1 OverviewThe Construction and Property Services Industry Skills Council (CPSISC), in response to requests from the Swimming Pool Retailers Association of Australia (SPRAA) and the Swimming Pool and Spa Association of Australia (SPASA Australia) and as part of its Training Package continuous improvement process, identified the need to develop two nationally recognised qualifications for technicians engaged in servicing swimming pools and spas, namely CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service.

‘Swimming pool and spa technician’ is a relatively new occupational classification. These technicians provide post-construction servicing of domestic, commercial and public swimming pools and spas. They offer a range of swimming pool and spa maintenance services, including monitoring and maintaining water quality. They also service, maintain and install key components of swimming pools and spas, including automated pool systems, dosing systems, heating systems, lighting systems and water circulation and filtration systems. In performing these services, swimming pool and spa technicians are sometimes required to coordinate their work with licensed occupations, particularly electricians and plumbers.

At this stage, there are no nationally recognised Training Package qualifications for swimming pool and spa technicians

1.1 Rationale for the continuous improvement projectThe SPRAA approached CPSISC in 2010 with a request to develop units of competency and nationally recognised qualifications for swimming pool and spa technicians.

In a presentation to CPSISC’s Property Industry Advisory Committee (PIAC) in Melbourne on 8 November 2010, SPRAA argued that a national competency-based qualification for swimming pool and spa technicians was required to:• address skill shortages in the industry • provide a means of recognising the skills of existing workers, and • create a pathway for new entrants to the industry.

In early 2011, CPSISC commissioned a scoping study to investigate the need for a national competency-based qualification for the service sector of the swimming pool and spa industry within the broader property services industry.

The scoping study, was conducted in consultation with government and industry stakeholders in each jurisdiction, confirmed that there is such a demand for swimming pool and spa technicians. The study supported the position put by SPRAA that there are substantial skills shortages in the industry. It also noted that technician training is currently provided through a mixture of non-recognised training programs offered by enterprises, franchise groups, vendors and private companies, and state or territory accredited courses owned or licensed to industry-based training providers.

In summary, the scoping study confirmed the need for nationally recognised qualifications for swimming pool and spa technicians and proposed a two-tiered qualifications framework that recognises the competencies required by entry and advanced level swimming pool and spa technicians.

1.2 Project objectivesThe key objective of this project was to develop nationally recognised qualifications for swimming pool and spa technicians that meet the needs of industry, government, industry regulators and the community by:▪ addressing an area of recognised skills shortage in a growth sector

▪ providing a defined training and assessment pathway for new entrants seeking employment as swimming pool and spa technicians

▪ providing a mechanism, through recognition of prior learning, for existing swimming pool and spa technicians to gain national recognition of their skills

▪ providing for recognition of and promotion of higher-level skills among swimming pool and spa technicians

▪ providing a measure that governments, industry regulators and the private sector can use to specify the level of competence required by people involved in servicing domestic, commercial and public swimming pools and spas

▪ providing a means by which consumers can have confidence in the advice being offered by individuals and companies involved in swimming pool and spa servicing.

1.3 Project designThe project design, developed by CPSISC in conjunction with SPRAA, aimed to maximise industry involvement in the development of the qualifications, engage all stakeholders (including employers, franchises, industry regulators, industry bodies and government) involved in swimming pool and spa service industry, avoid duplication of existing qualifications and units of competency, and ensure the efficiency of the development process.

In keeping with these objectives, CPSISC was keen to ensure that the project:• built on the outcomes of its earlier scoping study on the skill and qualification requirements

of swimming pool and spa technicians, which involved: an environmental scan of key literature on the competency requirements of swimming

pool and spa technicians key respondent interviews national workshops with industry stakeholderso basing the establishment of the qualification framework on the outcomes of this process

▪ selected units of competency from existing CPSISC Training Packages or other Training Packages for use in the new qualifications wherever possible

▪ ensured CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service and the associated units of competency were consistent with the requirements of the Training Package Developers’ Handbook and the Australian Qualifications Framework, and compatible in terms of format and scope with other qualifications and units of competency in CPP07 Property Services Training Package

• ensured that all units of competency in CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service were neither too broad nor forced candidates to undertake training or assessment for work that is typically outside their normal scope of operations.

