1. CALL TO ORDER /ROLL CALL
This meeting is called pursuant to the provisions of the Open Public Meeting Law. This
Meeting was included in a list of meeting notices sent to the Bergen Record and advertised in
said newspaper in January, posted on the bulletin board in the Municipal Building, and has
remained continuously posted as the required notices under the Statue. In addition, a copy
of this notice is and has been available to the public and is on file in the office of the Municipal
Clerk.

2. FLAG SALUTE/ANNOUNCEMENTS
Council Member Dill led the audience and Council in the flag salute.
A Moment of Silence was recognized in honor of the families in the Borough and Nation who are still
suffering from the effects of COVID-19.
3. MEETING OPEN TO THE PUBLIC (Before speaking at the meeting, each person must
state their name and address. 3-minute limit.)
Alfred Fredel, 6 Clinton Place – Asked for businesses to be able to use public spaces, like outdoor
fitness while complying with social distancing.
Mayor Morieko responded that the issue was addressed during the Governor’s call and they can take
place as long as there is no contact.
Council Member Barchetto – Stated that the OEM has been working with Parks and Recreation
Director to put together an application for use of Borough outdoor space. Although it is allowed as
of the 22nd, OEM decided to start with Borough sports groups to determine the need and at the next
OEM meeting it will be determined if we can move forward with application for use of outdoor space.
There will be an update after Monday’s meeting.

Joshua Bratspies, 133 E. Gramercy Pl. – A resident for 15 years and for the last 6 years he has lived
on E. Gramercy. During those years he has dealt with an unsettled situation regarding the ownership
of the E. Gramercy cul-de-sac. He has been harassed and bullied by individuals who don’t live in
this town and are trying to build a house for profit. While working cooperatively with the contractor
purchaser of 135 E. Gramercy, they have come up with a solution to and have the ownership of the
cul-de-sac would go to the town. In order to have street go to the town Mr. Bratspies will give an
easement to his neighbor at no compensation, all he would like in return is that the ownership goes
directly to the town. He thanked the Mayor, Council and Mr. Suarez.
Council Member Martin stated that we are aware of the situation and are sorry that this went on for
on for so long. Hopefully this issue is resolved.
Mayor Morieko thanked Borough Attorney Suarez for his hard work on issue over the years. Also
thanked Mr. Bratspies and the new purchasers for working together.
4. Departmental Reports
Council Member Barchetto – Public Safety- The Police Department responded to 1,430 calls in May.
In response to recent emails regarding fireworks, the Chief of Police would like to remind everyone
that they can only respond to occurrences currently happening, the complaining party would need to
call the non-emergency phone # (201) 652-3800 with an address. Please be mindful of 2 hour parking
limit on Rock Road with businesses reopening. Community Affairs – On August 7th there will be an
outdoor movie at St. Catherine’s parking lot, tickets and details to be determined, thanked Chris
O’Reilly our Parks Rec Dir. and St. Catherine’s.
Council Member Gilbreath – Library – door-side service opened on June 18th which has averaged
about 91 books a day during June 17th thru June 23rd. The hours for door side service will be
expanded starting June 28th: Mondays 10am-8pm, Tuesdays thru Fridays 10am-4:30pm and each
day from 10am-11am is reserved for seniors and anyone with health concerns. The Library does not
take any book donations outside of the times designated around the yearly book sale. Census –
currently the Borough is at 87.3% which is the highest in the State and we are ranked 65th in the
Nation.
Council Member Dill – Shade Tree – currently servicing all the Green Ash and Norway Maple Trees.
Please water newly planted trees and there is information available on the Borough’s website
regarding tree care and information. Parks and Rec. – the fields opened this past Monday, DPW did
a great job getting fields ready. Please practice social distancing while at the parks.
Council Member Barchetto announced that at the work session a motion was passed not to open the
pool for the 2020 season.
Council Member Martin – Please water according to stage 2 water restrictions. No watering with
sprinklers on Mondays, Thursdays and Fridays with exception of handheld hoses. Odd number
addresses can irrigate on Tuesday and Saturday, even number addresses Wednesday and Sunday.
DPW would like to thank the residents over the past couple of months for being accommodating and
are anticipating rear yard pick up to resume on July 13th.
Council Member Unzaga – This month is Pride month, the Stigma Free Committee has found ways
to celebrate, the rainbow flag has been raised and thanked Holly Goshen and Council Member Dill
for their work on the Pride video for Glen Rock TV.

Mayor Morieko stated the turn out on Monday for COVID mobile testing for Glen Rock and
Ridgewood was a well-attended event they are averaging 500 tests per day. Thanked Bergen County
Executive, Jim Tedesco and Mayor Hache of Ridgewood.

