Purpose: a).Joint discussion and sharing main solution for technological problems and social issues for building a public health system across APEC region with HWG-LSIF.

Major Issue: Building u-Health community of “New paradigm for public health service using a ubiquitous healthcare system” under a joint forum HWG-LSIF by cooperating with “2014 KIMES”.

The Forum will be held on 20(Thu)-22(Sat) March 2014 with “2014 KIMES” at the Seoul COEX.

2. Meeting your objectives: Were the proposed objectives of the project met? If so, please describe how. If not, please include any major changes to the proposed scope of the project. Please outline any problems you may have encountered that resulted in delays to the delivery of the activity.

As As the first started in 2004 APEC e-Health Seminar have been learned from the important data on member economies current stage of Health IT development (regulatory systems, standardization, business models, human resource development & training), trends in e-Health technology, and professional human resources relative Health IT as result that have been accumulated for the past 6 years. After being held on this APEC u-Health Community forum of 1st and 2nd, this will be a high quality, interactive, accessible community which will be a useful leverage for business and government within APEC region. The Korea e-Health Association has already line up KIMES (Korea International Medical & Hospital Equipment Show (http://www.kimes.kr /eng/default.asp). As holding this forum linking with annual KIMES, it intends to maximize synergy effect among human resource, finance, knowledge exchange and practical trading linked.

3. Evaluation: Describe how you evaluated the project upon completion? Detail the results of the evaluations conducted, if any (e.g. participant evaluation, peer review of publication, measurement of indicators, statistics demonstrating use of outputs etc.).

     

4. Key findings: Describe the main outputs delivered and any broader outcomes achieved as a result of this project. (For example have there been any capacity building outcomes, policy or operational changes, or changes to standards or systems as a result of this activity?) Describe how project outputs relate to fora/sub fora/working group strategic and medium-term priorities and strategic priorities. Please provide examples of important findings or lessons learned arising from the project.

Engagement and roles of APEC u-Health Community Forum with Annual KIMES/ Korea e-Health Association

The forum run in connection with 28th KIMES (Korea International Medical Hospital Equipment

Show) in 2012, which was held in Seoul COEX, to assist further development of medicalequipment industries, and promote trade in medical equipment.

This connection induced investment and less expense to take part in this forum to maximize cost-efficient use of resources as well as high synergy efficiency to attend this forum. This event had the direction for the latest medical technology through 978 companies and 59,758 visitors from 30 countries in totally (including their stakeholder and 780 companies from eleven APEC member economies; Australia, Canada, China, Japan, Korea, Malaysia, Russia, Singapore, Thailand, USA, Vietnam)

It was a valuable time to see all the leading, high-technology medical, eco-friendly products and diverse solution being evolved by convergence between IT and medical technology. As holding this forum linking with annual KIMES, it intends to maximize synergy effect among human resource, finance, knowledge exchange and practical trading linked.

Ultimately, engagement and role of the project will help economies in leading positions among member economies to provide u-Health infrastructure (human resource development, finance, technology & knowledge exchange and practical trading) to other member economies

5. Next steps: Describe any follow-up steps or projects that are planned following the completion of the activity, such as post-activity evaluations or tracer studies planned to assess the impact of this activity. Have the results of the activity been disseminated to participants and other stakeholders and how? What are (if any) any flow-on effects from this activity? How will this activity inform any future APEC activities?

o The forum will run in connection with 30th KIMES (Korea International Medical & Hospital Equipment Show) in 2014, which is held annually in Seoul, to assist further development in the medical equipment industries, and promote trade in medical equipment. This connection will induce investment to take part in this forum to maximize cost-efficient use of resources as well as high synergy efficiency to attend this forum (Rank1). The unique 29th KIMES 2013 had the direction for the latest medical technology through well over than 1,015 companies and 68,000 visitors from 37 countries in totally (including their stakeholder, visitors and 802 companies from 13 APEC member economies), It also intends to maximize synergy effect among human resource, finance, knowledge exchange and practical trading linked (Rank2).Previous projects/activities: If and how this proposal builds on the findings or

lessons learned from previous projects/activities, while avoiding duplicationAPEC e-Health Seminar has been held in Seoul annually since 2004. Especially, when it comes to “2005 APEC e-Health Initiative Pre-symposium”, the important datum on member economies’ current stage of e-Health development such as standardizations, legislation & policy making, human resource education, global cooperation with other fora, business models for industry related Health IT as results that have been accumulated for the past 7 years through the “APEC e-Health Seminar” have been learned from the APEC e-Health Seminar (Rank1).Communication: How you plan to communicate the results or benefits of this project

with othersAll reports are planned to be disseminated by means of being published in hard copy, USB device and soft copy on the internet to the speakers and attendees. The contents will be based on recommendations for the experiences of developed and developing economies from the forum. “The Current Status and Future Prospects on u-Health in APEC Region” will be published in hard copies bound together in book to inform and share with APEC member economies. All the contents have been already performed annually since 2004.