1.4 Project process and endorsement proposalThe project process can be summarised as:

The development of CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service and the associated units of competency commenced in September 2011. The project team undertook an initial environmental scan which involved reviewing the scoping study on swimming pool and spa servicing undertaken by CPSISC earlier that year and conducting a series of key respondent interviews.

The information gathered through the project environmental scan was brought together in a consultation paper. This paper provided the basis for consultation sessions that were conducted in Western Australia, New South Wales, Victoria, South Australia and Queensland in October to November 2011. These sessions, which were organised by CPSISC and SPRAA, focused on identifying the key job functions of swimming pool and spa technicians.

In total, 124 participants took part in these initial consultation sessions. Over 85% of the participants in the consultations were private businesses (110), which ranged from sole traders to medium-sized companies to franchise groups operating on a national basis. The other major groups represented in the consultations were industry or professional bodies (4), regulatory agencies (4), industry training advisory bodies (3) and state and territory training authorities (2).

A list of possible work functions and competencies for swimming pool and spa technicians was provided to participants in the consultations. This was drawn from the scoping study and the key respondent interviews undertaken by the CPSISC consultant. The consultations confirmed the major work functions and competencies for swimming pool and spa technicians that were identified in the scoping study.

Participants in the consultations also highlighted the following matters related to the scope of work of swimming pool and spa technicians.• Qualifications for swimming pool technicians

Participants supported the development of a two-tiered qualification framework for swimming pool technicians, comprising an entry-level and an advanced level qualification.

• Swimming pool fencesA number of participants in the consultations argued that swimming pool inspection should form part of the job functions of swimming pool technicians. While there was some support for this position, the overwhelming view was that this is outside the scope of work of swimming pool technicians. However it was virtually unanimously agreed that swimming pool technicians should be aware of the risks associated with unsafe fencing, and that fencing should be highlighted in the competencies related to risk assessment.

• Overlapping competencies in swimming pool and spa servicing and constructionIt was noted that there are some aspects of swimming pool and spa maintenance, such as pool resurfacing, that are more directly relevant to pool and spa construction. Given this situation, it was generally agreed that these areas of competency should be addressed through CPC40808 Certificate IV in Swimming Pool and Spa Building. It was also noted that swimming pool technicians who require specialist skills in these areas could access them by importing the relevant units from the CPC40808 qualification into the proposed qualifications for swimming pool and spa technicians.

• Small business competenciesThere was general agreement that small business competencies should not form part of the proposed qualifications for swimming pool and spa technicians.

• Scope of swimming pools and spasThere was general agreement that the proposed qualifications for swimming pool and spa technicians should cover work undertaken on domestic, commercial and public swimming pools and spas.

• National restricted electrical licenseA number of participants argued that the proposed qualification for advanced swimming pool technicians should include provision for individuals to attain a national restricted electrical license. However it was generally agreed that this should not form part of the proposed qualification arrangements.

The consultations indicated that the qualifications for swimming pool and spa technicians should:• address both the technical and generic skill requirements of individuals involved in servicing

swimming pools and spas• have a core and elective structure

• comprise two qualifications, namely: an entry level qualification designed to provide the competencies required to provide

routine maintenance of swimming pools and spas in domestic, commercial and public settings, and

o an advanced qualification designed to provide the competencies required to treat water quality problems as well as service and repair the key components of domestic, commercial and public swimming pools and spas.

A report on the consultation along with a proposed structure for the qualifications was presented to a meeting of the Project Steering Committee held on 18 November 2011. The Project Steering Committee approved the proposed structure and authorised the project team to prepare the draft qualifications and associated units of competency.