WHEREAS, Valley Medical Group provides alcohol and drug testing services to companies to
support workplace alcohol and drug testing programs and policies; and
WHEREAS, the Borough of Glen Rock has a policy for alcohol and drug abuse testing of applicants
and/or employees and requires alcohol and drug testing services from Valley Medical group; and
WHEREAS, in consideration of the mutual covenants and promises to set forth, the parties hereby
enter into this Agreement, the terms and conditions of which shall apply from the execution date of
this Agreement, effective July 1, 2020.

A RESOLUTION AUTHORIZING INCLUSION IN THE
BERGEN COUNTY COMMUNITY DEVELOPMENT PROGRAM
WHEREAS, certain Federal funds are potentially available to the County of Bergen under
Title I of the Housing and Community Development Act of 1974, as amended; the HOME Investment
Partnership Act of 1990, as amended; and the Emergency Solutions Grant of 2012; and
WHEREAS, the current Interlocal Services Cooperative Agreement contains an automatic
renewal clause to expedite the notification of the inclusion process; and
WHEREAS, each Municipality must notify the Bergen County Division of Community
Development of its intent to continue as a participant in the Urban County entitlement programs
noted above; and
WHEREAS, it is in the best interest of the Municipality of the Borough of Glen Rock and its
residents to participate in said Programs.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough of
Glen Rock hereby notifies the Bergen County Division of Community Development of its decision to
be included as a participant Municipality in the Urban County entitlement programs being the
Community Development Block Grant Program (CDBG), the HOME Investment Partnership
Program (HOME), and the Emergency Solutions Grant Program (ESG) for the Program Years 2021,
2022, and 2023 covering the period July 1, 2021 – June 30, 2024; and
BE IT FURTHER RESOLVED that an original copy of this resolution be made available to
the Director of the Bergen County Division of Community Development as soon as possible and no
later than Friday, July 17, 2020.

A RESOLUTION AUTHORIZING EXECUTION OF AN
AGREEMENT WITH THE COUNTY OF BERGEN TO SUPERSEDE THE
COOPERATIVE AGREEMENT DATED JULY 1, 2000 AND AMENDMENTS THERETO
ESTABLISHING THE BERGEN COUNTY COMMUNITY DEVELOPMENT PROGRAM
WHEREAS, certain Federal funds are potentially available to the County of Bergen under
Title I of the Housing and Community Development Act of 1974, as amended; the HOME Investment
Partnership Act of 1990, as amended; and the Emergency Solutions Grant of 2012; and
WHEREAS, it is necessary to supersede an existing Interlocal Services Cooperative
Agreement for the County and its people to benefit from these Programs; and
WHEREAS, an Agreement has been proposed under which the Borough of Glen Rock and
the County of Bergen in cooperation with other Municipalities, will modify an Interlocal Services
Program pursuant to N.J.S.A. 40A:65-1 et seq.; and
WHEREAS, it is in the best interest of the Borough of Glen Rock to enter into such an
Agreement.
NOW, THEREFORE, BE IT RESOLVED by the Borough of Glen Rock that the Agreement
entitled “Three Year Cooperative Agreement” (an Agreement superseding the Cooperative
Agreement dated July 1, 2000 – June 30, 2003) to clarify the planning and implementation procedures
and to enable the Municipality to make a Three Year irrevocable commitment to participate in the
Community Development Block Grant Program (CDBG), the Home Investment Partnership
Program (HOME), and the Emergency Solutions Grant Program (ESG) for the Program Years 2021,
2022, and 2023 covering the period July 1, 2021 – June 30, 2024 be executed by the Mayor and
Municipal Clerk in accordance with the provisions of law; and
BE IT FURTHER RESOLVED that this resolution shall take effect immediately in
accordance with law and that an original copy be made available to the Director of the Bergen County
Division of Community Development as soon as possible and no later than Friday, July 17, 2020.