2. Implementation: Describe progress and any deviations against the project’s work plan.

According to the proposal, the project had implemented through two days forum, and officially held in Seoul, Korea at COEX, on February 16(Thu)-17(Fri), 2012 as 1st Forum. Project implementation had planned to involve five steps: (1) formulation of a substantive agenda of Human resource development in u-Health Community; (2) identification of speakers and member-economy participants; (3) execution of the forum joint with KIMES(Korea International Medical & Hospital Equipment Show); As planned schedules, the 1st forum successfully was held during two days in Seoul. About 200 persons, including APEC member-economies, experts, officials, participated the forum. Up to now, the proceedings of the forum have been compiled well and project outcomes and report will be distributed after completion of 2nd forum (June 21-23, 2012). In a word, all activities are on schedule regarding as 1st forum.

3. Challenges: If not covered in Q1, describe any problems which have arisen and how you overcame them / aim to overcome them. How might these change the project schedule or budget? How might your fora Committee or the Secretariat help?

The proposal had been applied to BMC by The Korean e-Health Association and it was chosen as confirmation approved by Project Management Unit on APEC Secretariat, and recommended to BMC for final approval late of December last year. However, owing to circumstances beyond our control as like, the Ministry of Foreign affairs of ROK let the

Project Overseer know project delay, ask this KeHA to extend the period of the project (S HWG 04 11A-2012 APEC u-Health Community Forum/1st APEC u-Health Technical Forum) because there are circumstances of being held in the same place and date of coincidence with this Forum and World Nuclear Security Summit Meeting. As reported in the previous, the project extension was incurred because of owing to circumstances beyond our control as like, the Ministry of Foreign affairs of ROK had been asked the Project Overseer the project ahead a month earlier caused by circumstances of being held in the same place and date of coincidence with this Forum and the Nuclear Security Summit Meeting. Consequently an extension of this (S HWG 04 11A-2012 APEC u-Health Community Forum/1st APEC u-Health Technical Forum) was requested and granted by the APEC Secretariat.However this caused the project to commence formally some 4 weeks earlier than the

suggested date of project, and caused pressures of changed schedule in which has been placed on rearrangement (Hotel reservation, committee staffs and other commodities) due to the short time in contractual negotiations and change in timeline for implementation of the project, while the project was on proceeding ahead of schedule. Therefore, there were some difficulties in short period, for example: short preparations, Inviting speakers takes time, which is always related to the construction of the final agenda and late registration from APEC economies, which was also shorten time on the application for APEC-funded travel expenses etc. so the 1st forum of this project is faced a lack of responses from the economies. However, we overcame this difficulty by asking the economies as more actively participated in this forum by using both email and phone communications, and sending the same request to all the contacts available in each economy.

4. Engagement: Describe the engagement and roles of stakeholders so far, including other APEC fora, experts and beneficiaries.

Engagement and roles of APEC u-Health Community Forum with Annual KIMES/ Korea e-Health Association

The forum run in connection with 28th KIMES (Korea International Medical Hospital Equipment

Show) in 2012, which was held in Seoul COEX, to assist further development of medicalequipment industries, and promote trade in medical equipment.

This connection induced investment and less expense to take part in this forum to maximize cost-efficient use of resources as well as high synergy efficiency to attend this forum. This event had the direction for the latest medical technology through 978 companies and 59,758 visitors from 30 countries in totally (including their stakeholder and 780 companies from eleven APEC member economies; Australia, Canada, China, Japan, Korea, Malaysia, Russia, Singapore, Thailand, USA, Vietnam)

It was a valuable time to see all the leading, high-technology medical, eco-friendly products and diverse solution being evolved by convergence between IT and medical technology. As holding this forum linking with annual KIMES, it intends to maximize synergy effect among human resource, finance, knowledge exchange and practical trading linked.

Ultimately, engagement and role of the project will help economies in leading positions among member economies to provide u-Health infrastructure (human resource development, finance, technology & knowledge exchange and practical trading) to other member economies.

O 5. Objectives and outputs: How do results of the project so far (if any) compare with its expected results? Are outputs being delivered on time and of sufficient quality?

As As first started in 2004 APEC e-Health Seminar have been learned from the important data on member

economies current stage of Health IT development (regulatory systems, standardization, business

models, human resource development & training), trends in e-Health technology, and professional

human resources relative Health IT as result that have been accumulated for the past 6 years.

After being held on this APEC u-Health Community forum of 1st and 2nd, this will be a high quality, interactive, accessible community which will be a useful leverage for business and government within APEC region. The Korea e-Health Association has already line up KIMES (Korea International Medical & Hospital Equipment Show (http://www.kimes.kr /eng/default.asp). As holding this forum linking with annual KIMES, it intends to maximize synergy effect among human resource, finance, knowledge exchange and practical trading linked.The project will make the APEC economies enhance understanding of the u-Health model that is appropriate for each classified technological infrastructure level for promoting convergences among economies in Key areas of APEC’s regional economic integration via free and open trade and investment based on sharing knowledge and cooperation. Having the content from invited speakers of economies will provide a practical example for APEC economies on the purpose of the project, and presents an opportunity for all economies to comment on the design, usability and accessibility of community of Human Resource Development Program on u-Health. Also from the perspective, as project overseer, the Korea e-Health Association will meet the milestone to date, as stated schedule in the 2nd

forum. And then all outputs will be delivered on time and of sufficient quality to the secretariat as well as member economies. The results of the projects, the proceedings of the forum will be compiled well and the summary report will be presented to APEC Secretariat by closing project date as planned and expected.
