14

Procurement Overview Procurement Background Information

• AETD has acquired engineering support services through Multi-Disciplinary Engineering Development Services (MEDS) (NAS5-99124) and METS (NNG05CA99C) since 1999.

• Contracts have historically been:– 8 (a) Set-Asides– Cost-Reimbursement, IDIQ – Award Fee– Performance-based Task Orders

Page 15: 1 Multidisciplinary Engineering & Technology Services (METS II) Contract PRE-SOLICITATION CONFERENCE July 24, 2009 NASA/GODDARD SPACE FLIGHT CENTER

15

•Procurement Overview Procurement Background Information (cont)

• Contract Type– Cost Plus Award Fee– Contemplating Change from Level of Effort (LOE) to

Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract– Task Ordering Procedures (IDIQ) in lieu of Issuing

Work Assignments (LOE)

• Contract Clauses of Note– Five year period for issuing tasks (effective ordering

period)– Specified Maximum Ordering Value– Ceiling for indirect rates

Page 16: 1 Multidisciplinary Engineering & Technology Services (METS II) Contract PRE-SOLICITATION CONFERENCE July 24, 2009 NASA/GODDARD SPACE FLIGHT CENTER

16

Procurement Overview Evaluation

• Conducted in accordance with FAR 15.3/NFS 1815.3 Source Selection Procedures

• Evaluation Factors– Mission Suitability (point scored)– Cost (Government Pricing Model)– Past Performance (adjectival rating)

• Award on initial offers is anticipated, but the Government reserves the right to hold discussions with offerors

Procurement Overview Cost Factor

• For IDIQ cost evaluation, offerors shall use the Government Pricing Model– Government provides Hours and Labor Categories– Offeror proposes Direct and Indirect Rates and

equivalent labor categories – Government will evaluate the Cost Factor based on the

rates/costs provided in the Government Pricing Model– Sample Problem/RTO cost information will not be

presented to the SSA• Cost Realism analysis will be performed on the

Government Pricing Model

21

Procurement Overview Relative Importance of Evaluation Factors

• The Cost/Price Factor is significantly less important than the combined importance of the Mission Suitability Factor and the Past Performance Factor. – Mission Suitability + Past Performance > Cost/Price

• As individual factors, the Cost/Price Factor is less important than the Mission Suitability Factor but more important than the Past Performance Factor.

• Mission Suitability > Cost/Price > Past Performance