These products were presented to the Project Steering Committee on 10 February 2011. At this meeting the draft units of competency and the two qualifications were approved for national consultation.

The consultation process involved posting the draft units of competency and the two qualifications on the CPSISC website, along with a response form and an invitation to all interested parties to provide comments on the materials. All people on the project contact list were informed by email of the availability of the materials and the submission date for comments. In addition, copies of the qualifications and units of competency were circulated to members of SPRAA and SPASA Australia for consideration through the industry association networks.

A report on the consultation process along with a revised version of the qualifications and units of competency taking into account feedback received was presented to the Project Steering Committee meeting held on 30 March 2012. At this meeting the qualifications and units of competency were approved for validation.

The validation process followed the same methodology as the earlier consultation process: posting the revised draft material on the CPSISC website, with the response form and invitation to comment; informing those on the project contact list by email of the availability of the materials; and circulating draft material for consideration to SPRAA and SPASA Australia members through industry association networks.

The validated units of competency and qualifications and a report of the validation process were presented to the Project Steering Committee at its 18 May 2012 meeting. The validation report highlighted a number of matters raised through the validation process. Members of the committee discussed these matters and then agreed that CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service should be submitted to the National Skills Standards Council for endorsement.

1.5 Project governanceMr Lindsay McGrath, the Commercial Director of Chemtura Australia and New Zealand Pty Ltd, chaired the Project Steering Committee that oversaw the development of the swimming pool and spa (SPS) qualifications and associated units of competency.

2 Responsiveness and recognition quality principles

2.1 Evidence of responsiveness and recognitionCPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service comply with the quality principles of responsiveness and recognition.

These new qualifications:

▪ Reflect contemporary work organisation and job profilesThe initial consultations undertaken as part of the development of CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service focused on identifying the key work functions of swimming pool and spa technicians.

The units of competency in the qualification reflect these job functions. The consultations also revealed that while technicians have common skill requirements there are differences in skill needs across organisations and work contexts. This is reflected in the packaging of the core and elective structure of both qualifications.

The units of competency that comprise the core of the CPP31212 Certificate III in Swimming Pool and Spa Service reflect industry demand for a workforce with skills in conducting routine maintenance of swimming pools and spas, maintaining and monitoring water quality in swimming pools and spas, safely handling swimming pool and spa chemicals, and maintaining workplace safety. Whereas the core units in CPP41312 Certificate IV in Swimming Pool and Spa Service reflect the need for advanced skill technicians who are able inspect, service and repair key components of swimming pools and spas; assess and treat water problems in swimming pools and spas; identify risks; and comply with regulatory requirements for swimming pools and spas.

Project consultations had also confirmed the need for a two-tiered qualifications framework. Within this framework, CPP31212 Certificate III in Swimming Pool and Spa Service identifies the competencies required to provide routine maintenance of swimming pools and spas in domestic, commercial and public settings; whereas CPP41312 Certificate IV in Swimming Pool and Spa Service reflects the competencies required to treat water quality problems as well as service and repair the key components of domestic, commercial and public swimming pools and spas.

▪ Are driven by industry’s needsCPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service have been developed in direct response to demand from the swimming pool and spa service sector for nationally recognised and consistent qualifications for people working in the field.

The close involvement of SPRAA and SPASA Australia (the two peak national industry associations), key franchise groups, enterprises, and industry regulators in the development of the qualifications provide evidence that CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service have been developed in response to industry need.

▪ Respond to government broad policy initiativesThe development of CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service, which among other things aim to build the skills of swimming pool and spa technicians working in both domestic, commercial and public swimming pools and spas, is consistent with state and territory government initiatives aimed at improving swimming pool and spa safety. These include initiatives such as the introduction of mandatory pool inspections in some jurisdictions; the development of guidelines for pool design, operation, construction and maintenance; and the setting of environmental health standards for public swimming pools and spas. The development of these qualifications is also consistent with work undertaken at the federal level to develop Australian standards and Australian Competition and Consumer Commission Product Safety guidelines for swimming pools and spas.

