(RKBY) in H.P. – Continuation thereof and Notification of crops and unit
areas for Rabi, 2015-16 season.
Sir,
It is to inform that the Govt. of India, Ministry of Agriculture, Department of
Agriculture & Cooperation, Krishi Bhawan, New Delhi vide their letter No.13011/04/2004-
Credit-II dated the 20th March, 2015 has accorded its Administrative Approval/continuation
for the implementation of the National Agricultural Insurance Scheme (NAIS) viz. Rashtriya
Krishi Bima Yojna (RKBY) on existing pattern during Rabi, 2015-16 season, as per the term
& conditions contained in the scheme which had been conveyed by the Govt. of India on the
terms & conditions as applicable during the year, 2015-16 Kharif and Rabi seasons.

As decided by the State Level Coordination Committee on Crop Insurance
(SLCCCI) in its meeting held on 8th October, 2015 at 11.00 A.M. under the Chairmanship of
the Additional Chief Secretary (Agriculture) to the Govt. of Himachal Pradesh, the National
Agricultural Insurance Scheme (Rashtriya Krishi Bima Yojna) will be implemented during
Rabi, 2015-16 seasons on the following conditions.
The Agriculture Insurance Company of India Ltd., will be the Implementing
Agency (IA) of this scheme as decided by the Govt. of India.
1. RISKS COVERED AND EXCLUSION:
As contained in the scheme, these would be as under:-
(i) Natural Fire and Lightning.
(ii) Storm, hailstorm, cyclone, Typhoon, Tempest, Hurricane, Tornado etc.
(iii) Drought, Dry spells.
(iv) Pests/Diseases etc.
Losses arising out of war & nuclear risks, malicious damage & other
preventable risks shall be excluded.
2. FARMERS COVERED:
The Scheme is applicable to all the farmers growing Wheat and Barley crops in
the units as mentioned in the Annexure 'A', and 'B' enclosed.
a) On compulsory basis
The scheme is on compulsory basis to Loanee farmers availing Seasonal
Agricultural Operation (SAO) loans from the Financial Institutions i.e. Commercial Banks,
Cooperative Banks, Regional Rural Banks and Primary Agricultural Cooperatives (PACs) for
the insured crops within the stipulated period.
b) On voluntary basis
For the Non-loanee farmers, it is optional.
3. CROPS COVERED
The crops to be covered during Rabi, 2015-16 season are Wheat and Barley.
4. INDEMNITY LEVEL
The level of indemnity for Wheat and Barley crops is kept at 80% of the
Average Yield (Threshold Yield).

5. UNIT TO BE COVERED
For Wheat and Barley crops, the units to be covered are as per Annexure 'A', and 'B'.

Note:- *In case of Loanee farmers, sum insured would be at least equal to amount of loan
advanced. For the loanee farmers, in such cases, where amount of crop loan availed
comes out to be more than either the value of threshold yield or 150% of average
yield, normal premium rates (lower of flat rate or actuarial rate) will be applicable on
the full amount of the loan availed, as the full amount of loan is to be compulsorily
insured.

7. SUBSIDY ON PREMIUM
The Small and Marginal farmers are eligible for 50% Govt. subsidy on total
premium as per decision taken/conveyed by the State Govt. vide letter No.Agr.F(1)-2/2002-I
loose dated 20.09.2007 to enhance the subsidy on premium on the insurable crops under
National Agriculture Insurance Scheme from 10% to 50% (i.e. 45% as State Share and 5% as
Central Share). The Small & Marginal farmers will require paying only 50% of the total
premium payable.
8. CUT-OFF DATES FOR ACCEPTING THE CROP INSURANCE PROPOSALS
FROM FARMERS AT PACs/BANK BRANCHES
i) Non-Loanee Farmers 31st January, 2016.
ii) Loanee farmers 31st March, 2016.

