The tender documents can be downloaded from https://tender.eprocurement.gov.in or from website https://forests.telangana.gov.in. last date for submission of tender is 19.12.2016 at 4.00 PM. 5. The Tenderer should have Annual turnover of value more than Rs.1.5 Crores in catering services. The IT Returns for last 3 years should be furnished along with audited Balance Sheet. 6. The Catering agency should have experience in providing catering services for the last 5 years. Proof for the same may be enclosed. Relevant experience shall mean providing catering services to the following organisations. a. Govt. Organisations b. MNC Organisations c. Corporate Offices d. PSU 7. The Tenderer should furnish details of his eligibility in Annexure – A. 8. The Financial bid should be submitted in Annexure – B. 9. The Successful bidder should execute agreement. 10. A copy of the terms and conditions shall be signed on each page and submitted with the agreement as token of acceptance of terms and conditions. 11. The Tenderer should furnish the Financial bid as per the Menu enclosed. 12. Telangana Forest Department (here in after called TFD) reserves the right to accept or reject any or all bids without assigning any reasons. TFD also reserves the right to reject any bid which in its opinion is non responsive or violating any of the conditions/specifications without any liability to any loss whatsoever it may cause to the bidder in the process. 13. The tender document is not transferable under any circumstances. B. Pre – Bid Meeting. TERMS & CONDITIONS OF CONTRACT

(Annexure to Agreement)

A. Information relating to submission of Bids

1. Tenders are invited for providing Catering services as mentioned in this document for 23rd “ALL INDIA FOREST SPORTS MEET” at Hyderabad from 07.01.2017 

to 11.01.2017.  2. The period of contract shall be from 07/01/2017 to 11/01/2017. 3. The Probable number of participants would be about 2500. 4. The tenders shall be accepted under 2 bid system. The interested

parties have to submit the Technical bid and Financial bid on line in the prescribed proforma through e – procurement portal https://tender.eprocurement.gov.in only. The tender documents can be downloaded from https://tender.eprocurement.gov.in  or from website https://forests.telangana.gov.in. last date for submission of tender is 19.12.2016 at 4.00 PM.

5. The Tenderer should have Annual turnover of value more than Rs.1.5 Crores in catering services. The IT Returns for last 3 years should be furnished along with audited Balance Sheet.

6. The Catering agency should have experience in providing catering services for the last 5 years. Proof for the same may be enclosed. Relevant experience shall mean providing catering services to the following organisations. a. Govt. Organisations b. MNC Organisations c. Corporate Offices d. PSU

7. The Tenderer should furnish details of his eligibility in Annexure – A. 8. The Financial bid should be submitted in Annexure – B. 9. The Successful bidder should execute agreement. 10. A copy of the terms and conditions shall be signed on each page

and submitted with the agreement as token of acceptance of terms and conditions.

11. The Tenderer should furnish the Financial bid as per the Menu enclosed.

12. Telangana Forest Department (here in after called TFD) reserves the

right to accept or reject any or all bids without assigning any reasons. TFD also reserves the right to reject any bid which in its opinion is non responsive or violating any of the conditions/specifications without any liability to any loss whatsoever it may cause to the bidder in the process.

13. The tender document is not transferable under any circumstances.

B. Pre – Bid Meeting. The Intending Bidder / Tenderer may attend pre – bid meeting on 16.12.2016 at 11:00 A.M in Conference Hall, 6th Floor Aranya Bhavan, Saifabad, Hyderabd for obtaining clarifications and other information.

C. Technical Evaluation of Bids

The Bids will be evaluated on the following criteria S.No Criteria Marks

Total 100 Note:- The bidder should score minimum 70 Marks out of 100 Marks or as decided by the Tender committee to be eligible for opening the Financial Bids. Catering Service

a) The Agency shall provide regular catering service to the guests/ participants in the dining hall of Gachibowli Stadium premises and Lunch parcels to other (7) Venues as per the Menu/courses as given in enclosed MENU Details as per below schedule

1. Buffet Breakfast 2. Continuous supply of Tea and Coffee at Venues during day time. 3. Buffet Lunch & Dinner and parcels to Venues other than Gachibowli

Stadium during lunch time 4. One Gala Dinner 5. Biscuits at noon with tea / Coffee and Snacks in the evening with

Tea / Coffee. 6. High Tea during opening and closing ceremonies as per the menu

mentioned in the enclosed menu sheets. 7. Separate food courts for officers and others.

b) For any special events, menu may be different or in addition to the normal notified menu, the rates for which shall be mutually decided prior to organizing the event.

c) Agency shall provide adequate approved crockery and cutlery and table cloth, mats etc. of superior quality in the kitchen and dining halls. He should erect required shamianas with carpets for dinning and related purposes.

d) The number of participants available for Breakfast / Lunch / Dinner will be informed to the catering agency 10 hours before the scheduled

Breakfast / Lunch / Dinner by the DFO, Hyderabad.

E.Provision of Mineral Drinking Water

a) The Agency shall also ensure that Mineral drinking water requirement of all participants at Venues is met throughout the day, during the programmes and during their stay in Gachibowli Stadium Premises only paper glasses shall be used.

b) Collection & distribution of water from the source to various consumption points is the responsibility of the Agency.

c) It shall be the responsibility of the Agency to arrange potable drinking water in all venues where sports and games are being held as may be informed by the Divisional Forest Officer, Hyderabad from time to time.

