015, new mineral legislation, ‘The Mines and Mineral (Development & Regulation) Amendment Act 2015’ was enacted in which the above mining lease application has been saved under Sec. 10(A)2(b). In January 2017, the Director of Mines, Directorate of Mines, Government of Jharkhand issued a letter to Vedanta requesting the submission of a fresh prospecting report compliant to UNFC guidelines supported by a Differential Global Positioning System (DGPS) survey to accurately delineate the boundary of the lease area, being a new requirement as per recent guidelines of the Ministry of Mines, Government of India, for processing of mining lease applications.

1.0 EXECUTIVE SUMMARY

1.1 Background

Vedanta Limited is one of the world's leading diversified natural resources

companies. The company’s main businesses focus on zinc, lead, silver,

aluminum, copper, iron ore, oil & gas and commercial power, while its

operations span across India, Zambia, South Africa, Namibia, Ireland and

Australia.

Iron ore division of Vedanta Limited was previously known as Sesa Goa

Limited. Company has an ambitious expansion plan of present pig iron

business to steel manufacturing with strong foothold in Eastern India.

A prospecting scheme (including drilling programme) was submitted to IBM

and State Government at the time. As the entire PL area falls in Ankua

Reserve Forest and Dhobil protected forest area of Saranda Forest Division,

application for permission to conduct prospecting operation was submitted

to the Saranda Forest Division office. After due processing and examination

of this application at different levels by state government it was

recommended to the Ministry of Environment and Forest, Government of

India in 2007 and 2008 but in this period the permission from the forest

department was not granted.

In view of the inordinate delay in forest clearance for prospecting work, an

application for renewal of license for 2 more years was made to the State

government and prospecting license was extended upto 9th March 2010. On

the 22nd April 2009, a revised scheme of prospecting, under rule 5 (2) of

MCDR 1988, was submitted to carry out prospecting through non evasive

method like geophysical survey, topographical and geological mapping,

geochemical sampling etc.

Before expiry of the prospecting license, a mining lease application, over an

area of 450.72 ha supported by a report of prospecting operations carried

out was submitted as per rule 8(1)(b) MCDR 1988 to the District Mining

Office, Chaibasa on the 18th May 2009. The ML application was forwarded by

Dy Commissioner, West Singhbhum District to Director, Mines, Govt of

Jharkhand with recommendation to consider for grant of ML.

This mining lease application has been pending with the State Government

since 2009. In 2015, new mineral legislation, ‘The Mines and Mineral

(Development & Regulation) Amendment Act 2015’ was enacted in which

the above mining lease application has been saved under Sec. 10(A)2(b).

In January 2017, the Director of Mines, Directorate of Mines, Government of

Jharkhand issued a letter to Vedanta requesting the submission of a fresh

prospecting report compliant to UNFC guidelines supported by a Differential

Global Positioning System (DGPS) survey to accurately delineate the

boundary of the lease area, being a new requirement as per recent

guidelines of the Ministry of Mines, Government of India, for processing of

Because of the above, permission was sought from The Conservator of

Forest, Saranda Forest Division to complete the required exploration

programme (including drilling). This was granted, but limited to not more

than 20 bore holes per 10 km2 for the 450.72 Ha, this equated to 9 bore

holes.

To deliver on the requirement from state government of a UNFC compliant

report, while adhering to the permission granted by the Conservator of

Forest, Saranda Forest Division, an exploration programme has been

completed May – July 2017 by M/S. Geotech Exploration, Nagpur .

Prospecting and drilling activities in the applied ML area are inspected by

Deputy Director Geology, Singhbhum Region on 16th June 2017 and

Assistant Mining Geologist of IBM (Ranchi Region) inspected the above said

area on 25th to 26th July 2017.

In January 2017, Director Mines, Government of Jharkhand had asked

Vedanta to submit fresh prospecting report compliant with the UNFC

guidelines. Accordingly permission for exploratory borehole drilling was

taken from the Conservator Forest, Saranda Division, Chaibasa and

exploration program started in May 2017.

