18 August 2017 1 LATEST NEWS AND PROJECT UPDATES 1.1 Woodville Town Hall A range of bookings have taken place over the last fortnight including the popular Round She Goes markets, Adelaide Marathi Mandal (AMM) Concert, 71 st Indian Independence Day Celebration and Immanuel College Music Department’s Concert, and the launch of Paint the Westside ReaD early literacy program. The regular markets continue to be popular even withstanding the cold windy weather on Sat 5 August. Prathamesh Laghate and Mugdha Vaishampayan (previous finalists of the popular Indian TV show Sa Re Ga Ma Pa (Do Re Mi Fa So) L’il champs started their Australian Tour here on Sun 6 August, supported by local musicians from the AMM community. AMM will return to the Woodville Town Hall for their next event 16 September. The Indian Australian Association of SA (IAASA) held their annual celebration of India’s Independence at the Woodville Town Hall on Sun 13 August. The event included speeches and award presentations, music and dance performances, and food to celebrate Indian culture and traditions. 1.1 Woodville Town Hall

1.2 Woodville Business Association The Association has always indicated their desire to add colour and life along Woodville Road. The first of two artworks has started on the Cotto building. This image is remembering the past and signifies Italian heritage which is one of the highest nationalities in the area. The image also highlights an element of music which reflects the connection of a local long standing business along Woodville Road. The second artwork will be on the building at 56 Woodville Road which will signify youth, future prospects and growth to the area. The Association are very excited to have secured well known Adelaide artist, Joel van Moore (aka Vans the Omega) who recently curated the Wonderwalls Festival at Port Adelaide, and earlier this year had his artwork featured in a new collectible series for Australia Post.

1.3 Henley Beach Place Making Several business owners and residents participated in an ideas walk on Henley Beach Road in April 2017. The aim of the walk was to work out what changes could be made to improve the public space around this group of shops. The walk identified the strengths, weaknesses and opportunities of the area. One outcome of this walk was the installation of footpath stickers on Coast Park directing people to the cafés and shops on Henley Beach Road. Sarah Maddock, Place Leader, Coastal 8408 1221 [email protected] 1.4 Food Truck Bill Passes The Local Government (Mobile Food Vendors) Amendment Bill 2017 passed both houses of parliament on Wednesday 9 August 2017 however the date that the provisions of the Bill will take effect is yet to be proclaimed. The Bill was created as a result of consultation State Government conducted with the public in relation to Food Trucks. The Bill will make amendments to the Local Government Act, specifically Council will be required to grant permits for mobile food business, without limits on the number of permits issued within the area, the types of items sold or the hours of operation. Council will also need to prepare and adopt location rules that set out where mobile food vending businesses can operate within the area. While Council will be able to set the location rules, they must comply with regulations and requirements and if a vendor is not satisfied, the Small Business Commissioner can direct Council to change the rules. A report will be presented to Council in relation to the Local Government (Mobile Food Vendors) Amendment Bill once more information and a commencement date is available. 2 IN THE MEDIA 2.1 TENNYSON LAND SALE Extended coverage in the Westside Weekly Messenger of the sale of Council owned land at Tennyson. Multiple articles appeared online in AdelaideNow and the Westside Weekly paper editions examining the issue around the sale of land, and questioning council’s decision not to sell it under market price to a neighbour who cared for land and expressed interest in purchasing the land. A Letter to the Editor was submitted and published on Wednesday 16 August by Deputy Mayor Robert Randall clarifying Council’s position and commitment in providing transparent and fair information and opportunity around the sale of Council owned land. 2.2 PAID PARKING AT HENLEY BEACH Paid parking became active in the Northern and Southern carparks immediately adjacent Henley Square on Monday 14 August. Media interest from 891 radio and 5AA radio pre-empted any information release from Charles Sturt, beginning on Thursday 3 August with General Manager City Services speaking to 891’s Spence Denny on ABC Radio. The information about paid parking was disseminated via Council’s website and social media platforms on Thursday 10 August at 2pm. In less than 24 hours, over 100,000 people saw the post on Facebook alone, and we received over 1,000 comments on the Facebook post from residents and users of Henley Square. Currently, a week later, we have reached 127,538 people and received over 1,400 comments. General Manager Bruce Williams appeared on Friday 11 August on 891 ABC, 5AA with Leon Byner, Ten News, Seven News and the issue was nationally syndicated on 10’s The Project and national 891 ABC radio programs, as well as Nova news bulletins. Ten News, Seven News and