The Public Service Board (“the Board”) will hold a public hearing regarding the proposed Successor Alternative Regulation Plan (“the Successor Plan” - Docket No. 7803) and proposed rate reduction and cost of service (“the COS” - Docket No. 7843) filed by Vermont Gas Systems, Inc. (“Vermont Gas”). Both the Successor Plan and the COS are proposed to be implemented effective October 1, 2012. A public hearing on VGS’s Successor Plan and COS will be held on Thursday, April 12, 2012, commencing at 7:00 P.M., in Cafeteria No. 2 at the South Burlington High School, located at 550 Dorset Street, South Burlington, Vermont. Customers and members of the public are invited to offer comment on the Company’s proposed Successor Plan and COS.

The hearing location is handicapped accessible. Any person with a disability who requires special accommodation should contact the Public Service Board at 802-828-2358 by no later than April 10, 2012, if they will need that accommodation.

By way of background, Vermont Gas has been operating under an Alternative Regulation Plan since October, 2006. Under the existing Plan, customer’s bills have three components: a Daily Access Charge, a Natural Gas Charge, and a Distribution Charge. The Daily Access Charge recovers some of the fixed cost of serving a customer such as metering and billing. The Natural Gas Charge recovers the cost of purchasing natural gas at the well-head and the cost of transporting natural gas from western Canada to Vermont. The Distribution Charge recovers the remaining costs of distributing natural gas from the Vermont boarder to customer homes and businesses. Under the Successor Plan customer’s bills will have the same three components.

Under the existing Plan, Vermont Gas adjusts the Natural Gas Charge component quarterly, with billing in late January, April, July and October, up or down, in response to changes in the wholesale natural gas markets. The Daily Access Charge and the Distribution Charge components change annually. Under the Successor Plan the quarterly and annual adjustments would continue but the annual adjustment would occur with usage in October that will be billed in November rather than usage occurring in December and billed in January. All of the adjustments are subject to the review and approval by the Vermont Public Service Board.

Like the existing Plan, the Successor Plan contains incentives for Vermont Gas to control its costs and share those savings with customer. The Successor Plan proposes that the shared savings include the impact of weather so that in a cold winter Vermont Gas would return money to customers and in a warm winter additional money would be collected. This year’s very warm weather would not be subject to this “weather-normalization”. The Successor Plan also retains provisions to ensure that service quality remains a priority. Finally, the Successor Plan contains several regulatory safeguards to ensure the Board will have continued regulatory oversight and review. As proposed the Successor Plan would be in effect from October 1, 2012, through September 30, 2017, with an option to renew for two additional three-year terms.

The COS as proposed is equivalent to a 2% overall rate reduction comprised of an 8.4% reduction in the Natural Gas Charge and a 6.2% increase in the Daily Access and Distribution Charges. The decrease in the Natural Gas Charge is due to continued declines in the wholesale cost of gas and reflects the eleventh reduction in the Natural Gas Charge since January 2009. The increase in the Daily Access and Distribution Charges is needed to cover the cost of investments in expansion and maintenance of the pipeline system as well increases in general operating and business expenses.

Questions on the Successor Plan, COS or the upcoming hearing may be directed either to Vermont Gas or the Board. Members of the public may also file written comments with the Board. Copies of Vermont Gas’ proposed Successor Plan and COS are available for review at the Public Service Board or at Vermont Gas’ offices.

All herbicides will be applied selectively to cut stumps, or stems and foliage. This notice is to inform residents along the right-of-way that water supplies and other environmentally sensitive areas near the right-of-way should be protected from an application. It is residents’ responsibility to notify the contact person of the existence of a private water supply near the right-of-way.
