Earlier in the day, he tweeted: "Wish- ing countrymen especially farmers on the occasion of Balaram Jayanti, 'Hal Chhath' and 'Dau janmotsav'. On this special day at 11 am, through video con- ferencing, I will introduce a funding fa- cility of Rs 1 lakh crore under the Agri- culture Infrastructure Fund." "In this programme, the sixth install- ment of the assistance amount under 'PM-Kisan scheme' will also be released. Rs 17,000 crores will be transferred to the accounts of 8.5 crore farmers. The scheme is proving to be of great help to farmers during the COVID-19 epidem- ic," he said in another tweet. "The fund would bring about the cre- ation of post-harvest management infra- structures and community farming assets such as cold storage, collection centres and processing units. These assets will enable farmers to get greater value for their produce, as they will be able to store and sell at higher prices, reduce wastage and increase processing and value addi- tion. Rs 1 lakh crore will be sanctioned under the financing facility in partnership with multiple lending institutions," read a release by the Prime Minister's Office (PMO). Apart from this, a sum of Rs 50,000 each would be given to those injured in the incident, ac- cording to the PMO. Record 64,399 fresh cases in country NEW DELHI: With a highest single-day spike of 64,399 cases, India's COVID-19 tally zoomed past 21 lakh on Sunday, while the death toll climbed to 43,379 with 861 more fatalities, the Health Ministry said. The number of recoveries surged to 14,80,884 with record 53,879 more people recuperating in the past 24 hours, taking recovery rate to 68.78 per cent,. The case fatality rate has dropped 2.01 per cent, according to the ministry data. There are 6,28,747 active cases of the coronavirus disease (COVID-19), comprising 29.20 per cent of the total caseload in the country. The total coronavirus cases have mounted to 21,53,010, including 43,379 deaths, it said. This is the third consecutive day that the COVID-19 cases have in- creased by more than 60,000. India had crossed the 20-lakh mark on Fri- day. Haryana reports 792 new cases, 987 from Punjab CHANDIGARH: Haryana has re- ported 792 fresh cases of corona infection here on Sunday, which led the tally to 41635. As per infor- mation Gurugram led the tally with 80 more cases, 150 new cases were detected from Faridabad, 53 from Sonipat, 52 from Ambala,39 from kurukshetra and 32 from Panchkula. The recovery rate of state stands at 83.54 per cent. In Punjab 987 more cases were found in last 24 hours. 316 cases were detected from Ludhiana. AGENCY NEW DELHI, AUG 9 Union Defence minister Rajnath Singh announced on Sunday that the government will introduce import embargo on 101 items to boost the indigenisation of defence production in India. "The Ministry of Defence is now ready for a big push to #Atmanirb- harBharat initiative. MoD will intro- duce import embargo on 101 items beyond given timeline to boost indi- genisation of defence production," Singh said in a tweet. He said, taking a cue from Prime Minister Narendra Modi's call for a self-reliant India, "the Ministry of Defence has prepared a list of 101 items for which there would be an embargo on the import beyond the timeline indicated against them. This is a big step towards self-reliance in defence." The list of 101 items comprises artillery guns, assault rifles, transport aircraft, Singh said in a series of tweets. "The list is prepared by MoD af- ter several rounds of consultations with all stakeholders, including the Armed Forces, public & private in- dustry to assess current and future capabilities of the Indian industry for manufacturing various ammuni- tion & equipment within India," the Defence Minister said. More such items for import em- bargo would be identified progres- sively in consultation with all stake- holders, he said, adding that a sepa- rate budget head has been created with an outlay of nearly Rs 52,000 crore for domestic capital procure- ment in 2020-21. Earlier in the day, his office an- nounced he will make an important announcement at 10am on Sunda. SP JAIN CHANDIGARH/ MOHALI, AUG 9 Cracking down further on the illicit liquor trading and smuggling in Punjab, the Excise Department got a major breakthrough on Sunday when it seized big haul of 27,600 litres of chemicals containing spirit. Giving the details, a spokesperson for the Excise and Taxation department said that its special team from Mohali, joined by DSP Bikram Brar, seized heavy quantity of 27600 litres of chemical contain- ing spirit from three places. It was stored in 136 drums of 200 litres capacity each. The seizure was made from village Devinagar, Tehsil Derabassi in Mohali dis- trict. During the raid con- ducted at the premises of the M/s Allychem Chemi- cals godown, E-68/69 Focal point Dera Bassi, 82 drums of 200 litre each has been recovered. On raids con- ducted at M/s Om Solvi Trading who was running its operations from D-11 Focal point, Dera Bassi, 49 drums of 200 litres each have been recovered. Similarly, on a raid on M/s Pure Solutions F-28, Focal Point Dera Bassi, seven drums of 200 litres each have been recovered, he added. AGENCY MUMBAI, AUG 9 The questioning of Rhea Chakraborty's broth- er Showik by the Enforcement Directorate (ED), in connection with the death of actor Sushant Singh Rajput, continued till around 6:30 am on Sunday, according to sources in the ED. It is noteworthy that Showik Chakraborty had reached the ED office at around 12 pm on Saturday afternoon, following which the ques- tioning by the investigative agency's officials went on for about 18 hours. Tomorrow on Au- gust 10, Rhea, alongwith her father, Indrajit Chakraborty, are to be questioned by the ED officials. Showik is named in the First Infor- mation Report (FIR) registered by the Central Bureau of Investigation (CBI). Rhea was ear- lier questioned by the ED at its office in Mum- bai in connection with the case. The agency also questioned Showik and Shruti Modi, for- mer business manager of Rajput. NEW DELHI, AUG 9 With the aim to ensure safe and wholesome food for schoolchildren, Arun Singhal, CEO of the Food Safety and Standards Authority of India (FSSAI), the country's top food regulator, has restricted the sale of junk and unhealthy food in canteens of schools and other educational institu- tions. Besides this, the food reg- ulator has prohibited the sale and advertisement of un- healthy food within 50 metres of the school premises. In a first of its kind, the FSSAI is bringing the new principle regulation-- under the Food Safety and Standard Act which aims to provide a safe, nutritious and healthy diet for schoolchildren."The idea is to provide safe food and balanced diet for children in schools. Cracking down further onthe illicit liquor trading andsmuggling in Punjab, theExcise Department got amajor breakthrough onSunday when it seized bighaul of 27,600 litres ofchemicals containing spirit.