▪ Recognise the convergence and connectivity of skillsCPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service recognise the convergence and connectivity of skills through the inclusion of:

• imported units of competency, which recognises that swimming pool and spa technicians apply both:

generic skills that are common to a range of occupations, such as client service skills technical skills that are specific to the industry, such as servicing the filtration,

vacuuming and dosing systems in swimming pools and spas• non-specified elective units of competency, which enables individuals and their employers

to develop qualifications that incorporate key skill areas from other occupational and industry areas to meet the skill requirements of the individual and/or enterprise.

▪ Support the movement of skills within and across organisations and sectorsCPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service support the movement of skills within and across organisations and sectors through the inclusion of:▪ core units of competency that reflect the key work functions and skill requirements of

those engaged in servicing swimming pools and spas – this assures employers, government and other agencies that those who hold these qualifications are able to perform the key duties of a swimming pool and spa technician, which will facilitate movement across different enterprises and organisations in the swimming pool and spa industry

▪ a pool of elective units that includes both specified and non-specified electives – this enables individuals and those employing swimming pool and spa technicians to tailor qualifications to meet enterprise and organisational needs, which will facilitate movement across sectors and organisations as people undertaking the qualification will be able to gain recognition for competencies in related fields

▪ units of competency that focus on generic skills relevant to most work contexts, such as safety and client service – this allows people who gain national recognition in these areas to apply these skills across a range of organisations and industry sectors.

▪ Promote national and international portability CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service form part of CPP07 Property Services Training Package.

These qualifications will be nationally recognised and will define the competency requirements for swimming pool and spa technicians. As such they will provide the basis for training new entrants to the industry – recognising the skills of existing technicians and promoting skills formation and the development of higher order skills within the industry.

▪ Reflect licensing and regulatory requirementsAt present, the swimming pool and spa service sector is subject to different licensing and regulatory arrangements in each State and Territory (see Section 5.2). Depending on the jurisdiction, the work of swimming pool and spa technicians may be covered by licensing and regulatory arrangements administered by consumer affairs, environmental health and / or building and construction regulatory agencies.

During the development of CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service, CPSISC engaged with the different state and territory agencies that regulate aspects of the work of swimming pool and spa technicians. While the current regulatory arrangements are not directly influenced by the two new qualifications, CPSISC and the two major industry bodies – SPRAA and SPASA Australia – believe that CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service clarify the scope of work of swimming pool and spa technicians and provide useful benchmarks for future reform of the licensing and regulatory arrangements that impact on the work of swimming pool and spa technicians.

2.2 Report by exceptionProject issues registerAn issues register was maintained throughout the project to identify and manage any major issues that arose. Each of the matters identified in the issues register was considered and resolved by the Project Steering Committee.

3.1 Evidence of flexibil ity and functionalityCPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service comply with the principles of flexibility and functionality.

These new qualifications:▪ Meets the diversity of individual and enterprise needs

CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service meet the diversity of individual and enterprise needs through a flexible qualification structure that:▪ comprises a core of compulsory units of competency and a pool of elective units of

competency, which includes both specified and non-specified electives, and enables individuals to design programs that reflect individual, enterprise, industry, regulatory and funding agency needs

▪ allows elective units to be imported from other qualifications in CPP07 Property Services Training Package

▪ allows elective units to be imported from other endorsed Training Package qualifications and accredited courses.

▪ Supports equitable access and progression of learnersCPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service support equitable access and progression of learners by:▪ allowing direct entry to the qualification

▪ including existing units of competency from CPP07 Property Services Training Package that provide access and credit to other qualifications in the property services industry as well as articulation with higher education qualifications

▪ providing for reasonable adjustment of assessment for candidates with disabilities

4 Impact of the continuous improvement project

4.1 Overview‘Swimming pool and spa technician’ is an emerging occupation. The existing provision of training in this area is limited and fragmented. The development of CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service establishes qualifications that will provide a pathway for people seeking to enter the occupation, a means of recognising the skills of existing workers, and a way of promoting skills formation in the sector.

