    16.8.1 Containment Penetration Conductor Overcurrent Protective Devices

    TESTING REQUIREMENTS----------- -- NOTE--1. All containment penetration conductor overcurrent protective devices in Table 16.8.1-1

    and Table 16.8.1-2 shall be demonstrated OPERABLE by performance of the followingTesting Requirements.

    2. TR 16.8.1.1, 16.8.1.2, and 16.8.1.3 are only required to be performed for 10% of thecircuit breakers within each voltage level on a rotating basis during each surveillanceinterval.

    TEST FREQUENCY

    TR 16.8.1.1 Perform a CHANNEL CALIBRATION of associated 18 monthsprotective relays for medium voltage circuits (4 - 15 kV).

    TR 16.8.1.2 -- -NOTEFor each circuit breaker found inoperable duringfunctional tests, an additional representative sample of10% of the defective type shall be functionally tested untilno more failures are found, or all of that type have beenfunctionally tested.

    Perform an integrated system functional test on each 18 monthsmedium voltage (4 -15 kV) circuit breaker which includessimulated automatic actuation of the system and verifyingthat each relay and associated circuit breakers andcontrol circuits function as designed.

    Perform a functional test of lower voltage circuit breakersusing the nominal trip setpoint and response time valuesin Table16.8.1-1 and Table 16.8.1-2.

    The tables listed in this commitment were relocated from the McGuire TechnicalSpecifications with the approval of the U.S. Nuclear Regulatory Commission. Any additions,deletions, or revisions to the table are considered a change in a commitment, can only bechanged using the 10 CFR 50.59 process, and shall be performed pursuant to applicableprocedure.

    Containment electrical penetrations and penetration conductors are protected by either de-energizing circuits not required during reactor operation or by demonstrating the

    - OPERABILITY of Primary and Backup overcurrent protection devices during periodicsurveillance. Primary and Backup overcurrent protection devices are redundant to eachother.

    Electrical penetrations serve a mechanical integrity function in forming part of thecontainment pressure boundary. Redundant protective devices provide a means ofmaintaining this mechanical integrity, which ensures proper protection assuming a singlerandom failure of one of the protective devices. In the event a Containment PenetrationConductor Overcurrent Protective device becomes inoperable, the affected electricalpenetration must be de-energized. The method of de-energization must include the use ofat least one protective device that cannot be adversely affected by a single active failure.Acceptable methods of de-energization the circuit(s) are tripping the associated redundantcircuit breaker, removing the associated redundant fuses, racking out the inoperable circuitbreaker, or removing the inoperable circuit breaker or fuse. Opening the inoperable circuitbreaker and verifying all phases are open is not an acceptable means of de-energizing thecircuit based on concerns with internal breaker integrity after interrupting a rated faultcurrent.

    The 31 day Completion Time to reverify that devices are removed or tripped in inoperablecircuits is acceptable considering the fact that the devices are operated under administrativecontrol and the probability of misalignment is low.

    The Surveillance Requirements applicable to lower voltage circuit breakers provideassurance of breaker reliability by testing at least one representative sample of eachmanufacturer's brand of circuit breaker. Testing of these circuit breakers consists ofinjecting a current in excess of the breaker's nominal setpoint and measuring the responsetime. The measured response time is compared to the manufacturer's data to ensure that itis less than or equal to a value specified by the manufacturer. Each manufacturer's moldedcase and metal clad circuit breakers are grouped into representative samples which arethen tested on a rotating basis to ensure that all breakers are tested. If a wide variety existswithin any manufacturer's brand of circuit breakers, it is necessary to divide thatmanufacturer's breakers into groups and treat each group as a separate type of breaker forsurveillance purposes.

    Fuse testing is in accordance with IEEE Standard 242-1975. This program will detect anysignificant degradation of the fuses or improperly sized fuses. Safety is further assured bythe "fail safe" nature of fuses, that is, if the fuse fails, the circuit will deenergize.
