1. INTRODUCTION

1.1. SUMMARY OF PROPOSED DEVELOPMENT:

The report presents the service requirements of fourteen new single-family residential lots located on

17.5 acres of land located at the northwest corner of Scottsdale Road and Dixileta Drive. The purpose

of this report is to provide an analysis of the impact that this development will have on the city’s

wastewater system.

1.2. LEGAL DESCRIPTION:

The property is located in the Southeast quarter of Section 22, Township 5 North, Range 4 East of the

Gila and Salt River Base and Meridian, Maricopa County, Scottsdale, Arizona.

Refer to FIGURE 1 - Vicinity Map for the project’s location with respect to major cross streets.

2. DESIGN DOCUMENTATION

2.1. DESIGN COMPLIANCE:

The proposed sewer system is designed to meet requirements of the City of Scottsdale (“the City”)

Design Standards and Policies Manual (DS+PM), the Arizona Department of Environmental Quality

(“ADEQ”), and Maricopa County Environmental Services Department (“MCESD”).

2.2 PROCEDURES, POLICIES AND METHODOLOGIES:

The 18” sewer line in Scottsdale Road is evaluated in the City’s wastewater model for uses included in

the 2012 Water Reuse Master Plan Update, therefore, no sewer monitoring of this pipe is proposed.

Pipe flow, velocity and depths of the proposed sewer lines will be analyzed using Bentley FlowMaster®.

3. EXISTING CONDITIONS

3.1. EXISTING ZONING & LAND USE:

Land ownership includes approximately 17.5 acres of vacant land presently Zoned R1-70 ESL FO.

3.2. EXISTING TOPOGRAPHY, VEGETATION AND LANDFORM FEATURES:

The undeveloped site slopes to the southwest at 2% grade with thirty feet of fall across the site.

FIRM Map Number 04013C0895L dated October 16, 2013, indicates the northwest corner of the site

lies in designated Zone “AO” with a 1-foot depth and 3 fps velocity . That portion of the site with

proposed lots lies outside the designated flood plain. Refer to FIGURE 2 for an aerial of the overall

project existing conditions and FIGURE 3 for the FIRM Map.

3.3. EXISTING UTILITIES:

Sewer: City of Scottsdale (QS 53-44) - see FIGURE 4.

• An existing 18” VCP sewer line is located in Scottsdale Road within the northbound travel lanes.

• No sewer lines exist in Dixileta Drive or sewer services/stubs to the site.

3.4. FLOW MONITORING:

Flow monitoring of the 18” sewer line in Scottsdale Road is not necessary as this is a trunk line included

in the City’s master plan and sewer model. The City will verify capacity for this project.

4. PROPOSED CONDITIONS

4.1. SITE PLAN:

Proposed development consists of 14 single-family residential lots with access off a proposed cul-de-

sac extended north from Dixileta Drive. The property is requesting rezoning to R1-43 ESL FO.

4.2. PROPOSED SEWER SYSTEM:

A sewer cannot be extended along Dixileta Drive to serve this project because the topography drops off

to the west quickly and cover is not adequate over the sewer, reaching as little as 2 ft. A new manhole

will be constructed to connect to the public system per M.A.G. 440-3, over the existing 18” VCP north

of the Dixileta Drive intersection and extended into the site within a tract between lots 13 and 14.

Approximately 750-feet of 8” sewer pipe will be extended west and north in the cul-de-sac providing

sewer service to the 14 lots. Lots (1&14) near the southern end of the site may require individual on-

site ejector systems as building finish floors dictate. Any necessary ejector lines will be privately

owned, operated and maintained by the property owner and constructed within private easements.

Manholes receiving ejected wastewater will be lined. Lots with building pads lower than the next

upstream manhole will require backwater valves per DS+PM Sec. 7-1.409 G.

Topography prohibits extension of onsite sewer to the 71st Street alignment between Lots 3 and 4. See

APPENDIX I for the Preliminary Utility Plan.

4.3. MAINTENANCE RESPONSIBILITIES:

The on-site sewer main will be public and located in an easement/tract or right-of-way dedicated to the

City of Scottsdale. Therefore, the on-site and off-site sewer system will be public and maintained by the

City. As previously stated, any required ejector lines will be owned, operated and maintained by the

respective property owner and placed within private easements outside of any right-of-way or public

utility easement.

5. COMPUTATIONS

5.1. SEWER DEMANDS:

The proposed daily demands are shown in TABLE 1 below. Average day sewer demands are described

in Section 7-1.403 of the City of Scottsdale’s Design Standards & Policies Manual.

5.2. VARIANCE FROM STATED DESIGN FLOWS:

No variance from the applicable design criteria is being requested.

5.3. SEWER SYSTEM ANALYSIS:

The proposed 8” pipe has adequate capacity to provide service to the 14 lots. A few of the southern

lots may need to provide onsite ejector systems to discharge up to the gravity line in the cul-de-sac.

The feasibility of extending the sewer west to 71st Street between lots 3 and 4 resulted in inadequate

cover (less than 2 feet).

6. SUMMARY

6.1. SUMMARY OF PROPOSED SEWER IMPROVEMENTS:

The proposed sewer extension will be adequate for providing service to this subdivision. Topography

does not permit any extension further west or north to accommodate adjacent properties.

6.2. PROJECT SCHEDULE:

The infrastructure and building pads are proposed to be constructed in a single phase.

High Heads/Negative Heads. Industry’s most reliable operation – rated for continuous duty of negative head to total dynamic head of 185 feet reduces the number of lift stations and pipe sizes. This cuts costs – both initially and in long-term operation and maintenance.

Constant Flow. The system pressures to be overcome by any given grinder pump in a low pressure system vary dramatically over the course of a day. NOBODY CAN TOUCH OUR CURVE.In a low pressure system, constant, predictable pump output is the foundation for proper hydraulic design. It enables the engineer to minimize retention time, pump wear, and keep scouring velocity at effective levels.

Environment One’s semi-positive displacement, progressing cavity pump has a nearly vertical H-Q curve. It is by far the most “forgiving” pump design – providing predictable flow over the full range of typical system pressures; strengths critical in a large-scale, low pressure sewer system.

High Heads/Negative Heads. Industry’s most reliable operation – rated for continuous duty of negative head to total dynamic head of 185 feet reduces the number of lift stations and pipe sizes. This cuts costs – both initially and in long-term operation and maintenance.

Constant Flow. The system pressures to be overcome by any given grinder pump in a low pressure system vary dramatically over the course of a day. E/One’s progressing cavity pump readily accommodates these pressure variations while maintaining a nearly constant flow without ever operating at “near shut off” – thus avoiding the wear and motor burn-out suffered by other pump types.

High Grinding Torque. Our unique pump system, driven by a one-horsepower motor turning at 1725 rpm, produces grinding torque greater than a larger horsepower pump turning at twice the speed.

Energy Efficient. The pump is activated automatically and runs for short periods.

Low Maintenance Submersible Motor.Low maintenance and long life are the hallmarks of our air-filled motor. Permanently lubricated ball bearings and Class F insulation eliminate the need for periodic oil changes and oil disposal costs required by oil-filled submersible motors.

Large-Diameter Grinder Assembly. Almost twice the diameter of most other types of grinder pumps, contributing to a dramatic reduction of inflow velocity for less wear and no blinding, clogging or jamming.

No Preventive Maintenance. Non-fouling static level sensors require no preventive maintenance. Because of our unique, near constant discharge rate, no main line flushing is required in a properly designed system.
