IN FOCUS: Small Company Coalition

seeks hearing on USF

The Small Company Coalition, a coalition comprised of 10 small rural telecom carri-ers, has focused its energies on leading an “information blitzkrieg”, with the goal of gaining broader opposition to planned re-forms to the Universal Service and Intercar-rier compensation programs. The group is also working with consultants on a new model for Universal Service reform that would accomplish the objectives of the National Broadband Plan. Executive Committee Member James Kail said the SCC wants to educate rural custom-ers about the impact of planned reforms. He said customers can relate to concerns about rising rates, inferior service and lost jobs if some small telcos go out of business. Lifeline Eligibility Notice

The FCC made several changes to its Lifeline program

earlier this year. In order to ensure a level of consistency

among the states, the FCC adopted a set of minimum Life-

line customer eligibility criteria. ETCs (incumbent and

competitive) are to use these criteria in all areas effective

June 1, 2012. Individual states may supplement these cri-

teria, but may not reduce the criteria. While USAC has

been providing information on the new FCC rules, for

your convenience the minimum eligibility criteria, which

fall under three main headings, are as follows:

Information provided to customer

Information to be provided by the customer

Certifications to be provided by the customer

at Work

We recommend checking with your

state commission or counsel to see

if any state-specific guidance has

been issued. In addition, the new

Food Distribution Program on

Tribal Lands should be added to

applicable Lifeline sign-up forms.

Please contact Alexicon with any

questions.
