CAC Item No.02 Name of industry : - M/s. Chandrapur Ferro Alloy Plant, S. No. 498/2, 499 & 500 503/2, Mul Road, Chandrapur

HOD Remarks

1) Applied for consent to establish for expansion project by installing one submerged Electric Arc Furnace of capacity of 45 MWA for production of high carbon ferro-manganese, silico-mangnese and electricity plant of capacity of 4.0 MW based on co-gas generated from manufacturing process.

2) Existing unit consent for manufacturing of Ferro Manganese Plant, Sinter Plant and Power Plant was valid up to 31.12.2011 and Capital Investment of existing unit is Rs.86.70 Crores. Applied for renewal of consent for existing unit. Show cause notice issued to the existing unit vide letter dated 23.04.2012 due to non-compliance of consent conditions and interim directions issued by the Board and due to discharge of substandard into river Zarpat.

3) Capital Investment of the expansion project is Rs. 221.42 Crores. Industry has paid Consent fee of Rs.4,42,480/-, as per new GR

5) Domestic Effluent is 24 CMD. and Industrial Effluent is 500 CMD, Septic Tank and Soak pit provided.

6) This office has issued interim directions vide letter dated 19/12/2011 to carry out Environmental Works in time bound manner.

The case was discussed in CAC meeting held on 24.09.2012 and it was decided to keep the case in abeyance till the completion of pollution control system for existing unit. Though the MPCB has issued the communication to bank for depositing DD in lieu of bank guarantee of Rs.12/- Lakhs (two reminders issued to bank including SCN) but so far bank authorities has not deposited the DD in lieu of communication from company. Also not deposited additional bank guarantee of Rs.24/- Lakhs as per consent conditions. In view of above we may not grant consent to Establish to the unit till above matter i.e. deposition of DD and submission of Rs.24/- B.G. is completed. Till that time consent to establish for expansion may be kept in abeyance.

HOD Remarks :

• Applied renewal of consent • Application received at SRO- Pune on dtd 09/11/2012 and at HQ on

06/12/2012. • Previous consent was valid up to 30/11/2012 • Industrial effluent generation 37 CMD • Domestic effluent generation is 21CMD • Industry has provided STP and ETP for treatment of domestic and industrial

effluent respectively (details enclosed). Earlier effluent generated from power plant unit was used in slag cooling pond and now, the same is taken to ETP and after treatment it is used in slag cooling pound.

• JVS result of dated16/08/2012, 26/09/2012 and 03/10/2012 submitted which is under prescribed limit.

• JVS ambient air monitoring result on dated 17/08/2012,31/07/2012 and 29/04/2012 submitted. Parameters of SPM (572,809 and 335 ug/m3) and RSPM (193,262 ug/m3) not meeting the prescribed standards

• The case was discussed in CAC dated 27/12/2012 It was decided to resubmit the case after examining compliance of earlier consent condition.

• We may release the BG of Rs. 20/- Lakhs (out of 50/- Lakhs)and retain BG of Rs. 20/- Lakhs against the compliance of installation of secondary fume extraction system which is expected to be completed by June 2014 with extension of BG up to Dec 2014. We may forfeit BG of Rs. 50/ % (5 Lakhs out of 10 Lakhs) of BG against non compliance of consent condition (exceeding result ) and take another BG of Rs. 10/- Lakhs against compliance of the Same

1. Applied for Consent to Establish for expansion. 2. Consent of existing galvanizing unit is valid up to 31.03.2013. 3. The information regarding compliance of consent conditions of existing unit,

details of cess payment, environment, B.G. status and other relevant information called from R.O. Nagpur vide e-mail dated 27.12.2012. But till date the same is awaited.

In view of above, we may consider Consent to Establish (Expansion) only after receipt of information.

1. Applied for consent to establish for installation of induction furnace, rolling mill and pelletization plant.

2. Existing unit consent valid up to 31.1.2013. 3. The information related to compliance of consent condition / EC

condition/Status of Court case/Cess payment/Environment statement is awaited from R.O. Chandrapur. The proposed expansion requires E.C. from MoEF and comes under critically polluted area and moratorium imposed by MoEF till further orders.

