UPDATE: ONTARIO COLLEGE OF TEACHERS PAYROLL DEDUCTION FOR

YEAR 2007 MEMBERSHIP FEES

The College is currently preparing for the collection of the year 2007 annual membership fees. The membership fee deduction of $104.00 will be processed on the following payroll dates in installments:

For members paid through the Support Payroll:

January 5, 2007 $ 52.00 January 19, 2007 $ 52.00

For members paid through Teaching Payroll:

January 12, 2007 $ 52.00 January 26, 2007 $ 52.00

THE DEDUCTION FEE FOR 2007 IS $104.00 AND IS DUE BY FEBRUARY 5, 2007 TO THE ONTARIO COLLEGE OF TEACHERS.

If your February 2007 pay statement does not reflect an OCT year to date amount of $104.00, you will be invoiced directly from the Ontario College of Teachers. Please submit payment of this invoice directly to the College of Teachers. Should employees have any further questions or concerns regarding the mandatory membership fee, please contact THE ONTARIO COLLEGE OF TEACHERS AT 416-961-8800 ext. 293.

DEFERRED SALARY PLAN

EMPLOYEE HANDBOOK (Appendix A) TERMS AND CONDITIONS OF EMPLOYMENT

BETWEEN THE TORONTO CATHOLIC DISTRICT SCHOOL BOARD

AND PRINCIPALS/VICE PRINCIPALS/PROGRAM COORDINATORS I & II

PLEASE NOTE DEADLINE DATE – FEBRUARY 15, 2007 Applications are invited for participation in the Deferred Salary Plan. The Terms and Conditions of Employment between The Toronto Catholic District School Board and Principals/Vice-Principals/Program Coordinators I & II 2006 provides the opportunity for Principals/Vice-Principals/Program Coordinators I & II to participate in a Deferred Salary Plan. The Board will grant leaves of absence of one year to administrative staff on the basis of spreading four (4) years of salary over five (5) years. The leave of absence shall commence on September 1 of the 5th year from the commencement of participation in the Plan. The Board requires the maximum number of such leaves which may be granted to Principals/Vice Principals/Program Coordinators I & II under such a Plan will not exceed (ten) 10 in any school year. Application forms will be available on the Human Resources Intranet site @ http://intranet.tcdsb.org/ipersonnel/default.htm on January 1, 2007. The application deadline is on or before February 15, 2007. Further details of the Deferred Salary Plan are outlined in Page 10 of the Employee Handbook (Appendix A) Terms and Conditions of Employment. Additional provisions under the 1992 Federal Income Tax Act supersede the provisions of the current Terms and Conditions of Employment: i) During the period of the Deferred Salary leave of absence; the participant cannot seek any employment with the

Board and may not receive any type of remuneration from the Toronto Catholic District School Board with the exception of the deferred monies accumulated during the participating period.

ii) Following the year of leave in the Deferred Salary Plan, employees must return to employment with the

ARTICLE 21 COLLECTIVE AGREEMENT BETWEEN THE TORONTO CATHOLIC DISTRICT SCHOOL BOARD AND

OECTA SECONDARY TEACHERS (TSU)

PLEASE NOTE APPLICATION DEADLINE DATE IS ON OR BEFORE – FEBRUARY 1, 2007 Applications are invited for participation in the Deferred Salary Plan. The Collective Agreement between the Toronto Catholic District School Board and OECTA Secondary School Teachers (TSU) – 2004/2008 (Article 21) provides teachers with the opportunity of participating in a Deferred Salary Plan. The Board will grant leaves of absences of one year or one semester to teachers on the basis of: • spreading four (4) years of salary over five (5) years with an enrolment start date of September 1, 2006 (leave

period would begin September 1, 2010) or effective September 1, 2006:

• spreading four (4) semesters of salary over five (5) semesters with an enrolment start date of: a) September 1, 2007: with a semester leave starting September 1, 2009 through to January 31, 2010 b) February 1, 2008: with a semester leave starting February 1, 2010 through to August 31, 2010

or New effective September 1, 2007 • Spreading (two) 2 semesters of salary over three (3) semesters with an enrolment start date of: a) September 1, 2007: with a semester leave starting September 1, 2008 through to January 31, 2009 b) February 1, 2008: with a semester leave starting February 1, 2009 through to August 31, 2009 Eligibility Requirements: • Secondary school teachers who hold a permanent contract with the Board and who have completed at least two