Giving the details, aspokesperson for the Exciseand Taxation departmentsaid that its special teamfrom Mohali, joined byDSP Bikram Brar, seizedheavy quantity of 27600litres of chemical contain-ing spirit from three places.It was stored in 136 drumsof 200 litres capacity each.

The seizure was made fromvillage Devinagar, TehsilDerabassi in Mohali dis-trict.

During the raid con-ducted at the premises ofthe M/s Allychem Chemi-cals godown, E-68/69 Focalpoint Dera Bassi, 82 drumsof 200 litre each has beenrecovered. On raids con-ducted at M/s Om SolviTrading who was runningits operations from D-11Focal point, Dera Bassi, 49drums of 200 litres eachhave been recovered.

Similarly, on a raid onM/s Pure Solutions F-28,Focal Point Dera Bassi,seven drums of 200 litreseach have been recovered,he added.

In a first of its kind, theFSSAI is bringing the newprinciple regulation-- underthe Food Safety and StandardAct which aims to provide asafe, nutritious and healthydiet for schoolchildren."Theidea is to provide safe foodand balanced diet for childrenin schools. Foods which arereferred to as foods high infat, salt and sugar (HFSS)cannot be sold to schoolchild-ren in school canteens ormess premises or hostelkitchens or within 50 metresof the school campus," a sen-ior FSSAI official told .

Haryana Chief Minister, Mr ManoharLal launched the Anti-Bullying Cam-paign of Faridabad Police by unveil-ing Instagram, Facebook and Twitterpage of Faridabad to flag the problemof bullying in home, neighbourhood,schools, colleges and workplace andimplement targeted programs tocounter the menace.

It is the aim of Chief Minister, MrManohar Lal to disrupt anti-socialtransactions that foster violent andpredatory behaviour in society.

The campaign will particularlytarget teenagers, the segment worst-affected by the problem. Bullying de-stroys a victim's confidence, impairstheir personality development, stuntstheir social intelligence and drivesthem to depression and a host of oth-er diseases.

Under the campaign, people willbe encouraged to follow Instagram,Facebook and Twitter page with user-name @FBDpolice. It will carry in-teractive posts to make people awareabout the prevalence of bullying. Be-sides, it will also have a platform for

victims of bullying where they can re-port bullies. Police will follow it upwith counselling bullies with the helpof NGOs working with youth-at-risk.Against the violent and incorrigible,police will take legal action under ap-propriate sections of law.

