Who We Are InDev Specialists, Inc (InDev) provides training and professional advisory assistance in three core areas: electric power and utility technical assistance, communication services, and man-agement and operations consulting. Training Options

InDev Specialists Inc., offers two training program options

Training Option #1: Safety & Training Workshops Training Option One (pages 9-18). In the U.S., these courses are regularly taught in one day sessions on a monthly basis. To accommodate the special logistical and location needs of international clients, InDev offers these pro-grams in series of 4 & 5 day workshops, which can be presented on bi-monthly (every 2 months) or quarterly (every 3 months). The workshops can be presented onsite at individual utilities or at a host utility to a cluster of participants from several utilities.

Note: Option #1 workshops can be customized by selecting the programs to be presented.

Option #2: Apprentice Lineman Training Training Section Two (pages 19-22) highlights InDevs four-year Appren-tice Lineman program. This program leads to a Certificate of Completion and industry recognition of learning achievement. The program consists of class-room instruction, field workshop, and completion of the Merchant Job Training and Safety Courses, a 4-year certified correspondence course. The Apprentice Lineman training program is can be provided on a monthly. bi-monthly (2-month), or quarterly (3-month) schedule. The program com-bines text-book course work with hands-on experience and skills-building.

These courses were developed as standalone 1 and 2 day training programs. However to accommodate the special needs and location requirements of Your utility members, InDev is offering to combine related or complemen-tary programs into a series of 4 & 5 day workshops. These workshops can then be presented on a monthly, bi-monthly, or quarterly basis. These work-shops can be presented to individual Your utility member utilities that have a minimum class size of 15, or to groups of participants from several Your utility members for trainings held in a common location.

Transformer Connections 1 A beginners transformer class, that teaches the employees how to identify all of the different types of transformers used in the utility industry. Also, it instructs them in how to identify the basic parts of a transformer and how to read the nameplate information. This includes a presentation and a hands-on demonstration.

Transformer Connections 2 This class moves the employees to the next level, including learning about the inductive properties of transformers, polarities, fusing and turns ratio characteristics. Basic single phase use is discussed, and a hands-on demonstration for hookups is given. Basic paralleling of single phase transformers is explained.

Transformer Connections 3 This class will give instruction on making up all of the transformer banking theories and hook-ups for an individual system. The student will have hands-on experience hooking up transformer banks, along with regular written testing for each bank discussed. Also, the instructor will discuss the methods for paralleling three phase banks for emergency situations. Ferro-resonance will be addressed along with how to avoid it.

FACT Transformer Banking (Full Amperage Capacity Transformer) This is a special transformer used primarily in the oil fields for very deep submersible pumps. This is different from convention banking since the transformers have dual secondary tap changers to allow the transformers to be adjusted for a multitude of voltage ranges to compensate for voltage drop on the wells that are located thousands of feet below the earths surface. How to safely bypass a voltage regulator Electric utility employees face many dangers when a voltage regulator is handled improperly at the time of switching in and out of service. This course will demonstrate the safe procedures for bypassing a regulator. It will also demonstrate three methods used to test the regulator to determine the proper neutral position. Also presented is how to test for the correct position when out of service. A presentation of blown


Capacitor Safety Capacitors are one of the most misunderstood and dangerous of the apparatus that a lineman handles. The course will give an overview of inductance and reactance, lagging and leading current, and show how to properly inspect and switch out capacitors. Shunting the devices, will also be demonstrated. Actual system information and photos will be needed for this program.

Program #: ST 007.01 Technical / Safety Training

Meter Safety (Installation and Removal) Meters that are installed on a shorted circuit are as dangerous as a loaded grenade! Simple tests can help to make this procedure much safer. Also slamming in a meter can create some nasty glass splinters and cut you severely. This session features interesting photos and videos of some things to watch for to provide for your safety.

Substation Safety and Inspection Substation safety & inspections are critical to your system operation and the untimely loss of critical equipment and employees. This class will involve a classroom presentation along with a field visit with a professional and seasoned inspector. Sometimes it is helpful to see how other utilities view the inspection process. This is a contracted class so plan far in advance.