Improvement Grant

AUTHORIZE THE SUBMISSION OF A 2020 BERGEN COUNTY OPEN SPACE, MUNICIPAL
PARK IMPROVEMENT GRANT
WHEREAS, the Bergen County Open Space, Recreation, Floodplain Protection, Farmland &
Historic Preservation Trust Fund (“County Trust Fund”), provides matching grants to municipal
governments and to nonprofit organizations for assistance in the development or redevelopment of
outdoor municipal recreation facilities; and,
WHEREAS, the Borough of Glen Rock desires to further the public interest by obtaining a
matching grant of $50,000 from the County Trust Fund to fund the following project: Municipal
Pool Pavilion Improvements Project; and,

WHEREAS, the Mayor and Council has reviewed the County Trust Fund Program Statement, and
the Trust Fund Municipal Program Park Improvement application and instructions, and desires to
make an application for such a matching grant and provide application information and furnish
such documents as may be required; and,
WHEREAS, as part of the application process, the Mayor and Council held the required Public
Hearing to receive public comments on the proposed park improvements in the application on June
24, 2020; and,
WHEREAS, the County of Bergen shall determine whether the application is complete and in
conformance with the scope and intent of the County Trust Fund; and,
WHEREAS, the Borough of Glen Rock is willing to use funding provided through the County
Trust Fund in accordance with such rules, regulations and applicable statutes, and is willing to
enter into an agreement with the County of Bergen for the above-named project and ensure its
completion on or about the project contract expiration date.
NOW, THEREFORE BE IT RESOLVED, by the Mayor and Council of the Borough of Glen Rock:
1. That it is hereby authorized to submit the above completed project application to the
County by the deadline of June 29, 2020, as established by the County; and,
2. That, in the event of a County Trust Fund award that may be less than the grant amount
requested above, the Borough of Glen Rock has, or will secure, the balance of funding
necessary to complete the project, or modify the project as necessary; and,
3. That the Borough of Glen Rock is committed to providing a dollar for dollar cash match for
the project; and,
4. That only those park improvements identified and approved in the project application, its
Trust Fund contract, or other documentation will be considered eligible for reimbursement;
and,
5. That the Borough of Glen Rock agrees to comply with all applicable federal, state, and local
laws, rules, and regulations in its performance of the project; and,
6. That this resolution shall take effect immediately.

RENOVATION TO MAIN LINE TRAIN STATION
WHEREAS, the Borough of Glen Rock signed a contract with LKL Contracting for the renovation
of the Main Line Train Station in the amount of $186,700; and
WHEREAS, during the project the contractor presented and were approved two submissions as a
change order to the project, and approved by SNS Architects, Robert Nocella; and
WHEREAS, the contractor presented Change Order #3:
Boiler Repairs: replace expansion tank, relief valve and pressure
gauge, test system
Net Contract Change $901.00
WHEREAS, the Architect authorized and approved such Change Order #3; and
WHEREAS, the original contract amount awarded was $186,700.00, and applying Change Order #1
and Change Order #2, the amount of the contract increases to $199,760.00, and applying Current
Change Order #3 increases the total contract to $200,661.00; and
WHEREAS, the Borough Administrator/CFO has approved the request for the additional funding
has certified that funds are available for Change Order #3.
NOW, THEREFORE BE IT RESOLVED, by the Mayor and Council of the Borough of Glen Rock
that Change Order #3 in the amount of $901.00 be approved, for a total project contract sum of
$200,661.00.

SNOW PLOWING/SALTING 2020 -2022
WHEREAS, The Board of Chosen Freeholders of the County of Bergen is authorized by N.J.S.A.
27:16-33, to cause snow to be plowed from the County owned or County controlled roads; and
WHEREAS, it is the desired plan of the County to employ the services of the Municipality for
snowplow operations and salting on county roads located within the Municipality for a period of
two snow seasons.
NOW, THEREFORE, for the consideration hereinafter stated, the parties hereto agree as follows:
(1) The Municipality agrees that it will furnish the necessary equipment and personnel required to
perform snow plowing operations on County roads located within the Municipality for the two
winter seasons commencing October 1, 2020 and ending April 30, 2022.
(2) The Municipality, through the Superintendent of Public Works or other designated official, will
have complete supervision of snowplow operations. The Municipality agrees it will commence

plowing of County roads simultaneously with operation on municipal streets once snow reaches a
minimum depth of two (2) inches, and it appears that snowfall will continue. The Municipality
agrees to keep the County Snow Control informed of the progress of the snow plowing operations.
(3) The Municipality agrees that it shall defend and save the County of Bergen harmless from any
and all claims that may be filed either in equity or law, arising from the performance of this
Agreement, and that it shall secure and maintain throughout the duration of this Contract,
comprehensive Automobile Liability insurance in an amount not less than $1,000,000 CSL
(combined single limit) and general liability insurance in an amount not less than $1,000,000 per
occurrence and Umbrella Excess Liability Insurance in an amount not less than $4,000,000 per
occurrence. The Municipality further agrees that the County of Bergen shall be provided a
Certificate of Insurance naming the County of Bergen as an additional insured with respect to
services performed under this Contract and evidencing the minimum limits of insurance coverage
set forth in this Agreement.
(4) The County will compensate the Municipality for conducting said snowplow operations at a rate
of one hundred and ten dollars ($110) per hour of active plowing. The County will not be required
to pay for standby time. To receive prompt payment, Municipality agrees to submit County of
Bergen Direct Vouchers within five (5) days after completion of snow plowing of each storm.
Municipality understands and agrees that the County will not pay vouchers submitted more than
thirty days after the storm. The County may audit the Municipality’s records to confirm the
information set forth in the Voucher and the payment due to Municipality for each storm.
(5) The County will, during the term of this agreement, continue to provide the Municipality with
salt consistent with the past practice, sufficient to allow the Municipality to salt the County roads in
the same manner and whenever weather conditions are such that the Municipality salts its
municipal streets.