The initiative is a part of the ‘TeenAge Police’ programme of Faridabadpolice. The idea is to eliminate thescope of violence and intimidation atinterpersonal and group relations at anearly stage. The society has juveniledelinquents in substantive numbers.As per a conservative estimate, for

These days, when I have time on my hands, mymind drifts back to old times, and to surprises, ofwhich there are many. Back in the 1970s, my eld-

er brother went off to college, to a hostel and to what Ithought was freedom. Envious, I nagged my parents intoallowing me to go on a longish train ride from our homein Trivandrum to Madras, some twenty hours away bythe metre-gauge line that was, in those days, the sole di-rect rail route between those cities. My parents saw meoff with Rs 50/- for expenses, tickets both ways, in-structions on what not to eat on the train, and written in-structions on how to get to my cousin’s place in BesantNagar from Egmore railway station.Also, for emergency use, I had the phone number of afriend of Dad’s, and one final instruction relayed frommy Madras cousin: Don’t ever take an autorickshaw inmadras because the drivers are all cheats!The train left Trivandrum in the afternoon, and I man-aged to follow Mom’s instructions on food until dinner-time, when I succumbed to temptation and polished offa fragrant but forbidden chicken biryani.The night was pleasant and I slept well enough, eventhough the berth was merely a plank, and the ride wasbumpy as it always was on metre-gauge railway lines.I came awake to sunlight, a queue for the toilets, whichI wanted desperately to use, and the sight of fellow pas-sengers packing their bags, preparing to get off.I asked one of them how long it would take to get toMadras, and he replied, “Less than ten minutes.” Nohope, evidently, of making it to the toilet before that. Iasked him about the buses my cousin had written about,and he replied, “Oh! No problem. There’s one everytwenty minutes. You’ll get to Besant Nagar in an hour.”That roiling stomach made an hour look like an eternity.Dad’s colleague lived in Adyar. “What about Adyar?” Iasked. “Is that closer?”“Yes,” he said. “About half the distance.”By now the train was drawing up at the platform andthere was a surge to the door. Larger passengers loadedwith luggage shoved me out of the way in their rush toget wherever they were going. Perhaps they, too, need-ed a toilet, I thought, and waited for my turn to step offthe coach. Saving half an hour seemed importantenough, I thought, to justify calling Dad’s friend to askif I could go straight to his place. There were coin tele-phones in the concourse of the station. In those days thecoin telephone system worked as follows: you got yourcoins ready and dialled the number you wanted to call.

This could en-able wearers to safelyreuse limited suppliesof the respirators,originally intended tobe one-time-useitems.

Led by civil andenvironmental engi-neering professorsThanh Helen Nguyen and VishalVerma, the researchers publishedtheir findings in the journal Envi-ronmental Science and TechnologyLetters.

N95 respirator masks are thegold standard of personal protec-tive equipment that protects thewearer against airborne dropletsand particles, such as the coron-avirus that causes COVID-19.

"A cloth mask or surgical maskprotects others from droplets thewearer might expel, but a respiratormask protects the wearer by filter-ing out smaller particles that might

The researchers hypothesizedthat dry heat might be a method tomeet all three criteria - decontami-nation, filtration, and fit - withoutrequiring special preparation orleaving any chemical residue. Theyalso wanted to find a method thatwould be widely accessible to peo-ple at home.

"Despite the temptation totake the easy road proposedby the Chinese, India believesthat it is now resolute andstrong enough to sustain a se-rious confrontation at the bor-der in order to secure the fu-ture from unpredictable andunprovoked acts of aggres-sion by China," the think tankadded. "India realises as wellthe potential serious conse-quences of a Chinese intru-sion that goes out of hand, asthe one on June 15 in Galwanwell-nigh did," the commen-tary stated.

"While India hopes thatthe current standoff will be re-solved through dialogue, ithas also left little doubt aboutits preparedness for conflictescalation in order to safe-guard its territory. It may,therefore, be the optimal op-tion for India and China towork out a mutually accept-able solution that involves aface-saving Chinese exit.Russia, as India's traditionalpartner and China's newfoundally, could potentially play auseful role in hammering thisout," it said.

Meanwhile, several offersof "help" from the US to Indiahave been made since theGalwan clashes.

US Secretary of StateMichael Pompeo was quotedas saying, during a Congres-sional hearing on July 30,"They talk about bringing so-cialism with Chinese charac-teristics to the world. Claimsthat they have now made forreal estate in Bhutan, the in-cursion that took place in In-dia, these are indicative ofChinese intentions, and theyare testing, they are probingthe world to see if we are go-ing to stand up to their threatsand their bullying."

