The bridge company Is moving for the nx voted by the city in the aid of that enterprise. At the last session of the cgislature a law was passed empowering cities to vote such a tax ; and at n special lection the proposition was carried by- an overwhelming majority , an almost inanlmous vote , so enthusiastic were the The tax as voted was for six mills nach year , for 1887 and 1838. This aw provides that in such cases the city clerk shall certify the result of the cloe- lon to the county auditor , together with ho rate of the tax , the years , and the conditions. The county board shall then evy the tax. This certillcate of the city clerk has been made out , together witli lie other documents , giving a history of- ho tax , and this huS been filed in the county recorder's ' ofllco. The county board is now to levy the tax as agreed to.- Hy . the provisions of the law referred o , this tax. when collected , cannot bo paid out of the county treasury except upon the order of the treasurer of the sompanv , under direction of the presi- dent ¬ and a majority of the directors of the company or upon the order of the city council ! lioforu any of this money cm bo paid out , however , the city counci , or a ma- jority ¬ of that body , must certify to the county treasurer that the conditions tin- lor - which the tax was voted have been complied with.- If . the money remains in the county reasurer for one year after it is paid in , t will bo forfeited and will bo canceled , ho taxpayers who have paid receiving their money back.- Tlio . conditions on which the tax was granted are set forth as follows : The levy for this purpose shall bo G mills for two yearn. It shall bo levied and be- come ¬ due , collectable and payable one- half thereof , or G mills levy in the year 1887 , and the remaining half thereof , or 6 mills levy in the year 1888 , provided said highway bridge is fully completed and in use and in operation bv said ( Into. The company shall bo restricted to the following charges : One person 5 cents ; ono horse , buggy and driver , 10 cents ; two horses , buggy and driver , 15 cents ; two horses , wagon and driver , 20 cents- .It . is distinctly set forth as one of the conditions that "before said tax , or any part thereof , shall become duo , collect- able ¬ or pavable , said highway bridge shall bo fully completed and in use and operation , and after the completion of said highway bridge the rates of toll as found hereinbefore shall become obliga- tory ¬ and binding upon said company.'its successors and assigns. " The citizens are quite as ready to pay the tax as they were to vote it , but they of course want to have the conditions fully complied with before they part with their money. There seems to bo nothing in the conditions which restricts the company to building n strictly wagon bridge , and so far us appears the com- pany ¬ catl build a combined railway nnd wagon bridge and yet cojlect the aid voted by tlio city. It is believed that the bridge will be built as a wagon bridge , too , and when it is in operation in no- cordanco - with the general understanding of this community , there will bo no trouble in the company getting the rnonoy- as voted. There will bo n close watch , however , to see that the tax is not given up until the purpose for which it was voted is fully mot. The county board yesterday afternoon decided to have a writtoji report from the county attorney , Colonel Daily , before making the levy as requested. Speedier Transit Needed. The need for moro and better com- munication ¬ between Omaha and Council lilulls is daily growing moro apparent.- It . has boon especially so during this fair time. Omaha has been crowded with visitors , nnd many have sought hotel accommodations on this side of tlio river , coming over at night and returning in the morning. The rush lias been such that in some of the hotels hero cots and other additional conveniences have had to bo called Into requisition. Iho trains have been heavily loaded , but the greatest lack is for chances for teams and vehicles to cross the river. For weeks the ferry train lias been unable to properly care for the business. Almost any night there can bo seen at the depot n string of horses nnd wagons , waiting there all night so as to be able to get over on tho' lirst ferry tram jn the morning , Ir is only by thus getting into line ttio night before that any ono desir- ing ¬ to take advantage of the early mar- ket ¬ in Omaha can bo sure of getting over. Men with grapes and garden products sleep under their wagons nnd wail for the train. Yesterday morning there was a string of wagons , four blocks long, waiting from G o'clock until 0 o' ¬ clock in the morning , before thcro was any apparent lessening of numbers. That thcro is need of n wagon bridge , and that , too , right away , is evident. The rush for the ferry train has caused n class of speculators to appear. Men with wagons get a place ia the line , and hold it until some anxious gardncr or fruit man comes along who is willing to pay them something for their chnnco. The prices have been running from $1- to § 'J dollars. There was a consultation among the ollicials of the city yesterday to sco if some way could not bo devised for stopping this sort of speculation , but thcro seemed uoiio which would stand legal tests. The first floor is occupied by tlio cutting , turning and dressing department , while the second floor is used for finishing.- Messrs. . . The firm is about to build a palntshop and drying kiln , both of which structures vill soon bo completed. The enterprise cannot but prove a sue- cessul - ono , under the personal manage * nont of turn so long experienced In the business , and of such firmly established eputation. The lack of such n factory n this locality lias frequently in tlio past iauscd vexatious delays , because orders mvo had to bo placed at a distance , s'ow , with the factory within easv each of a largo extent of country , with loniploto machinery , the public can have ts wants supplied moro promptly and moro satisfactorily.- Tlio . lirm starts off under good ausnlcrs , laving a large number of orders to fill , t deserves a success commensurate with ho want it is designed to fill , and with ho intelligence and experience of the jcntliMiien who compose It. ATLANTA , Gi. : , August 27. "In seven years , " ssiys Henry Grady , the well known editor , "the south has increased her manufactures ? 21 000000. lly this 1 mean that in 1830 she had to do without or buy from the north and west. This docs not include the gain in her agricul- tural ¬ product. It simply moans ores , minerals , marbles and manufactured goods. This statement is umasing. Its details are even more so. She now has about forty iron furnaces in blastmaking 7.10000 tons of iron a year. She is now actually building thirty-one new furnaces , with a capacity of moro than 1,000,000 tons a year , so that her iron output will more than double when the furnaces now being built go into blast. In 1880 she produced 450,030 tons of iron ; in 1880 , 750,000 tons. In 1889 she will produce 1,800,000 tons. The furnaces now being built will add f20,000,000 ti year to her income dug from her iron beds and made into pay. " In six yonrs following the cotton expo- sition ¬ she built 173 now cotton mills , putting 1,000,000 spindles in motion. The cottonseed oil mills grew in the past six years from forty-six to 140 , and ten new mills are now being built nt a cost of 11500000. One-third of the crop of cotton seed now runs through the mill , yielding $8,000,000 worth of crude oils- .In . fertilizer factories the same increase is noticed. Georgia bought 160,000 tons of fertilizer seven years ago , overv ton of which was bought in the north. Last year 125,000 tons were manufacturld in Georgia , and tills capacity will bo doubled in another year. Atlanta supplies a half dozen southern states with trunks and valises. She sails agricultural impli- ments - into Mexico , paper bags into Cali- fornia ¬ , and razors over n dozen states. A year ago wo sent north for as simple a thing us coflins. Now n collin factory in Atlanta keeps a hundred men at work. There are not loss than a dozen furniture factories scattered about the city reach- ing ¬ up to fine grades of furniture. Six years ago there was hardly a broom fac- tory ¬ in the south. Now there are a dozen broom factories in Atlanta. All these smaller articles manulnoturcd. in which labor is the main cost , in which raw product ! . ? made valuable and in which small capital is needed , tlio south , form- erly ¬ relying entirely on the north , now relics almost entirely on herself. HrltlKo Tnx In He Ijnvlcd. The bridge company Is moving for the

