REVIEW OF BIKE PLAN IMPLEMENTATION PLAN

Presenter: Acting Manager City Planning, Nadia Smith Approved: Acting General Manager City Futures, Shenagh Gamble PURPOSE The purpose of this report is to provide Council an interim Darwin Bike Plan - Implementation Plan to cover the period 2018/19 and 2019/20 for endorsement. LINK TO STRATEGIC PLAN The issues addressed in this Report are in accordance with the following Goals/Strategies as outlined in the ‘Evolving Darwin Towards 2020 Strategic Plan’:- Goal 2 Vibrant, Flexible and Tropical Lifestyle Outcome 2.1 Improved access and connectivity Key Strategies 2.1.1 Improve the pathway and cycle networks and encourage cycling and walking KEY ISSUES The draft revised Implementation Plan 2018 - 2020 proposes new works

identified in bike hot-spot studies and Safe Routes to Schools assessments while also completing viable remaining projects of the current Implementation Plan.

$566,757 is available in the Long Term Capital Works Program (LTCWP) to deliver bike plan related projects (infrastructure, complimentary facilities and education, encouragement and evaluation initiatives) in 2018/19 and $575,258 in 2019/20 financial years.

In the 2017/18 budget there is $387,000 allocated for the bike lanes through the deferred Smith/Daly Street signalised intersection which is proposed to be carried forward and used for other bike plan projects.

In February 2018, Council resolved to consider the inclusion of funds with the intent to prepare a new bike plan for the 2020 – 2025 period which would be inclusive of an accompanying implementation plan.

Implementation Plan, be received and noted. B. THAT Council endorse the two year Implementation Plan 2018 – 2020 provided

at Attachment A to Report Number 18CF0027 NS:hd entitled Review of Bike Plan Implementation Plan.

C. THAT the $387,000 allocated to the Smith Street/Daly Street intersection on-

road cycle lanes in the 2017/18 budget be carried forward to the 2018/19 financial year and reallocated to the projects identified at Attachment A to Report Number 18CF0027 NS:hd entitled Review of Bike Plan Implementation Plan.

BACKGROUND In May 2015, Council endorsed the Darwin Bike Plan 2015 – 2020, and accompanying Implementation Plan, to provide a framework for bike riding in Darwin. Delivery of the Darwin Bike Plan – Implementation Plan commenced in 2015/16. The Implementation Plan is periodically reviewed. On 24 May 2016 Council endorsed the current Implementation Plan (as at Attachment B) following a review of the previous Implementation Plan and resolved: DECISION NO.21\4477 Darwin Bike Plan – Review Of Implementation Plan 2015-2020 Report No. 16TS0094 DL:jg (24/05/16) Common No. 2476277

B. THAT Council adopt the revised five year Implementation Plan provided at Attachment A to Report Number 16TS0094 PH:jg entitled Darwin Bike Plan – Review of Implementation Plan 2015 – 2020, subject to budget provision, as amended as follows:

2016/17 Infrastructure projects: i. Daly Street Stage 1 $387,000. ii. Ross Smith Avenue (Dick Ward Drive to East Point Road) crash hot

spot for investigation, concept design and cost estimate development $60,000.

iii. Progress Drive/Dick Ward Drive – crash hot spot $20,000 iv. Dick Ward Drive Renewal Stage 1 $23,865.

2017/18 Infrastructure projects as follows: i. Sabine Road Stage 1 $276,450. ii. Parer Drive Stage 1 $222,828.