Aerial Lift Rescue All employees that work either in or around aerial lift equipment shall be trained in emergency rescue procedures at least on an annual basis. Two different methods are used. Employees are required to call for help, remove the victim from the line by using the lower controls, bring the bucket to a rescue position, and either tilting the bucket (if equipped) or using the rope block method on the

Pole Climbing for beginners This class is a 3 day event to teach new climbers how to select the proper tools, inspect equipment and learn climbing techniques as well as develop their sense of balance. All training is performed with the use of certified fall arrest equipment mounted on the top of each training pole. This is very rigid training and after the third day, most will also receive their pole climbing certification

Wooden Pole-top Hurt-Man Rescue This should be an annual requirement. This will be available for certified climbers only. The pole climbing certification can be combined, if necessary. The class consists of a rescue climber calling for help, putting on his own tools, climbing to the rescue position and lowering the victim with a handline within 4 minutes or less. Used for this demonstration is a 150 pound Tuff Kelly. Live victims are not

Transmission Tower Rescue (Lattice or Tubular Steel) This should be an annual requirement. This will be available for certified climbers only. The pole climbing certification can be combined, if necessary. Wooden Pole Climbing Certification All linemen that climb wooden poles should have a certification in their employee file regardless of experience. This consists of a 20 question written test, complete tool inspection, and a field demonstration of skills before a qualified instructor. The training packet is then signed by the instructor and given to the employer to place into the personnel file.

Switching and Tagging Procedures Many companies still do not have a formal switching and tagging procedure. Others need to do refresher training every year. Although this program is very extensive and site specific, we are available to assist with these matters. The OSHA 1910.269 standards will also be used to design new or to teach any existing program. Supervisor Training Skills 1 (Part 1 of 2 Series) With todays workforce changing ever so rapidly, many new supervisors are simply not ready to make the transition from worker to being the boss! This course will give the new supervisor some guidelines as to how to handle their projects and to take a different look as to their role in the industry. Supervisor Training Skills 2 (Part 2 of 2 Series) The supervisor today has to deal with different issues from other generations. Values have changed and what is important to the young employee is much different. NSC Certified Flagger Training This course is from the National Safety Council, and is used to certify that employees know the proper flagging procedures when working along a roadway. Every year many accidents are caused by either improper flagging or none at all. Most states have adopted the NSC program as an accepted program. Some states require even more stringent regulations, example: Texas,

NSC Coaching the Utility Truck Driver (Large Vehicles) The National Safety Council offers many different Defensive Driving Programs. This program is tailored to the electric utility truck driver in many of the most common accident scenarios. This program is designed around the larger aerial lift or digger derrick trucks. It is a very thorough program and is offered as a instructor led program or can be set up on a computer for individual interactive

NSC DD4 Defensive Driving (Light Vehicles) For all employees, this program is recommended. It covers the office and smaller vehicles such as pickups, cars and personal vehicles. Meter readers, engineers and supervisors really need this program. This is offered as an instructor led program only.

Accident Investigation Procedures This program will meet the cooperative safety accreditation training requirements. No one wants an accident! But it helps to know the correct protocol when this type of event happens. Discussion will include some role-play, mock drill, and steps of what to do if OSHA should show up. Development of an accident investigation team will be recommended.


Safety Committee Development Safety committees are one of the most valuable tools that a company have to monitor its safety program. However, many times it becomes unorganized and turns into a gripe session. This training will give it guidelines and structure with a very keen sense of order.

Electrical Safety (below 600 volts) Many electrical accidents within an electric utility happen at the shop or building facilities. Is it because we feel so comfortable around lower voltages? This presentation covers the facilities, and inside wiring hazards that we are sometimes exposed to. Very good course to meet OSHA standards for facilities.

Machine guarding Machine Guarding is a pet peeve with OSHA! Many times employees remove machine guards on grinders and other equipment because they seem to get in the way. The OSHA standards will be discussed as well as a presentation showing proper procedures. Also a very good course to go over while preparing for an insurance, OSHA or Safety Accreditation inspection.

Program #: GS002.08 Type: Safety Training

Abrasive Tool Safety (Grinders) How do you check a grinder wheel for damage? Many employees do not actually know. At very high rpms this is a recipe for disaster. What guards are needed? This will also be discussed as well as the proper PPE for using these tools.


Spill Prevention (Chemical) The electric utility has many scenarios of chemical spills for example: batteries in the shop and substation control rooms, antifreeze and hydraulic fluids from vehicles, transformer, recloser, and capacitor ruptures. This course is designed around your actual policies and the equipment at your facility.


Personal Protective Equipment This is a basic program that covers all of the most common PPE that an electric utility employee would use. Discussion and demonstrations will cover, hardhats, safety toe shoes, flame resistant clothing, safety glasses, fall arrest harnesses, face shields, work gloves and a clear mind as the most important tool of all.

Save Your Hearing This is a very misunderstood subject! Your young employees will never miss their hearing until its gone! It happened to me also. Of course, this training will teach them how to protect their hearing at work and at home. A decibel meter will be present to help identify hazardous zones to be placarded and the proper hearing protection selected. In today's world, with HIV (AIDS), Hepatitis B & C, and many other pathogens, it just makes sense to protect yourself while administering medical aid. Many methods will be discussed, even makeshift protection is found without the proper tools. Advise to

Back Safety Look around you or look at your workers comp claims and you will notice many older employees who have severe back pain from time to time. There are many ways to save the muscles and vertebras in your employees back. Exercises, proper lifting, and proper sleep habits, will be discussed. The use of back braces will be discouraged unless they are prescribed by a physician.

