The following general guidelines should be adopted for provisions of BSNL telephones.

A) Direct BSNL telephones may be provided to Sr. Admin. Officer, JA Grade officers will be provided the same with finance concurrence. For others PBX generally will be provided.

B) BSNL telephones may be provided in the residences of all Administrative Grade Officers. In case of JAG offices finance concurrence is required.

C) Purchase of cellular phones will be guided as per extant instructions of Railway Board.

I) No prior finance concurrence is required, as long as rates and other conditions of hiring are as per existing rate contract.

ii) All proposals to be routed through Secy. to GM.Iii)Discretion whether to hire or not to hire should be

exercised judiciously by the officers concerned. Hiring should be resorted to the minimum extent necessary and only when staff car/other vehicle available with the Railway can not be spared for the purpose.