"I am more confident thanI was a year ago that the worldis prepared to do that. There isa lot more work to do and weneed to be serious about it.Our diplomatic efforts areworking and momentum isbuilding to mitigate thethreats that the Chinese Com-munist Party presents," hesaid.

Proposing a new allianceto counter China, Pompeosaid, "Our Quad (Quadrilater-al Security Dialogue) -- theUS, Australia, India, andJapan -- has been reinvigorat-ed. We have worked hard atthis. eyes alongwith the mask, added DrSharma He told that conjunctivitisusually affects any of the two eyesbadly. Apart from this, it has beenobserved that people keep washing theeyes with water several times a day toget rid of the irritation in the eyeswhich proves to be more harmful. 12 more people die dueto COVID-19 in J-KSRINAGAR: A senior doctor wasamong 12 people who died due toCOVID-19 during the last 24 hours inthe Kashmir valley, taking the deathtoll due to the infection to 472 in theUnion Territory of Jammu and Kashmir, where 507 new positive cases weredetected on Sunday. With thesedeaths, 436 people have lost theirlives due to COVID-19 in 66 days, and456 people in 80 days in J&K, wherethe total number of infected peoplehas risen to 24,897. “Srinagarcontinued to remain at the top in termsof new cases with 155 people testedpositive for COVID-19 on Sundayfollowed by Bandipora with 50 newcases,” an official said, adding 336positive patients have recoveredSunday. 6 deaths, 596 more Covid-19cases reported in state

JAIPUR: Rajasthan has reported 596 new COVID-19positive cases and six deaths, taking the total positive casesand deaths to 51,924 and 784 respectively, according to theState Health Department. The active cases in the state stand at13,847, according to the State Health Department. Jaipur hasreported 6,424 COVID-19 positive cases while Jodhpur hasreported 7,934 cases.

As many as 1,404 newCOVID-19 cases, 16 deathsand 1,130 recoveries werereported in Delhi on Saturday,Delhi Health MinisterSatyendar Jain said on Sunday.The total number of COVID-19 cases in the national capitalnow stands at 1,44,127,including 10,668 active cases.The death toll stands at 4,098,he added. "There are reportsthat COVID-19 cases areincreasing in Delhi, the reasonfor this is that many peoplefrom outside Delhi are gettingtheir tests done here. Hence,counting of positive cases isrising here. Otherwise, thetrend of COVID-19 cases inDelhi is decreasing," the healthminister said. India on Sundayachieved a grim milestone afterrecording the highest single-day spike of 64,399coronavirus cases, according tothe Union Ministry of Healthand Family Welfare. As manyas 861 deaths were reported inthe country in the last 24 hours,taking the cumulative toll to43,379. With the new cases, thecountry's coronavirus counthas reached 21,53,011including 6,28,747 active casesand 14,80,885 cured/discharged/ migrated.

NEW DELHI: A total of 200 beds ofthe Ambedkar Nagar Hospital havebecome operational from Sundayfollowing inauguration by Delhi ChiefMinister Arvind Kejriwal. During theevent, the Chief Minister said that all thebeds have oxygen facilities. "There wasno big hospital here or in nearbydistricts. Starting today, 200 beds at theAmbedkar Nagar Hospital have beenmade available for coronavirus patients.All these beds have oxygen facilities.Otherwise, this hospital has a capacityof 600 beds," he said. "I wish that these200 beds being inaugurated today arenot needed, but we need to stayprepared. The number of beds hasincreased to strengthen the healthinfrastructure. Rest, the number ofpatients are decreasing. The deaths havealso reduced, and COVID-19 is undercontrol," he added. Earlier on Sunday,Delhi Health Minister Satyendar Jainsaid that the coronavirus cases in Delhiare reducing, and the high counts aredue to outsiders being tested here.

