Cinnaire’s University of Affordability Conference strives to cultivate the ongoing success of our industry by

facilitating technical and operational educational development in a collaborative

setting to enhance strong, agile teams. Each year, we build a theme around the

conference to enhance the “fun.” This year, our focus is on you and the role you play

as a First Responder. You are the face of the organization where you work. You are the

“go to” when there is a problem, crisis or when assistance is needed.

We’ve partnered with Community Development Association of Michigan (CEDAM) to provide you with a complete track of Energy Efficiency workshops. CEDAM is working with multiple energy efficiency and multifamily affordable housing stakeholder groups on Michigan Energy Efficiency for All (MEEFA) initiative. The goal of MEEFA is to improve energy efficiency in multifamily affordable housing developments across Michigan. Similar efforts are underway in other states, thanks to the generous support of the Energy Foundation. This track will provide information on energy efficiency topics ranging from funding to benchmarking to working with energy efficiency contractors.

This session will cover the basics, as well as updates and information on being prepared and responding effectively.

Acquisition Rehab | Part 1 Jillian Toole, NPCC, HCCP, NCP Novogradac & Company, LLP With so many aging residential rental properties throughout the country, a firm grasp of the rules governing acquisition/rehab deals is a necessity. We will discuss various issues associated with acquiring and rehabilitating properties under the LIHTC program, including: significant dates for tax credit percentages, acquisition and safe harbor rules, rehabilitation considerations, including maximizing credits and timing for each unit, record-keeping tips.

LIHTC Jeopardy Trey Phillips, Cinnaire LIHTC Jeopardy will test both participant and the audience knowledge on LIHTC information in a fun, interactive way. The game is played with two teams of four, each team with a buzzer and the first to buzz in gets to answer. A correct answer will also allow that team to select the topic of the following question. Just like the game Jeopardy, there are two rounds – daily doubles and final jeopardy round. Our version will focus primarily on LIHTC questions to best improve our collective knowledge, sprinkled with some pop culture trivia to add a bit of levity. If both teams are unable to correctly answer, we will give the audience a chance. Correct answers will earn a treat!

Knowing Me, Knowing You: Becoming More Effective Through Emotional Intelligence Chris Laurent, Cinnaire Josh Ghena, Cinnaire Our industry is one rife with focus on hard technical skills – lots of acronyms, procedures, and processes. At the end of the day, though, it’s a people process – with lots of complimen-tary, albeit at times, confrontational styles colliding. We will lead you through a highly engaged, interactive session designed to better understand the essence of what we each bring to the table – strong points and challenges. You’ll leave this session with some good tools to help you communicate and ultimately become stronger in your role when working with others.

Michigan Battle of the Buildings & 2030 Districts Cheri Holman, LEED AP, US Green Building Council West Michigan Learn about the only biggest loser styled energy competition in the county. The Michigan Battle of the Buildings includes more than 450 buildings representing over 64 million feet of real estate, all battling it out to see who can reduce energy and water waste in their building by the greatest percentage. Next you will hear about 2030 Districts. Two Michigan

cities (Grand Rapids & Detroit) have committed to reducing CO2 emissions from energy, water and transportation by 50 percent by 2030. Learn & discuss our strategies to accomplish these lofty goals during this session.

The Anatomy of a Crisis – Learning How to Master the Chaos Elaine Simpson, Occupancy Solutions Bad things happen. Unfortunately that is part of life, and how you respond can make or break your community. When an external crisis occurs, it often triggers an internal crisis within oneself and/or the team and this often leads to complete chaos. Learn how to master the chaos by creating strategies, plans, procedures and protocols for when an emergency occurs.

REAC | Part I David Rudolph, Cinnaire This is not an introduction to REAC. Chances are you are familiar with REAC. You’ve experienced them, had some failures, some ties (a low passing score) and some wins. Still hoping to find that tip to stop or to eliminate your organization from getting pending REAC? Eliminating “score” concern, spending thousands of dollars and endless man-hours in hopes for that “90+” score. Information will be presented in an easy to understand format. REAC 1, prep session to REAC 2, will allow you to see REAC through the eyes of HUD, the inspector, the employee, supervisors, management company and owners. Learn how to avoid the stress and over-spending by understanding how to utilize what most call an unfair and ridiculous scoring system. The knowledge and skills presented will allow you to assess and establish a plan of action that will be successful.

Acquisition Rehab | Part 2 Jillian Toole, NPCC, HCCP, NCP Novogradac & Company, LLP We will touch on the compliance needs for acquisition/rehab projects. We will discuss such rules as the 120-Day, Tack-Back and Safe Harbor. In this session, we will discuss more advanced topics of avoiding recapture and correcting non-compliance at acquisition/rehab properties. There are different policies for new residents versus existing; learn how to treat each certification. Applicable income limits, utility allowances and how to field relocation issues will also be covered.

Year 15: Dispositions Strategy – Qualified Contracts Paul Davis, Cassie Brown, Adrienne Zeigler, MSHDA; James White, Rich Swantek, Cinnaire; Gary DeShano, Dino Ciardelli, GLD Management As more properties in the Section 42 Housing Tax Credit Program reach year 15 and beyond, some may consider a qualified contract as a possible exit strategy. Per Section 42, there are only two scenarios under which an extended-use agreement can be terminated: foreclosure or release through qualified con-tract. Since foreclosure is both more self-ex-planatory and less desirable, this session will focus solely on termination process through qualified contract. There will be presentations from a Syndicator, Broker and Housing Author-ity (MSHDA), as well as a discussion panel on the pros and cons from each perspective.