9. CUT-OFF DATE FOR SUBMISSION OF DECLARATIONS BY THE BANKS TO
IMPLEMENTING AGENCY (IA) i.e. AGRICULTURE INSURANCE CO. OF INDIA
LTD. FOR ALL CROPS:
The declaration should be submitted by the end of the following month of the
loaning/accepting proposals i.e. within one month from the cut off dates for accepting the
crop insurance proposals in case of non-loanee farmers and within two months from the end
of coverage/loaning period for loanee farmers, by the banks, i.e.,
Final Seasonal Cut-off date for :
Non-Loanee farmers : 28th February, 2016
Loanee farmers : 31st May, 2016
10. FIXATION OF CUT-OFF DATES FOR SUBMISSION OF YIELD DATA BY THE
STATE GOVT. TO THE IMPLEMENTING AGENCY:
30th September, 2016 for Wheat and Barley crops.
11. CLAIM SETTLEMENT:
The claims will be settled only on the basis of yield data furnished by the State
Govt. based on requisite number of Crop Cutting Experiments conducted under General
Crop Estimation Survey and not on any other methods like, Annawari/Paisawari or
declaration of Drought etc.
12. ROLE OF VARIOUS AGENCIES.
(i) The State Level Bankers Committee (SLBC), The Lead Bank Managers, the
Cooperative Banks and Agriculture Insurance Co. of India Ltd.(Implementing
Agency) shall take immediate necessary action to ensure the implementation
of the scheme in the State as detailed above.
(ii) The Implementing Agency i.e. Agriculture Insurance Co. of India Ltd. shall
ensure that claims are paid at the earliest after release of State Government
share. Litigations, if any, for delay in payment of claims and if any other, shall
be the sole responsibility of the Implementing Agency.
(iii) The banks would also ensure that the claims amount is released / disbursed to
the beneficiaries within a fortnight from the date of receipt of claims amount
from the Implementing Agency.
(iv) The Implementing Agency shall make necessary arrangements to give wide
publicity to the scheme.
(v) The Convener, District Level Bankers Committee will monitor the progress of

It is informed that the Govt. of India, Ministry of Agriculture, Department of Agriculture
& Co-operation, Krishi Bhawan, New Delhi vide their letter No.13015/ 02 / 2012-Credit-II dated the 20th
March, 2015 has accorded and issued its Administrative Approval / Instructions for the implementation of
the Weather Based Crop Insurance Scheme (WBCIS) on existing pattern during Rabi, 2015-16 season, as
per the term & conditions contained in the scheme.
Implementing Agencies (IA):
As decided by the State Level Co-ordination Committee on Crop Insurance (SLCCCI) in
its meeting held on 8th October, 2015 at 11.00 A.M. under the Chairmanship of the Addl. Chief Secretary
(Agriculture) to the Govt. of Himachal Pradesh, the Weather Based Crop Insurance Scheme (WBCIS) in
Solan, Kandaghat & Kunihar blocks of Solan District on Rabi Tomato crop will be implemented by
Agriculture Insurance Company of India Ltd. (AIC), in Kangra, Palampur & Dharamshala blocks of
Kangra District on Rabi Potato crop will be implemented by ICICI -Lombard GIC Ltd. and in
Dharampur block of Solan District on Rabi Tomato and Capsicum crops will be implemented by
IFFCO-TOKIO, GIC Ltd. during Rabi, 2015-16 season.

Conditions for the Pilot WBCIS:-
(1) Season and Risk Period:
Insurance coverage under the scheme would be provided for Tomato,
Potato & Capsicum crops for the following period as per Term Sheets attached herewith:

(2) Area approach:
The scheme shall operate on the principle of “Area Approach” in
selected notified Reference Unit Areas (RUA). Area Approach signifies that a reference Unit Area shall
be considered as a unit area of insurance for the purpose of acceptance of risk and assessment of
compensation as well. Therefore all insured cultivators of a notified crop in the notified Reference unit
area shall be deemed to be at par so far as their terms of insurance coverage and assessment of
compensation are concerned.
(3) Geographical Coverage: “Reference Unit Areas are linked to specific Reference Weather Station
(RWS) i.e. Solan, Kandaghat, Kunihar & Dharampur Blocks in District Solan in respect of Rabi Tomato
crop; Kangra, Palampur & Dharamshala Blocks in Districts Kangra in respect of Rabi Potato crop and
Dharampur Block in District Solan in respect of Rabi Capsicum Crop for providing Weather Data for the
purpose of assessment of compensation. Reference Unit Area is a geographical area around a Reference
Weather Station pre notified by the State Level Co-ordination Committee on Crop Insurance as
mentioned in the Term Sheets of respective RUA.

