University System of Maryland International Presence and Global Outlook

• Institute of International Education’s “Open Doors” report:

• In FY 08 there were more than 13,300 international students studying across the state (Maryland ranks 14th in this regard)– These students contributed $375 million to the State’s economy

– and bring significant talent and ingenuity to our campuses and to the state

• Also in FY 08, more than 4,100 students from Maryland colleges studied abroad – These collaborations enable scholarship and innovation to cross national

boundaries, connecting Maryland to the global economy and preparing our students for international collaborations.

University System of Maryland International Presence and Global Outlook

• Virtually every USM institution supports educational and/or research partnerships with foreign universities – USM institutions also host educators, business leaders, and government

delegations from all over the globe

• Towson University—home to the Asian Arts and Cultural Center—has partnerships with universities and governmental organizations in over 30 countries. – Towson also has an international incubator for early-stage companies

called Towson Global

• The University of Maryland, Baltimore County incorporates international components across numerous disciplines

• Salisbury University is home to the Office of Global Programs through the Perdue School of Business – One of the founding members of the Network of International

Business Schools

• The University of Maryland Eastern Shore carries out significant international outreach, with an emphasis on developing nations.

• Frostburg State University has created a Center for International Education to promote and support study abroad.

• The University of Baltimore is home to

– the Center for Global Business Studies

– the Center for International and Comparative Law

• The University of Maryland University College is THE worldwide leaders in on-line education.

– A presence in 23 countries, primarily Europe and Asia and relationships with 11 international universities in 10 of those countries

UMBAn International Presence

• University of Maryland, Baltimore receives over $100 million per year to support research & service in 35 foreign countries.

– The Institute of Human Virology runs AIDS education and prevention programs at over 200 sites in Africa and the Caribbean

– The Schools of Nursing and Dentistry are active in Nigeria

– The Center for Vaccine Development has had a research facility in Santiago, Chile since 1978

– The Center for Vaccine Development also has a long-standing field site in West Africa for developing and testing malaria vaccines.

– UMB partnered with the Indian government to create the Asian Institute of Public Health in the State of Orissa, India

• The Institute has already reduced infant mortality in Orissa by 36%.

UMBAn International Presence

• UMB has extensive collaborations with foreign-based pharmaceutical companies– In the last decade, foreign companies have sponsored over $100

million in research conducted at UMB

• 21 foreign companies have tech transfer licenses with UMB to develop new products based on UMB discoveries

• Foreign-based companies are actively investing in UMB start-ups based in the BioPark – SNBL, a leading Japanese bioscience company, is the anchor tenant in

the UMB BioPark, having invested over $30 million in the facility

UMCPA World-Wide Outlook

• University of Maryland, College Park is a global force– More than 250 established partnerships with universities and

governments in 57 countries worldwide

– Last year UMCP hosted 1,500 international faculty and scholars from more than 80 different countries

• Attention to the emerging strength of China – The Institute for Global Chinese Affairs and the Confucius Institute

– The Robert H. Smith School of Business has partnered with China's University of International Business and Economics to deliver the Smith Executive MBA in China in both Beijing and Shanghai

– A new executive master’s degree program in Public Policy for middle management executives from Jiangsu Province in China.

Governor O’Malley’s Vision:Enhance Maryland’s Global Profile

• Most recent development: The Maryland International Incubator– A joint operation of the UMCP and DBED

– 30,000-square feet of subsidized office space and research and development services to companies with foreign headquarters seeking to expand in Maryland

– Capability of housing between 10 and 25 startups

• Specific industries targeted:– life sciences, bio-tech, renewable resources and energy conservation.

• There are already 7 companies in the incubator– The newly-created University of Maryland-China Joint Research

Park is also tenant

Governor O’Malley’s Vision:Enhance Maryland’s Global Profile

• The International Incubator provides partner companies with:– Direct access to world-class faculty, students and research facilities;

– Physical space for companies to reside in;

– Hands-on mentoring and training;

– Networking opportunities with potential partners having common or complementary interests with potential investors.

• Added advantage of proximity to embassies in Washington– Embassies value having 'local' companies from their country near by

– State should exploit this advantage in a strategic, systematic mannero Organize more targeted technology trade missions

Importance of International Outreach

• The world has become globally competitive – The United States is at some risk

• Organization for Economic Co-operation and Development’s (OECD) Education at a Glance 2009 highlight’s a troubling trend:– The United States, which lead the world in higher education

completion rates for decades, now ranks about tenth.– Decline not because of a lowering in America’s attainment rate,

which has held steady at about 40% . . . . but other nations are surging past us

• Canada, Korea and Japan are all in the mid-50s

• Loss of education leadership threatens America’s place in the global economy

USM: Responding to the Challenge

• The USM is responding to the need for greater global competitiveness: – Revising and up-dating curriculum/research agenda to respond to global

issues;

– Working to expand international connections and exchanges.

• Many of our international activities are done in partnership with state government and members of the Maryland business community.

• One final point to stress . . . USM institutions have– Influential contacts on every continent;

– Faculty with great expertise on every region/culture of the world

– We are eager the help build Maryland’s international profile