As these qualifications are in an emerging occupational area, there is a lack of registered training organisations (RTOs) with experience in the area, a shortage of skilled trainers and assessors, and an absence of quality training and assessment materials that reflect the skills embodied in the qualifications and associated units of competency. Nevertheless there is likely to be significant demand for the qualifications from both new entrants and more importantly, in the short term, from existing technicians who wish to have their skills recognised. Given this situation, RTOs are likely to face demand for both full and part-time delivery of the qualifications as well as for the provision of RPL services.

4.2 Industry priorities for implementationCPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service have been developed with the close involvement and support of the SPRAA and SPASA Australia.

Both associations have highlighted the need to attract new technicians to the industry through either traineeship or apprenticeship arrangements, including school-based apprenticeships, or retraining initiatives directed at attracting people from allied industries or people seeking a career change. Both associations have also indicated that there is likely to be significant demand from the existing technician workforce for recognition of prior learning. This reflects the absence of nationally recognised qualifications in the sector and the traditional ways in which technicians have gained skills in the industry, which has largely been through informal learning, on-the-job experience and non-accredited training.

Both of the peak associations have indicated that there is immediate demand for the introduction of the qualifications. This was confirmed by the scoping study undertaken by CPSISC. This study also showed that there is a need to foster higher-level skills sector. To this end, the new Certificate IV in Swimming Pool and Spa Service has been developed to provide a vehicle for fostering higher-level skills development. The need for higher-level skills is being driven by a variety of factors, including a greater emphasis on sustainability issues in the swimming pool and spa industry; the growth in pool and spa automation; growing consumer demand for more efficient pools and spas; increasing energy and water costs; and the introduction of new materials, technologies and products in the swimming pool and spa sector.

4.3 Industry expectations of delivery pathways and assessment The introduction of CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service will provide nationally recognised, competency-based qualifications for people servicing swimming pools and spas.

In order to support the implementation of these qualifications, the swimming pool and spa sector – as represented by enterprises, the SPRAA, and the SPASA Australia – has highlighted the need for:▪ the provision of timely and cost-efficient RPL services to ensure that existing technicians can

gain recognition against the new qualifications

▪ skills upgrading programs for technicians’ assessors, based on individual units of competency in CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service

▪ the provision of distance and online training programs based on the new qualifications to cater for adult learners, people interested in career change and retraining, and individuals in rural and remote areas

▪ full and part-time private and public provision of the new qualifications to ensure that new entrants to the industry have access to high quality skills development

•the development of training and assessment support materials to ensure consistency and quality of the delivery and assessment of the qualifications, especially given the relative lack of trainers and assessors in RTOs who are technically competent and have recent experience in the swimming pool and spa sector.

4.4 Systemic policy issuesTo ensure successful implementation of CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service, a promotional and educational campaign by CPSISC, in conjunction with SPRAA and SPASA Australia, will be conducted to ensure that all relevant stakeholders are informed of the new qualifications.

Assistance will be provided wherever possible to streamline training delivery approaches for the new qualifications and encourage sharing of training and assessment resources to improve the consistency and validity of competency outcomes.

4.5 RTO and enterprise delivery issues of note, including resource implicationsThe implementation of CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service will contribute to the establishment of quality, nationally consistent training and assessment arrangements for swimming pool and spa technicians. It will also:

•provide employers, government, industry regulators and community agencies with a profile of the competencies required by people engaged in servicing domestic, commercial and public swimming pools and spas.

▪ reduce consumer risk by ensuring that swimming pool and spa technicians have achieved industry-defined standards of performance.

The introduction of these new qualifications has a number of important implications. These are:• RTO planning for delivery of CPP31212 Certificate III in Swimming Pool and Spa Service

and CPP41312 Certificate IV in Swimming Pool and Spa Service:Public and private RTOs will need to plan for the introduction of CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service. This will include: identifying appropriate staff and other resources developing learning and assessment strategies to support the delivery of the

qualificationso applying to have the qualifications added to their scope of registration.