nx voted by the city in the aid of thatenterprise. At the last session of thecgislature a law was passed empowering

cities to vote such a tax ; and at n speciallection the proposition was carried by-

an overwhelming majority , an almostinanlmous vote , so enthusiastic were the

The tax as voted was for sixmills nach year , for 1887 and 1838. Thisaw provides that in such cases the city

clerk shall certify the result of the cloe-lon to the county auditor , together withho rate of the tax , the years , and the

conditions. The county board shall thenevy the tax. This certillcate of the city

clerk has been made out , together witlilie other documents , giving a history of-

ho tax , and this huS been filed in thecounty recorder's' ofllco. The countyboard is now to levy the tax as agreed to.-

Hy.

the provisions of the law referredo , this tax. when collected , cannot bo

paid out of the county treasury exceptupon the order of the treasurer of thesompanv , under direction of the presi-dent

¬

and a majority of the directors ofthe company or upon the order of thecity council !

lioforu any of this money cm bo paidout , however , the city counci , or a ma-jority

¬

of that body , must certify to thecounty treasurer that the conditions tin-lor

-

which the tax was voted have beencomplied with.-

If.

the money remains in the countyreasurer for one year after it is paid in ,

t will bo forfeited and will bo canceled ,ho taxpayers who have paid receiving

their money back.-Tlio

.conditions on which the tax was

granted are set forth as follows : Thelevy for this purpose shall bo G millsfor two yearn. It shall bo levied and be-come

¬

due , collectable and payable one-half thereof , or G mills levy in the year1887 , and the remaining half thereof , or6 mills levy in the year 1888 , providedsaid highway bridge is fully completedand in use and in operation bv said ( Into. The company shall bo restricted to thefollowing charges :

One person 5 cents ; ono horse , buggyand driver , 10 cents ; two horses , buggyand driver , 15 cents ; two horses , wagonand driver , 20 cents-

.It.

is distinctly set forth as one of theconditions that "before said tax , or anypart thereof , shall become duo , collect-able

¬

or pavable , said highway bridgeshall bo fully completed and in use andoperation , and after the completion ofsaid highway bridge the rates of toll asfound hereinbefore shall become obliga-tory