1.2 Project Proposal

Vedanta Limited proposes for 5.0 MTPA iron ore mining at Chiria hills

adjacent to SAIL Dhobil lease in Manoharpur taluk, West Singhbhum

district, Jharkand state.

Present proposal for iron ore production will enable the industry to supply

feedstock for its production requirements and will ultimately, subject to

ongoing positive exploration results, provide feedstock to the proposed Sesa

Goa steel plant in Jharkhand.

1.3 Location and Accessibility

The proposed location for iron ore mining falls in Ankua reserve forest land

and Dhobil protected forest at Chiria hills, Manoharpur taluk, West

Singhbhum district, Jharkand state. Location details of the proposed iron

ore mine is given Table-1.

1.4 Geology of the Deposit

Geologically, the terrain around the PL forms part of the oldest meta-

sedimentary and metavolcanic formations of the Chhotanagpur plateau,

situated on the Budaburu and Baichindigiburu hill ranges, considered as

homotaxial with the Dharwars in the Indian geological column. It is believed

that the iron-rich formations of the Bonai-Keonjhar range form part of the

Iron Ore Series.

In a generally accepted opinion, iron ore bearing Banded Iron Formations

(BIFs) occur between the over lying shales, phyllites, sandstones, lavas, ash

and tuff beds, and the basal sandstone conglomerates, occurring at the

base of iron ore group which unconformably overlays the older

metamorphics. Profuse volcanic activity in the form of tuff beds, has been

noted within the BIF. The Iron Ore Group of rocks outcrop around the

Singhbhum granite body.

Regional Stratigraphy

The stratigraphic succession has under gone evolutionary changes as per

the interpretation of Mr. H.C. Jones, Mr. J.A. Dunn etc. hence the Regional

stratigraphy as postulated by Sarkar &Saha in 1983 is as mentioned below

where in the geochronological data are also included.

Physiography, Topography and Drainage Pattern

The Ankua Block is located in the northwestern part of the South

Singhbhum-Keonjhar-Bonai Iron Ore Belt in the state of Jharkhand. The

most important group of iron ore deposits of the country is housed in this

belt, which has NNE-SSW trending ridges with gentle to moderate slopes

and intervening low lying valleys.

The rock types exposed in the area are represented by Pre-Cambrian

sedimentary formations known as Iron Ore Series. The general strike of the

formations in Northern Singhbhum is E-W while NNE-SSW of Southern

Singhbhum. The strike changes to NW-SE in the eastern part and the

adjoining areas of Mayurbhanj district of Orissa.

The entire block fall within Reserve Forest, exhibits uneven topography,

consist mixed dense jungle, marked by NNE-SSW trending ridges of

moderate heights with intervening valleys and small mounds. The highest

and lowest altitudes of the applied ML area are about 740 m to 360 m

above MSL respectively. The general elevation is + 600m above MSL.

The Koina River, trending nearly N30° E- S30° W, flows towards north.

Three dry seasonal nala is flowing within area. One in the northern side

flowing towards north eastern direction to meet the Hamsdanala, which is

flowing towards north east & meet with Koina River. Other Two nalas in the

eastern side & southern side flowing towards eastern direction meet the

Jojodanala, which is flowing towards east & meet with Koina River.

Regional Geology

Geology of ML Area

The Chiria iron ore deposit is a banded limonite – goethite – hematite

assemblage, capping the Budha Buru hill sloping down to 530 m MSL

resting on the shale and BHQ country rock of the Iron Ore Group. Trending

parallel to the major structure, the longest axis of the deposit is N25°E –

S25°W, over a visible strike length of >6.5 km and a variable width of

between 1.4 and 3.5 km. Total mineral reserves of the ML area are given in

Table-1.

Structure

The general structural trend in the area is NNE-SSW with variable dips due

to folding. The general dip is 40-50°. Two pervasive structural fabrics could

be measured:

S0 bedding: This is the primary laminated bedding of the Banded Iron

Formation. This is mostly replaced and destroyed in the lateritised ore cap.

Mineralisation within the laminated ore type can also replace all primary

bedding and give the ore a massive appearance.

