PURPOSE
• INTERMEDIATE - To confirm the maintenance is at a satisfactory level (from 1/07/01, scope extended to almost a class renewal survey).
• CLASS RENEWAL SURVEY - To establish and confirm that the structural integrity is satisfactory and in accordance with the Class requirements, and subject to proper maintenance and operation, the hull will remain fit for its intended purpose until the next Renewal Survey.

APPLICATION• The requirements apply to the surveys of the hull structure and piping
systems in way of cargo holds, cofferdams, pipe tunnels, void spaces, fuel oil tanks within the cargo length area and all ballast tanks.
• The requirements contain the minimum extent of examination, thickness measurements and tank testing. When substantial corrosion, and/or structural defects are found, the survey is to be extended and is to include additional close-up surveys when necessary.
• In all cases the extent of thickness measurements is to be sufficient as to represent the actual average condition.
• Special consideration may be given to the extent of close-up surveys and/or thickness measurements in cargo holds as required for class renewal, intermediate or annual surveys, when all internal and external surfaces of hatch coamings and hatch covers, and all internal surfaces of the cargo holds, excluding the flat tank top areas and the hopper tank sloped plating approximately 300 mm below the side shell frame end brackets, have protective coating is found to be in good condition.

• Special consideration may also be given to existing bulk carriers, where Owners coat or re-coat cargo holds, in accordance with the Manufacturers’ recommendations.
• Nevertheless, prior to re-coating the cargo holds, scantlings are to be assessed in the presence of a Surveyor of the Society.
• Special consideration (or specially considered) is intended to mean as a minimum, that sufficient close-up inspection and thickness measurements are taken to confirm the actual average condition of the structure under the coating.

• This requires the Surveyor to be on board during the gauging to the extent necessary to control the process. The surveyor verify the accuracy of measurement by random checking
• The attendance of the Surveyor shall be recorded as per the Society’s Quality System provisions
• Thickness measurements of structures in areas where close-up surveys are required, are to be carried out simultaneously with close-up surveys
• Suspect areas are locations showing substantial corrosion and/or considered by the Surveyor to be prone to rapid wastage.
• Substantial corrosion is an extent of corrosion such that assessment of the corrosion pattern indicates a wastage in excess of 75% of allowable margins, but within acceptable limits.

• A thickness measurement report is to be prepared. The report is to give the location of measurements, the thickness measured and the corresponding original thickness. Furthermore, the report is to include the date when the measurements were carried out, the type of measuring equipment, the names and the qualification of the operators and their signatures.
The Surveyor is to review the final thickness measurement report and countersign the cover page.
• For acceptance criteria applicable to structural corrosion diminution levels, reference is to be made to Pt.A Ch 2, App 3.
• For Bulk Carrier with the Service notation completed by the additional service feature CSR thickness measurements and acceptance criteria are given in NR 522, Chapter 13 i.e.

Prompt and thorough repair (requirements extended to all types of ships)
• A "Prompt and thorough repair" is a permanent repair completed at the time of survey to the satisfaction of the Surveyor, therein removing the need for the imposition of any associated recommendation.
• Any damage in association with wastage over the allowable limits (including buckling, grooving, detachment or fracture), or extensive areas of wastage over the allowable limits, which affects or, in the opinion of the Surveyor, will affect the ship's structural, watertight or weathertight integrity, is to be promptly and thoroughly repaired.

REPORTING AND EVALUATION OF SURVEYS
The data and information on the structural condition of the ship collected during survey are evaluated for acceptability and structural integrity of the ship's cargo area.
When a survey is split between different survey stations, a report is to be made for each portion of the survey. A list of items examined and/or tested (pressure testing, thickness measurement etc.) and an indication of whether the item has been credited, are to be made available to the next attending Surveyor(s), prior to continuing or completing the survey.
A hull condition evaluation report (summarising the results of class renewal surveys) is issued by the attending surveyor, if he started and completed to the class renewal surveys, otherwise by Marine Centre.
The Society sends the hull condition evaluation report to the Owner, who is to place it on board the ship for reference at future surveys.

CONDITIONS FOR SURVEYS
In order to enable the attending surveyors to carry out the survey, provisions for proper and safe access are to be agreed between the Owner and the Society.
Details of the means of access are to be provided in the survey planning questionnaire.
In cases where the provisions of safety and required access are judged by the attending surveyor (s) not to be adequate, the survey of the spaces involved is not to proceed.
The surveyor (s) is (are) to be always accompanied by at least one responsible person, assigned by the Owner, experienced in tank and enclosed spaces inspection. In addition a back-up team of at least two experienced persons is to be stationed at the hatch opening of the tank or space that is being surveyed. The back-up team is to continuously observe the work in the tank or space and is to keep lifesaving and evacuation equipment ready for use.