WHEREAS, it has been determined that the Maple Ave Bridge over Route 208 in need of the deck
replacement due to its structural deficiency; and
WHEREAS, the Federal, State, County of Bergen, and Borough of Glen Rock have consulted on
this project and are in agreement as to the work that must be done; and
WHEREAS, this project is about to complete the concept development phase and will begin the
final design work in Spring of 2021 and with a proposed Construction Start by 2022 again pending
funding availability; and

WHEREAS, as part of conditions of the bridge deck replacement project, the Borough of Glen
Rock must pass a resolution supporting the project; and
WHEREAS, Borough representatives as well as residents will meet with the NJ Department of
Transportation to ensure the concerns such as safety, traffic and detour routes and other
community concerns regarding the project are clearly understood and addressed; and
WHEREAS, The NJ Department of Transportation will develop traffic staging and the detour
route which meets the need of all roadway users.
NOW THERFORE BE IT RESOLVED by the Mayor and Council of the Borough of Glen Rock,
Bergen County , New Jersey, through the passage of this resolution supports Maple Ave bridge
over Route 208 project: and
BE IT FURTHER RESOLVED that the Borough of Glen Rock understands that NJ Department of
Transportation will coordinate construction staging of the project to minimize the closure and the
duration of detour to facilitate the construction of Maple Ave bridge over Route 208 project.

Mayor Morieko shared a graphic and explained how an Ordinance becomes law. An Ordinance
has a first reading which introduces it to the public vote to continue discussion. At the next public
meeting the public has the opportunity to comment, once passed it then moves to the
Administrative Office of the Courts for review. The Assignment Judge decides in the law is lawful,
follow correct procedure and is in compliance. If the decision is yes it then comes back to the
Borough’s Court Administrator and sent to the IT Department for Case Management which enters
Ordinance into system and then becomes an enforceable law.
The next two original Ordinances were rejected by the Assignment Judge years ago which made
them unenforceable. At the request of the Administrative Office of the Court it was requested via
the Chief of Police and the Court Administrator who worked together with the Borough Attorney

SECTION 1.
Chapter 141, Section l, is amended as follows:
The following portions are deleted:
Section 141-1. Prohibited disorderly acts and conduct, sections A-G.
SECTION 2.
All other parts, portions and provisions of Chapter 141 of the Borough of Glen Rock Code,
be and the same, are hereby ratified and confirmed, except where inconsistent with the terms
thereof. In the event of any such inconsistency, the terms of this Ordinance shall be deemed to
govern.
SECTION 3.
The terms of this Ordinance are hereby declared to be severable; should any part, portion
or provision hereof be declared invalid or unconstitutional, said finding shall not affect any other
part, portion or provision thereof.
SECTION 4.
This Ordinance shall take effect immediately upon final passage and publication according
to law.

further considered for final passage at a meeting to be held on July 22, 2020 at 8:00 p.m., or
as soon thereafter as the matter can be reached, at the Municipal Building in the Borough
of Glen Rock, and that at such time and place all persons interested be given an opportunity
to be heard concerning said ordinance, and that the Borough Clerk is hereby authorized
and directed to publish said ordinance in the Bergen Record according to law with a notice
of its introduction and passage on first reading and of the time and place when and where
said ordinance will be further considered for final passage.