In June 2016, Council resolved to defer the upgrade of the Smith Street/Daly Street intersection to traffic signals. $387,000 was allocated for bike lanes through the intersection and continues to be held as a project specific allocation in the current Implementation Plan. In 2017, City of Darwin completed cycle crash reviews for Progress Drive, Dick Ward Drive and Ross Smith Avenue. These reviews included concept designs and costings to improve safety for pedestrians and cyclists. In November 2017 Council resolved the following: DECISION NO.22\0240 Nakara Primary School – Safe Routes to School Assessment Outcomes Report No. 17CO0016 DL:rm (22/11/17) Common No. 3522017 B. THAT Council endorse the following works adjacent to Nakara Primary School as outlined and shown at Attachment A to Report Number 17CO0016 DL:rm entitled Nakara Primary School - Safe Routes To School Assessment Outcomes, for consideration and prioritisation to the 2018/2019 budget process, and that community consultation be undertaken following funding approval;

a. upgrade of the existing footpath along the Nakara Terrace frontage of the Nakara Primary School to width of 2.0m, and

b. provision of a new Kiss & Go zone on Nakara Terrace adjacent Nakara Primary School.

c. installation of repeater school zone signs on streets surrounding Nakara Primary School, and

d. relocation of the existing children’s crossing on Nakara Terrace. At the City Futures Committee Meeting on 21 February 2018 the following was decided: DECISION NO.22\0451 Darwin Bike Plan Report No. 17CF0046CR:hd (20/02/18) Common No. 2476277 A. THAT Report Number 17CF0046 CR:hd entitled Darwin Bike Plan, be received and noted. B. THAT allocation of funds be considered in the 2018/19 budget deliberations to

undertake consultation and review of the existing plan, with the intent to prepare a bike plan for the 2020 – 2025 period.

PAGE: 4 REPORT NUMBER: 18CF0027 NS:hd SUBJECT: REVIEW OF BIKE PLAN IMPLEMENTATION PLAN On Tuesday 27 March 2018 the following procedural motion was moved: Review of Bike Plan Implementation Plan Report No. 18CF0017 CR:hd (27/03/18) Common No. 2476277 THAT this item lay on the table until further information on the infrastructure projects in made available to Council at the City Futures Committee Meeting in April 2018. It is recommended that the $387,000 budgeted funds currently allocated in 2017/18 for bike lanes through the deferred Smith/Daly Street signalised intersection be carried forward to the 2018/19 financial year and be incorporated into other projects, as identified in the draft Implementation Plan provided at Attachment A. DISCUSSION A copy of the current Implementation Plan, which is reflective of the May 2016 resolution, is at Attachment B whilst a summary of current, removed and rescheduled projects has been detailed in the table at Attachment C for Council’s consideration. The draft Implementation Plan 2018 – 2020 (Attachment A) has been aligned with the Darwin Bike Plan 2015 – 2020 as opposed to the current Implementation Plan 2016 – 2021 (Attachment B). Note: the below discussion provides a context on proposed new infrastructure projects for inclusion in the implementation plan for their respective years. Proposed New Infrastructure Projects for Inclusion in the Implementation Plan 2018/19: New Sabine Road Shared Path (Tong Luck Street to McMillans Road) A section of shared path along Sabine Road (from Trower Road to Tong Luck Street) is programmed for construction in 2017/18. The above mentioned section of path would complete the important connection from Trower Road to McMillans Road. This project was previously identified as a priority project for inclusion in the Implementation Plan in 2016/17, however Council considered other projects a higher priority and this project was not included in the current Implementation Plan. These other projects have already, or will be, completed in 2017/18 and hence this project is considered a priority for completion in 2018/19. The Northern Territory Government’s Darwin Mid Suburbs Area Plan identifies the concept of a “shared path or on-road bicycle lane on Sabine Road.” Completion of this shared path would provide a safe route for pedestrians and cyclists to Millner Primary School, connect to existing regional networks and align with the Mid Suburbs Area Plan

PAGE: 5 REPORT NUMBER: 18CF0027 NS:hd SUBJECT: REVIEW OF BIKE PLAN IMPLEMENTATION PLAN Addressing Outcomes from the Ross Smith Avenue Crash Hot Spots Study This is a new project addressing the recommendations of a safety audit undertaken in 2016 as part of the crash hot spot study which identified significant issues with the existing shared path network in the Fannie Bay area of Ross Smith Avenue. The safety audit identified a number of high priority risks including, but not limited to: Non-compliant crossing facility on East Point Road; Insufficient footpath lighting, not adhering to Crime Prevention Through

