1. ITB 11.1Supplementing Clause ITB 11.1

The total bid price shall also cover the Contractors obligation to supply additional spares (over and above the Mandatory spares), as may be required under the provisions of Clause 24.3(i) Route-1 of Technical Specifications-GTR/Section Project [for Instrument Transformer (CT & CVT)]. Such additional spares will not be paid for by the Employer when supplied and the prices for the same shall be deemed to be covered by the prices for Mandatory Spares.

1. ITB 13.2Replacing Clause 13.2 ITB with the following:

The bid security shall, at the bidders option, be in the form of a crossed bank draft/pay order /banker certified cheque in favour of Employer as stipulated in BDS or a bank guarantee from a reputed bank selected by the bidder. The format of the bank guarantee shall be in accordance with the form of bid security included in the Bidding Documents. Bid security shall remain valid for a period of thirty (30) days beyond the original bid validity period, and beyond any extension subsequently requested under ITB Sub-Clause 14.2.

The Bid Security shall be in favour of Power Grid Corporation of India Limited payable at New Delhi/Gurgaon.

1. ITB 16.3Supplementing ITB clause 16.3 with the following:

In case, pursuant to Ministry of Finance, GOIs Circular dated 17th July, 2012, the Bank Guarantee is issued using SFMS Platform by the banks located in India, the copy of such Bank Guarantee shall be submitted by the bidder along with the First Envelope.

Hard copy of (i) Joint Deed of Undertaking by Collaborator /Parent Company along with the Bidder / Manufacturer, duly signed and stamped on each page in original, must be received by the Employer at the address specified under ITB Sub-Clause 16.2 no later than the time and date stated in the BDS, if applicable as per Annexure-A (BDS).

Further, Hard copy of Joint Deed of Undertaking/ Undertaking, duly signed and stamped on each page in original, if applicable as per Technical Specifications, Volume-II of the Bidding Documents in the Formats given at Sl No: 19, 20, 21, 22, 25, 27 & 29 of Section VI : Sample Forms and Procedures., must be received by the Employer at the address specified under ITB Sub-Clause 16.2 no later than the time and date stated in the BDS.

1. ITB 21.1Replace ITB clause 21.1with the following:

During bid evaluation, the Employer may, at its discretion, ask the Bidder for a clarification of its bid. In case of erroneous/non submission of documents related to/identified in ITB Sub-Clause 9.3 (b), (n), (r) and (s) or Deed of Joint Undertaking pursuant to ITB Sub-Clause 9.3 (c) & (e), required to be submitted by the Bidder as per the provisions of the Bidding Documents, the Employer may give the Bidder not more than 7 working days notice to rectify/furnish such documents, failing which the bid shall be rejected. The request for clarification and the response shall be in writing, and no change in the price or substance of the bid shall be sought, offered or permitted.

1. ITB 23.2Replace ITB 23.2 with the following:

The determination will take into account the Bidders financial, technical capabilities including production capabilities, in particular the Bidders contract work in hand, future commitments & current litigation and past performance including fatal accidents during execution of contracts that have been awarded by the Employer on the Bidder. It will be based upon an examination of the documentary evidence of the Bidders qualifications submitted by the Bidder in Attachment 3 to the bid, as well as such other information as the Employer deems necessary and appropriate. This shall, however, be subject to assessment that may be carried out, if required, by the Employer as per the provisions of Annexure -A (BDS).

Subsequent to Bidders involvement in three cumulative fatal accidents during any financial year, bids submitted by such bidder for all packages whose date of bid opening, originally scheduled and/or actual, falls within the three months period reckoned from the date of the last accident, shall be considered non-responsive. However, if there is no bid from such bidder during the said three months period, any one bid submitted after three months will be considered non-responsive. The Employer shall be the sole judge in this regard.

POWERGRID reserves the right to enter into separate contracts for different substation extension independent of each other as per the following:

(i) Inter-Regional Strengthening scheme for WR & NR (Part-B)

a) Extension of 765kV Jabalpur Pooling Station

b) Extension of 765kV Jhatikara Substation.

c) Extension of 765kV Gwalior Substation

(ii) Under Wardha-Hyderabad 765kV link

a) Extension of 765kV Wardha (AIS) Substation)

(iii) Under Vindhyalchal-V Project of NTPC (Part-A)

(a) 765kV/400kV Vindhyalchal pooling Station Extension (Part-A)

(iv) Under Installation of Bus Reactor and ICT in WR

(a) 765kV/400kV Raipur pooling Station Extension

Accordingly, the terms and conditions as per the bidding documents shall be applicable independently to these separate contracts.


The Employer reserves the right to conduct e-Reverse Aution (e-RA) for further reduction in the price.

In such case all substantially responsive bidders will be intimated regarding procedure/modality of process, prior to e-Reverse Auction.

The Employer shall be the sole judge in this regard.

1. ITB 34.1In addition to the Performance Security of 10% of the Contract Price, the successful bidder is required to furnish additional performance security(ies), if applicable, as per Clause no. 4 of Joint Deed of Undertakings mentioned at Sl. No. 27, 28, 25 and 21 and as per Clause no. 5 of Joint Deed of Undertaking mentioned at Sl. No. 22 & 29 of Section VI : Sample Forms and Procedures.