1. This is for 1st consent to operate. 2. Cargo handling activity without ship breaking. 3. Have changed the name from M/s. Jaigad Ports Infrastructure Pvt. Ltd.

to M/s.. Angre PortPvt. Ltd. 4. CI is Rs. 217.18 crores, earlier it was Rs. 292.0 crores, the decrease in

CI is of Rs. 74.82 crore. Have submitted CA certificate and it is actual deployed cost and earlier it was proposed cost.

5. Obtained EC from MoEF Govt. of India. The EC is in the name of M/s. Jaigad Ports Infrastructure Pvt. Ltd.

6. Indl effluent is NIL. Domestic effluent is 4.8 CMD, the consumption is 75 CMD, the effluent quantity shown is very very less as compared against consumption( considering 80 % as effluent out of total consumption the qty is 60CMD). Provided septic tank & soak pit. Propose to provide STP of 100 CMD.

7. In view of above we may recommend grant of consent to operate subject to BG of Rs. 10.0 lacs for provision of STP before 30/6/2013 and operational BG of Rs. 5.0 lacs

We may place the case before CAC for further discussions.

• Application received at Mumbai on 11/05/2012 • Application received at HQ on 17/09/2012. • Industry is engaged in manufacturing of Automotive Tyres holding consent

valid up to 31/12/2013. • Industry is having Four nos of Boilers –

1) PNG/FO fired boiler of capacity 13 TPH , 2) PNG/FO fired boiler of capacity 20 TPH, 3) PNG/FO fired boiler of capacity 13 TPH 4) Briquette fired boiler of 25 TPH.

• Application submitted for replacement of existing 13 TPH Boiler No.3 by 20TPH capacity Boiler (PNG/FO fired) along with the provision of economizer.

• I.E. 200 m3/d, DE-350 m3/d. Combined ETP comprising primary, secondary & tertiary treatment. The treated water is reused for boiler feed. STP provided.

• Stack of adequate height provided for natural dispersion. APC provided for Briquette fired boiler.

• The new boiler is intended to be operated on Natural Gas. Only in case of non-availability of NG, it would be operated on FO. Existing boilers have reduced capacity and were operating at around 85 % efficiency. Hence were consuming more fuel. The new proposed boiler will be of 98 % efficiency. Hence the fuel consumption will not be affected. Industry is in the process of acquiring the NOC regarding MMR policy from Directorate of Industries as per the directions.

• RO M has recommended for grant consent to establish. We may consider the case for grant of Consent to Establish for replacement of existing 13 TPH Boiler with 20TPH capacity Boiler by imposing the condition of obtaining NOC as per MMR location policy before applying for consent to operate. iii) Due to Non compliance of the consent conditions imposed in 1st C to O, in particular composting of MSW and other general conditions, the B.G. of Rs. 10 lacs which is ontained at the time of 1st C to O shall be forfeited. Unit shall submit Demand Draft of Rs. 10 lacs in favor of Regional Officer, Navi Mumbai within 7 days.

iv) The unit shall submit fresh B.G. of Rs. 10 lacs within 10 days,, which is stipulated in Auro Renewal of the consent for operation and maintenance of STP and MSW processing plant.

For this increase in C.I. of Rs. 113.57 Crores, the firms vide its letter dt. 28/12/2012 have stated that, the said increase in C.I. is due to;

9. SRO reported, a. As per consent condition no. 11 - industry has submitted the B.G. of

Rs. 5,00,000/- to RO Thane. Industry has submitted production quantity 135362 MT/A from their log sheet verified and found with complying.

b. Consent condition no. 12- B.G. of Rs. 5,00,000/- submitted to RO Thane for sending spent acid to ARP. Now regularly disposing spent acid to M/s Indrox Global. Ltd.

c. Consent condition 13 – Industry has suspended/discontinued for loading /unloading of spent acid with M/s Purnima chemicals.

10. Proposed additional treatment facility for spent acid will be operated only when the approved Acid recovery plant is not in operation for any reason. There will be not be any consumption of water except 30 Kl one time water consumption during start up. The entire 242 MT spent acid will be treated in this facility & evaporation in Psychrometric evaporator leading to zero effluent discharge.

11. SRO recommended the existing consent for grant period upto 31.12.2015 and grant of consent to establish for provision of ARP.

12. HOD Remark – Renewal of consent with clause that they can establish ARP as standby. Submitted B.G. of Rs 5/-Lacs each against earlier consent condition no. 11 &12. In view of above, we may grant renewal upto 31.12.2015 with condition of establish of standby ARP & extension of both B.G. upto consent validity period.