S1 foliation: This is a major pervasive foliation developed in most units and

extending across the license area. It generally dips steeply at 75-85° in a W

to WNW direction. This foliation is often preserved and accentuated within

the laterite ore. S1 is pervasively present in the BHQ where the intersection

with S0 can be observed. Interpretation of all the S0 readings in the license

area indicates folding of at least one major fold with a fold hinge,

orientation 025/12. This observation is confirmed in the field where local

parasitic folding could be observed and measured (Figure 2).

Tight overturned folding is interpreted from field observations with

substantial local parasitic- and re-folding. Strike of the folds axial plan is

interpreted to be NNE, dipping shallowly at ca. 10-20°.

The present project proposal is a 5.00 MTPA iron ore mining project in the

Ankua block in Manoharpur taluk, West Singhbhum district, Jharkand state.

The Ankua Block is located in the northwestern part of the South

Singhbhum-Keonjhar-Bonai Iron Ore Belt in the state of Jharkhand. The

most important group of iron ore deposits of the country is housed in this

belt.

2.2 Need of the Project and its Importance to the Country and Region

The major usage of iron ore in India is for the manufacturing of steel. The

major iron ore producing states are Odisha, Jharkhand, Chattisgarh,

Karnataka and Goa. India is world’s 4th largest iron ore producer and 3rd

largest exporter after Australia and Brazil.

The continuation of the present proposal for iron ore production from Dhobil

area will enable the industry to supply feedstock for its production

requirements and will ultimately, subject to ongoing positive exploration

results, provide feedstock to the proposed Sesa Goa steel plant in

Jharkhand.

India was the world’s third-largest steel producer in 2016. The growth in the

Indian steel sector has been driven by domestic availability of raw materials

such as iron ore and cost-effective labour. Consequently, the steel sector

has been a major contributor to India’s manufacturing output.

The Indian steel industry is considered to be modern with state-of-the-art

steel mills. It has always strived for continuous modernisation and

upgrading of older plants and higher energy efficiency levels.

Driven by rising infrastructure development and growing demand for

automotives, steel consumption is expected to reach 104 Mt by 2017.

It is expected that consumption per capita would increase, supported by

rapid growth in the industrial sector, and rising infra expenditure projects in

railways, roads and highways etc.

The Indian iron ore mining industry is a mixture of mini and large capacity

mines. There is a regional imbalance in iron ore production in India due to

the limitations posed by occurrence and feasibility. As per estimation, the

current Indian production is not aligned with growing consumer demand.

This highlights the gap between the demand and supply of raw materials.

In the next few years, India’s GDP is expected to continue to grow on the

back of economic development, rapid urbanisation, thrust on infrastructure

investment, improved private investment, strong industrial activity and

increasing consumption. The Government’s focus on “Make in India” (hike

manufacturing share in GDP from the current 17% to 25% by 2022),

“Housing for all by 2022”, smart cities, power for all, modernisation of

railways and aggressive highway construction targets will drive growth at a

faster pace in end-user industries including power, cement, construction and

infrastructure, which will in turn boost domestic mineral consumption.

India is expected to become the world's second largest producer of crude

steel in the next 10 years, moving up from the third position, as its capacity

is projected to increase to about 300 Mt by 2025. Scope for growth is

offered by India’s comparatively low per capita steel consumption and the

expected rise in consumption due to increased infrastructure construction

and the thriving automobile and railways sectors.

2.3 Employment Generation (Direct and Indirect) Due to the Project

The mining establishment presents vast opportunities of employment to the

numerous people under various cadres (Highly skilled, skilled, semiskilled &

unskilled). The qualifications of various technical personnel will be in

accordance with the various statutory stipulations applicable to the mines.

The details of personnel proposed to be deployed are given in Table-3.

3.0 PROJECT DESCRIPTION

3.1 Project Description with Process Details

Mining

Ankua block at Chiria hills will be operated as a standalone project having a

capacity of 5.00 MTPA of Run of Mine (ROM). The site infrastructure includes

primary crushing, screening, waste rock dump area, fuel bay and diesel

storage area, explosives storage and other allied facilities at the proposed

location for mining iron ore.