(2) years of teaching for the Board are eligible. • The maximum number of such leaves which may be granted to Secondary school teachers under the Plan in the

2006/2007 school year shall not exceed sixty (60) (Article 21.03). Application forms will be available on the Human Resources Intranet site @ http://intranet.tcdsb.org/ipersonnel/default.htm on January 1, 2007. Further details of the Deferred Salary Plan are outlined in Article 21 of the current Collective Agreement. The introduction of the semester based plan will be detailed in a “Letter of Understanding” subsequent to the 2004/2008 collective agreement.

Additional provisions under the 1992 Federal Income Tax Act supersede the provisions of the current Terms and Conditions of Employment: i) During the period of the Deferred Salary leave of absence (year or semester); the participant cannot seek any

employment with the Board and may not receive any type of remuneration from the Toronto Catholic District School Board with the exception of the deferred monies accumulated during the participating period.

ii) Following the end of the leave period in the Deferred Salary Plan, teachers must return to employment with the

Toronto Catholic District School Board for the same duration of the leave period; either one year for those enrolling in the 4/5 year plan or one semester for those enrolling in the 4/5 semester plan.

The Collective Agreement between the Toronto Catholic District School Board and Elementary School Teachers (TECT) – 2004/2008 (Article 18) provides teachers with the opportunity of participating in a Deferred Salary Plan. The Board will grant leaves of absences of one year to teachers on the basis of spreading four (4) years of salary over five (5) years. The leave of absence shall commence on September 1 of the 5th year from the commencement of teacher’s participation in the Plan. Elementary school teachers who hold a permanent contract with the Board and who have completed at least three (3) years of teaching for the Board are eligible. The maximum number of such leaves which may be granted to Elementary school teachers under the Plan in the 2006/2007 school year shall not exceed fifty (50) (Article 18.03). Application forms will be available on the Human Resources Intranet site @ http://intranet.tcdsb.org/ipersonnel/default.htm on January 1, 2007. The application deadline is on or before FEBRUARY 1, 2007. Further details of the Deferred Salary Plan are outlined in Article 18 (Elementary) of the current Collective Agreement. Additional provisions under the 1992 Federal Income Tax Act supersede the provisions of the current Terms and Conditions of Employment: i) During the period of the Deferred Salary leave of absence; the participant cannot seek any employment with the

INTERNATIONAL LANGUAGES INSTRUCTORS ELEMENTARY

PLEASE NOTE DEADLINE DATE – FEBRUARY 1, 2007 Applications are invited for participation in the Deferred Salary Plan. The Collective Agreement between the Toronto Catholic District School Board and International Languages Instructors Elementary (Local 3155) – 2003/2004 (Article 14.14) provides Instructors with the opportunity of participating in a Deferred Salary Plan. The Board will grant leaves of absences of one year to instructors on the basis of spreading four (4) years of salary over five (5) years. The leave of absence shall commence on September 1 of the 5th year from the commencement of the instructor’s participation in the Plan. International Languages Instructors Elementary who are permanent full-time (100%) with the Board and who have completed at least three (3) years of employment with the Toronto Catholic District School Board may apply to participate in the Plan (as per the 1992 Federal Income Tax Act). The maximum number of such leaves which may be granted to International Language Instructors Elementary under the Plan in the 2006/2007 school year shall not exceed three (3) (Article 14.14 (ii)). Application forms will be available on the Human Resources Intranet site @ http://intranet.tcdsb.org/ipersonnel/default.htm on January 1, 2007. The application deadline is on or before FEBRUARY 1, 2007. Further details of the Deferred Salary Plan are outlined in Article 14.4 (International Language Instructors) of the current Collective Agreement. Additional provisions under the 1992 Federal Income Tax Act supersede the provisions of the current Terms and Conditions of Employment: i) During the period of the Deferred Salary leave of absence; the participant cannot seek any employment with the