Medical Protocols for Crew Safety With this program, you will be provided a list of medical protocols that can be edited and placed into book form for the crews to have in the field. Many issues are discussed, including critical first aid procedures while waiting for the EMS. A discussion of each procedure will be covered in the class. Protocols are in Word format.

NSC CPR/ First Aid & AED The National Safety Council CPR / First Aid program is a very good program that meets the needs of the electric utility industry. It is normally listed as separate classes, but it can be combined into one. Recommended is to also cover the Bloodborne pathogens training during the same day. AEDs are becoming commonplace with training needed to operate them. AED training is a

New Employee Orientation to Utility Safety New employees are basically qualified to operate a shovel only until oriented on the hazards that they may face. Everything from PPE, safety manual review, a tour around the equipment and facilities, and what they are not allowed to do are all important issues to cover. This program is site specific for each utility.

Eye & Face Protection Eye and face protection is very important for many different areas of our industry. Presentation will include selecting the proper protection for overhead and underground linework, Grinders and flying particles, chemical splashing in substation battery rooms, and repair shops. The special eye protection required for night time use will also be addressed.

Fire extinguishers (Proper use and Inspections) Take a walk along your building facilities and trucks and look for the signed monthly inspection. Ask your employees what type of fire extinguisher to use for paper, oil, or electrical. I will guess that not all of your answers will be the same. This is a very good course for all levels of personnel who may not have experience putting out an actual fire. Demonstrations will be held. The utility furnishes the extinguishers.

Workplace Violence This is an area that is changing every day. This can range from a disgruntled customer, or employee. Also todays world can involve our employees in domestic disputes, terrorism or even robbery either in the front lobby, in the field or even in the employee parking lot. Employees who are trained to be alert will always have a safer environment.

Working around Vicious dogs Dog attacks are common for meter-readers, collectors, and maintenance workers. This is a subject that is near and dear to the heart of the InDev staffespecially Jimmy Barron whose son Philip suffered a fatal dog attack several years ago. Safety Accreditation Preparation For preparation of a safety accreditation inspection, we can administer a mock inspection using the actual inspection booklets to determine if you are ready for the real thing. This is not a bad idea, for those hoping to pass on the first inspection.

NESC overview for linemen Every 5 years, the National Electric Safety Code changes somewhat. Linemen are normally the last to know of these changes. The seminars and books are expensive so the staking and engineering staff normally attends. Office Safety Office workers are often neglected or overlooked with the safety program. Take a look around to see if they are familiar with the emergency action plan, the first aid procedures, or the fire extinguishers. Have they been given a safety manual? Many accidents happen in the office, we can help with these issues.


Working in extreme hot weather Many parts of the nation can be very hot in the summer months. Those rubber sleeves and gloves make a lineman very hot and if not addressed with cooling off periods and plenty of liquids, could also be very dangerous. This program help to educate employees on how to work in those conditions with safety and teamwork.


Construction Fall protection This training covers the OSHA 1926 fall arrest standards and is designed around the electric utility industry. It covers the selection and inspection process, the different types of anchors and lanyards. Harnesses are discussed with a special emphasis placed on selecting the proper one for aerial lift rescue. Ladder Safety One of OSHAs favorites! Use of ladders requires knowing how to select the proper ladder for each job. Load limits, length and angle ratios, step ladders, straight ladders, decals and proper materials. Proper footing is also important! Aluminum in our industry is not recommended! There is even discussion of specialized ladders for transmission hot work.

Proper Use and Inspections of Rubber Gloves Rubber gloves are a lineman's and metermans life! However, many things can happen to them from day to day. Does your company limit the use of hand soap to ones that are friendly to type 1 natural rubber. Many hand soaps damage rubber gloves. Employees will be taught how to select, test, use, and care for their gloves. Also a discussion of selection, manufacture, and protectors

Rubber Glove Training This training is very extensive and involves both field and classroom training. It will encourage the use of JSAs designed for rubber glove work. The instructor will take a group into the field and have them work out various type of structures, set poles inline and examine cover-up procedures. Hazard Recognition for Utilities All employees working for an electric utility should be able to recognize hazards in the office and in the field. This program is packed with photos of potential hazards to both power outages and human contact accidents. This is a great way to avoid unnecessary litigation and enhance your reputation within the community. Your insurance carrier will thank you!