Proposed Method of Mining

The proposed project will adopt open pit mining method due to the shallow

nature, size and orientation of the ore body. For rock fragmentation

deep‐hole drilling and blasting technique will be adopted. Shovel‐dumper

combination will be deployed for excavation and transportation of iron ore

from mine to the crushing plant.

The processing of ore will be done via a dry crushing and screening plant to

produce lump and fine ore.

Mining for first Five Years

Production and development plan for the first year: It is proposed to work

opencast in the Central western part the lease area to produce 2 MT ore,

approximately 600 m RL. Total 0.26 MT waste will be generated with

stripping ratio 1:0.13.

Production and development plan for the second year: This year’s proposal

is to produce 5 MT of ore with stripping ratio 1:0.25; the total 1.23 MT

waste will be generated.

Production and development plan for the Third year: This year’s proposal is

to produce 5 MT of ore with stripping ratio 1:0.05 ; the total 0.24 MT waste

will be generated.

Production and development plan for the fourth year: This year’s proposal is

to produce 5 MT of ore with stripping ratio 1:0.52; the total 2.60 MT waste

will be generated.

Production and development plan for the fifth year: This year’s proposal is

to produce 5 MT of ore with stripping ratio 1:1.61; the total 8.04 MT waste

will be generated

Bench Height: Standard and safe working configurations are considered

here for developing the mine.

Bench height: 7 m

Bench width: 15 m

Road width: 23 m

3.2 Material Transport

The iron ore is proposed to be transported to pig iron production plant which

is proposed at 30-km from mine site. The iron ore will be transported by

road through dumpers in the first year. Company is undertaking a study on

other option of ore evacuation such as rail, conveyor etc.and determined to

adopt most environment friendly method for transport.

3.3 Resource Optimization/Recycling and Reuse

The processing of ore will be done via a dry crushing and screening plant to

produce lump and fine ore. It is foreseen that the processing will be done on

a toll treatment basis off site about 30 kilometres away. The plant design

should preferably make provision to alter the screening operation to a wet

screening operation if the clay content in the ore proves to be uncontrollable

after the rainy season each year. The wet screening plant will require a

slimes dam system which is currently postponed due to the environmental,

capital and operation burden of such a system.

The screening plant capacity will be driven by the lump ore ratio that the pig

iron market will require. The pig iron plant will be able to process slightly

higher ratios of lump than designed for but the sintering capacity will limit

the utilisation of low lump ratios from the mine. The required lump feed rate

of the pig iron plant will thus be the design anchor for the screening plant.

3.4 Availability of Water its Source, Power Requirement and Source

About 60 KLD water is required for mining operations. Water will be

collected from nearby Nala/ River with prior approval of concerned

authority. The water requirement break-up is given in Table-4 below:

Power will be sourced for Jharkhand State Electricity Board (JSEB) through

132 KV service station located at Manoharpur.

3.5 Quantity of Wastes Generated and Scheme for their Management

The waste rock in pit dumping is planned to take place once pushback 1 is

complete. The ore is to be stockpiled in front of the primary crusher which is

planned to dry crush to 200mm. An assumption is that the ore is then

trucked to an independent processing facility which is to be situated

approximately 30 km away. The processing facility includes secondary

crushing/ screening to separate the lump and fines which is then processed

through a pig iron plant. Access to the processing facility is facilitated

through a new access road to the site.

Total waste generated in the five years period is 12.39 MT. The dump area

is proposed in the eastern side of the ML area.

4.0 SITE ANALYSIS

4.1 Connectivity

The proposed ML area is located at Ankua reserve forest and Dhobil

protected forest, Manoharpur taluk, West Singhbhum district, Jharkand

state. The mine site is located at a distance of approximately 1.4 km to

State Highway-4 and the nearest railway station Manoharpur is 12.3 km

away from the mine lease area.

4.2 Land Form, Land Ownership and Land Use

Prospecting license for iron ore was granted to Vedanta Limited on

10.03.2005 for iron ore in Mauza Dhobil, Ankua RF, over an area of 700 ha

in West Singhbhum district.

