Proposed Change Rationale
Move nonresidential, non-upstream lighting impact evaluation activities into the Nonresidential Roadmap.
• Enables all impact evaluation work for all nonresidential measures (excluding upstream lighting) to occur within the same study
• May reduce some of the administrative costs associated with delivering the work
Combine the nonresidential upstream and residential impact evaluation with the market assessment study.
• Avoids duplicating tasks between separate impact evaluation and market research work orders
• Prevents artificial delineations within the work just to support invoicing functions
• Ensures that data collection instruments adequately address both market research and impact evaluation needs
• May reduce some of the administrative costs associated with delivering the work

Goals
– Conduct an evaluability assessment of the current MTI, MI and strategic plan indicators (SPI) and (where necessary/relevant) recommend improvements to support cost-effective measurement
– Provide a research plan for measuring and tracking MTI, MI, and SPI after 2014 that can be deployed when budget is available
– Relying upon the best available information, provide preliminary estimates of MTI, MI and SPI for 2013-2014 program cycle
Timing
– High Priority; work will begin Q2 2014

Goals
– Collect impact evaluation data on selected lighting measures for the 2013-2014 IOU lighting programs (and provide results as rapidly as possible)
– Continue current efforts to monitor and profile market changes in the lighting sector
Timing
– High Priority; work will begin Q2 2014

Goals
– Assess how switching LED lamps on/off impacts lamp life and performance
– Assess whether manufacturers’ specifications for LED lamp EUL are accurate
– Assess whether LED workpaper assumptions are properly stated

– High Priority; research will begin Q2 2014

Goals
– Quantify lighting interactive effects:
– Conclude if lighting interactive effects can be quantified reliably and if so, if they can be duplicated.
– To be done separately for residential and commercial buildings.
– Determine how to apply interactive effects to lighting energy savings estimates.
Timing
– Medium Priority; research review to determine proposed plan will begin Q2 2014