• Availability of support materials for CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service:These are new qualifications. At this stage, there are no national training and assessment materials to support the delivery of these qualifications.

• Availability of qualified trainers and assessors for CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service:RTOs will need to identify and recruit qualified trainers and assessors to deliver the qualifications. Swimming pool and spa servicing is an emerging occupational area and there is a lack of personnel with expertise in the field and the qualifications required to meet the requirements for trainers and assessors set out in the AQTF and Standards for National VET Regulator (NVR) Registered Training Organisations 2011.

As the SPS material is new to this Training Package, there is no commencement and completion data available.

5 Components for endorsement

5.1 Draft endorsed materialThe following qualifications and qualification Employability Skills Summaries are submitted for endorsement (See Appendix 1 2):

The existing licensing and regulatory regime may change in the near future due to:• The passage of the Australian Consumer Law (ACL) on 1 January 2011. This new

legislation, which replaces the former Trade Practices Act, has strengthened consumer protection provisions. The ACL includes: a new, national unfair contract terms law covering standard form contracts a new, national law guaranteeing consumer rights when buying goods and services,

which replaces existing laws on conditions and warranties a new, national product safety law and enforcement system a new, national law for unsolicited consumer agreements, which replaces existing State

and Territory laws on door-to-door sales and other direct marketing simple national rules for lay-by agreementso new penalties, enforcement powers and consumer redress options, which currently

apply nationally.

The introduction of the Australian Consumer Law may obviate the need for some industry specific licensing and regulatory arrangements that are directed at reducing consumer risks associated with contracts, such as contracts for swimming pool and spa construction and maintenance.

• The Council of Australian Government (COAG) initiative to introduce nationally consistent licensing arrangements. A review of licensing in the construction industry has commenced which will which consider the need for licensing in the swimming pool and spa industry. A report on the outcomes of the review is expected later in the year.

The development of the CPP31212 Certificate III in Swimming Pool and Spa Service and CPP41312 Certificate IV in Swimming Pool and Spa Service has taken into account the existing licensing and regulatory regime as well as the potential changes associated with the introduction of the Australian Consumer Law, the COAG initiative to introduce nationally consistent licensing arrangements, and potential changes in state and territory legislation, particularly in the area of environmental health and pool safety legislation i.e. safety barriers.

There was a range of matters raised with the developer during the editorial review which were resolved to this editor’s satisfaction.It is noted that during the review it was suggested that if technician’s reading skills need to be supported, as evidenced by the development of CPPSPS3013A Read and apply information from swimming pool and spa technical manuals, then perhaps the unit scope could be broadened to include reading skill development for more than just technical manuals. The ISC advised that the correct interpretation and application of SPS technical manual information is a significant enough issue in the industry to warrant there being a unit specific to manuals. This reviewer also explored with the ISC whether the unit could be replaced by a unit under development in the Foundation Skills Training Package (FS TP). The ISC advised that it considers the FS TP to offer a significant and much-needed opportunity to improve construction and property services workers with literacy and numeracy skill development – and to this end the ISC had responded in detail during the development of that Training Package – but that developing CPPSPS3013A was principally a timing issue as the unit is a response to a critical and immediate need, whereas the FS TP is still under development with its endorsement date unknown and ISCs’ approach to incorporating FS TP units into qualification packaging rules is still under consideration. This reviewer considers the ISC’s response to be a valid one.A related point is that given the generic nature of two of the units, the possibility of using imported unit alternatives was discussed:

• CPPSPS3008A Complete client documentationThe ISC had considered imported units but considered a CPP07 unit required. It did however recode the unit to a common unit rather than an SPS unit (CPPCMN3005A) and remove the swimming pool and spa-specific information so that the unit could be a common unit used in a range of CPP07 contexts.