¬

and binding upon said company.'itssuccessors and assigns. "

The citizens are quite as ready to paythe tax as they were to vote it , but theyof course want to have the conditionsfully complied with before they part withtheir money. There seems to bo nothingin the conditions which restricts thecompany to building n strictly wagonbridge , and so far us appears the com-pany

¬

catl build a combined railway nndwagon bridge and yet cojlect the aidvoted by tlio city. It is believed that thebridge will be built as a wagon bridge ,

too , and when it is in operation in no-cordanco

-with the general understanding

of this community , there will bo notrouble in the company getting the rnonoy-as voted. There will bo n close watch ,

however , to see that the tax is not givenup until the purpose for which it wasvoted is fully mot.

The county board yesterday afternoondecided to have a writtoji report from thecounty attorney , Colonel Daily , beforemaking the levy as requested.

Speedier Transit Needed. The need for moro and better com-

munication¬

between Omaha and Councillilulls is daily growing moro apparent.-It

.

has boon especially so during this fairtime. Omaha has been crowded withvisitors , nnd many have sought hotelaccommodations on this side of tlio river ,

coming over at night and returning inthe morning. The rush lias been suchthat in some of the hotels hero cots andother additional conveniences have hadto bo called Into requisition. Iho trainshave been heavily loaded , but the greatestlack is for chances for teams andvehicles to cross the river. Forweeks the ferry train lias been unableto properly care for the business.Almost any night there can bo seen atthe depot n string of horses nnd wagons ,

waiting there all night so as to be able toget over on tho' lirst ferry tram jn themorning , Ir is only by thus getting intoline ttio night before that any ono desir-ing

¬

to take advantage of the early mar-ket

¬

in Omaha can bo sure of gettingover. Men with grapes and gardenproducts sleep under their wagons nndwail for the train. Yesterday morningthere was a string of wagons , four blockslong , waiting from G o'clock until 0 o' ¬

clock in the morning , before thcro wasany apparent lessening of numbers. That thcro is need of n wagon bridge ,

and that , too , right away , is evident. The rush for the ferry train has caused

n class of speculators to appear. Menwith wagons get a place ia the line , andhold it until some anxious gardncr orfruit man comes along who is willing topay them something for their chnnco. The prices have been running from $1-to § 'J dollars. There was a consultationamong the ollicials of the city yesterdayto sco if some way could not bo devisedfor stopping this sort of speculation , butthcro seemed uoiio which would standlegal tests.

ProjjreHs of the South.ATLANTA , Gi.: , August 27. "In seven

years , " ssiys Henry Grady , the wellknown editor , "the south has increasedher manufactures ?21 000000. lly this 1

mean that in 1830 she had to do withoutor buy from the north and west. Thisdocs not include the gain in her agricul-tural

¬

product. It simply moans ores ,

minerals , marbles and manufacturedgoods. This statement is umasing. Itsdetails are even more so. She now hasabout forty iron furnaces in blastmaking7.10000 tons of iron a year. She is nowactually building thirty-one new furnaces ,

with a capacity of moro than 1,000,000tons a year , so that her iron output willmore than double when the furnaces nowbeing built go into blast. In 1880 sheproduced 450,030 tons of iron ; in 1880 ,

750,000 tons. In 1889 she will produce1,800,000 tons. The furnaces now beingbuilt will add f20,000,000 ti year to herincome dug from her iron beds and madeinto pay. "

In six yonrs following the cotton expo-sition

¬

she built 173 now cotton mills ,

putting 1,000,000 spindles in motion. Thecottonseed oil mills grew in the past sixyears from forty-six to 140 , and ten newmills are now being built nt a cost of11500000. One-third of the crop ofcotton seed now runs through the mill ,yielding $8,000,000 worth of crude oils-.In

.

fertilizer factories the same increaseis noticed. Georgia bought 160,000 tonsof fertilizer seven years ago , overv ton ofwhich was bought in the north. Last year125,000 tons were manufacturld in Georgia ,and tills capacity will bo doubled inanother year. Atlanta supplies a halfdozen southern states with trunks andvalises. She sails agricultural impli-ments

-into Mexico , paper bags into Cali-

fornia¬

, and razors over n dozen states. Ayear ago wo sent north for as simple athing us coflins. Now n collin factory inAtlanta keeps a hundred men at work. There are not loss than a dozen furniturefactories scattered about the city reach-ing

¬up to fine grades of furniture. Six

years ago there was hardly a broom fac-tory

¬

in the south. Now there are a dozenbroom factories in Atlanta. All thesesmaller articles manulnoturcd. in whichlabor is the main cost , in which rawproduct ! .? made valuable and in whichsmall capital is needed , tlio south , form-erly

¬

relying entirely on the north , nowrelics almost entirely on herself. "