Crackdown continues on liquor smuggling in FerozepurRAMESH KASHYAPFEROZEPUR, AUG 9

Tightening noose around thebootlegging and smuggling ofillicit liquor, the excise andpolice departments havejointly launched a biggest evercrackdown on this menace inFerozepur district. Theauthorities have so far lodged312 FIRs with the arrest of406 cartels involved in thisdespicable crime in the lastseven months from Januaryonwards. Besides, more than42 manufacturing liquor units(Bhattis) including utensils,and drums were destroyedduring the crackdown.Disclosing more information,Superintendent of PoliceMukhtiar Rai and DeputyCommissioner Excise J.S.Brar said that both thedepartments in collectiveefforts have been successful inchecking this menace in the

district. They said that fromJanuary 2020 onwards, duringhundreds of raids conductedby the special squads onvarious hideouts ofbootleggers, more than10,31,013 litres of Lahan and19357 litres of illicit liquorhave been destroyed.Divulging more about policeaction, the SP said that a totalof 312 FIRs had been lodgedso far with the arrest of 406accused, which was one of the

hardest actions against thisillegal trade. He further addedthat the department hasrecovered and destroyed1,97,653 litres of Lahan and6383 litres of illicit liquor.Besides, the departmentconfiscated 13,567 litres oflicit-liquor, smuggled by thecartels from outside, addedMukhiar Rai. The officer saidthat while acting swiftly on thevarious tip-offs of informers,the police department carried

out raids on the hideouts ofbootleggers and smugglers atthe farthest corners besidesdestroying 13 live liquor unitsand utensils. Similarly, theDeputy Commissioner(Excise) J.S. Brar said thatduring more than 163 raids,the department has recoveredand destroyed 8,33,360 litresof Lahan and 12,974 litres ofillicit liquor. He furtherrevealed that a massiveconsignment of 15386 bottlesof licit liquor (outside liquor)was also recovered from thesmugglers. Notably, theofficials of the excisedepartment have destroyed 29utensils and drums along withmanufacturing units (Bhattis).The Deputy CommissionerExcise added that besides, onspot action, the departmenthas reported all the cases tothe police department and haslodged FIRs against the cartelswhile ensuring their arrest.

Under Rurban Mission, as many as68 villages of district’s Sansarpurcluster in Dasuya sub-division willwitness a complete facelift withhaving basic amenities, creation ofjob avenues besides boostingurbanisation and economicinfrastructure. Rejecting allegations offavouritism being shown to certainmanufacturers, Punjab Chief Min-ister Capt. Amarinder Singh onSunday ordered a first-of-its-kindsocial pre-audit of the CropResidue Management (CRM)scheme for supplying farm equip-ment/machinery on subsidy tofarmers.

The social pre-audit by theAgriculture Department will nailthe lies being propagated by certainvested political interests, said theChief Minister, adding that therenot a single farmer had questionedthe quality of the machines/equip-ment being supplied under thescheme, aimed at ensuring scientif-ic disposal of paddy straw duringKharif Season-2020.

The Chief Minister said the preaudit will seek to make the schememore efficacious, broad-based andfarmer-friendly with the ultimategoal of making the state free of pol-

lution triggered by stubble burning.Suggestions and objections, if any,will be invited from all stakehold-ers for this purpose. The UnionGovernment has been running thescheme for the past two years fordistributing farm machinery amongfarmers and cooperative societiesfor effective in-situ management ofthe paddy straw. Under the scheme,farmers from Punjab have beengiven subsidy of nearly Rs. 460Crore on 50,815 farm machines.The GoI has already listed around

180 manufacturers from Punjab toensure supply of farm equipment/machinery in this regard.

During the current year, theGovernment intends to give sub-sidy approximately to the tune ofRs. 300 crore on 23500 on suchmachines. Captain AmarinderSingh has directed ACS Develop-ment Anirudh Tiwari to providethese machines to farmers/societiesonly after the completion of thesaid audit. The ACS said the socialpre audit would be completed wellbefore the distribution of farm ma-chinery/equipment to the farmersand cooperative societies. Around7000 individual farmers will begiven the machines at 50% subsidy,while 5000 cooperative societies,panchayats and farmers' groupswould be given the machines at80% subsidized rate.

The state-of-the-art equip-ment/machines required for in-situmanagement of paddy include Su-per Straw Management System onCombine Harvesters, Happy Seed-er, Paddy Straw Chopper/Shredder,

Mulcher, RMB Plough, Zero TillDrill and Super Seeder to ensurezero burning of paddy residue inthe open fields. To further improvethe paddy management system, theAgriculture Department has alsodecided to provide to thefarmers/societies etc mechanisedequipment, needed for ex-situ man-agement of paddy straw, such asbalers and rakes, on subsidy, saidthe ACS.

Meanwhile, Secretary Agricul-ture KS Pannu has urged all thefarmers, farmer organizations, po-litical parties, machine manufactur-ers and NGOs to put forward theirsuggestions and objections in orderto make the scheme better alignedto the interests of farmers.