The prospecting lease covers 450.72 ha in the Ankua Reserve Forest and

Dhobil forest land which is a part of Saranda Forest Division.

4.3 Environmental Sensitivity

The environmental setting of the location is given in Table-5.

5.0 PLANNING BRIEF

5.1 Planning Concept Town and Country Planning/Development

Authority Classification

There will be an increase in the overall basic facilities such as roads, school,

health center etc. Owing to implementation of the mining project in the area

there will be positive impact in socio-economic aspects.

5.2 Population Projection

Employment opportunities for the proposed iron ore mining will lead to

certain population influx from the surrounding villages.

5.4 Assessment of Infrastructure Demand

Infrastructure facilities such as downhill conveyor, screening plant, loading

plant, approach road etc for development of iron ore project as a fully

mechanized mine and stand alone project. All mineral processing facilities

i.e. crushing plant, downhill conveyor, screening plant & loading plant will

be exclusively developed for the deposit.

5.5 Amenities/Facilities

An office building, a control room with basic amenities, a substation with

switch yard shall be provided. Suitable black top approach roads with

suitable gradient shall be provided to all buildings/shops along with drains

and outlets.

6.0 PROPOSED INFRASTRUCTURE

All necessary and basic infrastructures required viz. mines office, rest

shelter, first aid station, drinking water and toilet facilities etc. will be

facilitated. The site infrastructure includes the following facilities:

6.1 Residential Area

Necessary housing facilities (township) to facilitate the employees shall be

planned as per requirement.

6.2 Green Belt

Vedanta proposes systematic and regular programme of Afforestation over

the free areas mainly on overburden dump areas within the ML area. This

will be done utilizing the services of retired forest official having proven

experience.

The main aim of plantation in the mined out areas is to stabilize the land to

protect it from rain and wind erosion as the left over working area shall

contain broken material and fine particles. Afforestation shall be planned

phase wise during the life of mine and sufficient greenbelt shall be

developed. About 2500 saplings/ha will be planted in phase wise.

The following precautions will be taken in enhancing the survival rate of

planted saplings.

1) Care is taken to protect the plants from insects by periodical spraying of

pesticides.

2) Water sprinklers will be provided all along the haul road from which

water is provided to the plants.

3) As the survival and growth of the plants is effective in monsoon. Hence

large no. of plantation is being done in the Monsoon Season.

6.3 Social Infrastructure

The entire mine lease area falls in reserve/protected forest. The mine area

does not cover any habitation. Hence the mining activities does not involve

any displacement of human settlement. No public buildings, places,

monuments exist in the lease area or in the vicinity. The mining operations

do not disturb/relocate any village or need any resettlement.

Roads will be laid down as access roads to the mine lease area are necessary

and existing roads will be further strengthened.

6.4 Drinking Water Management

Water storage and water treatment plant is planned near the mine lease area

to facilitate drinking water to all the employees.

6.5 Sewerage System

A net‐work of internal roads with cross drainage works and road side drains,

water supply and sanitary facilities shall be provided. Also, a net‐work of

complete sewerage system with septic tanks and soak pits and oxidation

pond shall be provided.

6.6 Solid Waste Management

Waste generated during mining operation dumps would be dumped in

properly maintained waste dumps. These waste dumps will be stabilized by

planting trees and making terraces and parapet walls at the toe of the

dumps.

7.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN

No Rehabilitation and resettlement issues involved in the proposed iron ore

mining project.

8.0 PROJECT SCHEDULE & COST ESTIMATES

The life of the project is five years for the targeted production of 5 MTPA. The

mine closure activities will commence 2 years before the scheduled closure of

Mine operations. The manpower requirement for carrying out the mine

closure activities will be suitably drawn in a phased manner from the existing

manpower. The estimated project cost is about Rs. 421 crores

9.0 ANALYSIS OF PROPOSAL

The iron ore reserves are site specific. The proposed 5.0 MTPA iron ore mine

will supply iron to the proposed pig iron plant planned at 30.0 km away. This

will boost the industrial production of this region and improve the economy of

the nation.
