Most BJP campaignersfrom outside Delhi, esti-mated at about 15,000, havecome from Gujarat,Rajasthan, Haryana,Punjab, Madhya Pradeshand Himachal Pradesh.

All areengineers in the same com-pany and are on leave,Goswami said. AAP`sPunjab convenor SuchaSingh Chhotepur told IANSthat over 20,000 AAP vol-unteers from other stateswere now in Delhi.

"From Punjab, more than1,500 volunteers are help-ing AAP candidates. Theymostly stay at party officesand houses of party lead-ers," he said.

extremely easy to use, and workedfine on both desktop and mobilephones. Remember though thatyou're not supposed to carry yourphone with you in to the pollingbooth, so if you're going alone, thenlook up the address and routebefore leaving home.

To use the app, you can look upyour details with you voter ID. Ifyou don't remember that, just yourname and your father's name isenough to look up the details youneed. Or, you can check the loca-tion of all polling booths in yourlocality, and then cross-check thislist with your name, to see whereyou have to vote.

The search quickly throws up allyour details - your voter ID, gender,age, address and your serial andpart number on the rolls. There's

only one button you can press atthis point, which shows the direc-tions to the polling booth.

You'll see a detailed map that issupposed to give you the directionsfrom your doorstep to the pollingbooth. This worked well, for themost part. We tried with a numberof different people's details, and themap was accurate.

When checking the site, onevoter's address in Mayur Viharshowed correctly on the detailspage, but was in the wrong place onthe map. We tried this with threeother people though, and got cor-rect results. The issue is probablywith the way addresses in theCGHS apartments in Mayur Viharare written, because we got thesame issue with three other peoplein the same area.

So the main thrust is to strengthen theparty because without a strong CPI(M) youcannot take on the fight against neo-liberalpolicies and communalism," he said.

For some years now, theMinistry of Environmentand Forests (MoEF)has

been perceived as a roadblockto development or a facilitatorfor the industry depending onwhich side you are on. FormerUnion Environment MinisterJayanthi Natarajan’s recent let-ter to Sonia Gandhi also alludesto the conflict in the Ministry.

The Ministry had humblebeginnings: it began as adepartment in 1980 and was setup as a Ministry in 1985 afterIndia’s participation in theUnited Nations Conference onthe Human Environment inStockholm. It was in manyways Prime Minister IndiraGandhi’s leadership and partic-ipation in Stockholm whichprompted the Ministry’s incep-tion. Now, India has a plethoraof laws which relate to theenvironment and its regulation.

Over time, even as manynotifications have come intoforce after Supreme Courtorders, the National GreenTribunal (NGT) was set up in2010 — infinitely more effec-tive than the earlier NationalEnvironment AppellateAuthority. However, enforce-ment is far from satisfactory.

The raging debate betweenenvironment and developmentis even more intense now as thecountry is on an ambitiousgrowth path and there is scantregard for people’s rights ornatural resources. UnionMinister of State forEnvironment, Forest andClimate Change PrakashJavadekar has repeatedly saidthere will be no destructivedevelopment. Yet, ordinanceson the proposed changes to theLand Acquisition Act and onmines and minerals have led tofears that amendments to envi-ronmental laws will be broughtin through ordinances.

All over the country there arestruggles against projectswhich threaten to displace peo-ple, deprive them of land andlivelihoods and give them nodecent alternatives.

Northeast India, ignored bypolicymakers for long, hasbecome the new battlegroundagainst massive hydel projects.In this scenario, protection ofthe environment and people’slivelihoods are pitted againstthe powerful industry lobbyand there are no prizes forguessing who is winning. Therecent ordinances on landacquisition and mining leaveno room for doubt that businessinterests have prevailed.

Reviewing laws

There are also threats todilute the Forest Rights Act(FRA). Last August, the MoEFdecided to appoint a High-Level Committee (HLC) head-ed by a former CabinetSecretary to review six envi-ronmental laws. As the com-mittee’s report created disquiet,it is now being reviewed by theParliamentary StandingCommittee on Environmentwhich has already heard oneround of criticism from leadingenvironmentalists in the coun-try. The HLC went straight forthe jugular and targeted theregulatory mechanism. Theonly reasoned suggestion itseems to have made is ongenetically modified (GM)crops where it advocates cau-tion.