• CPPSPS3011A Sell swimming pool and spa products and servicesIt was suggested that an imported retail unit could be considered in place of this unit. The ISC advised that discussions with industry indicated that the focus of the unit was on the products and services rather than the retail

skills and so a technical rather than retail focus was intended – particularly given that swimming pool and spa technicians often sold products and services at a client’s home and not necessarily in a retail outlet. This reviewer considers this approach reasonable.

This reviewer queried why there was a stand-alone unit on Monitor pool water quality (SISCAQU201A) in the core of the Certificate IV qualification packaging, when there was not a stand-alone 'monitor spa water quality' unit despite the qualification referring to both swimming pools and spas. The developer advised that as hot water contamination in spas is “a major and not well understood public health issue”, the PSC and industry didn’t wish to focus on that unit at this point in time but rather agreed to adopt the imported units ‘Monitor pool water quality’ and ‘Maintain pool water quality’. The developer further advised that the newly developed unit on maintaining spa water quality covers all industry requirements in terms of spa water.The qualifications meet flexibility policy requirements with regard to the core and elective ratio and choice of units from outside the qualification. They offer a range of imported units, thereby increasing transferability.It is the opinion of this editor that the draft endorsed components meet the agreed requirements for editing set out in Section 2 below.

It is this reviewer’s opinion that the draft endorsed components above meet the agreed requirements for access and equity set out in Section 2 below.

The qualification packaging rules comply with NSSC flexibility requirements regarding core and elective balance and the inclusion of accredited courses as an optional source of some elective units.

The new units do not having any prerequisite requirements associated with them.

A range of equity matters was discussed with the ISC and developer during the review. Those noted here for consideration by the holistic quality assurance panellist are:

While the two qualifications meet policy requirements regarding flexibility, with its 12 core units – a large number given the overall total number of units required (18) – the Certificate III appears onerous. The ISC advised the packaging rules and their unit configuration were considered essential by the project steering committee and its industry regulator and Commonwealth agency members. With flexibility in mind, suggested rationalisation of two core units (e.g. BSBWOR301A and CPPSPS3008A) was not considered an option as “the SPS unit was developed to meet the ethical issues surrounding being on private property, while the BSB unit is more about planning their own work schedule which is important for the individual working in the van etc”. This reviewer accepts the need to reflect external regulatory and accrediting requirements.

With flexibility in mind, it was suggested that the Certificate III pool of electives could be expanded as the candidate had the comparatively limited choice of six elective units from a list of 10. This contrasted significantly with the more flexible choice available in the Certificate IV

generic information (like ‘in line with enterprise requirements’) could better reflect a streamlined product, but the ISC advised that “it is the ISC’s intention to ensure internally consistent, assessable and auditable product until such time as finalised streamlining standards indicate a clear direction as to required alternatives, if any.” I agree that Training Package development underway should work with current rather than anticipated policy.

The large number of performance criteria (PC) associated with some elements does not support the streamlining process to come; however given that streamlining standards are not yet an endorsed requirement, this approach does not run counter to current development policy.

The matter of the large number of PC is compounded by noted lack of consistency in the number of PC to an element within some units. This structural variation may be seen for example in ‘CPPSPS3002A Perform basic swimming pool and spa measurements and calculations’, where the first element has nine PC but the third (final) element only one. The developer’s considered response to equity comment on this matter was that

Some of the units created do seem to reflect generic skills and could be covered by other cross-industry units (e.g. use of technology, selling). CPSISC has indicated strong industry preference for sector specific units

Packaging rules are clearly and consistently expressed and appropriately aligned. Licensing and regulatory issues that impact on this work fall into the categories of environmental health, building and construction and consumer affairs. Requirements vary between States and Territories, with no licensing requirement in many jurisdictions. Regulators were consulted during development.

The reviewer has not sighted documentation, but CPSISC advises that details around licensing requirements are outlined in the Assessment Guidelines of CPP07 V13

This may be the case, but it also covers and duplicates quite a broad range of other work functions.
