Canadian Council of Grocery Distributors (CCGD) established in 1919

National industry association representing grocery retailers, grocery wholesalers and foodservice distribution.

Focus on issues impacting food and grocery products.• National government relations• Regional government relations• Industry issues:

Food safety Supply chain, standards & technology Tools to the business (research, benchmarking studies etc.)

Offices in Halifax, Montreal, Toronto, Ottawa and Calgary.

CCGD core philosophy is to deliver value to members and help members meet evolving customer demands.

CCGD Warehouse Toolkit

HACCP generic model for food distribution centers.• Original target - self distributing grocery, grocery wholesale, foodservice

distribution

• Now also being used by manufacturers, importers, others

Covers storage and retrieval operations from receipt to outbound shipment.

Covers basic re-pack

Based on CFIA’s FSEP model with one significant change – amalgamated forms 6, 7 & 8

Toolkit includes 3 main components:1. Generic HACCP model and pre-requisites

2. Customization workbooks for HACCP model and pre-requisites

3. Training materials – Training video/DVD, posters, presentations, 2 day train the trainer syllabus

HACCP Based Food Safety Program for Retail

Enhanced food safety program for all food retail establishments• Target: independent grocers, grocery chains

Covers all aspects of retail operations, display and preparation

Detailed HACCP analysis conducted on all store processes

Program includes three main components:1. Generic retail HACCP plan – reference document (not needed for

implementation)

2. Retail food safety practices (pre-requisites) – x20

3. Standard operating procedures –x49

The Process - Strategy

In 2002 CCGD and CFIG (Independent Grocers) undertook an assessment of food safety practices and programs in the industry.Results indicated:

• A lot of work being done in the industry and the supply chain• Food safety issues increasing in importance with consumer/governments and

industry• Need for consistent national industry programs and standards

Identified three areas of need:• Science based food safety program for warehousing• Science based food safety program for retail• Science based food safety program for trucking/transportation

Action items were to focus on retail and warehousing. Canadian Trucking Alliance and Kasar Canada developed trucking program.

Development Process

Both projects had multi-year development and testing timelines.Process led by an industry committee composed of:

• Industry representatives• Association staff• Government• Consultants

Process undertaken was as follows:• Undertake HACCP analysis• Benchmark current practices and processes• Identify leverage opportunities• Develop program/standards building on available materials• Draft document review (Peer review)• Pilot test• Revisions

Testing & Revisions

Both programs were extensively field (pilot) tested

Pilot testing viewed as vital to success of the project to provide:• Verification of the committee work• Feedback on usability and accuracy of the programs• Guidance on implementation challenges• Accuracy of document translation

Warehouse program was tested in 5 warehouses across Canada

Retail program was tested in over 20 locations in two separate pilot testing sessions.

Programs were amended based on committee review of pilot outcomes.

Need for additional work/tools was identified

Implementation Strategy & Deployment

CCGD food safety programs are considered final when:1. They are endorsed by the CCGD Food Safety and Regulatory Affairs

Committee, who then provides a recommendation for Board approval

2. An accompanying implementation strategy for the program has been developed by the CCGD Food Safety and Regulatory Affairs Committee

3. CCGD’s Board of Directors approves the program and its implementation strategy.

CCGD supports the voluntary implementation of food safety programs

The deployment of any implementation strategy will be supported with member awareness and education efforts.

Project Status

Warehouse project completed in 2004• Deployment to the industry commenced in 2004

• Conducting a series of 5 train the trainer sessions in 2005/2006

Retail project completed final piloting in July 2006• CCGD Food Safety and Regulatory Affairs Committee to conduct final

SOP peer review.

• Final endorsement and development of implementation considerations Oct 2006.

• CCGD Board sign off Nov 2006.

Warehouse Project:

• Conduct annual document & material review