Besides that, that it has pro-posed a new Environment Law(Management) Act underwhich new offences are pre-scribed, applicants who wantenvironmental clearances forprojects are expected to be hon-est and truthful, and the con-cept of ‘utmost good faith’ isstatutorily introduced. TheHLC dilutes the role of theNGT; the Tribunal will only be

able to judicially review thedecision of Appellate Boards. Itintroduces special environmentcourts and proposes new agen-cies — the NationalEnvironment ManagementAuthority at the national leveland the State EnvironmentManagement Authority toreplace the Central PollutionControl Board and StatePollution Control Boards, bothof which are notorious for theirinaction and corruption.Replacing them with a new setof committees is not going toimprove efficiency or honesty.Little wonder then that thereport of the HLC has sparkednationwide outrage.

While Mr. Javadekar said thereport was a historic achieve-ment that would strengthenprocesses to balance develop-mental commitments and envi-ronment protection, the criti-cism is that it seeks to disman-tle the basic structure of India’senvironmental law. The reportviolates Article 21 of theConstitution since interests ofindustry have been givenimportance, and overrides theright to clean air, water and abalanced ecosystem, said a cri-tique titled “A Recipe forClimate Disaster and SilencingPeople’s Voice” by environ-mental lawyer Ritwick Dutta,and activists HimanshuThakkar and Manoj Mishra andDebi Goenka. The critiquenotes that recommendations ofthe HLC suggest dispensingwith public hearings in projectsof “strategic” and “nationalimportance” and dispensingwith public hearings in mostregions that are already severe-ly polluted. This is based on thetheory that there is no need tohear the affected public sincethe situation cannot possiblyget worse.

The power sector and coalmining projects undefined ‘fasttrack treatment’ through‘Special Procedure’ that appear

likely to short-circuit or elimi-nate public hearings and gramsabha approval. The way inwhich the revised procedure isrecommended, approval will bea matter of right, the critiquesays.

Further, in the 113-pagereport, the word “speed” in thecontext of speedy clearances ismentioned 13 times, the cri-tique added. The emphasisswiftly shifts from concern forthe environment to “time-con-suming clearance processes.”In addition to exempting thepublic from hearing these proj-ects, the committee has alsomade recommendations on whocan participate in the publichearing and what issues can beraised. For instance, only envi-ronmental, rehabilitation andresettlement issues can beheard by the public, though thepresent Environment ImpactAssessment (EIA) notification2006 allows all persons to par-ticipate in the public consulta-tion process.

In addition, the reportenforces the stereotype thatenvironmentalists obstructdevelopment. It refers to “gen-uine public participation” asthough public hearings are notgenuine otherwise.

Curbing laws

The government’s decisionsto block funding forGreenpeace and other environ-ment NGOs and not allow acampaigner to go abroad tospeak on coal mining in Mahanare clear indications that dis-sent is not going to be tolerat-ed. Last year’s IntelligenceBureau report on NGOs explic-itly sets out an agenda to curbmovements which question thecurrent development path. InGujarat the fisherfolk ofMundra who have been dis-placed by a major power planthave not been given project-affected status; in Odisha, gram

sabhas’ opposition to coal min-ing has been disregarded.People fighting battles for sur-vival have only one option: toapproach the courts or theNGT. Sometimes, even courtorders are not obeyed.

The Ministry of TribalAffairs, the nodal agency forthe FRA, has been writing sternletters to the EnvironmentMinistry emphasising the factthat the FRA is not delayingproject clearances. The multi-layered approach for projectclearances is time-consuming.While appreciating the need forspeedy approvals, public par-ticipation must not be lost sightof.

India is rife with examples ofdevelopment refugees — farm-ers have been displaced by theBargi dam in Madhya Pradesh,the Baiga are being evictedfrom forests where they oncethrived, fisherfolk are strug-gling for survival, among otherexamples. To add to this, thereis a new genre of climaterefugees who are affected bythe rise in sea levels, changesin cropping patterns and otherclimate change impacts.

Sustainable developmentneeds serious commitment,capacity building at the locallevel and urgent action.Science has clearly under-scored the need for urgentaction if the world has to besaved from the irreversibleimpacts of climate change. TheHLC is silent on climatechange for the most part and itwill be astounding if India,poised to grow more, doesn’tfactor in climate change while“streamlining” its environmen-tal laws. In the urgency to grantindustry its due with promisesof ‘Make in India,’ thosealready in India, especially themarginalised, cannot continueto be victims of grave policyneglect and continuing alien-ation.