Identification and Awareness: Lessons on Drugs in our Communities | Part 1 Shawn Bain, Global Drug Concepts Michael Powell, Global Drug Concepts Do you know the signs? Join expert panelists as they provide drug awareness education; focusing on drug discernment, prevention and mitigation. The panelists are experts in the area of current drug trends, terminology, paraphernalia, concealment and physiological effects of all drugs of abuse in today’s world.

Yes – Here’s How Cory Connolly, Levin Energy Partners Since 2012, 20 counties representing 62 percent of Michigan’s population have joined the Lean & Green Michigan property assessed clean energy (PACE) program. Now, property owners can finance any combination of energy efficiency, water efficiency and renewable energy improvements over 20 years at a fixed interest rate. The upshot? You can undertake major projects to cut 20, 30, or 40 percent out of your energy spend, finance the whole thing out of energy savings, and still have positive cash flow left over. Find out how your facility can upgrade boilers, chillers, indoor and outdoor lighting, or even go solar, all in a way that cuts your operating costs.

It takes many good deeds to build your reputation and only one bad deed to lose it. That’s why it is so important. So how do you keep your reputation positive for the long haul? Attending this session is the first step in doing just that. You will leave the session with numerous tips, trick and techniques on managing your reputation.

REAC | Part 2 David Rudolph, Cinnaire A follow-up and reinforcement of REAC 1. The instructor will walk participants through several photos and a few live repairs that generate large point losses, others that are common and easy, and are time-manageable and affordable for a wide range of budgets. The session will close with a “guaranteed to succeed” plan-of-action that can be adjusted and applied to any property.

Emergency Preparedness Jim Gromer, Continental Management Gary Offenbacher, Continental Management Nobody can predict when a disaster will strike at a multifamily community. All we can do is prevent, plan and prepare for when one happens. Our session will cover the following elements: minimizing risk to residents, staff and owner through inspections, preparation and having procedures in place; transfer of risk through proper having proper insurance coverage in place; handling different types of emergencies, fire, flood, weather, crime, and information breach; expectations of first responders, staff and residents though communication and training; and, elements of an emergency plan and the need to keep it updated.

Solar for Multifamily Housing: The Opportunity is Now Matt Hollander, LEED AP, Hollander Development Tim Skrotzki, LEED AP, Elevate Energy Market John Kinch, Michigan Energy Options Oren Brandvain, Develop Detroit Solar is becoming a better investment for owners, developers, and tenants of multifamily properties. The price of solar panels has dropped significantly, and PV panels are more efficient. While the scale of solar on multifamily seems challenging, added with energy efficiency measures, ROI can be achieved quickly and IRRs can be as high as 10 percent. With the introduction of community solar, benefits can be passed directly to tenants. Even in a state without significant solar incentives, we’ll examine how going solar along with energy efficiency offsets rising energy costs, stabilizes operating budgets, and increases cash flow. You will learn how Hollander Development used LIHTC and Business Investment Tax Credits to make solar cost less than zero dollars; how to incorporate solar into the decision-making process, the role of energy efficiency, and tax credits to improve your bottom line; how DOE and HUD are bringing multifamily leaders together to share solar best practices; and, how community solar in Michigan is bringing the benefits of solar to tenants and owners alike.

Body Language and Unconscious Bias Brian Feeney, Cinnaire Mary Manual, Cinnaire Body language (non-verbal communication) is one way we promote how we are perceived at work and home. There are times when we send mixed messages – saying one thing, but body language reveals something completely different. This non-verbal language affects how we act and react to others, and how they react to us. People make sweeping judgements and inferences based on body language, called unconscious bias. Bias happens automatically. Those judgements can predict meaningful life outcomes whether that be who we hire, promote, or even who we ask on a date. Make sure your personal brand is aligned with how you wish to be perceived. You will learn the brand you’re currently known for. Next, you will create a concise personal brand statement describing what or who you want to be known for and finally, help align your communication and actions with your desired perception. It can take very little time to adjust your non-verbal communica-tions by re-branding yourself, simply by being aware of how you want be perceived.

Green Blueprints: Case Studies on Energy Efficiency in Multifamily Affordable Housing Jason Bing, The Ecology Center Jennifer Hall, Ann Arbor Housing Commission This session will review real examples of the “how and why” nonprofit and for-profit private building owners and developers are embracing energy efficiency as a way to save money on utility expenses, reduce operating costs, and improve the health of tenants in their facilities. The session will cover some of the strategies that can be utilized during the design, financing, and implementation of energy efficiency projects – and some of the issues to be aware of along the way. The session will be framed by an introduction on the work being conducted by the Michigan Energy Efficiency for All (MEEFA) network: a state-wide network dedicated to linking the energy and housing sectors together to improve and expand equitable access to resources for the multifamily affordable housing sector and its residents. Presenters will represent both nonprofit housing authorities and private building owners/developers and reflect on the lessons learned in implementing energy efficiency projects.
