1 Sri. Guru Ganiger, Nandawadgi Village: He stated that only 6 to 7 villages will be benefited/ profited from the proposed Nandawadgi LIS. There is no much clarity regarding the proposed lift irrigation scheme w.r.t Hunagund taluk. The project proponents should give a clear statistics/ details regarding the land requirement/ land acquisition and compensation pertaining to the villagers of Hunagund taluk specifically. There was no information regarding the public hearing to the members of Zilla Panchayath, taluk Panchayath and for other political leaders.

As per Government order, 3.75 TMC of water was allocated for Nandawadgi LIS. The benefiting villages of Hunagund taluk from the proposed scheme are Chamalapur, Gonal S K, Harnapur, Kambihal, Kodihal, Nandwadgi, Yetthinahatti. The scheme is irrigating 500 Ha of lands in Hunagund taluk. The land requirement for the rising main and other accessories are 62 Ha. Out of 62 Ha, 37 Ha of land from Hunagund taluk. The Jack well is constructed in Thondihal of Lingasuguru taluk with an idea of lifting the water from the back waters of Narayanapura dam at 550 mt by lifting. The total land area to be irrigated pertaining to Nandwadgi LIS IS 5467.78 Ha in Hunagundh taluk, out of which, 500 Ha are irrigated through this proposal. 30 days prior notification was published regarding the meeting.

2 Sri Nagaraj Honagal, Secretary, Janajagruthi vedhike, Ilakal: The public should know the main intention of this public hearing. The project proponents has briefed regarding the Upper Krishna scheme, However there is no much clarity w.r.t the matter related to Hunagund taluk. The project will also affect the fishers men, However they are not aware of this meeting and not present and hence they would not get any information regarding the proposed scheme. The proposed scheme also affects the villagers of Raichur and Vijayapura districts and hence the public of those districts are also to be considered for the public hearing. The project proponents should intimate the public regarding the permissions taken from different department for the proposed scheme and whether the jack well work is tendered or not. He insisted that, the project proponent

should disclose the works/ events carried out since 2012 pertaining to this project. The villagers have given their land for Narayanapura dam and have become the sufferers. He demanded that, complete Hunagund taluk should be made irrigated through this scheme. He stated that, the name is Nandwadgi LIS but the water from this scheme is reaching other places without covering all the villages of Hunagund taluk. He questioned the irrigation department to provide details with respect to the works completed in the main canal and distributory canal. He strongly insisted to carryout separate public hearing for Thimmapur LIS, Ramthal (Marol) LIS, Budhihal-Peerapur LIS and Narayana left bank canal 9 (A)distributory projects. The water from Almatti right canal has not reached the intended users till date. The water is not reaching the distributory canal from the main canal. The main canal itself is not completed and the main canal is located at the downstream and the distributory canal is located at the upstream and how the water the reaches the distributory canal. The public hearing is conducted only for name sake and is not serving the intended purpose. He also informed the gathered public that the eastern side of the Marol LIS is not yet completed. Till now, the first stage of the Upper Krishna project itself is not completed and it has stopped near the Amarvadagi village and the Ministers are stating that it has been completed. It is also declared that Ramthal (Marol) scheme (Eastern side) is completed for how many lands it is providing irrigation facilities? They have not served the primary notice 4(1) 6(1) for Almatti right bank canal, Thimmapur, Marol scheme and now they are issuing. The scheme should not commence until they obtain the clearance from all the concerned department. He also informed that the compensation for the older schemes as not yet come. Maski villagers will also demand water through this scheme. This scheme should serve water for all the villages of Hungund taluk first.

The project proponents have invested Rs.4000 crores for the Almatti right bank canal, Thimmapur and Marol scheme but the water has not reached the irrigation lands. The compensation should be given as per the law. This scheme should not become like other schemes and hence this warning. He also stated that, initially the scheme was proposed in the year 2009. As per the scheme Raichur and Hunagund would get irrigation facilities for 10,000 Ha of land respectively. In 2012, the scheme was revised as drip irrigation scheme and the area was increased from 20,000 Ha to 36,100 Ha. As per the original scheme which was proposed in 2009, equal amount of lands are to be irrigated in Raichur and Hunagund, however now the case is not the same. He demanded for equal amount of lands in Raichur and Hunagund lands are to be irrigated from this scheme.

3 Shri. Mahalingappa Avari, Chikkasinganagutti village The proposed scheme is beneficial for only 7 villages of Hungund taluk, instead this scheme should be benefiting all the 28 villages which would come under this area. All the farmers are united for this scheme the villagers are protesting regarding this from last 14 years.


4 Smt. Saraswathi Aravind Eety, Gram Panchayath member, Nandawadagi She welcomed all the dignitaries on the stage, officers, farmers, press people and all the public gathered. She informed that, they are fighting since 14 years for bringing the irrigation facilities to the village. They got to know about the public hearing meeting yesterday. The scheme name is Nandawadagi lift irrigation scheme. However, only 7 villages out of 28 villages are getting benefited from this scheme. This is just like feeding half stomach food. The green signal to the scheme will be given only if all the 28 villages are benefited from the scheme. She also demanded for the complete details of this scheme pertaining to Hunagundh taluk.