Environmental Design (CPTED) principles; Hazardous surfaces due to deterioration and inappropriate use of pavers/bricks

which are glazed and become slippery when wet; and Missing shared path linkage. The study identified improvements for the shared path located on the northern side of Ross Smith Avenue between East Point Road and Dick Ward Drive, including: Modified crossings; Improved lighting; Wayfinding signage; and Line marking. Concept designs (Attachment D) and costings were also prepared as part of the study. Detailed design is included in the proposed implementation of this project as part of the revised plan. New Nakara Terrace Shared Path In November 2017 Council considered a report on the Nakara Primary Safe Routes to School Assessment Outcomes and this project is a recommendation from that report. The shared path would be aligned along the verge outside of the Nakara Primary School (on the southern side of Nakara Terrace) between Nakara Place and Goodman Street. The proposed shared path will complete the route along the school frontage by connecting the recently completed section of shared path along Nakara Terrace. The estimated cost is $100,000 and aligns with the Council decision. Parer Drive (Stage 2) Stage 1 of the Parer Drive project is near completion. Works are to remove and replace the existing footpath on the southern side and replace with a 2.5 metre wide shared path from Trower Road to Malay Road. Stage 2 works for the Parer Drive infrastructure project propose to complete the works from Malay Road to Lee Point Road by removing and replacing the existing footpath on the southern side and replace with a 2.5 metre wide shared path.

PAGE: 6 REPORT NUMBER: 18CF0027 NS:hd SUBJECT: REVIEW OF BIKE PLAN IMPLEMENTATION PLAN Stage 1 and Stage 2 were included in the 2016 – 2021 Implementation Plan. Completion of this shared path will provide a safe route for pedestrians and cyclists to Casuarina Senior College, connect to existing regional shared path networks and the Anula Greenbelt, whilst improving connections to the Casuarina Activity Centre. 2019/20: Addressing Outcomes from the Progress Drive/Dick Ward Drive Cycle Crash Review This is also a new project resulting from the recommendations of a safety audit undertaken in 2017, which specifically identified issues with the shared path network and investigated crash history in the Progress Drive/Dick Ward Drive area. The study found that there were 28 recorded crashes involving cyclists within the study area from January 2003 – June 2016. The safety audit identified a number of hazards including but not limited to; Visual clutter in terms of signage; Reduced visibility; Unsafe crossing points; and Large road widths tend to result in drivers speeding. The study identified improvements for the shared paths located on the southern side of Progress Drive, between Frangipani Street and Nightcliff Road, and on the western side of Dick Ward Drive between the Kulaluk access (opposite Runge Street) and Progress Drive and include: Path realignment; Modified crossings; Improved lighting; Wayfinding signage; and Line marking. Concept designs (Attachment E) and costings were also prepared as part of the study. Detailed designs will be included in the proposed implementation of this project as part of the revised plan. The Northern Territory Government Darwin Mid Suburbs Area Plan identified a number of concepts within the study area, including movement and transport related concepts. Education, Encouragement and Evaluation Initiatives Education, Encouragement and Evaluation Initiatives are developed by City of Darwin in conjunction with external agencies including the Northern Territory

PAGE: 7 REPORT NUMBER: 18CF0027 NS:hd SUBJECT: REVIEW OF BIKE PLAN IMPLEMENTATION PLAN Government, Bicycle Network, local businesses, community and cycling groups such as the NT Rogaine Association. The current Implementation Plan is prescriptive in the events and campaigns to be delivered, some of which are scheduled through national programs such as Ride to Work Day. The draft Implementation Plan restructures this area of delivery to allow greater flexibility for program delivery. Going forward the below broad headings will be used: Education; Encouragement; and Evaluation. Darwin Bike Plan and Implementation Plan 2020 - 2025 Considering the City Futures decision (Decision No.22\0451) above, the revised 2018 – 2020 Implementation Plan as at Attachment A includes $150,000 for the development of a Bike Plan and Implementation Plan for the 2020 – 2025 period. The development of a new Bike Plan and Implementation Plan for 2020 – 2025 is essential to ensure that; The safety of the community in conducting recreational activities is paramount; Shared path networks which support both cyclists and pedestrians needs; Alternative modes of transport are supported and encouraged; Shared path networks are integrated into existing regional networks that service