ACCESS TO STRUCTURE
For overall surveys, means are to be provided to enable the Surveyor to examine the hull structure in a safe and practical way.
For close-up surveys of the hull structure, other than cargo hold shell frames, one or more of the following means for access, acceptable to the Surveyor, is/are to be provided:
permanent staging and passages through structures
temporary staging and passages through structures
lifts and movable platforms
portable ladders
boats or rafts
other equivalent means

For close-up surveys of the cargo hold shell frames of bulk carriers less than 100,000 dwt, one or more of the following means for access, acceptable to the Surveyor, is/are to be provided:

portable ladder restricted to not more than 5 m in length may be accepted for surveys of lower section of a shell frame including bracket
hydraulic arm vehicles such as conventional cherry pickers, lifts and movable platforms
boats or rafts provided the structural capacity of the hold is sufficient to withstand static loads at all levels of water
other equivalent means.

The use of a portable ladder fitted with a mechanical device to secure the upper end of the ladder is acceptable for the:
close-up survey of sufficient extent, minimum 25% of frames, to establish the condition of the lower region of the shell frames including approximately the lower one third length of side frame at side shell and side frame end attachment and the adjacent shell plating in the forward cargo hold at annual survey of cargo holds for single skin bulk carriers between 10 and 15 years
close-up survey of sufficient extent, minimum 25% of frames, to establish the condition of the lower region of the shell frames including approximately the lower one third length of side frame at side shell and side frame end attachment and the adjacent shell plating in the forward cargo hold and one other selected cargo hold at annual survey of cargo holds for single skin bulk carriers over 15 years.

SURVEY PROGRAM AND PREPARATION FOR SURVEY
The Owner in cooperation with Society is to work out a specific Survey Programme prior to the commencement of any part of:
• the class renewal survey
• the intermediate survey for bulk carriers over 10 years of age.
• The survey programme is to be in a written format. The survey programme at intermediate survey may consist of the survey programme at the previous class renewal survey supplemented by the hull condition evaluation report of that class renewal survey and later relevant survey reports.
• The survey program is to be worked out taking into account any amendments to the survey requirements after the last class renewal survey carried out.

The purpose of the plan is to cover:
• U/S gauging, Close up survey, History of defects, Condition of vessel, Repairs
And to take into account
• survey status and basic ship information, information included in the documentation on board, as described in [1.2.2] and [1.2.3], main structural plans (scantling drawings), including information on use of high tensile steels (HTS), reports of previous structural surveys and inspections, information on the use of ship holds and tanks, with regard to the nature of the typical cargoes transported and other useful data, information on the corrosion prevention system applied at the time of the ship's construction, information on the maintenance performed during the operation of the ship.

The survey program is to comply, at least, with the requirements for close-up surveys, thickness measurements and tank testing given in [4.4], [4.5] and [4.6], respectively. In addition, the survey program is to include at least:
• basic ship information and particulars, main structural plans (scantling drawings), including information on the use of high tensile steels (HTS), plan of holds and tanks, list of holds and tanks including information on their use, protective coating, if any, and its condition, conditions for survey, with regard to holds, tanks and spaces which are to be safe for access, i.e. cleaned, gas freed, ventilated, illuminated, provisions and methods for access to structures, equipment for surveys, nomination of holds, spaces and areas for close-up surveys according to [4.4], nomination of sections and areas for thickness measurements according to [4.5], nomination of holds, if any, and tanks for tank testing according to [4.6], damage experience and repair history related to the ship in question.

ANNUAL SURVEY
Confirmation is to be obtained that no unapproved changes have been made to the hatch covers, hatch coamings and their securing and sealing devices since the last survey.
A thorough survey of cargo hatch covers and coamings is only possible by examination in the open as well as closed positions and is to include verification of proper opening and closing operation.
The hatch cover sets are to be surveyed open, closed and in operation to the full extent on each direction, including:
stowage and securing in open condition
proper fit and efficiency of sealing in closed condition, and
operational testing of hydraulic and power components, wires, chains, and link drives.

The closing of the covers is to include the fastening of all peripheral, and cross joint cleats or other securing devices.
The attention more than usual to be paid to the condition of the hatch covers within the fw’d 25% of the ship’s length where the sea loads are greatest.
If the cargo hatch securing system does not function properly, repairs are to be carried out under the supervision of the Society.
Following items are to be surveyed:
cover panels, including side plates, and stiffener attachments that may be accessible in the open position by close-up survey (for corrosion, cracks, deformation,
sealing arrangements of perimeter and cross joints (gaskets for condition and permanent deformation, flexible seals on combination carriers, gasket lips, compression bars, drainage channels and non return valves)

At each hatchway, the coamings, with panel stiffeners and brackets, are to be checked for corrosion, cracks and deformation, especially of the coamings tops, including close-up survey.
The effectiveness of sealing arrangements may be proved by hose or chalk testing supplemented by dimensional measurements of seal compressing components, if deemed necessary.
If the vessel is fitted with portable covers:
steel pontoons, including close-up survey of hatch cover plating
tarpaulins
cleats, battens and wedges
hatch securing bars and their securing devices
loading pads/bars and the side plate edge
guide plates and chocks compression bars, drainage channels and drain pipes (if fitted).