Afortnight after surprising the markets with a 0.25percentage point cut in benchmark interest rates,the Reserve Bank of India has opted for a stand-

still policy on rates in its bimonthly monetary policyreview, which is along expected lines. When it cut rateson January 15, the RBI had clearly said that any furthereasing would be contingent upon data confirming the dis-inflationary trend and sustained high-quality fiscal con-solidation. Given that there has been no significantdevelopment on either front, the central bank has decid-ed to maintain an unchanged stance on interest rates.However, to improve liquidity, and in line with its policyof lowering the Statutory Liquidity Ratio to increaseavailability of funds for infrastructure lending, the RBIhas reduced SLR by 0.50 percentage points to 21.50 percent. This is expected to release about Rs.45,000 croreinto the system. While the RBI is doing its bit to reducelending cost and increase funds availability, banks seemreluctant to pass on the benefit to borrowers. After theRBI reduced rates last fortnight, only a couple of bankshave so far attempted to reduce their lending rates.Though the transmission of policy rates by banks isalways sluggish in the down-cycle, the current reluctanceby banks is striking and is a direct result of the straincaused on their balance-sheets by non-performing assets(NPAs). Meanwhile, the RBI’s bias towards further eas-ing of rates is very clear, but the downward momentumwill be determined by the pace of disinflation and thegovernment’s fiscal stance in the coming Budget.Though inflationary expectations are at their lowest in 21months, the risks stem from the traditional upswing infood prices at the onset of summer, the progress of themonsoon and a turnaround in global crude oil prices thathave already rebounded from their lows in the last cou-ple of days. The RBI will also be closely watching thegovernment’s fiscal math and its commitment to keep thedeficit within targeted levels. While the current accountdeficit is projected at a very comfortable 1.3 per cent ofGDP for 2014-15, exports could suffer in the comingmonths thanks to the problems in the eurozone, which isIndia’s largest trading partner. The central bank also hasreasons to be wary about the effects of the quantitativeeasing programme of the European Central Bank onIndia’s financial and currency markets. The projection of6.5 per cent growth in GDP in 2015-16 is realistic, but alot depends on the return of investment momentum andincrease in consumption, both of which are sluggish atthis point in time. Cautious optimism could well be thecatchphrase to describe the country’s economic prospectsin the near-term.

Since it was passed byParliament in September 2013,the Right to Fair Compensation

and Transparency in LandAcquisition, Rehabilitation andResettlement Act (LARR) has beencriticised from all sides. Farmers andsocial movements argued that LARRfailed to adequately compensate landlosers, contained large loopholessuch as exempting irrigation projects,and, most importantly, continued toallow land acquisition for privatecompanies. Industrialists, develop-ers, and State governments, on theother hand, complained that the billwould delay projects, increase thecosts of land acquisition, and impedeeconomic growth. It was no secretthat the government shared the latterview, and it was no surprise when itdiluted many of LARR’s key provi-sions through an ordinance issued onDecember 31.

The ordinance effectively elimi-nates the main features of LARR thatgave rural people some protectionfrom arbitrary dispossession. First, itremoves the requirement that thegovernment obtain the consent of 80per cent of affected people beforetaking their land for private projects,and 70 per cent of affected people forpublic-private partnership (PPP)projects. The ordinance thus restoresthe ability of the government toacquire land for any private purposeit likes, with no need to win the sup-port of the affected. Second, the ordi-nance eliminates the Social ImpactAssessments (SIA) that LARR hadmandated as a pre-condition for pro-ceeding with land acquisition. Thisrestores the ability of the governmentto dispossess land from people with-out even assessing its negative conse-quences, much less weighing themagainst projected benefits. WithoutSIAs, there is no way to even deter-mine who is affected, thus undermin-ing the bill’s promise that non-landowners — such as labourers, share-croppers, artisans, and fishworkers— will also be compensated. In addi-tion to these major changes, the ordi-nance increases the amount of timethat a government or company cankeep unutilised land, and removesLARR’s strong penalties for non-

complying officials. By making thesesweeping changes through an ordi-nance, the government has under-mined by executive fiat the spirit of alaw that was passed with bipartisansupport after seven years of publicdebate and revision.