City of Palmerston and Litchfield Council; and Research, surveys and consultation with the community into the future are

continued. Conclusion It is recommended that Council adopt the revised Bike Plan Implementation Plan 2018 - 2020 at Attachment A to this report. It is also recommended that the 2017/18 allocation of $387,000 for the Smith Street/Daly Street on-road cycle lanes project be carried forward to the 2018/19 budget and reallocated to the proposed projects in Attachment A. The community and key stakeholders will be consulted with throughout the development of the new Darwin Bike Plan and Implementation Plan (2020 - 2025). POLICY IMPLICATIONS The projects recommended for the revised Implementation Plan are in line with the objectives of the Darwin Bike Plan of providing connectivity and addressing identified bike accident “hot-spots”. BUDGET AND RESOURCE IMPLICATIONS The budgets included in the draft revised Implementation Plan are in line with the current Long Term Capital Works Plan, with the addition of $387,000 which is proposed to be carried forward from the 2017/18 budget for shared paths. There is no new or additional funding being requested. The Nakara Terrace shared path project has been included in a new initiative to be submitted to Council’s 2018/19 budget deliberations (refer to the above Decision No. 22\0240). The shared path project estimated cost is $100,000 which captures component (a) only, of the above decision. Components (b), (c) and (d). of the decision would be an additional $30,000. The report to Council identified that these “items could be accommodated in Council’s 2018/2019 Capital Works Budgets.” If this project is approved within the revised Implementation Plan 2018 - 2020, the $100,000 value of this shared path may be deducted from the relevant new initiative $130,000 value. RISK/LEGAL/LEGISLATIVE IMPLICATIONS As the studies into the crash hot spots have been undertaken and issues have been identified, City of Darwin has an obligation to address and implement these. Failure to do so may make City of Darwin liable if an accident were to occur. The safety of bicycle riders travelling along routes within the municipality is improved through the provision of on and off-road cycling facilities. The increased safety and connectivity of the cycle network promotes cycling as an alternative and viable mode of transport. ENVIRONMENTAL IMPLICATIONS Supporting alternative modes of transport to the motor vehicle, such as cycling, has positive environmental implications. Continuous improvement to the City of Darwin shared path network provides improved access and connectivity for the community.

It is recommended that these projects be removed from the current Implementation Plan until such time that a decision is made to provide bicycle facilities throughout the Darwin Central Business District (CBD). There are currently no bicycle connections in the CBD, apart from the shared path through Bicentennial Park.

Darwin CBD connections will be investigated as part of the Darwin Bike Plan 2015 – 2020.

Dinah Beach Road

To be removed from the current Implementation Plan

2020/21 It is recommended that this project be removed from the current Implementation Plan. The design for the proposed Dinah Beach Road upgrade is expected to be modified due to future works in the immediate vicinity, which includes the construction of Barneson Boulevard.

Future road designs will consider and implement bike facilities as part of the upgrade project.

Sabine Road (Stage 2)

Design of the shared path is being finalised and tender documents are being prepared

2017/18 Refers to the section on the western side of Sabine Road between Trower Road and Tong Luck Street. This project is due to be completed by June 30, 2018.

Parer Drive (Stage 1)

Commenced Stage 1 – 2017/18 Stage2 – 2018/19

The shared path is currently under construction on the southern side of Parer Drive, between Trower Road and Malay Road.

East Point Road

To be removed from the current Implementation Plan

This project was scheduled for the 2020/21 financial year of the current Implementation Plan and involves resurfacing of the section of shared path between the Trailer Boat Club entrance and Ross Smith Avenue which has some cracking. However, this isn’t currently a high priority.

Year 1 – 2018/19 Sabine Road New Project This project was included within the 2016/17 financial year Implementation Plan. However, the project was

inadvertently removed from the current Implementation Plan when Council prioritised works for the financial year. The Sabine Road bike path (from Trower Road and Tong Luck Street) will be completed this financial year. From Tong Luck Street to McMillans Road needs to be considered to connect Trower Road to McMillans Road.

