Accessibility of pilot & ES quals for out-of-Wing members is now up, and under constant review

Pilot info for new CAPR 60-1 completeORMS System replacing CATS/CEMS

an add-on to WMIRS Ops Quals Ver 2 delayed due to higher level

priorities.