ORDINANCE # 1828
AN ORDINANCE PERMITTING THE BOROUGH OF GLEN ROCK TO ENTER INTO A
LAND SWAP AGREEMENT FOR PROPERTIES IN THE BOROUGH OF GLEN ROCK
WHEREAS, an issue has been presented regarding the title of property for the East Gramercy Place cul-de-sac, more specifically parcels two and three as indicated on the map annexed hereto as Exhibit "A", and the property commonly known as Block 145, Lot 8, more specifically parcel one as indicated on the map annexed hereto; and
WHEREAS, extensive research has been conducted by the Borough of Glen Rock's (the
"Borough") engineer, special project engineer, planner and a title company hired by the Borough
with regard to a number of issues involving the said cul-de-sac and the property commonly known
as 135 East Grammercy Place, Glen Rock, New Jersey, also known as Block 145, Lot 8; and owned
by Abramson Homes, LLC, ("Abramson) and
WHEREAS, the Borough and Abramson, ("the parties") wish to resolve the said title and
property rights issues by way of a land swap and sale transaction (the "agreement") that would occur
between the Borough and Abramson; and

WHEREAS, the agreement calls for the sale and transfer of the property indicated on
Exhibit "A" as parcel one, to Abramson, for the sum of $5,000.00, by way of a quit claim deed,
annexed hereto as Exhibit "B"; and
WHEREAS, the agreement also calls for a deed transfer of property to the Borough from
Abramson of its interest in parcels two and three of the cul-de-sac, as indicated on Exhibit "A", and
said deed being annexed hereto as Exhibit "C"; and
WHEREAS, Joshua and Erica Bratspies, the owners of 133 East Grammercy Place, and Roee and Dovrat Basham, the intended purchasers of 135 East Grammercy Place, (the "other parties") have memorialized their own agreement with respect to the transaction and their interests and obligations in an agreement annexed hereto as Exhibit "D"; and
WHEREAS, the other parties to the agreement have also executed releases with regard to
the said land swap; and
WHEREAS, the agreement is in accordance with N.J.S.A. 40A: 12-16, and, the tax assessor for the Borough has reviewed this ordinance, and the properties that are part of the agreement, and has found same to be acceptable with respect to the values of the said property interests being conveyed and the said purchase price of the property, and said agreement being in the best interests of the Borough.
NOW THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of Glen
Rock as follows:
SECTION 1.
The Mayor be and hereby is permitted to execute the deed annexed hereto as Exhibit B to
effectuate the transfer of the said property and the Borough shall be entitled to the receipt of funds
in the agreed upon sale price of 5,000.00 from Abramson.
Two Rivers Title Company, who has been retained by the Borough, has reviewed and
approved all documentation related to the transaction, specifically, the quit claim deed for the sale
of the property, which is known as parcel one on Exhibit "A" and the deed for the transfer of the
cul-de-sac property to the Borough which is known as parcels two and three on Exhibit "A", and has
acknowledged the same to be accurate and true, as indicated in Exhibit E .
The aforestated deeds are to be recorded by Abramson, and all releases are to be provided to the
Borough.
Abramson has posted escrow with the Borough in the amount of $1,500.00 to cover the costs
affiliated with the title work and review performed by Two Rivers Title Company.
The Mayor, Borough Attorney, and any other Borough official be and hereby are permitted to
execute any and all other documents necessary for the effectuation of the transaction.
SECTION 2.
All other parts, portions and provisions of the Borough Code of the Borough of Glen
Rock, be and the same, are hereby ratified and confirmed, except where inconsistent with the

Mayor Morieko stated that the OEM is still reviewing and will release guidance when complete.
Gabe Bullaro, 500 block Doremus Ave. – If you vote to repeal the present disorderly persons
Ordinance, does Council propose to replace it with an Ordinance that is more detailed, enforceable
and comply with our Constitution?
Mayor Morieko replied that was a legal analysis performed of our E-Code. By not having section
their it removes the ability for a plea down to a Municipal Offense Borough Attorney stated that
Borough can consult with Borough’s Prosecutor Carter Corriston, Judge Clark and Court
Administrator. There are ethical standards of the Court to equitably distribute justice, not to make
money.
Jane Dalton, 96 Central Avenue - Can you please state your reasons for not opening the pool this
summer?
Council Member Dill responded stated the main reason is to ensure the safety of the employees and
patrons. There will be a document that will be posted on the Borough’s website that addresses each
concern.
Jennifer Casper, 274 Gramercy Place – Thanked everyone for the analysis and for the difficult
decision regarding the pool closure. As an owner of 2 indoor pool facilities, Ms. Casper feels that
there were discrepancies made during the work session. She stated that the guidelines set by NJ
Department of Health states that lifeguards and pool director certificates are granted a 120 day
extension, 6-foot distancing is encouraged, but there is no language to strictly enforce and pool
surface capacity of 50%. She stated it is disappointment to lose a venue for children to learn how to
swim and reminded everyone that drowning is the #1 cause of death among 1-4 year old and
encouraged everyone to be aware at all times.

Council Member Martin responded that while there are guidelines, we are the responsible party for
making decisions to make standards to keep everyone safe.
Council Member Barchetto announced that there will be no Shack Program this summer.