DEFERRED SALARY PLAN

ASSOCIATION OF PROFESSIONAL STUDENT SERVICES PERSONNEL (APSSP) Applications are invited for participation in the Deferred Salary Plan. The Collective Agreement between Toronto Catholic District School Board and the Association of Professional Student Services Personnel (APSSP) 2004 - 2008 Article 16.04(f) provide employees the opportunity of participating in a Deferred Salary Plan. The Board will grant leaves of absence of one year to employees on the basis of spreading 4 years’ salary over 5 years. APSSP employees who have completed at least 2 years employment with the Board are eligible to apply. The maximum number of such leaves which may be granted to APSSP employees under the Plan in the 2006/07 school year shall not exceed 3 in one year (Article 16.04(f)(ii)). Application forms can be requested by calling Josie Panin, Human Resources, ext. 2777 on January 2, 2007 and must be received on or before February 1, 2007. Further details of the Deferred Salary Plan are outlined in Article 16.04(f) of the Collective Agreement. Additional provisions under the 1992 Federal Income Tax Act supersede the provisions of the Current Collective Agreements: I) During the year of leave in the Deferred Salary Plan, employees cannot seek any employment with the TCBSB. ii) Following the year of leave in the Deferred Salary Plan, employees must return to employment with the

TCDSB for a minimum of one year.

DEFERRED SALARY PLAN (DSP)

CUPE LOCAL 1328 – OCT 10- and 11-MONTH EMPLOYEE Applications are invited for participation in the Deferred Salary Plan. The CUPE 1328 – OCT Collective Agreement, Article 16.15, provides employees the opportunity of participating in a DSP. The Board will grant leaves of absence of one year to CUPE 1328 – OCT employees on the basis of spreading 4 years’ salary over 5 years. Any permanent full-time CUPE 1328 – OCT employees who have completed at least two (2) years employment with the Board are eligible. Application forms are now available from the Human Resources Department and must be returned to Linda Moynagh, Supervisor, Human Resources Department, on or before March 1, 2007

Special Services Department, Psychological Services INVITATION TO STUDENTS TO SUBMIT ARTWORK

for FEBRUARY IS PSYCHOLOGY MONTH!

The goal of national Psychology Month is to generate awareness of, and interest in the diverse roles psychology plays in the different areas of our life, including health, education, work and parenting. During Psychology Month groups across Canada are organizing outreach activities to share with the public, what it is they do and how it contributes to the overall well-being of the community. As it was a success in its pilot year, we are once more inviting students to submit artwork! We are looking for artwork that portrays issues that relate to relationships and healthy choices. These may include

healthy relationships peacemaking through respect stopping bullying healthy body & healthy mind

Students from all elementary and secondary divisions are invited to submit their work, labelled with their first name, grade, school and teacher’s name. (All artwork will be returned to the teachers after February.)

The deadline for submissions will be February 1st, 2007 Once entered, the Psychology Month Organizing Committee will select artwork to be displayed at the TCDSB Catholic Education Centre, Atrium, 2nd Floor, (80 Sheppard Ave. East) between February 12th and 16th, 2007. In addition, artwork will be selected to be used as posters by the Psychology Department.

Intermediate W5H 2007

Intermediate W5H is a general knowledge competition for intermediate level (gr. 7 & 8) students. Tournaments will be held in April 2007 and will culminate with the City Championship. TCDSB GOES GREEN!

EcoSchools Certification Deadline: Are You Ready? As the April 30th certification deadline fast approaches, we are ramping up efforts to ensure that the

schools who are expecting to be certified are well on their way to completing the necessary paperwork. We are going to be scheduling appointments with those schools to keep them on track. Any other schools

that wish to be included should contact a member of the EcoSchools committee (Robert Oswald at 416-222-8282, x. 2719 or [email protected], Ron Hearn x2177

Ontario Ministry of Environment Compliance! The 3Rs (Reduce, Reuse, Recycle) regulations which were in-acted in 1994 are now being enforced

by Ministry inspectors. Inspections could happen at any of our schools. TCDSB has been in compliance with source separating of recyclable materials (Glass, Metal, Plastic, Paper and

Cardboard) for many years. We are in the process of creating a 4 year work plan that will introduce further waste reduction measures. This includes generating diversion reports for each of the schools.

