2. INSTITUTIONAL DEVELOPMENT PROPOSAL (IDP)

(Implementation period: April 2017- March 2020)

2.1 Executive Summary of the IDP

Institutions of technical education have an obligation to be responsive to changing social needs.

They have mammoth challenge of creating an environment for producing good quality students

with ample job opportunities. This development proposal is in line with changing scenario of

engineering education worldwide. It is an effort in bridging the gap between what is available

and what is required to be able to produce good quality students. The University will thus be able

to contribute to the task of nation building much more effectively

The University was part of the TEQIP Phase-I and Phase-II. From the description on Baseline

data presented in section 1 and academic excellence, it is quite evident that the university has

made significant progress in terms of basic infrastructure, UG laboratories, library, computing

and networking facilities as a result of TEQIP Phase-I and Phase-II. Further the research

facilities and resulting output have also improved. However, some of the postgraduate programes

(M.Tech) and research level (PhD) especially in branches of engineering and technology requires

further strengthening. The university intends to strengthen these programmes by TEQIP Phase-

III.

The following proposals/initiatives have been identified:

a) Starting new programmes and increase in intake.

b) Scaling up PG education and augmentation of doctaral level studies

c) Enhancement of facilities for demand driven technological research and development

d) The industry oriented research

e) Implementation of a well defined and time bound plan of cooperation with the networked

institutions / industries

f) Improvement in trasition rate and pass rate

g) financial assistanceships/Scholorships

h) State-of-the-art laboratory

i) Increasing focus in interdisciplinary research and collaborative academic activities

j) UG and PG research projects will be on industrial problems

6 HBTU Kanpur Sub Component 1.1, TEQIP - III

k) Equity assurance

l) Pedagogical training and comprehensive faculty development program

m) Faculty/Staff/Student development

n) Upgradation of knowledge and skill of technical and non technical human resource.

o) Facilitating research and development

p) To establish more Centers of Excellence

q) Improving administrative and management system

r) Students participation in national and international academic events

s) Improvement of research base and

t) Community development through outreach activities and transfer / dissemination of

knowledge/information/technology leading to better awareness in order to achieve a

healthy quality of life

2.2 Provide an action plan with timelines for

(a) Improving the learning outcomes of the students

1. Faculty training (qualification up gradation, subject up gradation & research

competence, Pedagogical training, participation in conferences,

seminars/workshops etc.)

Faculty is an important stake holder in an educational institution. They need continuous

qualification up gradation, subject upgradation, enhancement in their research

competency through pedagogical training, participation in conferences,

seminars/workshops etc.

The action plan for faculty training of this university is as follows:

through innovative methods, such as remedial and skill development classes, peer

assisted learning for increasing the transition rate, non cognitive skills and pass

rate

The most important stake holders of an educational institution are students. The students

in this university come from various levels and classes of society. The university from

time to time organizes various activities for improving the transition rate and pass rate.

The university also organises fininshing schools, remedial classes, skill development

6. Instituting academic and non-academic reforms including programme flexibility

(Is there any need to revise the curriculum? When it was last revised?)

With the changing phase of globalization there is lot of obsolescence in the labs and

course curriculum. Hence, there is urgent need for the modernization and strengthening

of the existing facilities to cope up the phase of globalization.

The university reforms its academic and non-academic domains from time to time.

Curriculum revision has been done from time to time for which there are various bodies

like Board od Studies, Academic committee, Academic Council and Executive Council.

Curriculum was last revised in June 2016.

(b) Improving employability of the students

7. Increasing interaction with industry (What are the industries located in the

vicinity? What role of industry is perceived for the institute?)

To develop linkage with other education institutes, industries and other user agencies

through multiplicity of programme including consultancy, these interactions are

necessary. Industry-Institute interactive programmes ensure mutual benefits including

employability for students, revenue generation for the institution, and Commercial

activities. There are several leather industries around Kanpur, besides Kanpur is an

industrial city considered to be the Manchester of east.

This University has very close interaction with Industry. Many MoUs and EoIs have been

signede with insdustry. For enhancing interaction with industry, the university organises

expert lectures, panel discuission, seminars, conference, workshops, conclave etc.

The action plan for interaction with industry of this university is as follows:

2.3 Provide an action plan with timelines for

1. Obtaining autonomous institution status from UGC

This institution has already been given academic autonomy from UGC. Since 1st

September 2016, this institution has been upgraded into a university through an act of

state legislature; therefore, being a university, the instition has full autonony in every

respect.

12 HBTU Kanpur Sub Component 1.1, TEQIP - III

2. Improving the NBA accreditation status

The programmes of the university had NBA accreditation. Renewal of NBA accreditation

for such program whose accreditation has expreed is in process.

2.4 Describe the following in brief:

1. Is any enhanced assistance / mentoring that the institution is looking forward from its

ATU?

This institution is already a university. Therefore it does not need any enhanced

assistance / mentoring.

2. Does your BoG need strengthening, if yes, then how?

No

3. Is there an ERP/MIS system existing, if yes, then any improvement, modification

suggested.

Comprehensive ERP/MIS system establishment is in process. Automation exists for

examination and result related activities.

4. Is there any mechanism i.e. special classes being conducted in the institution for

improving the GATE score?

Yes, The university provides faculty and staff members with ample time post lunch to

conduct such classes. Classes for not only improving the GATE score but for

improving aptitude, general English and learning foreign language is in the platter to

be served.

2.5 Provide a Twinning Plan with a high performing institute with the objective of

capacity building knowledge transfer and developing long term strategic

partnerships. (Twinning plan will be formalized into twinning agreement after

finalizing the twinning partner).

The university will prefer twinning agreement with some central university, NIT, IIT or

any other national institution of high repute.

13 HBTU Kanpur Sub Component 1.1, TEQIP - III

2.6 Is there any difficulty in Recruitment and selection of high-quality faculty? If yes,

what are the reason & action plan to solve the issue?

There is no difficulty in recruitment and selection of high-quality faculty. The university

through a selection board has planned to recruit and select high quality faculty by giving a

nation wise advertisement

2.7 Give an action plan for ensuring that the project activities would be sustained after

the end of the Project.

To sustain the project activities in future, university will like to increase the funds under

following four categories.

(a) Staff development fund

(b) Depreciation fund

(c) Maintenance fund

(d) Corpus fund

2.8 Describe briefly the participation of departments/faculty/students in the IDP

preparation.

The department, faculty and students of this university have greatly participated in the IDP

preparation.
