M I N U T E S The Regular Meeting of the Board of Education of the Alvord Unified School District was called to order at 5:00 p.m. by President José Luis Pérez, in the Board Room of the District Office. A quorum was established with the following Board Members in attendance:

Hearing Session: President Pérez extended an invitation to the audience to present matters of concern to the Board. The following individuals came forward to represent their school sites, state their concerns related to the impasse between the District and Alvord Educators Association (AEA), the budget and the lack of a contract for 2007-2008:

The Board adjourned to Closed Session at 5:21 p.m. and reconvened to Open Session at 7:18 p.m. in the Board Room of the District Office. The Pledge of Allegiance to the Flag of the United States of America was recited by those in attendance. 3. Election of Officer(s) – Vice President – Governing Board: The Board unanimously approved the appointment of Greg Kraft as Vice President of the Board of Education upon a motion made by Ben Johnson and seconded by Carolyn Wilson. Hearing Session: President Pérez extended an invitation to the audience to present matters of concern to the Board. No one came forward. Financial Highlight: Ernie Acosta, District Controller, presented a PowerPoint Presentation on the State’s Budget and economical situation and how they affect the District’s financial standing. Mr. Acosta clarified information and answered questions.

Mr. Pérez restated his request to receive presentations in advance for review. President Pérez welcomed and introduced Lynne Craig, Riverside County Office of Education Board Member, to the audience. Presentation: AB2448 Course Sequencing Plan: Dave Giertych, Riverside County Office of Education, presented the AB2448 Course Sequencing Plan to the Board of Education, clarified information and answered questions.

Mr. Pérez requested information on which courses the District is exploring.

Vacancy: Following discussion, the Board of Education unanimously approved the following process and timelines for filling a Board of Education vacancy upon a motion made by Greg Kraft and seconded by Carolyn Wilson:

The Board vacancy will be advertised in The Press-Enterprise, Western Riverside and Corona areas on Tuesday, October 21, 2008, and Tuesday, October 28, 2008; posted on the District webpage; all District sites where agendas are posted and the La Sierra Library.

Qualifications – any person is eligible to be a Board of Education member, without further qualifications, if 18 years of age or older, a citizen of the State, a resident of the school district, a registered voter and not legally disqualified from holding civil office. The Superintendent’s Office will verify residency and voter registration.

Applications – interested persons must submit a personal resume and a one-page letter of interest (not to exceed 500 words) to the Superintendent’s Office, Alvord Unified School District, 10365 Keller Avenue, Riverside, CA 92505

Deadline – Friday, October 31, 2008, 12:00 p.m. Screening Committee – if more than 10 applications are received the

Board selected a screening of less than a quorum by appointing Board members Ben Johnson and Carolyn Wilson to screen the applications. If the District receives 10 or fewer applications Board members will receive copies of all qualified applicant’s resumes and letters of interest for review.

Interviews of qualified applicants will take place during Open Session at the Regular Board Meeting on November 6, 2008, beginning at 12:00 p.m.

Appointment – following interviews the Board of Education will make an appointment by majority vote on November 6, 2008. The appointee will assume all powers and duties of a Board of Education member immediately following their appointment. The appointee will take the Oath of Office and his/her place at the Board table at the November 20, 2008, Board Meeting and will serve until December 4, 2009.

Following the Board’s action on this item Mr. Pérez requested that staff provide information on whether or not interviewees can be kept out of the Board Room until it is their turn to interview. The Board unanimously approved extending the Board meeting beyond 10:00 p.m. upon a motion made by Ben Johnson and seconded by Carolyn Wilson. 6. Employees’ CPR/First Aid Training and Associated Costs to Employees:

Mr. Pérez expressed concern for employees that were required to pay $40.00 for CPR/First Aid Training when an inservice was offered to Maintenance & Operations employees at no cost to them.

Dr. Tucker stated that Mr. Wells and Mr. Acosta will review this information and provide the Board with a report by Wednesday, October 22, 2008.

Mr. Johnson requested a schedule to CPR/First Aid trainings. Following discussion, the Board unanimously approved reimbursing employees that paid for CPR/First Aid trainings up to $40.00 and directed staff to invite employees to any District CPR/First Aid trainings scheduled for 2008-2009 upon a motion made by Ben Johnson and seconded by Carolyn Wilson.

