Greenwich Square is a residential-led mixed-use development, comprising a variety of residential typologies and tenures, retail and a new civic centre, set around an attractive public square. Autumn 2015 saw the successful completion of the first phase of residential development and the opening of the Greenwich Centre.
Mace is the principal developer at Greenwich Square and through a Special Purchase Vehicle (SPV) development company, we are delivering 686 high-quality new homes, 47% of which are affordable housing, 331 homes are private for sale, 170 are a mix of affordable and target rent and 144 are shared ownership delivered through forward fund arrangement with our partners, L&Q.
Our focused approach to Greenwich Square demonstrated to the GLA that a viable development underpinned by creativity and commercial acumen could lead to the delivery of an exemplar privately funded scheme. Our solution saw the GLA taking a deferred land receipt, utilising its land and property assets as an equity stake in return for an increased profit share in the development. Mace is a market leader in this approach, with Greenwich Square representing one of the most advanced ‘buy now, pay later’ developments in the UK.
Through our ‘Homes for Londoners’ marketing strategy, all homes delivered under the first phase were sold off-plan to London buyers at sales values in excess of 10% above the prevailing market values of competing developments in the local area.
Phase 2 has now commenced construction and due for a completion in 2020.

ARCHITECT & MASTERPLANNER
PRP is an interdisciplinary, design-led practice with over 55-years’ experience in housing design and urban planning. With an extensive team of architects and masterplanners, they create vibrant places of distinction and purpose within the housing and commercial sectors.
PRP’s portfolio includes the recent award-winning scheme at Portobello Square in Kensington & Chelsea, which is an example of a community-focussed neighbourhood of the highest quality. PRP’s highly commended Royal Arsenal scheme brings new life to a brownfield site close to the town centre through a range of residential and mixed-use buildings surrounded by colourful and interactive public open space.
LANDSCAPE ARCHITECT
With a forty-year track record, LDA Design is an independent consultancy of urban designers, landscape architects and planners working together to connect people and place through landscape.
LDA Design led the design of the Queen Elizabeth Olympic Park and the public realm at Battersea Power Station. They also worked to regenerate Peterborough and Leicester through key public realm projects that converted underused town centre spaces into social and cultural hearts.
ARCHITECTS FOR THE HUB
Bennetts Associates creates sustainable and enduring architecture that has won 150 awards over 30 years and is responsible for many prominent civic and cultural projects.
The new HQ for Camden Council at 5 Pancras Square is a highly sustainable building that combines a public library, one-stop-shop, swimming pools and leisure centre within a single, accessible space. Bexley Civic Offices were remodelled and extended to provide highly efficient workspaces, a new debating chamber and meeting spaces. The library within Storyhouse Chester is now more accessible and popular with local residents.

INTRODUCTION
The people who moved to Stevenage, the UK’s first new town, were pioneers fuelled with a sense of post-war optimism and hope for a better way of life. Inspired by the garden city movement, Stevenage offered green space and quality new homes.
It was a radical solution to the nation’s housing crisis and a way of achieving greater social unity. As the UK’s first pedestrianised town centre, and with a 23-mile cycle network that might be commonplace in the Netherlands but rarely seen in the UK, Stevenage prioritised people and individual wellbeing over the car.
It is a success story with high employment and earnings above the national average, but having turned 70, new energy and thinking is needed to ensure Stevenage remains a great place to live for generations to come. Our aim is to recapture the bold ambition and optimism of Stevenage’s pioneers and reinforce a sense of belonging and civic pride, creating a beautiful and culturally exciting place to be.
Stevenage benefits from an extraordinary structure to work with including human scale streets and public spaces, a stock of mature trees and a rich heritage of modernist architecture and public art. We see our role as one of progressing the original vision of the town centre by designing spaces that people want to be in, are proud of and that the entire community can celebrate.
Our vision is for well-considered, thoughtfully designed streets and spaces that are welcoming, social, and multi-functional. Spaces that inspire people of different walks of life to interact and where their lives can overlap. Understanding what the people of Stevenage want and need from their town centre will be our starting point. Only then can we begin to design the spaces, and develop a calendar of events, installations and community performances that celebrate the town’s identity.
The public realm brings people together: in these streets and spaces the past and future of Stevenage meet. It is here that we have the chance to create fresh opportunities and foster a new culture of encounter.
Upon completion, the Town Square had an intimate and human scale. It was scaled to allow people to feel comfortable and safe with the town centre and to admire the public art. Interestingly, the fountain was originally flush with the adjacent paving with an upstand seat edge.
The Joyride sculpture is key pieces of public art, elevated above the Town Square. The compact modernist architecture is appropriately scaled and does not overwhelm the space or cast shadows across the Town Square.