Nakara Terrace

New Project This is a new project and provides a shared path outside the Nakara Primary School (southern side) between Nakara Place and Goodman Street. This is a result of one of the outcomes of a Safe Routes to School assessment and the proposed shared path will complete the route along the School frontage by connecting into a section of shared path recently completed along Nakara Terrace.

Ross Smith Avenue Crash Hot Spots

New Project A safety audit of the section between East Point Road and Ross Smith Avenue was undertaken in 2016. The resulting concept design and costing of the recommends has been completed.

It is proposed that the next step-the detailed design and implementation of the outcomes of the completed study, be included as a project in the revised plan in 2018/19.

Parer Drive

This is as per the current Bike Implementation Plan in 2018/19. This project will complete the shared path along the southern side of Parer Drive from Malay Road to Lee Point Road

Year 2 – 2019/20 Progress Drive / Dick Ward Drive Cycle Crash Review

This is a new project and designs and implements the works identified in the study undertaken in 2017.

The current project, a study of deficiencies in the vicinity of this intersection and concept design and costing of the recommended actions has been completed. It is proposed that the next step, the detailed design and implementation of the outcomes of the completed study, be included as a project in 2019/20.

The Switching on Darwin project is a $10 million project, with $5 million grant funding from the Australian Government, and $2.5 million each from the City of Darwin and the Northern Territory Government. The project officially started on 8 February 2018 and will be completed by 29 May 2019. The project aims to position Darwin as one of Australia’s leading Smart Cities and support a collaborative, inclusive and connected community. The cutting edge technology infrastructure will be the catalyst for innovative partnerships and test new technologies to enable a safe, vibrant, flexible lifestyle. It will improve environmental sustainability and accelerate place making activities to emphasise the rich culture of the City.

LINK TO STRATEGIC PLAN The issues addressed in this Report are in accordance with the following Goals/Strategies as outlined in the ‘Evolving Darwin Towards 2020 Strategic Plan’:- Goal 1. Collaborative, Inclusive and Connected Community Outcome 1.3 Connected community through technology Key Strategies 1.3.1 Develop and promote information and communication technology capabilities

to service and inform the community KEY ISSUES The Switching on Darwin Project commenced in February 2018 A Project Advisory Board comprised of external stakeholders has been

established and meets monthly. A Project Control Group comprised of internal stakeholders is in place and meets

weekly. Smarter Technology Solutions have been engaged as the project consultant. The Smart City Platform is one of the most critical milestones to achieve this

year, and the Expressions of Interest has been advertised. Wi-Fi and street lighting are key projects to commence by 30 June 2018. Council is working closely with the Australian Government to ensure project

milestones are achieved, including consideration of the impacts of Tropical Cyclone Marcus.

BACKGROUND Switching on Darwin is City of Darwin’s Smart Cities project that was successful in receiving significant funding through the Australian Government’s Smart Cities and Suburbs Program. Council secured $5m in grant funding from the Australian Government, with a further $2.5m being received from the Northern Territory Government. Council has committed $2.5m to the project, bringing the project budget to $10m. Switching on Darwin officially commenced on 8 February 2018 and will be completed by 29 May 2019. The project has specific milestones throughout its duration, with reporting required to the Australian Government approximately every three months. The final milestone for the project is 29 May 2019. The project will position Darwin as one of the region’s leading Smart Cities and support a collaborative, inclusive and connected community. The cutting edge technology and infrastructure will be the catalyst for innovative partnerships and testing of new technologies to enable a safe, vibrant, flexible lifestyle. It will improve environmental sustainability and assist with place making activities for the City. Smart infrastructure is built on interoperable, open standards, open data, across a unique suite of smart technologies including intelligent lighting, multi-tier communication networks, community apps & amenity enhancing solutions. The project will rejuvenate the Darwin City Centre and serve as a pilot for expansion of smart technology across the municipality, the Northern Territory and Australia. The key deliverables of the project include: • Latest technology lighting control and automation • High Definition Closed-Circuit Television (HD CCTV) with video analytics to

assist in safety and city planning • Enhanced community wayfinding and Apps • Expanded public Wi-Fi network • Sensors including noise, movement, humidity, and traffic • Smart parking technologies. This report provides Council with an update on the progress on this project to date. DISCUSSION Project Governance and KPIs Project management framework has been established with project management being delivered by the City Operations department, with reporting through the City