We encourage all schools to ensure that their recycling programs are operating effectively to keep our schools compliant.

ASHIF JAFFER AWARD FOR EXCELLENCE IN SPECIAL EDUCATION SUPPORT

The Ashif Jaffer Award for Excellence in Special Education Support recognizes a Toronto Catholic District School Board teacher, education assistant, peer tutor/helper or volunteer who has demonstrated excellence in the support of Special Education, in one or more of the following areas:

• promoting the rights and dignity of the exceptional student • working collaboratively with a team to give support to student(s) with special needs who is/are integrated into

the regular classroom curriculum and the individual education plan • fostering the development of social interaction between exceptional students and their peers • fostering the inclusion of the exceptional student into the extra-curricular life of the school • fostering the development of peer tutoring within the regular classroom • fostering positive relationships with parents and encourage their participation in program implementation

THE AWARD is in the form of a commemorative plaque, which will be presented to the recipient at a special awards event or at a meeting of the Board. SISTER MARY HAMILTON AWARD FOR EXCEPTIONAL STUDENTS

In 1994, the Toronto Catholic District School Board received a donation of $10,259 from William Tajer, former superintendent of special services, to provide for an annual award for an exceptional student(s) of the Board. Named after Sister Mary Hamilton, a former TCDSB principal and resource person who had a very special ministry to exceptional students, the award is to recognize personal achievement or contribution to the lives of others.

THE AWARD is in the form of a bursary or bursaries consisting of the interest earned on the principal. The recipient(s) will also receive a framed certificate to commemorate the award.

ELIGIBILITY For the purpose of the award an “exceptional student” means a pupil whose behavioural, communication, intellectual, physical or multiple exceptionalities are such that he or she is considered to need placement in a special education program by a committee, established under subparagraph iii of paragraph 5 of subsection 11(1), of the Board.

SELECTION PROCEDURE Schools are invited to submit names of eligible students together with details of the achievements or contributions of the candidates. The final selection of the recipient(s) will be made by a selection panel comprising the Superintendent of Special Services, Chief Social Worker, Chief Speech and Language Pathologist and consultant Psychiatrist of the Board.

ST NICHOLAS CONCERT SNAP BLOORWEST 2007 JANUARY On Saturday, December 16th SNAP was invited to attend the St Nicholas Concert at Our Lady of Sorrows Catholic School put on by the Ukrainian School. Families and friends came to see the students participate in the St Nicholas play. The children were splendid in their performance.

Ukrainians around the world celebrate the goodness and generosity of St Nicholas by retelling stories and trying to emulate his kind deeds throughout the year. St Nicholas visits sleeping children on the 19th of December, bringing gifts and special treats. However, St Nicholas made a special early visit to the children at Ts. Palijiw Ukrainian School, where eager and excited children had been practicing their songs for weeks in anticipation of his visit. Accompanied by angels to help him distribute gifts to the school children, St Nicholas showed up to give a gift for their wonderful effort and being on their best behaviour all year long. SUBJECT: 10-2 ST PIUS X SCHOOL CHRISTMAS BAZAAR SNAP BLOORWEST VILLAGE 2007 JANUARY > Each year St. Pius X hosts a Christmas Bazaar in their gymnasium that featured 30 to 40 local vendors selling their goods to the students, families and local neighbours. This year’s bazaar event again proved to be a success as the bazaar provided a ton of fun for everyone and a terrific shopping experience. There was a wide selection of holiday bargains and treats to purchase at the bazaar. Everything from hand-made crafts, delicious baked goods, Christmas decorations and ornaments, and lots of fun games to take part in. ST. JOHN SCHOOL DANCE-A-THON SNAP BEACHES 2007 JANUARY St John’s students danced away a rainy day in December to raise money for various school projects and functions. Students from JK to grade 8 took turns dancing throughout the day to the tunes played by Dan and Laura Forbes from Presswood Entertainment. SUBJECT: 10-4 ROBOTIC MASK COMPETITION SNAP NORTH TORONTO 2007 JANUARY Like something out of a futuristic movie, elementary school students from the Toronto Catholic District School Board (TCDSB), navigated through a room with only the electronic beeping and lights from a robotic mask. Constructed out of plastics masks, LED lights and wires, these clever inventions were demonstrated by students at a final competition held on Thursday December 7th, 2006 at the Ontario Science Centre. The robotic masks were built by the students, under the instruction of senior technology students from Cardinal Newman Catholic School and Neil McNeil High School. Utilizing soldering irons and fertile imaginations, students learned rudimentary electronic skills necessary to build an actual robot in the form of a mask of their design. The masks prevented students from observing any visual clues other than the flashing lights within the masks. Students then had to navigate an obstacle course and even retrieve an object from the floor, all with only the assistance of the mask's lighting system. The TCDSB educates close to 90,000 students from diverse backgrounds in it's 201 Catholic elementary and secondary schools, and serves 470,375 Catholic school supporters across the City of Toronto.