STEVENAGE WAS DESIGNATED AS THE FIRST ‘NEW TOWN’ IN ENGLAND IN 1946. THE NEW TOWNS WERE PART OF A KEY GOVERNMENT POLICY, CREATING A RING OF TOWNS AROUND LONDON TO REDUCE OVERCROWDING IN THE CAPITAL AND ALLOW NEW COMMUNITIES TO FLOURISH. THEY WERE PIONEERING NEW DEVELOPMENTS AND A KEY PART OF THE RECONSTRUCTION OF BRITAIN AFTER THE WAR.
Following its designation as a ‘New Town’, a Development Corporation was established to plan Stevenage New Town. An area of land south of the Old Town was chosen as the site of the New Town, which was designed to include a central town centre and six surrounding neighbourhoods. Construction finally began to create the town centre in 1956. This first phase of the New Town featured a fully-pedestrianised shopping centre, based on the Lijnbaan in Rotterdam which the Development Corporation had visited to get inspiration. The first shops were opened in 1958 with the Town Centre, including its distinctive Town Square, fully opened by 1959. The remaining phases of the New Town, which included the surrounding housing, schools and community facilities were completed by 1969 and the railway station was relocated to within walking distance of the new town centre in 1973. SG1 now seeks to reimagine the aspirational principles that underpinned the original New Town movement. It will attract new investment and reinvigorate Stevenage town centre by introducing new homes, places to eat and drink, leisure facilities, community and civic services.

Removal of the existing toilet block and platform improving views and providing a more inclusive and open space;
Careful repositioning of the Joyride sculpture in the same location, lowered to encourage interaction, reinforcing its alignment to the clock tower; and

REGENERATION OF THE TOWN SQUARE AND BUILDINGS TO NORTH
STAGE ONE
A HIGH-QUALITY CIVIC BUILDING KNOWN AS ‘THE HUB’ WILL BE A NEW LANDMARK LOCATED AT THE VERY HEART OF THE SG1 MASTERPLAN. IT WILL BRING TOGETHER COMMUNITY ASSETS SUCH AS HEALTH SERVICES, LOCAL LIBRARY, THE VOLUNTARY SECTOR, CAFÉ AND COUNCIL OFFICES ALL UNDER ONE ROOF.
THE NEW HUB
The Hub will be a new and highly visible civic heart of the town in a prominent position on both the Town Square and new Garden Square, expressing a powerful and confident statement about the revitalisation of Stevenage.
The building will have a sense of light, space and transparency at ground level with appropriate separation and connectivity to the various public spaces.

A NEW GARDEN SQUARE
Masterplan proposals will see the complete transformation of the exiting bus station which is being relocated to the junction of Danesgate and Lytton way, next to Stevenage Arts & Leisure Centre.
The new garden square will offer a brand new café and restaurant scene for Stevenage, including alfresco dining facing onto eco-friendly rain gardens and new public space.
The key facilities proposed within The Hub include:
Library – a modern, interactive facility with generous floor to ceiling height.
Voluntary Sector Services.
Health Centre – a modern facility providing a range of services in high-quality spaces.
Local Authority Services and Civic Functions – a face to face customer service point with access to advice and information and new council offices.
New public toilets.
Ground floor café – to animate the Garden Square and Town Square.

AS PART OF PHASE 1 OF THE MASTERPLAN, AND SITUATED WITHIN THE SOUTHGATE PARK AREA, A DETAILED PLANNING APPLICATION WILL BE SUBMITTED FOR A NEW RESIDENTIAL BUILDING AT PLOT K RANGING IN HEIGHT FROM 8 TO 19-STOREYS.
Located on the site of the former police station, the new building is offset 21m from the existing 16-storey Vista Tower and 20m from the existing 13-storey Towers building.
The form of the building has been carefully designed to respect the privacy and outlook of residents in the neighbouring buildings whilst at the same time providing a reinforced building line which brings a strong active frontage to the streets and pedestrian routes. The massing aims to positively contribute to Stevenage’s other tall buildings.
On the doorstep of the new building is the new Southgate Park with green space, planting, pond and a play area. A garden walk for residents is also provided on the southern boundary along with a communal roof terrace on top of the eight-story southern edge of the building.
41 car parking spaces are provided within an internal courtyard with a further 5 on-street blue badge spaces on Southgate. 497 cycle storage spaces are provided at four different locations along with 13 visitor cycle spaces outside the building.

496 new studio, one-bedroom and two-bedroom apartments are proposed and the intention is to provide these homes as privately rented, with the building professionally managed by a specialist operator.
This ‘Build-to-Rent’ approach is becoming increasingly popular as a co-living concept with additional communal facilities provided on site. The spaces available to residents are likely to be a lounge, dining room, office space and library. 240 sq. m is proposed split across ground and upper levels in two corners of the building.

Located on part of the Swingate Car Park and including Swingate House, the proposed building has been designed to create a brand new arrival square for the town centre at the foot of the pedestrian ramp leading from Gordon Craig Theatre and the Railway Station.
The form of the building has been carefully designed to strongly define streets and spaces. The 18m wide Arrival Square will be an inviting and attractive stepping stone to the town centre.
The Arrival Square will feature planting, a flexible seating area and a spill out area in front of a new café located in the south east corner of the building en-route to and from the station. This will take maximum advantage of the high levels of footfall and introduce activity at ground floor level.
The varying building heights create interest and allow daylight and sunlight into the internal courtyard. The tallest element at ten-storeys marks the intersection of Danestrete and Swingate.
A residents’ roof terrace and amenity space is located on the western roof of the building. Projecting balconies on the southern façade overlook the new arrival square and public realm at ground level.
32 car parking spaces, including 2 blue badge spaces, are provided within an internal courtyard accessed off Swingate. 264 cycle storage spaces are provided at five different locations within the building along with 6 visitor cycle spaces outside and to the south of the building.