In case of non-availability of weather data of RWS and BWS notified for
RUA, then the weather data of nearest notified weather station shall be considered for the missing period.
(4) Crops Covered:
Tomato, Potato & Capsicum crops are to be covered during Rabi, 2015-
16 season on Pilot basis under WBCIS in the selected areas as mentioned above.
(5) Cultivators Eligible for Coverage:
All the cultivators (including share croppers and tenant cultivators)
growing notified crops in any reference unit area shall be eligible for coverage. The scheme shall be
Compulsory: For all Loanee applicant cultivators i.e. those who have sanctioned credit limit from a
Financial Institution for the notified crops in the notified RUAs. The maximum credit limit (MCL) shall
be sanctioned within the cut off dates as mentioned at Point No. 7 below.
Voluntary: For Non - Loanee cultivators i.e. those who have not sanctioned credit limit from any
Financial Institution for the notified crops in notified RUAs. Financial Institution, for the purpose of the
scheme includes all District Central Co-operative Banks and also the PAC’s affiliated to them, all
Commercial Banks and all Regional Rural Banks.
(6) Perils Covered: Following weather perils, which are deemed to cause “Adverse Weather
Incidence”, leading to crop loss, would be covered under the scheme:

The specific “Adverse Weather Incidence” with its timing / duration
applicable is given as per Term Sheet annexed of AIC of India Ltd. for Rabi Tomato in District Solan
(Blocks Solan, Kandaghat & Kunihar), of ICICI -Lombard for Rabi Potato in District Kangra (Blocks
Kangra, Palampur & Dharamshala) and of IFFCO-TOKIO for Rabi Tomato & Capsicum in District
Solan (Block Dharampur).
(7) Seasonality Discipline: Risk (insurance coverage) would be accepted as per table given below.
No insurance coverage is allowed once these dates are over. The cut-off date for coverage of loanee and
non-loanee farmers shall be as under:-