APPA Safety Manual Review The safety manual with most crew members is the most frequently lost book. This class will allow the employees to play a game to answer and compete against other teams to get the correct answers first. A computerized game similar to Jeopardy will be used with 4 remote control modules being issued, one to each team. This is a very competitive game, and a great teacher.

Safety Manual Test (APA Safety Manual Standard ) It is important to have test results demonstrating employee competence in safety rule knowledge on file. Two methods of testing are available: 1)a written test using a 120 question, timed, multiple choice test; or 2) an interactive test set up on a stand-alone, Internet connected computer, which permits testing of individual employees and which can be scheduled on an as-available basis.

OSHA (501) 10 & 30 Hour General Industry Standards The 10 hour consists of two 5 hour days of actual classroom, The 30 hour course consists of 3-1/2 eight hour class days. The 501 course is an OSHA outreach program that will give training for the OSHA 1910 General Industry Standards. (Certification cards for this course will be issued by OSHA for U.S. based programs)

Also, it shows how to properly test for voltage, spike cable before cutting and how to follow the manufacturers instructions for cable terminations. Included are safe methods for making up cable to overhead terminations, splicing cable in a trench, and elbows.

Underground Switching & Tagging This program is company specific. Employees are given many different switching scenarios to isolate cable for emergency repair, and required to write examples of switching orders for each scenario using your company maps, switching procedures and tagging procedures. OSHA 1910.269 guidelines for switching and tagging will be discussed.


Confined Spaces - (Underground and Interior) Did you know that when there is a confined space fatality often 2 to 3 rescuers are killed trying to retrieve the first victim? This is a site specific course. Many things will be both discussed, tested and demonstrated. Checking air quality, rescue procedures & equipment, attendant, hot work permits, and permit required confined spaces will be discussed. Very extensive course.


Trenching & Excavation (employee overview) This is the annual required training for employees who work in excavations such as URD installations, trenches and vaults. This is not a competent person course but a crew general procedure course.

Trenching & Excavation (Competent Person) This course is the daddy of all underground trenching courses. It will certify the employees who attend are an OSHA recognized Competent Person for the purpose of trenching and excavation. It will cover the daily testing of soil conditions, penetration tests, silt tests, ribbon tests, and many more tests. This employee must have the direct authority to stop work during an unsafe observation of soil conditions


Underground Power Systems The following programs focus on the safe operations of underground electric power systems. Additional classes are being developed to increase the number of subjects

Equipment Operator Certifications These certification programs are presented by qualified instructors and include certification packets developed by the Texas Engineering Extension Service (TEEX). The programs are

comprised of demonstrations and practices using the utilitys equipment, which ensures that the participants are familiar with the safe operation of the type equipment found within their

utility. Utilizing the TEEX certification provides a proven and reliable industry standard for


Section #2: Apprentice Lineman Training The Apprentice Lineman Training Program employs a comprehensive multidis-cipline training model that incorporates a number of training techniques to en-hance the learning process and ensure comprehension. This is a four-year Appren-tice Lineman program that leads to a Certificate of Completion and industry rec-ognition of accomplishment. Training disciplines incorporated within the program include classroom learning experiences, hands-on workshops and field training clinics, which are complemented by certified correspondence courses that are proctored by the InDev trainer. This program is annually scheduled on a bi-monthly or quarterly basis throughout the 4-year training cycle. The program uses the Merchant Job Training and Safety Courses as the foundation of the training.

InDevs Apprentice Lineman Training programs teach the essential skills and techniques needed to safely and effectively perform powerline work. This is a multi-year program that develops a foundation of knowledge of basic electricity theory and develops needed math skills through easy-to understand language which are both linked to real-world applications. These programs develop positive attitudes toward safety and instill a sense of pride and professionalism in program graduates. At the start of the each program cycle, the participants enroll in the Merchant JTS(MJTS) correspondence course. Each correspondence course includes competency testing for advancement to the next level. Program Advancement The participant is required to pass a series of written and oral examinations that demonstrate mastery of the course subject matter. A minimum score of eighty percent (80%) correct is required to advance to the next level. The participants will also be required to show mastery of the pertinent training proficiencies through hands-on Skills Test demonstrating that the requisite skills have been achieved. At the conclusion of the four-year of correspondence course, the trainee must pass a comprehensive examination that tests their knowledge on the entire curricula prior to graduation from the program. Records and Awards Records will be maintained of attendance, courses completed, and grades achieved with copies provided to the participant and the host utility. Annual Certificates of Completion (signed by both InDev and the client utility) are awarded for each program level achieved. The successful completion of the full Apprentice Lineman Training Program including the correspondence work and concurrent on-the-job training program provides evidence that the trainee has achieved the knowledge and skills of an apprentice lineman.