The argument, of course, is that thismove was necessary because LARRhad become a large obstacle to eco-nomic growth. While there is no evi-dence to support this argument, econ-omist Sanjoy Chakravorty providedone of its clearest articulations whenhe defended the ordinance in thesepages (The Hindu, “Improving anunworkable law,” January 7, 2015).Chakravorty argued that LARR cre-ated a “windfall for land-losers” bydoubling or quadrupling already highmarket prices, thus raising the cost ofland acquisition to “unsustainablelevels.” The ordinance, while keep-ing generous compensation levels inplace, would helpfully reduce theindirect costs entailed by conductingSIAs and obtaining consent fromaffected people. Even with the ordi-nance, Chakravorty worried thatcompensation levels are still too highunder LARR, and “may make manypublic projects unaffordable and pri-vate projects uncompetitive.” Thisposition is widely shared within theprivate sector, state governments, andthe economics profession.

Calculating compensation

“Capturing the dispossession wind-fall itself became the purpose of landacquisition as State governments qui-etly morphed into land brokers forprivate capital.”

But there are several problems withthis argument. The first is that it restson a misleading picture of how com-pensation is calculated under LARR.While it is true that land prices haveskyrocketed in recent years, it iswrong to suggest that this forms thebasis of how farmers are compensat-ed under LARR. Like the LandAcquisition Act (LAA) that precededit, LARR takes as its starting pointthe land’s assessed market value —what is known as the “circle rate.”The circle rate is based on the land’spast agricultural value and not itspotential value as industrial, com-

mercial, or residential land. It is nosecret that it is kept deliberately lowto minimise stamp duty. The differ-ence between the circle rate and themarket rate is usually vast. TheGreater Noida IndustrialDevelopment Authority (GNIDA),for example, became notorious foracquiring land at Rs.820 per squaremetre and reselling it to developers at

Rs.35,000 per square metre — whichis itself a fraction of the ultimateprice of the high-end flats built on theland. But we should not single outGNIDA — this is the common prac-tice of urban development authoritiesand industrial development corpora-tions across the country.

Capturing the huge gap betweenmarket prices and compensationprices is, in fact, the primary motivebehind much land acquisition inIndia today. We might call this gapthe “dispossession windfall” — itexists only because the governmentis willing to force farmers into sell-ing, and provides a subsidy to who-ever receives the land. The transpar-ent injustice of this practice was onefactor behind the widespread farmerprotests that finally pressured theUnited Progressive Alliance — withBharatiya Janata Party support —into passing LARR. But it is impor-tant to note that LARR did not elimi-nate the dispossession windfall.

LARR’s compensation formulainvolves multiplying the circle rate— not the market rate — by two inurban areas and four in rural areas (adistinction, moreover, it leaves forStates to establish). Although onemight argue that this multiplier isarbitrary, it certainly does not bringcompensation prices up to marketprices. To argue that farmers are

reaping a windfall from LARR at theexpense of the private sector is toreverse reality. To argue for a reduc-tion in compensation to farmers is todefend the use of eminent domain forgenerating corporate super-profits.

In the name of development

The second problem with this argu-ment is that by focussing on prices, itevades the more fundamental ques-tion of politics: why should a demo-cratic government forcibly take landfrom farmers and give it to privatecompanies? Since at least the Englishenclosures, governments have justi-fied taking land from one group togive to another (usually wealthier)group with claims to be fulfilling a“public” or “national” purpose. In thelast century, this has usually beendone in the name of development.Most economists assume that any“higher value” land use than agricul-ture constitutes development andthus a public purpose. But what con-

stitutes development, and whetherthat development is a “public pur-pose” worthy of dispossessing farm-ers, is not a technical or even a legalquestion, but a political one. And it isa political question that should be putin historical perspective.

During the post-Independenceyears, the Indian state mostlyacquired land for public sector proj-ects. Land acquisition for privatecompanies was legal under LAA, butwas limited in practice due to theexistence of a development model inwhich the public sector built infra-structure and controlled the “com-manding heights” of the economy.Most land acquisition was for publicsector dams, mines, and industry.While tens of millions of people weredispossessed of their land for theseprojects, the Nehruvian state wasfairly effective at convincing the pub-lic that these projects served thenational interest in state-led develop-ment. Eventually, people began topoint out that those dispossessed forthis development received scan-dalously little compensation. And bythe 1980s, groups like the NarmadaBachao Andolan began to pose themore fundamental question: develop-ment for whom?