An internal Project Control Group (PCG) has been formed, with a broader internal working group is also in place. Smarter Technology Solutions has been engaged as project consultant and commenced working on the project early in April. The Smarter Technology Solutions project officer has moved to Darwin and is based in City of Darwin offices full time for the duration of the project. An Advisory Board has been established and has met three times since the commencement of the project. The meetings include updates on the project and discussion around key issues, such as engagement processes and technical aspects. The group meets at least once per month and will continue for the duration of the project. The Advisory Board is comprised of the following organisations: • Northern Territory Government • Vibrant City Sub-Committee • Charles Darwin University • Tourism Top End • Police, Fire and Emergency Services • ICT Industry Association NT • Darwin City and Waterfront Retailers Association • Urban Development Institute of Australia (NT) • Property Council of Australia Draft Key Performance Indicators (KPIs) have been developed and will be finalised within the coming weeks following discussion with the Advisory Board and through the PCG. The KPIs are designed to align with the National Cities Performance Framework. All governance aspects of the project are on track for the first milestone at 30 June 2018. Communications and Engagement A webpage for the project has been set up on the City of Darwin website. It is regularly updated and is a requirement of the project. The information is also shared on the Australia Government’s Smart Cities Collaboration Platform. www.darwin.nt.gov.au/council/transforming-darwin/key-projects/smart-cities A consultant has been engaged to develop a Communications and Engagement Strategy for the Switching on Darwin project. The Strategy will outline the approach and tactics for communications and engagement with stakeholders and the broader community. An initial objective will be to build awareness and understanding of the project and the full range of benefits and opportunities it will provide the Darwin community. Engagement with specific key stakeholders has commenced, including internal business units and external stakeholders requiring consultation early in the project (ie Police in relation to CCTV).

Smart City Platform The Smart City platform has been advertised as an Expression of Interest that will go through a two stage process. A probity auditor has been engaged and this procurement is a critical part of the project. The platform will be where all data is gathered from the systems and is analysed, managed and shared as appropriate. For example, relevant data will be made available to the open data platform in real time. Other secure data such as CCTV feeds will only be accessible through the Police. All data collected is required to be gathered, stored, and shared in accordance with relevant legislation and security protocols. The platform will also allow for the potential manipulation of different systems through the platform. The EOI closes in late May, of which the shortlisting and commencement of the second stage, which includes the workshops and invitation to tender, will occur in June Procurement of a platform is required by 30 September 2018. Wi-Fi Expansion Council is exploring current Wi-Fi agreements to determine what can be leveraged in the short term. This includes expanding the existing Wi-Fi network to connect Civic Park, the Mall and Smith Street within the next month. Wi-Fi in Bicentennial Park is the largest Wi-Fi project which is being reviewed and will require significant network accessibility that is being investigated in conjunction with other network requirements and the lighting upgrade of the park. Commencement of Wi-Fi work is required by 30 June 2018. LED Lighting and Controls A trial luminaire from one of Council’s contracted suppliers will be installed and trialled within the next month on a section of Mitchell Street. This trial will enable the milestone to commence the lighting aspects of the project to be, and also provide valuable information for the decision making on the purchase of all of the luminaires for the project. Council’s current contracted luminaires meet the latest technology requirements and can be purchased, however this trial will be the first to test new technology in Australia to see if it may be a viable option for this project and to manage project risk by using a phased approach. Bicentennial Park is undergoing a lighting redesign process. This will ensure that any lighting installed meets or exceeds Australian Standards throughout the park, including the Cenotaph area and playground. The final scope of works undertaken within this project will be finalise following design an costing, however at a minimum,

