BDV PPP: Investment

“The European Commission and Europe's data industry have

committed to invest €2.5 billion in a public-private partnership

(PPP) that aims to strengthen the data sector and put Europe

at the forefront of the global data race.”

“The EU has earmarked over €500 million of investment over

5 years (2016-2020) from Horizon 2020”

Private partners are expected to leverage this through sector

investments of four times the cPPP budget (ie €2 billion)

• The Big Data Value Association (BDVA) is the private

counterpart to the EU Commission to implement the

BDV PPP programme.

• BDVA is an international non-profit association

under Belgium law and it is open to new members to

further enrich the data value ecosystem and play an

active role. These include Data Users, Data Providers,

BDVA Governance

The General Assembly (GA) is conformed by all the BDVA members (only

Full members have voting rights). BDVA GA approves the general policy of

the Association on the basis of proposals of the Board of Directors and

gives recommendations to the Board of Directors for its application.

The Board of Directors (BoD) is selected by the General Assembly (2

years mandate). The Board of Directors is in charge of reaching the

objectives of the Association. It follows the resolutions, instructions and

recommendations adopted by the General Assembly. The GA also elects

the President, Vice President(s) and Treasurer.

The Partnership Board (PB) is the monitoring body of the cPPP composed

by a group of selected directors of the Board, and representatives of the

European Commission. The PB meets approximately 4 times per year.

The Secretary General (SG) is responsible for the day-to-day

administrative management of the Association with the support of the BDVA

Secretariat.

Strategic Research and Innovation Agenda

• The Strategic Research and Innovation Agenda (SRIA) definesthe overall goals, main technical and non-technical priorities,and a research and innovation roadmap for the Europeancontractual Public Private Partnership (cPPP) on Big DataValue.

• The SRIA explains the strategic importance of Big Data,describes the Data Value Chain and the central role ofEcosystems, details a vision for Big Data Value in Europe in2020, analyses the associated strengths, weaknesses,opportunities and threats, and sets out the objectives andgoals to be accomplished by the cPPP within the Europeanresearch and innovation landscape of Horizon 2020 and atnational and regional levels

SRIA implementation mechanisms

I-Spaces are cross-organisation cross-sector interdisciplinary Innovation Spaces to anchor targeted research and innovation projects. They offer secure accelerator-style environments for experiments for private data and open data, bringing technology and application development together. I-Spaces will act as incubators for new businesses and the development of skills, competence and best practices.

Lighthouse projects are large-scale data-driven innovation and demonstration projects that will create superior visibility, awareness and impact.

Technical projects: These will take up specific Big Data issues addressing targeted aspects of the technical priorities as defined in Section 3.

Cooperation & coordination projects: These projects will foster international cooperation for efficient information exchange and coordination of activities