Mr. Pérez requested that Item II, A, 3 on page 4 be pulled for a separate vote.

Mr. Kraft is concerned about the practice of hiring employees prior to Board approval and would like to review the process. Following discussion, the Board approved Item II, A, 3 on page 4 upon a motion made by Ben Johnson and seconded by Carolyn Wilson.

AUSD – Minutes – Meeting of October 16, 2008

Presentation: Student Assessment Data Results: Due to the late hour it was the consensus of the Board to place this item on the November 6, 2008, agenda. Discussion/Information Items: 8. Involuntary Transfers:

Mrs. Wilson is concerned that some teachers feel that they are not being treated fairly in the involuntary transfer process. Mrs. Wilson questioned why the process takes so long and suggested that the process be changed to treat teachers with more compassion. Mrs. Wilson invited teachers to come forward and share their experiences related to involuntary transfers.

The following individuals came forward:

Helen Yoshikawa, Promenade Elementary School Tomi Blanton, transferred from Foothill to Myra Linn

Elementary School Colleen Mehegan, transferred from Loma Vista Middle School to

Stokoe Elementary School Russell Turner, AEA Grievance Chair Gary Hardgrave, President of AEA

Dr. Tucker and Mr. Wells reviewed the process, timelines and the

Principal’s role in determining how teachers are selected for transfer. Mr. Pérez expressed concern for teachers that are afraid to come

forward for fear of retribution and stated that he is also concerned that guidelines are not being followed. Mr. Pérez requested that this item be placed on the November 6, 2008, agenda under Discussion/Action.

Dr. Tucker cautioned the Board that taking action would be negotiating.

Mr. Pérez directed staff to get a written legal opinion for the Board. 9. Brown Act as it Pertains to Board/Superintendent Communication: Dr.

Tucker requested guidance on communication between the Superintendent and Board members.

Mr. Pérez stated that communication must not violate the Brown Act. Mr. Johnson appreciates the paperless communications. Mr. Kraft reviews his e-mails and faxes. Mrs. Wilson is happy with the current method of communication. Dr. Tucker is looking into confidential e-mailing and will keep the

Board updated. 10. Financial Report: Child Nutrition (August 2008) and Report of Receipts

(August 2008) were presented. 11. Enrollment Report for the period ending September 26, 2008, was

presented.

12. Conduct First Reading of Proposed Revisions to Article 3 (Series 3000) Board Policies and Administrative Regulations Entitled “Business & Noninstructional Operations”: The Board did not request any revisions to Article 3 (Series 3000). It is anticipated that Article 3 (Series 300) will be placed on the November 6, 2008, agenda for a second reading and adoption.

Board/Superintendent Comments: Greg Kraft ~ Mr. Kraft stated that it is important for staff to understand that the Board appreciates and supports them as we go through contract negotiations. Mr. Kraft takes exception to the terminology that the Board and staff do not consider teachers a priority, when in fact they put students first and treat all employees equally. Mr. Kraft appreciates the Board and their hard work and knows that everyone is working to make sure that all employees are treated equally. Carolyn Wilson ~ Mrs. Wilson thanked Collett for inviting her to Walk-to-School Day. Mrs. Wilson had fun and enjoyed seeing the kids excitement. Mrs. Wilson congratulated La Sierra High School on a fabulous Home Coming. Ben Johnson ~ Mr. Johnson thanked staff and teachers for all their hard work. José Luis Pérez ~ Mr. Pérez stated that he is happy to be here and that the Board is doing a good job and administration is keeping up with the Board. Wendel Tucker ~ Dr. Tucker commended Diana Asseier and Dr. Behrens for putting together the Accountability Plans, a great program that allows for each site to do an in-depth analysis of student achievement. Principals are doing a great job with every school receiving one hour of Cabinet’s time. Staff is now looking at individual students and their progress. The work that Instructional Support Services is doing in the area of student achievement analysis is very important especially since we are a 3rd year improvement District. Dr. Tucker attended Lake Hills Watch D.O.G.S. Program with Mr. Pérez. Dr. Tucker commended the fathers for signing up to work with students on campus and stated that this program would be good for all schools. To Board adjourned to Closed Session at 10:58 p.m. with no action expected following Closed Session.