A tender has been advertised for the supply of a smart control system and light point controllers for public lights across the municipality. This is not a Switching on Darwin project in itself; however it does play a critical part as it will provide the controls and system for this project. The system will be required to be able to be integrated with the Smart City Platform. This project has ongoing milestones, with commencement required by 30 June 2018 and final completion by 29 May 2019. Closed Circuit Television (CCTV) CCTV will be used to achieve a number of goals of the Switching on Darwin project, from CCTV for the Police Services, to traffic data collection, to pedestrian movement detection. The detail of these requirements is currently being investigated to ensure network provision, however it is not a critical milestone at this point. Sensors Environmental sensors, and other sensors such as noise, will be purchased and used across the CBD. This is not a critical milestone so only preliminary investigation has occurred to date. Smart Parking Smart parking will include sensors within the CBD and will integrate with Council’s existing PayStay app. Investigations into potential functionality of the existing systems and integration is underway. Open Data, Hackathon and Apps Council currently has an existing open data platform that is allows for data to be publicly accessed. This was available for the GovHack that Council sponsored last July, and will occur again this September. As new data is available it will be shared through the existing open data platform. When the Smart City platform is in place, the way in which the data is shared will become more automated. Open data encourages and supports hackathon style app development to enable the community to determine what apps are relevant, and what data they may need. Networks The provision of networks for the Switching on Darwin Project includes access to low and high bandwidth networks. Low bandwidth networks are required for the sensors and related infrastructure. High bandwidth, such as fibre, is required for Wi-Fi and CCTV networks. Procurement for low bandwidth has commenced, with the lighting control network, which may also be able to be leveraged for other devices. The goal

Summary The Switching on Darwin project is on track and moving quickly to meet initial milestones, and planning for future milestones. The impact of Tropical Cyclone Marcus has resulted in minor infrastructure impact, but internal resource impact has been felt, potentially delaying some activities by a month. Staff are working closely with the Australian Government to ensure that any concerns are addressed and milestones amended if required. CONSULTATION PROCESS In preparing this report, the following City of Darwin officers were consulted: Switching on Darwin Project Control Group In preparing this report, the following External Parties were consulted: Danielle Storey (Smarter Technology Solutions), Project Consultant POLICY IMPLICATIONS Nil BUDGET AND RESOURCE IMPLICATIONS City of Darwin has received $908,667 from the Australian Government grant payment for 2017/18, with the remainder of the $5m grant to be paid in 2018/19 financial year. Council has committed funds to the project for its $2.5m contribution. The remaining $2.5m for the project will come from the Northern Territory Government. To date, Council has spent approximately $60,000 on the project, with a further $420,000 planned to be spent in 2017/18. As procurement activities occur, the rate of expenditure will significantly increase.

This risk of this occurring is being mitigated through ongoing discussions with the Australian Government regarding the project’s status. ENVIRONMENTAL IMPLICATIONS This project results in improved environmental outcomes, including reduced energy consumption from energy efficient LED lighting and improved asset management. Data available from the project activities will also enable improved decision making. JANUARY TO MARCH 2018 BACKGROUND This report is provided quarterly to inform Council of car parking trends. DISCUSSION ON-STREET CAR PARKING Council provides a total of 1,686 on-street car parking bays across Zones A, B & C in the CBD. For the quarter January - March 2018, Council generated a total of $454,756 for on-street car parking. Total revenue is down $88,894 on the previous year’s quarter. Zone A decreased by $86,63, Zone B decreased by $3,594 but Zone C increased by $1,244.

Table 1: Zone revenue Infringements A total of 3,655 infringements were issued in the CBD including off-street car parks for the period January – March 2018, this figure is down 2,617 for the same period last year. For the same period 487 infringements were withdrawn. Off-Street Car Parking Council provides 2,155 off-street parking bays throughout the CBD. For the quarter January – March 2018, Council generated a total of $513,770 for the off-street car parking. Total revenue is down $7,816 on the previous year’s quarter. Stott Lane car park has recently been reconfigured to include 20 Pay & Display bays and that now leaves only 25 reserved bays. This is due to cancellations in the car park.