CLASS RENEWAL SURVEY
Survey programme and preparation for survey
The Owner in cooperation with the Society is to work out a specific Survey Programme prior to the commencement of any part of:
the class renewal survey
the intermediate survey for bulk carriers over 10 years of age
The survey is not to commence until the Survey Programme has been agreed.
The survey programme at intermediate survey may consist of the survey programme at the previous class renewal survey supplemented by the hull condition evaluation report of that class renewal survey and later relevant survey reports.
The survey programme is to be worked out taking into account any amendments to the survey requirements after the last class renewal survey carried out.

Survey planning meeting
The establishment of proper preparation and the close co-operation between the attending surveyor (s) and the owner's representatives onboard prior to and during the survey are an essential part in the safe and efficient conduct of the survey. During the survey on board, safety meetings are to be held regularly.
Prior to commencement of any part of the renewal and intermediate survey, a survey planning meeting is to be held between the attending surveyor (s), the owner's representative in attendance, the thickness measurement company operator( s) (as applicable) and the master of the ship for the purpose to ascertain that all the arrangements envisaged in the survey programme are in place, so as to ensure the safe and efficient conduct of the survey work to be carried out.

mapping of areas of substantial corrosion, and
communication between attending surveyor (s), the thickness measurement company operator (s) and owner representative(s) concerning findings.

Scope of Survey
In addition to the requirement of Annuals Surveys, all cargo holds, ballast tanks, including double bottom tanks, double side tanks as applicable, pipe tunnels, cofferdams and void spaces bounding cargo holds, decks and outer hull are to be examined, and this examination is to be supplemented by thickness measurement and testing required to ensure that the structural integrity remains effective. The aim of the examination is to discover substantial corrosion, significant deformation, fractures, damages or other structural deterioration that may be present.
All piping systems within the above spaces are to be examined and operationally tested to working pressure to attending Surveyor's satisfaction to ensure that tightness and condition remain satisfactory.

Thickness Measurement
The extended thickness measurements are to be carried out before the survey is credited as completed.
Suspect areas identified at previous surveys are to be examined. Areas of substantial corrosion identified at previous surveys are to have thickness measurements taken.
The Surveyor may further extend the thickness measurements as deemed necessary.
When pitting is found on bottom plating and its intensity is 20% or more, thickness measurements are to be extended in order to determine the actual plate thickness out of the pits and the depth of the pits. Where the wastage is in the substantial corrosion range or the average depth of pitting is 1/3 or more of the actual plate thickness, the pitted plate is to be considered as a substantially corroded area.

• For the foremost cargo hold, the scope of the annual survey given in Ch 4, Sec 2, [2] is also to include that of the intermediate survey given in Ch 4, Sec 2, [3].
• In all cargo holds, or in cargo conveyor tunnels, as appropriate, approved bilge well high water level alarms are to be fitted, giving an audible and visual alarm on the navigation bridge.
• Bulk carriers subject to compliance with [1.6.1] but which have not been brought into compliance with [1.6.1] as of 1 January 2004 are to comply with Article [6] in accordance with the compliance schedule of [6.2].

• UR S 27 provides strength requirements to resist green sea forces for the following items located within the forward quarter length: air pipes, v ventilator pipes and their closing devices.
• The Connecting District checks whether the drawings are available at DT1 or LPO. If not, the following details shall be submitted by the owner (for review by DT1 or LPO), well in advance of the survey onboard : type, steel grade, thickness, diameter, height of the air pipes and ventilator pipes, position on deck (protected or not).
• If any additional brackets are required, their position is decided by the Surveyor onboard, having in mind that bracket toes at the deck shall be suitably supported. Assistance from DT1 or LPO may be required if needed.
• On exposed decks subject to UR S 27, rotating type mushroom ventilator heads are not authorized and consequently shall be replaced by another suitable type.

• Such ships, if not meeting the requirements for withstanding flooding of any one cargo hold, as specified in Part II, Chapter 8, Section 8-03, 8-032-2, 8-037-3 and 8-033-4 of the 1st April 1998 edition of the Rules or subsequent editions, and the retroactive requirements for side structure of bulk carriers of single-side skin construction, as specified in [5], are not to sail with any hold loaded to less than 10% of the hold's maximum allowable cargo weight when in the full load condition, after reaching 10 years of age.
• The applicable full load condition for this requirement is a load equal to, or greater than, 90% of the ship's deadweight at the relevant assigned freeboard.
• Any restrictions imposed on the carriage of solid bulk cargoes having a density of 1,78 t/m3 and above in accordance with these requirements are to be identified and recorded in the loading manual.