(8) Coverage Procedure:
(a) Insurance coverage of Loanee Applicant Cultivators shall be through the existing network of Financial
Institutions (FI) at the grass-root level, using Nodal Bank system as in National Agriculture Insurance
Scheme (NAIS).
(b) Insurance coverage of Non-loanee Applicant Cultivators shall be through the existing network of
Financial Institutions at the grass root level; the Insurance Intermediaries and Authorized Representatives
of implementing Insurance Companies.
(c) Nodal Bank Branches shall be paid by implementing Insurance Companies, a service charge of 4% on
the actual Premium amount remitted by them, being in the nature of sharing the incidental management
expenses incurred by them for servicing the scheme.
(d) Insurance intermediaries, Rural Agents/Other engaged by insurer for covering non loanee cultivators
would also paid minimum remuneration of 4% on the actual farmer premium.
(9) Sum Insured:
Sum insured is equivalent to the ‘cost of cultivation’ and is further sub
divided into various covers as given in the term sheets. The sum insured for an individual cultivator shall
be the product of the cultivator’s declared ‘area under cultivation’ (in hectare) for Tomato, Potato and
Capsicum Crops and the sum insured given in the term sheet per unit area attached herewith.
An individual Cultivator’s ‘area under cultivation’ for a Notified Crop in a
notified Reference Unit area shall be declared by him as follows:
Loanee Applicant Cultivators: ‘Area under cultivation’ for the Notified Crop as already declared by
him in the Loan Application Form for the purpose of fixing his “Maximum Credit Limit” (MCL) by the
Lending Financial institutions.
Non- Loanee Cultivators: The cultivator shall declare the ‘area under cultivation’ for the Notified Crop
in the Insurance Proposal Form.
(10) Premium Rates:
Actuarial Premium Rates for notified crops have been calculated by the
Implementing Agencies using standard Premium Rating methodology and it is 10.5% for Tomato, Potato
and Capsicum crops.
(11) Premium Sharing and Subsidy:
Of the total Premium, 50% shall be payable by the insured cultivator and the balance shall be borne
by the Central and the State Govt. on 50:50 basis.
(12) Premium Remittance:
The Banks should prepare separate Demand Draft for the loanee and Non-loanee farmers in the
name of:
1. “Agriculture Insurance Company of India Ltd., Axis Bank Account No. 041010200007856” payable at
Chandigarh, and should be sent to the Regional Manager, Agriculture Insurance Company of India
Ltd., Regional Office, SCO 64-65, Ground Floor, Sector 8-C, Chandigarh-160009.
2. “ICICI- Lombard, GIC Ltd.”, ICICI Bank Account No. 000405004572 payable at Chandigarh, and
should be sent to Area Manager, ICICI -Lombard, GIC Ltd., S.C.O. No. 24-25, 1st Floor, Sector-8-C,
Madhya Marg, Chandigarh-160017. (IFSC Code – ICIC0000004).
3. “IFFCO- TOKIO, GIC Ltd.”, Standard Chartered Bank Ltd. Account No. 70005032378 payable at
Chandigarh, and should be sent to the SBU Head, IFFCO –TOKIO, GIC Ltd., S.C.O. 137-138, Sector
9-C, Madhya Marg, Chandigarh. (IFSC Code - SCBL0036035).
(13) Compensation (Payout):
(I) Concerned Implementing Insurance Companies shall be responsible for all Payouts arising out of
“Adverse Weather Incidence” strictly in terms of the Scheme terms & conditions read with the
relevant Premium & Payout table..
(II) Pay-out shall arise only in case of Adverse Weather Incidence. Adverse Weather Incidence is
equivalent to the deviation between “Trigger Weather” and “Actual Weather” Data recorded at a
“Reference Weather Station” during the specified time period. Trigger Weather is a pre-defined
Weather Parameter applicable to a Notified Crops in a notified Reference Unit.
(III) In case of Adverse Weather Incidence (AWI), all t
in the Reference Unit Area shall be deemed to have suffered the same level of AWI and the same
proportion of crop-loss, and become eligible for the same rate of Payouts.
(14) Pay-Out Disbursement:
a) Pay-outs would normally be made by the concerned implementing Insurance Companies to the
Nodal Banks within 45 days of closing of insurance period subject to receipt of the necessary
actual weather data, State and Centre Govts. share of premium subsidy.
b) So far as the Insured is concerned, the Pay
Payouts would be automatically computed by the concerned implementing Insurance Companies
on the basis of Actual Weather Data received, and the Payouts would be
the insured’s Bank Account through the concerned Nodal Bank/Financial Institution.
(15) ROLE OF VARIOUS AGENCIES:
i) The State Level Bankers Committee (SLBC), The Lead Bank Managers, the Co
concerned Implementing Agencies shall take immediate necessary action to ensure the
implementation of the scheme in the State as detailed above.
ii) The concerned Implementing Agencies shall ensure that claims are paid at the earliest after
release of State Govt. share, Litigations, if any, for delay in payment of claims and if any other,
shall be the sole responsibility of the concerned Implementing Agencies.
iii) The banks would also ensure that the claims amount is released/ disbursed to the beneficiaries
within a fortnight from the date of receipt of claims amount from the Implementing Agencies.
iv) The Implementing Agencies shall make necessary arrangements to give wide publicity to the
scheme.
v) The Convener, District Level Bankers Committee will monitor
periodical meetings time to time.
Separate guidelines of Pilot Weather Based Crop Insurance Scheme (WBCIS) for Rabi,
2015-16 season shall be provided by the Agriculture Insurance Co. of India Ltd., ICICI
Ltd. and IFFCO – TOKIO, GIC Ltd.