Shri Surendra Babu, Executive Engineer, KBJNL clarified as the actual proposal was for 6 TMC of water and for irrigating 54,000 Ha of lands. Based on the availability of water, government has

for bringing the irrigation facilities to the village. All the villagers of eastern part should get benefited from this scheme. The irrigation department is not providing complete information about the scheme. The villagers from Kandagal to Kardi initiated the fight for bringing the irrigation facilities to the village; however, those villages are not benefitted from the scheme. All the 28 villages should get irrigation facility from this proposed scheme. Initially they had proposed for 3 TMC of water and now it got increased to 6 TMC of water, the project proponents should provide extra 2 TMNC of water to the nearby villagers. Lift irrigation can be provided for any distances. He also stated that, though residing beside two dams, still complete irrigation facility is not provided. They have brought to the knowledge of the government regarding their demands. He further clarified that, they are not opposing the scheme but the 28 villages are to be irrigated first. He also insisted the MLA of Hunagund to put more efforts on this at Government level to irrigate all the 28 villages from this scheme and this is the last opportunity for them since one or two irrigation schemes are left in this part of the state. There was no information regarding the public hearing to the members of Zilla Panchayath, taluk Panchayath and for other political leaders. He requested the gathered public to express their views on the environmental issues which may arise due to the implementation of the project and as such there are no environmental problems since this is an irrigation scheme. The villagers are demanding for extra 10 TMC of water and it is responsibility of central government to allocate extra water. Out of this extra 10 TMC of water, 2 TMC shall be given to the 28 villages.

He stated that, about 65% of the lands are now irrigated and demanded for Kandagal LIS. There is no water for Kandagal village and they need 2 TMC of water.

7 Shri. Nagesh Nilugal, Nandwadgi village He welcomed all the dignitaries on the stage, officers, farmers, press people and all the public gathered. He informed that, Shri. Nagaraj Honagal gave complete information regarding the scenario. He further stated that, they are fighting for this since 15 years and this is a drought prone area and none of the officials considering this fact. They are providing the water to M/s. Zindal from Alamatti through Hunagund taluk but not able to provide water for the villagers. They are opposing this scheme since it is not benefitting all the villages and this should be intimated to the government. Only another 2 irrigation schemes are left for this part of the state and eventually they are going to lose the irrigation facility permanently to all the non- benefited villages


8 Shri. Sharanalingaiah Mulimata, Nandawadgi village He informed that, all the 28 villages should get benefited from this scheme.


9 Shri. Guru Angadi The actual proposal was for irrigating 20,000 Ha of land. In the first proposal it was stated that, both Raichur and Hunagund would get equally benefited from this scheme, however, the case is not the same. Now, out of 36100 Ha, only 500 Ha of lands of Hunagund taluk are being irrigated through this scheme


10 Shri. Amaresh Nagoor, Hunagund The name for this scheme is Nandawadgi LIS and the jack well is in Nandawadgi and the villagers of the Nandawadgi are the sufferers. They have fought for 9 TMC of water for the Kandgal village. Water should be distributed to all the villages of Hunagund first and then only the project authorities will be permitted to lift the water further. He also insisted the MLA, Hunagund to put more efforts in this regard to irrigate all the 28 villages from this scheme. Shri. Guru Ganiger insisted that, the project proponents should first provide irrigation facilities to all the villagers of Hunagund taluk and till then they should not start the work. Then he spoke few words regarding the Koppal Lift Irrigation Scheme.

public gathered. He said that they are fighting for irrigation facilities to Kandgal village from last 10-12 years. Eastern side villages should be completely irrigated through Nandawadgi scheme. The irrigation facilities should be provided for all the villages of Hunagund taluk this must be the project proponents first priority. They are lifting the water at Thondihal and supplying water to Raichur but not to Hunagund. He further stated that, Hunagund is having 3,30,000 acres of land among which 2,75,000 acres are of agricultural lands and about 58,000 acres is gomal land and hilly areas. To irrigate 2,75,000 acres of agricultural land, 13 TMC of water is required but they have allocated only 6 TMC. He requested the MLA, Hunagund to propose Martigere to Somalapur canal and Islampur to Somlapur scheme also to be proposed. The project proponents should provide the water for them since they are residing just 8 km from the Krishna river. He also insisted the MLA Hunagund to put more efforts on this to irrigate all the 28 villages from the scheme.

This scheme was scheduled to start in the year 2009. The name Nandawadgi LIS is only for the name sake and the jack well is in Thondihal, Lingasugur taluk. Earlier, 10 TMC of water was allocated through the Nandawadgi scheme to Lingasugur taluk and Manvi taluk, however, only 3.75 TMC of water obtained administrative approval for the Nandawadgi scheme. In a book of 2012, it is said that, Nandawadgi village belongs to Lingasugur taluk which is wrong information. The 28 villages are to be irrigated first and this must be the top priority and then the water may be given to others. He also informed that, 46, 000 Ha of land are facilitated with irrigation in Hunagund taluk another 2 TMC of water is required for drip irrigation to provide complete irrigation facility for Hunagund taluk. He requested the gathered public not to object the proposed scheme He informed that, he was not invited for the public hearing and has come with self-interest.

Land compensation will be done as per the existing norms. Improving infrastructures of the schools will be considered. All link roads will be developed. Co-operation from the farmers is highly anticipated.