Nine News also did multiple follow up stories, with a total of 26 broadcast and print media enquiries across a 5 day period relating specifically to paid parking at Henley. Community Tree Planting Day Sunday 20 August 2017 11am – 1pm FREE Meet at Tedder Reserve carpark, Findon Road, Flinders Park Join us for a Community Tree Planting Day to mark the completion of the River Torrens Recovery Project! Trees will be planted at George Jones Reserve and Tedder Reserve. We'll do the hard work and ensure the holes are pre dug and Council staff will be there on the day to assist with the planting and staking of the trees. Tree species will range from River Red Gum, South Australian Blue Gum, White Mallee, Mallee Box, Red Mallee, Willow Wattle, River Bottlebrush, Swamp paper-bark and Dryland Tea-tree. The River Torrens Recovery Project has run from 2014 and is funded through the Australian Government’s National Landcare Programme. It was a collaborative project with local councils and the Adelaide Mount Lofty Ranges Natural Resources Management Board. The project has allowed for significant improvements in water targets in priority sites and diversified and improved biodiversity along the River Torrens Linear Park corridor. Over 25,000 understorey plantings occurred in the City of Charles Sturt along the river since 2014 – we seek now to complete this work through linkages in canopy cover and the planting of 100 native trees to ensure we provide diversity and linkages in habitat for our fauna such as possums and birds. Circular contains suggestions, ideas, downloadable graphics and much more. 31.2 SAPOL request to councils re: Firearms Amnesty SA Police has requested the assistance of local councils in distributing information/educating communities about its current firearms amnesty which is encouraging people to hand in unregistered or unwanted firearms. This circular also contains information about drop-off points for firearms with many located in regional towns/cities and who to contact at SAPOL for further information.

31.3 SA Tourism Industry Council expressions of interest for a metro city or business to host the 2018 South Australian Tourism Conference The SA Tourism Industry Council (SATIC) is calling for expressions of interest for a metropolitan city or business to host the 2018 South Australian Tourism Conference. In 2017, there were a total of 340 delegates who attended. 31.4 Last chance to register - 2017 LGA Roads and Works Conference The 2017 LGA Roads and Works Conference will be held in the coming weeks. Further information including the final program can be found in this Circular. 31.5 Applications now open for National NAIDOC Committee The National NAIDOC Committee is now seeking applications for committee members. Applications close 5:00pm AEST 7 August 2017. 31.6 Authoritative guidance and standard drawings for infrastructure construction The LGA has published Infrastructure Guidelines, to set standards for a wide variety of civil construction works - whether built by Councils or private developers. 31.7 Nominations sought for the South Australian Boating Facility The LGA has received a letter from the Minister for Transport and Infrastructure requesting nominations for a Local Government Member and Deputy Member on the South Australian Boating Facility Advisory Committee for a two year term. Nominations must be forwarded to the LGA by COB Friday 8 September 2017. 31.8 2017 DPTI Community Grants now open Apply now for a Community Grant to improve road safety, encourage efficient use of cars and active modes of travel. Grants close on 10 September 2017. 31.9 Code of Conduct for Council Members Survey To assist with the sector wide review of the council member code of conduct, the LGA is gathering data from councils, the Local Government Governance Panel, the Ombudsman and the Office of Public Integrity on the number and nature of code of conduct complaints over the last five years. The availability of data regarding complaints will be a critical input to the sector’s proposal for reform of the code. 31.10 Walking SA Awards for Local Government open Nominations are open to Walking SA’s annual awards that recognise contribution to walking at all levels in South Australia. This Circular provides details of how councils can make nominations which close on 22 September 2017. 31.11 Entries open for 2017 UDIA SA Awards for Excellence Entries are now open for the 2017 UDIA SA Awards for Excellence to recognise the most outstanding examples of built form and masterplanned developments. Councils are encouraged to consider nominating in the Excellence in Government Development award category. 31.12 Energy Efficiency Tool and Fact Sheets now available The LGA has recently concluded a High Level Audit of local government energy efficiency activities in collaboration with Lucid Consulting Australia, and forty-two councils. 10 August 2017 32.1 Second call for Nominations for the State Bushfire Coordination Committee The Minister for Emergency Services has written to the LGA requesting nominations for a Local Government Member and one Deputy Member on the State Bushfire Coordination Committee for a term not exceeding three years. At it's recent meeting the LGA Board requested a further call. Nominations for this call must be forwarded to the LGA by COB Thursday 7 September 2017. 