F.Personal Hygiene:

The Agency shall ensure that staff deployed in catering services is free from any infection or communicable diseases. The staff should trim their nails and wear caps & gloves at the work place. Smoking, eating or chewing of tobacco/zarda/gutka etc, spitting is strictly prohibited.

G.Quality Maintenance:

a) The eatables served by the Agency to the Guests/TFD employees shall

be completely hygienic, free from any sort of adulteration or foreign ingredients etc. Dishes containing any foreign ingredient shall not be served.

b) Non-vegetarian dishes shall be made from fresh and good quality mutton, chicken or Fish; and shall be purchased from standard authorized shop. The pieces of non-vegetarian items shall not be too small or too big. Unnecessary shreds and small bone pieces shall be removed. The non-vegetarian items shall be washed and marinated properly before cooking.

c) Vegetarian and Non Vegetarian dishes shall be prepared and served separately.

d) All vegetables, fruits etc. used shall be fresh and shall not be rotten or overripe. The Agency shall be responsible for their hygiene and safety. Milk and milk products such as curd, yoghurt, cheese etc. shall be of good quality and should be prepared and served fresh. All the items being used shall be stored properly and used before the expiry.

H:0peration

(a) Normally, the timings for providing catering services as per Menu is given below:

Breakfast 07.30 a.m. to 10.00 a.m Mid session Tea/Coffee 11.00 a.m. to 12.00 p.m. Lunch 12.30 p.m. to 03.00 p.m. Mid session Tea/Coffee 04.00 p.m. to 05.00 p.m. Dinner 07.00 p.m. to 09.30 p.m.

(b) The Agency, however, shall be required to adjust/change the above

timings as and when required depending upon the circumstances. It shall be ensured that tea/coffee are served steaming hot.

c) Separate dining arrangements should be made for officers and VIP’s as may be informed by the DFO, Hyderabad.

I. Maintenance of Cafeteria/Dining Hall a) The Agency shall prepare and serve the breakfast/lunch/dinner, as per

Menu, in a pleasing and presentable manner. White clothes and

coloured frill clothes required for covering the serving table and dining tables shall be provided by the Agency.

b) Table Mats shall be provided on white table cloth and maintained in a neat and clean condition.

c) Disposable paper napkins (of approved quality)/Cloth napkins shall be placed along with each plate for breakfast, lunch and dinner for dining purpose as well as small ones while serving soup, tea coffee, etc.

J.Disposal of Waste/garbage

i) The Agency shall ensure disposal of the collected waste on a daily basis. Accumulation of garbage/waste in premises will not be acceptable and should never be kept overnight in the Stadium premises. It shall be the responsibility of the Agency to segregate and dispose off garbage at least twice in a day and/or at any time when garbage is accumulated in a larger quantity than the capacity of dustbin/garbage drum at his own cost and as per prescribed norms / practice by the local Authority, if any.

ii) Dust, waste materials shall be collected in proper bins and disposed of immediately. Plastic bags shall be used in all the dust bins in the premises, Cafeteria etc for easy collection and disposal; so that the dust bins are maintained neat & clean and in a hygienic condition.

iii) The Agency shall use big size black coloured plastic carry bags to carry the garbage/dust/waste material in a trolley for disposal purpose.

iv) The Agency shall arrange trolleys/transportation arrangements etc for disposal of waste material/garbage, malba, minor building rubbish, earth, etc., to be disposed off beyond the premises up to authorised Municipal dumping yard/ground etc at its own cost.

K. Food Menu: Details are enclosed in separate sheet. L. Terms and conditions

(1)The Terms and condition as specified may be added or removed by TFD

without any further notice. (2) The TFD reserves the right cancelled bidding in case suitable bidders / Tenderers are not available, and may take further action and make such arrangements as may be necessary for providing catering services.

(3) Arbitration : Any dispute which is not resolved amicably shall be finally decided by reference to arbitration by an Arbitrator appointed in accordance with the Indian Arbitration and conciliation Act, 1996 and rules made there under.

(4) Force Majeure : If any time, during the continuance of this contract, the performance in whole or in part by either party or any obligation under this contract shall be prevented or delayed by reason or any war, or hospitality, acts of the public enemy, civil commotion sabotage, fires, floods, explosions, epidemics, quarantine restrictions, strikes, lockouts or act of God provided notice of happenings, of any such eventually is given by either party to the other within 21 days from the date of occurrence thereof, neither party shall by any reason of such claim for damages against the other in respect of such non- performance or delay in performance, and delivers under the contract shall be resumed as soon as practicable after such event may come to an end or cease to exist, and the decision of the TSFD as to whether the delivery have been so resumed or not shall be final and conclusive, provided further that if the performance, in whole or part of any obligation under this contract is prevented or delayed by reason of any such event for a period exceeding 60 days either party may, at his option terminate the contract. The event of delay caused shall not be counted towards the time schedule.

(5) Indeminity : Indemnity to the Telangana Forest Department; the agency shall provide the indemnity to the department towards any injury or death or damage to the personnel or property of the agency while conducting the event.

(6) Default / Omission: In case of default on the part of the agency in carrying out any order, Department shall be entitled to get the work done by any other agency / persons and all expenses consequent thereon or incidental thereto shall be borne by the department and will be deducted by the Department from any money due / may become due to the Agency.

(7) Changes / Alteration: The Department shall have right to issue addendum to tendered documents to clarify, amend, modify supplement or delete any of the condition, clause or items stated therein. Each addendum shall form part of the original invitation of tender.

(8) Hazardous Material : The agency shall not use any hazardous material in any form.
