The Challenges
• Large proportion of infrastructure built since 1980
• Recognition of particular threats to local infrastructure
• Need increased emphasis to maintenance whilst new construction continues apace
• Need to feedback maintenance issues to improve designs

The Threats
• Environment – Flood, temperature changes, ground
• Breakdown of protective defences – paints, cover
concrete, waterproofing
• Structural Material Deterioration – degradation of
concrete, steel corrosion
• Traffic/Usage – Cyclic-fatigue damage, overloading,
impact
• Human – malicious damage, vandalism
• Failure of Secondary Elements – Parapets, joints,
drains, lights, bearings, monitoring systems

Particular Threats to Structures
in The Middle East• Extreme Temperatures
• Arid environment & salty ground – rapid build up of salts due to evaporation/suction cycle and consequent concrete deterioration.
• Require high integrity waterproofing to protect buried concrete

So how do we Ensure safety
of our Bridges?
• Data collection about the Bridges
• Establish Routine and Operational
Maintenance Organisation
• Establish a cycle of Condition Inspections,
Load Capacity Assessments and
Refurbishment for Long-term Asset
Management

Long Term Asset Management
AIMS
• Assurance of Safety
• Assurance of reliable
service availability
• Maintain Asset Value
• Plan for major
refurbishment or
replacement
© Hyder Consulting Middle East Ltd Javad Akhtar Technical Director
Long Term Asset Management
Approach• Condition Classification of structures using Engineer-
led inspection cycles
• Assessment of the load carrying capacity
• Development of a framework for a bridge management system.
• Asset Valuation and whole-life maintenance cost evaluation to inform decision making
• Planned refurbishment – replacement
• Financial Planning
© Hyder Consulting Middle East Ltd Javad Akhtar Technical Director
• Undertake at commencement and annually
• Aim is to visually inspect readily accessible parts of
structure (and particularly critical areas requiring
inspection in-between Principal Inspection cycle)
• Special access equipment or traffic closure usually
avoided
• Establish reference markers for settlement monitoring
• Identify and assess/monitor any cracks
Long Term Asset Management
General Inspections
© Hyder Consulting Middle East Ltd Javad Akhtar Technical Director
• Undertake every 6-10 years
• Aim is to get within touching distance of all parts of structure
• Special access equipment or traffic closure may be involved
• May need to be done at off-peak traffic period
• Underwater Inspection/bed survey of River Crossings
• Concrete Testing for assessment of reinforcement corrosion risk
Long Term Asset Management
Principal Inspections
© Hyder Consulting Middle East Ltd Javad Akhtar Technical Director
• Establish condition of the structure
• Evaluate load carrying capacity
Long Term Asset Management
Load Assessment
© Hyder Consulting Middle East Ltd Javad Akhtar Technical Director
• Assess rate of deterioration
• Evaluate maintenance/refurbishment treatments available and their effectiveness, lifetime and cost
• traffic management costs (accounting for traffic flow rates and the
associated delay costs)
• cost of maintenance in the future discounted to present day values
• implications for safety and traffic flow if the work is not carried out immediately.
• Evaluate Residual Service life with/without refurbishment