ESP Students Arrange for Makeover to Change Room Students in the school’s Empowered Student Partnership (ESP) program decided that it was time for a little beautification to take place at the school in the form of an upgrade to their change room. After sending out letters of request for donations, they were pleasantly surprised to hear from their local Home Depot. Not only is the store providing the paint that the students requested, it will completely makeover the room and provide all of the materials and labour. Lead by Team Depot Leader, Hern Azeredo. volunteers from the Yorkdale Home Depot store arrived at the school on January 5th to complete the work. The ESP program was originally developed by 33 Division of the Toronto Police Service in 1997 and went city-wide in 2002, as a result of a partnership with the Canadian Safe School Network, the City of Toronto, ProAction Cops & Kids and the English and French school boards in the Toronto area. It is a leadership program that works to empower students to develop, initiate and implement school safety programs. Over 50 students at Loretto Abbey are actively involved in this initiative and are lead by staff coordinator, Lina Naccarato

Police Constables Murray Campbell and Kirin Bisla as well as P.C. Michelle Campbell, Divisional ESP Representative from 32 Division, stopped by the school to view the renovations that included painting and installation of much-needed benches and storage for the change room.

A Cultural and Spiritual Experience in Cuernavaca Mexico July 3 - July 14, 2007 promoted by TCDSB/OECTA/OCSTA COST: Approximately $2300 all inclusive: airfare, taxes, ground transportation between Mexico City and Cuernavaca, most admissions, shared accommodation, all meals and program at CCIDD and Scarboro. NOT included: insurance, $500 tuition for Religious Education Part 2, cost of passport, some tourist visits, and personal expenses. (Some adjustment to the final cost may be necessary.) Central Mexico Location The Cuernavaca Centre for Intercultural Dialogue on Development is located just two blocks from the city’s main square and Cortes Palace. Cuernavaca is known as the “city of eternal spring” because of year-round ideal climate. It is less than two hours from Mexico City and near many historic sites. CCIDD is an ecumenical centre founded in 1977 in conjunction with Bishop Sergio Mendez Arceo to promote experiential understanding of Christian struggle in Latin America. The program includes encounters with historians and leaders from the women’s, labour, political, religious and grassroots communities. Lectures, personal witness and visits to urban squatter settlements and rural indigenous villages are intermingled with group reflection time to process new insights and challenges. EI calculations, vacation payments, mileage reimbursements, equalization payouts, garnishments, deferred salary payments/withdrawals

• Verify all transactions are processed timely and correct by reviewing reports and administrators back up • Confirm calculations for overpayment letters, schedule repayment options with the employees and follow up. • Prepare and calculate the buy back costs for Motor Vehicle and LTD sick days • Provide support and guidance to Payroll Administrators with respect to any payroll issues with instruction

regarding Payroll policies and procedures • Organize, coordinate and establish priorities for staff, and monitor work performance • Respond to 3rd party Government requests, LTD and teachers’ inquiries • Meet all internal and external reporting requirements and process timely payments to Revenue Canada, OTF,

OTPPB, Employment and Immigration Canada, Health and Welfare Canada, and Unions Remittances • Ensure compliance with all legislative rules, regulations governing Payroll through Collective Agreements,

CRA rules and adhere to internal Board policies and union collective agreements as they relate to payroll • Balance and oversee monthly and yearly reconciliation remittances of the Teachers’ Federation dues, 3rd party