32.2 Nominations sought for the Local Government Transport Advisory Panel (LGTAP A vacancy exists for a 'Metro Council' Member to the Local Government Transport Advisory Panel. Nominations must be forwarded to the LGA by COB Wednesday 13 September 2017. 32.3 Fund My Neighbourhood Details of the Fund My Neighbourhood program for 2017 have been announced and are linked from this circular. The LGA is working with the Department of Premier and Cabinet to support the program. 32.4 LG Emergency Management Framework Consultation Draft - Reminder The LGA has partnered with Ernst and Young to develop a local government emergency management framework. The consultation draft is now available for comment. This is a reminder that the consultation period closes on 25 August 2017. 32.5 Nominations sought for the Dog and Cat Management Board The Minister for Sustainability, Environment and Conservation, Hon Ian Hunter MLC, is seeking local government nominations for three member positions on the Dog and Cat Management Board for terms of up to 3 years. Nominations must be forwarded with a current CV to the LGA by COB 15 September 2017. 32.6 Council Assessment Panels - Terms of Reference and Meeting Procedures The LGA is currently obtaining legal advice and a model for Terms of Reference and Meeting Procedures for the new Council Assessment Panels. 32.7 Australian Packaging Covenant - Compulsory Recycling Reports Due to EPA Friday 15 September 2017 The EPA will soon be providing advice to councils that the due date for recycling reports for the reporting period covering the 2016/17 financial year will be 15 September 2017. The provision of this information is compulsory for all Councils that provide kerbside recycling facilities for community use. Councils are advised that data is to be submitted by fax or email, same as last year. 32.8 Telecommunications Planning Requirements The Department of Communications and the Arts is seeking to better understand what planning requirements councils have in place for the provision of telecommunications in new real estate developments. Councils are requested to respond via a questionnaire by 31 August 2017. 32.9 Local Government Survey – SA Power Networks Regulatory Reset Proposal 2020-25 SA Power Networks is now seeking council feedback on what topics to discuss at a targeted Local Government workshop to discuss the 2020-25 Australian Energy Regulator Price Reset Process. 32.10 PDI Update - State Commission Assessment Panel The State Planning Commission has assumed functions of the Development Assessment Commission, Building Rules Assessment Commission, Building Advisory Committee, and the Development Policy Advisory Committee. 32.11 Open Spaces, Parks, Gardens and Playgrounds (Goods, Services & Works) - Preferred Supplier Panel LGA Procurement in conjunction with the LocalBuy (QLD) and LGA NT have combined the purchasing power of approximately 150 Local Governments to establish this Preferred Supply Contract and to leverage exceptional pricing and supplier choice. 32.12 September China Inbound Trade Program Expression of Interest For councils and firms currently, and for those considering involvement in the China Engagement Strategy a wonderful opportunity has arisen where China comes to you. During the first full week of September business owners from six Chinese cities across seven industry sectors will be in Adelaide for three days looking to meet you over seven events. 32.13 Expression of Interest - Conduct a Building Access Audit - 23 and 24 October 2017 The LGA in collaboration with the City of Salisbury and the City of Adelaide is looking for expressions of interest from across councils and functions for the opportunity to facilitate a ‘Conduct a Building Access Audit’ course. 32.14 Community Engagement Training in October – Book in now to secure your place! The LGA has taken a leading role in community engagement since 2007 through the development of the LG Community Engagement Handbook in collaboration with SA councils. Elected Member - Community Engagement Charter session There are a limited number of spots available for the facilitated session for Elected Members on the 23 August 2017. 33.11 Fines Enforcement and Debt Recovery Bill 2017 - Feedback Sought The LGA has been advised by the Attorney-General on 16 August 2017, that a Fines Enforcement and Debt Recovery Bill has been introduced into Parliament with a view to amending the legislation and procedures of the Fines Enforcement and Recovery Unit. The Unit manages overdue fines and expiation fees issued by authorities, including councils. The Attorney-Generals Department is seeking feedback on the Bill. 33.12 Can you help? Community engagement staff for online survey Helen Christensen is a PhD candidate at the Centre for Local Government (within the Institute of Public Policy and Governance) at the University of Technology Sydney, who is looking for people who work in community engagement to complete a survey in order to better understand this professional group. 33.13 Broadband as an Essential Service Yes or No Broadband as an Essential Service? Councils have the opportunity to vote on whether or not they believe that high-speed, high-capacity broadband should be declared to be a utility. 1.