Dispossession under neoliberalism

This question has only becomemore relevant since economic liber-alisation prompted State govern-ments to start acquiring land for pri-vate companies on a large scale. Thereforms of the early 1990s gavegreater importance to the private sec-tor, which began demanding land notjust for manufacturing (whichremained fairly stagnant), but for realestate, mineral extraction, and allmanner of infrastructure under PPPagreements. State governments, nowcompeting with each other for thisinvestment, began systematicallyacquiring land for private companiesfor almost any private purpose,whether elite housing colonies,hotels, private colleges, or Formula 1race tracks. This new regime of dis-possession reached scale in the mid-2000s with Special Economic Zonesand the practice of urban develop-ment authorities simply auctioning

off acquired land to private develop-ers. Capturing the dispossessionwindfall itself became the purpose ofland acquisition as State governmentsquietly morphed into land brokers forprivate capital. The flagrant injus-tices of this land brokering producedthe “land wars” of the last 10 years,and generated the political pressurefor LARR.

The question now facing India isabout politics, not prices: should thegovernment systematically redistrib-ute land from farmers to private com-panies? Advocates of liberalisationsay yes, ironically conceding thatgrowth in a “free market” economyrequires government expropriation ofprivate property. They claim that thisgrowth will trickle down to the poor,including those rural people asked togive their land for it. They are oftennot squeamish in admitting thatdemocracy is an impediment to theirmodel of economic growth. Manyfarmers, on the other hand, havevoiced their scepticism, arguing notonly that they are undercompensatedbut also that the profit of privatecompanies is not a public purpose.They have expressed doubt thatSEZs, hi-tech parks and real estatecolonies represent “development”that will provide them with jobs orother benefits. And they have usedthe institutions of electoral democra-cy to challenge dispossession forthese purposes. The land protests ofthe last decade, in short, represent abasic disagreement over the meaningof both development and democracy.

The current government has ambi-tious plans to push forward rapidgrowth through private investment inmega-projects such as industrial cor-ridors, smart cities, and the like. Therecent ordinance demonstrates that itis willing to subvert the democraticprocess to get the land for it. Whenmore farmer protests erupt, whatother threats to democracy are instore?

The argument, of course, is that this move wasnecessary because LARR had become a largeobstacle to economic growth. While there is noevidence to support this argument, economist

Sanjoy Chakravorty provided one of its clearestarticulations when he defended the ordinance in

these pages (The Hindu, “Improving an unworkablelaw,” January 7, 2015). Chakravorty argued that

LARR created a “windfall for land-losers” bydoubling or quadrupling already high market prices,thus raising the cost of land acquisition to “unsus-tainable levels.” The ordinance, while keeping gen-erous compensation levels in place, would helpfully

reduce the indirect costs entailed by conductingSIAs and obtaining consent from affected people.

tinued to haunt the BJP on Wednesdaynotwithstanding its regrets for use of theterm in the party's vision document forDelhi elections.

As the Youth Congress workers protest-ed on the streets of Guwahati, BJP apolo-gised and insisted that it was a printingmistake.

"There was unfortunately a printing mis-take in the document. We apologise for themistake," party spokesperson MJ Akbarsaid. BJP's vision document for DelhiAssembly polls yesterday sparked a rowas it described people from north easternstates in the national capital as "immi-grants", drawing a sharp attack fromCongress. The BJP later claimed it as a"printing mistake".

"I want to reassure that all the brothersand sisters of the North East living inDelhi are as valuable, as important for BJPas any other citizen," said Akbar.

There were protests on the streets ofGuwahati against mentioning of peoplefrom North East residing here as "immi-grants". The 24-page 'Vision Document'that entails the party's roadmap in takingDelhi forward by making it a world-classcity and steps in public welfare includes asection on "North Eastern Immigrants tobe Protected".

The section talks of special cells in allpolice stations and 24-hour helpline num-bers to be set up "for protection of north-eastern migrants".

Wednesday dischargedGujarat's former police chiefPC Pande in the fakeencounter killing case ofTulsiram Prajapati, an aide ofslain gangster SohrabuddinSheikh, for want of mandato-ry sanction from the stategovernment for his prosecu-tion.

"For want of sanction, thecharges against the accused PC Pande are dropped," specialCBI court judge M B Gosavisaid.

The court had last monthdischarged BJP presidentAmit Shah in the SohrabhddinSheikh and Prajapati casesafter holding there existed "nocase" against him and that hehad been implicated for"political reasons".

According to CBI, Pande, aformer director general ofpolice of Gujarat, wasinvolved in the conspiracy tobump off Prajapati, an eyewit-ness to the killing ofSohrabuddin in a stagedencounter in 2005.

He was also alleged to have

tried to shield the accused byfrequently changing theInvestigating Officers andmisleading CBI by trying togive the picture that the twocases were not interlinked.

Pande had not been chargesheeted in the SohrabuddinSheikh case.

HYDERABAD, FEB 04After spectacular victories in

the Lok Sabha and assemblyelections, the ruling TRS inTelangana is now focused onstrengthening itself in the state.

Chief Minister and TRS presi-dent K Chandrasekhar Raoannounced a schedule for mem-bership drive, which begins onTuesday, and elections to partycommittees from the villagelevel. Addressing a meeting ofthe party's extended executivecommittee here, Rao said themembership drive would contin-ue till February 20. Elections toparty committees at differentlevels would be held duringMarch and April.

S6 have surfaced on theInternet. Additionally, moredetails about Samsung's mobilepayment system and a newpatent that shows possibly howthe alleged Galaxy S Edgemight look have also emerged.

French tipster NowhereElsereceived purported images ofthe Galaxy S6 body from anunnamed source that shows thehandset, which is likely tolaunch on March 1 at a pre-MWC event, sporting a designreminiscent to the iPhone. Inthe leaked images, theSamsung Galaxy S6 is seen tohouse speaker grille and charg-ing port at the bottom panelwhile the cut-outs for theantennas are also visible. Onthe sides, the alleged GalaxyS6 will include SIM card portsand the back panel is likely to besealed.

The handset in the leaked image isseen sporting rounded edges and therear camera accompanied by thedual-LED flash placed on the rightside, instead of being below the cam-era as seen on the Samsung GalaxyS5. The new leaked images of theSamsung Galaxy S6 corroborate ear-lier claims from the case makerSpigen who also showed similarplacement of flash.

Korea Times, on the other hand,reports that the Galaxy S6 will

service Vine.The company updated Instagram for Android (version

6.14.1) on Wednesday lastweek and iOS (version6.5.0) app onWednesday this week.Videos in users feednow auto-play muted,and loop endlessly.Users have the optionto unmute the video.On the Web in themeanwhile, videosdon't auto-play but stilldo loop endlessly oncethey are started.

The "What's New" section for both Android and iOSInstagram app includes only one change and that is"videos now automatically replay in feed", alongsideassuring users that "This won't affect how much data theapp uses." The feature is being speculated to be very use-ful for advertisers on the network.

The social networking giant appears to be making someserious efforts to make good use of videos, as earlier inDecember too, Facebook had introduced the auto playingfunctionality for the eligible video mobile app-install adsin News Feed, a feature which according to company thatwill help marketers spread the word even more.

Council (ICC) is consideringplacing limitations on the depthof a bat with less than a fortnightleft for the World Cup to begin torestore the balance between bats-man and bowler.

ICC chief executive DavidRichardson has said the balancebetween batsman and bowler“may have shifted a bit toomuch” in favour of the former.

“No one begrudges an A.B. deVilliers, who plays some superbshots, Brendon McCullum,Kumar Sangakkara, they areexceptionally talented and noone minds if they hit some greatshots which go for six,”Richardson was quoted as sayingby the Sydney Morning Heraldon Wednesday.

“But where some batsmen aremishitting balls and it is just car-rying over the rope and going fora six instead of being caught atthe boundary, that is what somecricket people believe has

become unfair,” he said.“The MCC (World Cricket

Committee), as law makers, andthe ICC will be looking at giving

perhaps some consideration toplacing limitations on the depthof a bat in particular,” he added.

The idea, however, has beenmet with criticism from bat man-ufacturers who said they do notthink it is quite “fair” to reducethe width of a bat.

Greg Eime, the brand managerat Gunn and Moore, said smallergrounds were a big factor forbatsmen mishitting balls forsixes.

“Effectively the game haschanged and the way the bats-men play has changed,” Eimesaid.

“It’s a combination of a lot ofthings, even down to the players’physical fitness and strength. Togo finger pointing at the bats, Idon’t think that’s quite fair.”

Michael Reid, the sponsormanager at bat manufacturerGray-Nicolls, said there havebeen “a number of changes to thegame which contribute to thehigher scores and so forth. Notnecessarily the bat sizes.”
